Two new Central Schools for Bhubaneswar and one more for Jajpur district in Jajpur Rd

Following is an excerpt from a report in Pioneer.

The State capital will soon have two more Kendriya Vidalayas with approval by the Ministry of Human Resource and Kendriya Vidalaya Sangathan at Kalinga Nagar and Pokhariput.

The two schools will be known as Kalinga Nagar KV no -5 and Pokhariput no -6 from class I to V.

The Kalinga Nagar KV will temporarily function in the campus of Unit- 1X and Pohariput KV at the campus of Jagamara Nodal Primary School till the permanent buildings come up at their own sites.

The other Kendriya Vidyalayas in Bhubaneswar are:

  • KV Number 1 in Unit 9
  • KV Number 1 2nd Shift
  • KV Number 2 CRPF Campus
  • KV Number 3 Mancheswar
  • KV Number 4 Neeladri Vihar

Other KV’s in the greater Bhubaneswar-Cuttack-Khurda area are:

  • KV Charbatia
  • KV Cuttack (Bidanasi)
  • KV Khurda Road

With the above mentioned two new KVs in Bhubaneswar (at Kalinganagar and Pokhariput) and two new KVs in Cuttack (Khan Nagar and Mundali) the total number of KVs in Bhubaneswar-Cuttack-Khurda will be 12. (This is not counting the one in Puri.) 


Following is an excerpt from another report in Pioneer about a new KV in Jajpur Rd.

The demand for a Central School (Kendriya Vidyalaya) here has been fulfilled and the school would start within a week, said District Collector of Jajpur Pramod Chandra Mohanty at a large gathering at the Jajpur Road Town Hall on the occasion of the Local Self Government Day and the Prativa Puja celebration of the Vyasanagar Municipality on Tuesday.

Senior journalist KC Samal placed the demand for a second Central School in the district at the industrial town of Jajpur Road. The first school was opened at Jajpur Town a few days back.

Chairperson of the Vyasanagar Municipality Bandita Parida, who presided over the meeting, assured the Collector to provide an eight-room building in the Jajpur Road Stadium premises to start the proposed Central School immediately.

Unknown History: My column in Telegraph, Monday, January 23rd, 2012

Some indentations are missing in the column. So my original submission is given below. I appeal to the readers to write to the CM and Chief Secretary at cmo@ori.nic.in and csori@ori.nic.in respectively and urge them to at least take teh actions mentioned in the article below. In this regard, note that the way Nalanda International University happened is that the Bihar CM Nitish Kumar pushed it with the PM as well as stalwarts like Amartya Sen. The Odisha government (namely the CM and CS) need to take similar steps.


While most people in Odisha have read in their history text books about Nalanda as an ancient center of higher learning and know about Bodhgaya as a Buddhist site where Buddha is said to have attained enlightenment , very few of us know about the Buddhist sites of Ratnagiri, Lalitgiri and Udayagiri in the Jajpur district of Odisha and even fewer have visited them; many confuse the Buddhist site of Udayagiri in Jajpur district with the Khandagiri-Udayagiri in Bhubaneswar.

This is somewhat unfortunate as top researchers in Archaeology and art history have compared Ratnagiri with Nalanda and Bodhgaya and such comparisons have been reported in books and articles written in India and abroad.

The three sites of Ratnagiri, Udayagiri and Lalitgiri are identified as the sites of the ancient Ratnagiri Mahavihara, Madhavpur Mahavihara and Chandraditya Vihara and the proceedings of the 1998 Indian Art History Congress makes a mention of this.

Debala Mitra, the Director General of Archaeological Survey of India during 1975-1983, who explored and excavated several Buddhist sites in India, and wrote many books on various archaeological sites in India, wrote a two volume book on Ratnagiri and another book titled“Buddhist monuments of India” . In the latter book she compares Ratnagiri with Nalanda and says the following.

… Recent excavations of the top of the hillock brought to light imposing remains of one of the most important Buddhist establishments, reclaimed as Ratnagiri-mahavihara (and not Pushpagiri-viahara as presumed by some) on the basis of a number of sealings bearing the legend S’ri-Ratnagiri-mahavihariy-aryabikshu-sanghasya. With its nucleus dating atleast from about the fifth century A.D., the establishment witnessed a phenomenal growth in religion, art and architecture till the twelfth century A.D. It played a significant role in disseminating Buddhist culture and religion forming itself, like Nalanda, an important religious and philosophical academy, to which flocked the entrants and scholars to take lessons from the intellectual stalwarts of Buddhism.

