So the states that already have one or more central universities are:

  • Andhra Pradesh (2)
  • Assam (2)
  • Delhi (4)
  • Maharastra (1)
  • Manipur (2)
  • Meghalaya (1)
  • Mizoram (1)
  • Nagaland (1)
  • Pondicherry (1)
  • Uttar Pradesh (4)
  • West Bengal (1)

The states that do not have any central universities are:

  1. Arunachal Pradesh *
  2. Bihar
  3. Chhatisgarh
  4. Goa
  5. Gujarat
  6. Haryana
  7. Himachal Pradesh
  8. J & K
  9. Jharkhand
  10. Karnataka
  11. Kerala
  12. Madhya Pradesh **
  13. Orissa
  14. Punjab
  15. Rajasthan
  16. Sikkim *
  17. Tamil Nadu
  18. Tripura *
  19. Uttarakhand

Among the above central universities for the north eastern states (*) have been announced and a tribal central university (**) with head quarters in Madhya Pradesh has also been announced.

Regardless, of the thirty proposed new central universities, each of the above 19 will have one. The politics will come with respect to the remaining 11. If I was doing it based on equitable distribution I will do the following analysis.

  • Andhra Pradesh (2), new IIT, new IIM, new SPA, but big state (may be a new central university)
  • Assam (2), existing IIT, lots of central university in the area (so no new central university)
  • Delhi (4), existing IIT (no new central university)
  • Maharastra (1), existing IIT, new IISER, big state (may be a new central university)
  • Manipur (2) (no new central university)
  • Meghalaya (1), new IIM (no new central university)
  • Mizoram (1) lots of central university in the area (so no new central university)
  • Nagaland (1) lots of central university in the area (so no new central university)
  • Pondicherry (1) , too small (no new central university)
  • Uttar Pradesh (4), existing IIT, IIM, huge state (may be a new central university)
  • West Bengal (1), existing IIT, IIM, new IISER, big state (may be a new central university)
  1. Arunachal Pradesh *, lots of central university in the area (no second central university)
  2. Bihar, new IIT, IIM, big state (may be a second central university)
  3. Chhatisgarh (second central university)
  4. Goa, small state (no second central university)
  5. Gujarat, existing IIM (second central university)
  6. Haryana, small state, see Chandigarh (may be a second central university)
  7. Himachal Pradesh, small state (may be a second central university)
  8. J & K, small state (may be a second central university)
  9. Jharkhand, existing ISM, big part of IGNTU (may be second central university)
  10. Karnataka, existing IISc, big state (second central university)
  11. Kerala, new IISER, existing IIM (may be a second central university)
  12. Madhya Pradesh **, new IISER, SPA, ** has multiple campuses, big state (second central university)
  13. Orissa (second central university)
  14. Punjab, new IISER, see Chandigarh (may be a second central university)
  15. Rajasthan, new IIT, big state (may be a second central university)
  16. Sikkim * lots of central university in the area, small state (no second central university)
  17. Tamil Nadu, existing IIT, big state (second central university)
  18. Tripura * lots of central university in the area, small state (no second central university)
  19. Uttarakhand, existing IIT, small state (may be a second central university)
  • Chandigarh (instead of second central universities in Punjab and Harayana, a common one in Chandigarh)

Based on the above analysis I would pick the ten that are in bold and one of the other "may-bes" for the remaining 11 central universities. But i of course do not have the authority to pick. So lets wait, watch and hope that the people who pick will be fair.

[…] Comparing the above list with our list of 19 states which do not yet have central universities:  (i) Arunachal Pradesh, Sikkim and Tripura are not in the above list as universities for them was earlier announced, (ii) Goa is replaced by Maharastra and (iii) Madhya Pradesh is in the list, although it is not clear if this is in addition to the tribal university that is to be head quartered in Madhya Pradesh. Five thousand crores for 16 universities means 312.5 crores for each university. […]