She backs up her claims with multitude of evidence including references to Tibetan literature such as:

Taranatha in his History of Buddhism in India (completed in A.D. 1608) says that a vihara, called Ratnagiri, was built on the crest of a mountain in the kingdom of Odivisa (Orissa) in the reign of Buddhapaksha (identified with the Gupta Emperor Narasinghagupta Baladitya of the Gupta dynasty by N. Dutt), an in this vihara were kept three sets of Mahayana and Hinayana sastras, etc., and there were eight great groups of dharma (religious schools?) and five hundred monks. According to the Pag Sam Jon Zang (completed in A.D. 1747), Acharya Bitoba went through magic to Sambhala where he obtained the Kalachakra-tantra, brought it to Ratnagiri and explained the doctrine to Abodhutipa, Bodhisri, and Naropa. This and other Tibetan references indicate that Ratnagiri was a renowned center, noted for the spiritual inspiration and lively pursuit of the Kalachakra-tantra in the latter part of the tenth century A.D.

Addressing some concerns by researchers she says:

The veracity of these late Tibetan works, which is often questioned, is amply borne out by the excavated remains which are spectacular even in their ruins. The excavation laid bare the remains of an imposing stupa (Main Stupa), rebuilt at least once, two magnificent qudrangular monasteries (Monasteries 1 and 2), also rebuilt at least once, a single-winger monastery, eight temples, a large number of stupas, sculptures and architectural pieces, objects of daily use and hundreds of other evidences of what life was like in these sumptuous monasteries. Indeed, excavations have revealed that here was an establishment that can be compared with that of Nalanda. In the overwhelming number of portable monolithic stupas Ratnagiri can compete even with Bodh-Gaya. … The number of these antiquities is an adequate index of the profound popularity and sanctity of this center in the Buddhist world.

All of the above are elaborated in her book on Ratnagiri where she says the following regarding Monastery 1 being the finest such structure unearthed in India.

Notwithstanding its normal monastic plan, it is a singular structural monument not only for its impressive size and symmetrical planning but for the rich but balanced surface-treatment of the front porch and the façade of the shrine. Not a single monastery of Nalanda, which has yielded so far the largest number of spectacular structural monasteries , can compete with this one in respect of embellishment. … Indeed, the monastery is the finest structural one so far unearthed in India.

Although Debala Mitra’s books have the most detailed references and arguments regarding the important of Ratnagiri vis-à-vis Nalanda and Bodhgaya, a search (of Ratnagiri and Nalanda) in http://books.google.com shows that her views are agreed upon and propagated in books and articles published around the globe.

I corresponded and personally met Prof. Thomas Donaldson of Cleveland who has written many books on art history of Odisha and India. In one of his emails to me he wrote:

As you know Ratnagiri was a rival to Nalanda as a site of Buddhist learning and some later Tibetan texts even ascribe the origin of Mahayana and Tantrayana to Ratnagiri. Collectively the three closely situated sites certainly compare artistically to the site of Nalanda.

From the above it is quite evident that Ratnagiri in Odisha, by itself is a site that is comparable to Nalanda and Bodh Gaya in many aspects and together with the nearby Lalitgiri and Udayagiri they form a triangle of an unparalleled Buddhist complex in India. Unfortunately, this is not much known to people in Odisha, let alone outside Odisha. Although the Odisha government has been trying to create a tourist circuit around these sites, it is yet to bear fruit.

In that regard we suggest the following:

(i) The Odisha government create a major tourist campaign using some of the above mentioned quotes in huge hoardings in places such as Bhuaneswar airport, station, and major tourist sites and offices in Odisha and India.

(ii) The Odisha government pursue the imemdiate establishment of a centrally funded Indian Institute of Arcaheology and Art History located near these sites to produce adequate number of trained manpower to expedite the excavations in Udayagiri and recently discovered nearby sites such as the Langudi hills site.

In addition it should help in the recent effort to establish a Ratnagiri-Puspagiri International University as a revival of the Ratnagiri and Puspagiri Mahaviharas along the lines of the recently revived Nalanda International University; Puspagiri being the Mahavihara mentioned in Hiuen Tsang’s Si-yu-ki and thought by many to represent a subset of Ratnagiri, Lalitgiri and Udayagiri; but is yet to substantiated by archaeological evidence.

Last December, I had a chance to discuss the above compilations of quotes with Utkal University professors of the Department of Ancient Indian History, Art History & Archaeology and also with the Culture and Tourism Secretary. Although I was not able to discuss this with the CM or CS, I hope the above points will be forwarded to them and they will quickly take some necessary actions. 12th plan envisions to have a medical college in each of the 641 districts of India??

Following are excerpts from a report in dnaindia.com.

In order to bring down the shortage of doctors and improve healthcare services at the minutest level, the government is planning to have medical colleges in each district.

It has plans to convert district hospitals into training institute the paramedical personnel as well.

Besides, the government also plans to integrate AYUSH doctors and have capacity building programmes for other traditional healthcare providers such as Registered Medical Practitioners (RMPs) and Traditional Birth Attendants (TBA) so that traditional care practices and local remedies are encouraged.

… As of now medical colleges are concentrated in only 193 districts of the country … The rest 447 districts do not have any medical college.

Against 335 colleges, there are about 319 Auxiliary nurses and midwives (ANM) training schools, 49 health and family welfare training schools and only 34 LHV (Lady Health Visitor) schools.

The present doctor patient ratio 0.6 per 1000 while the ratio of health workers (including midwives, nurses etc) is 2.5 per 1000.

“To fill the gap in training needs of paramedical professionals, the 12th Plan proposes to develop each of the district hospitals into knowledge centres, and 4,535 CHCs into training institutions,” says the Planning Commission report.

Odisha with its 30 districts will greatly benefit by this plan. In Odisha only 4 of its districts currently have medical colleges: they are Cuttack, Khorda, Sambalpur and Ganjam. The 26 districts in Odisha that do not yet have medical colleges are: Angul (*), Boudha, Bhadrak, Balangir, Baragarh, Balasore, Deogarh, Dhenanal, Gajapati, Jharsuguda, Jajpur, Jagatsignhpur, Keonjhar, Kalahandi (*), Kandhamal, Koraput, Kendrapada, Malkangiri, Mayurbhanj, Nawarangpur, Nuapada, Nayagarh, Puri, Rayagada, Subarnapur, Sundergarh (*). Among these 26, private medical colleges are under construction in Angul (by MCL and NTPC), Kalahandi (WODC), and Sundergarh (in Rourkela by Hi-Tech).

Orissa Model Tribal Education Society (OMTES) has so far set up 11 Ekalabya Model Residential Schools and manages 19 Educational Complexes; However, KISS is much more effective

How the schools are managed at the district level?

A school level management committee headed by the Collector of the respective districts, members including two educationist of the area looks after the overall development of the schools. Here the collector is the chairman and concerned Principal of ERMS is the Member Secretary.

You benefit, when your child qualifies entrance of the school and receives free qualitative education. The 11 schools are listed in the page http://www.omtes.org/Yearwise_establishment_EMRS.html. They are in the districts of Koraput, Mayurbhanj, Sundergarh (3), Rayagada, Koenjhar, Gajapati, Kandhamal, Nabarangpur, and Jajpur.

The 19 educational complexes are listed in the page http://www.omtes.org/Yearwise_establishment.html. They are in the districts of Keonjhar (3), Rayagada (2), Nuapara, Mayurbhanj (2), Deogarh, Angul, Kalahandi, Ganjam, Gajapati (3), Malkangiri (2), Sundergarh and Kandhamala. Each of these complexes have a capacity of 250 making a total capacity of 4750.


In contrast, as of today, KISS has a student body of 15,083, which includes 3553  students pursuing +3. KISS had a student body of 1500 in 2005. I am sure the performance of the students is better at KISS than of the students at the OMTES schools and educational complexes.

So the Odisha government should just give land, seed money and grants to KISS and let them establish and manage much larger facilities in the districts with significant tribal students.

In http://www.kiss.ac.in/admission.html it is mentioned that every year KISS gets 30,000 to 40,000 applications per year for admission and admits between 2000-3000 of them. The government should fund KISS so that if not all who apply are admitted at least half of them are admitted.


It is a pity that other states have taken note of KISS and are inviting KISS to open replicas in their states while Odisha does not seem to be taking similar steps. Following is an excerpt from a report in Pioneer on other states approaching KISS for replicas.

A branch of the Kalinga Institute of Social Sciences (KISS) has been set up in Bastar, a tribal dominated and Maoist infested region of Chhattisgarh with assistance from the National Mineral Development Corporation (NMDC).

An MoU to this effect was signed between the KIIT and the KISS founder Dr Achyuta Samanta and NMDC director GB Joshi in the presence of the NMDC chairman cum managing director Rana Som at the the latter’s Corporate Office in Hyderabad on June 24.

As per the agreement, the NMDC has provided 30 acres of land along with all financial assistance to the KISS in order to set up its replica in Kankar region of north Bastar district in Chhattisgarh. In the first phase, 1000 tribal boys and girls will be admitted in this school. However, a total of 4,000 students from five districts in and around Bastar will get the opportunity of quality education here in course of time.

After Bastar, the Governments of Jharkhand, Madhya Pradesh and Delhi are keen to set up such model schools bearing all financial implications. They have requested Dr Samanta accordingly.

The page http://www.kiss.ac.in/fmngt.html explains how KISS is funded. The total amount there adds up to 18 crores. If 10 such KISS replicas are established in 10 tribal districts of Odisha at an additional cost of 200 crores/year, that will be the best use of such money for Odisha.

Higher education moves by the Odisha state government outside of the Capital area during the last 5 years [work in progress]

To get a clear picture on higher education moves by the state government (during the last 5 years) outside of the capital area (Khurda, Cuttack and Puri districts) we try to list the moves. Many fully centrally funded institutes are mentioned as the state contributes by free land and in making the location decision. (Note that Odisha has 30 districts.)

What has been done so far (including under construction):

  1. Central University of Orissa, Dist – Koraput
  2. Upgradation of UCE Burla to VSSUT, Dist – Sambalpur
  3. Private University status to Centurion, Dist – Gajapati
  4. Government Engieering College, Bhawanipatna, Dist – Kalahandi
  5. College of Agriculture, Bhawanipatna, Dist – Kalahandi
  6. WODC funds and free land for Private Medical College, Jaring, near Bhawanipatna, Dist – Kalahandi  (significant part of the construction is complete)
  7. Pushed Vedanta to establish Vedanta Science College in Lanjigarh, Dist – Kalahandi
  8. Parla Maharaj Engineering College, Berhampur, Dist-Ganjam
  9. Special SUIIT institute as part of Sambalpur University, Dist – Sambalpur
  10. WODC funds for Hi-Tech Medical College, Rourkela, Dist – Sundergarh (under construction) 
  11. Indian Institute of Handloom Technology, Baragarh

The districts involved above and the number of items for them are: Baragarh (1), Gajapati (1), Ganjam (1), Kalahandi (4), Koraput (1), Sambalpur (3), Sundergarh (1). If one takes the funding amount as the criteria then Koraput comes at the top.

Some of the announcements that are most likely to happen in 1-3 years as reported in the news:

  1. Pushed MCL to agree to make a medical college in Talcher
  2. Pushed NTPC to agree to make a medical college (location not announced)
  3. Pushed NTPC to agree to make a Power Institute (location not announced)
  4. Announced that all three medical colleges (includes Berhampur, Sambalpur) will be autonomous starting with the one in Sambalpur.
  5. Announced that Khallikote College Berhampur will be made to a university
  6. Proposed that one of the 20 IIIT should be in Berhampur.
  7. Pushing to upgrade FCI Balangir to an Institute of Hotel Management
  8. Grants to XIMB to open a campus in Balangir
  9. Grants to XIMB to open a campus in Sambalpur
  10. Support for a CIPET campus in Balasore
  11. Upgradation of GM College, Sambalpur to a university (announed by Higher Education Minister)

The districts involved in the above two lists and their number of items are: Angul (1), Balasore (1), Balangir (2), Baragarh (1), Gajapati (1), Ganjam (4), Kalahandi (4), Koraput (1), Sambalpur (6), Sundergarh (1).

The districts that are left out are: Bhadrak, Bouda, Deogarh, Dhenkanal, Jagatsinghpur, Jajpur, Jharsuguda, Kandhamala, Kendrapada, Keonjhar, Malkangiri, Mayurbhanj, Nabarangpur, Nayagarh, Nuapada, Rayagada and Sonepur.

Besides the above there have been reports about government willing to give grants to several private medical colleges in various places and the WODC has tried (but failed) to entice (through grants and free land) a private party to establish a medical college in Balangir.

Also, I think the government will implement some of the recommendations made by the higher education task force.


Please suggest missing items in the comments section. Any capital-bashing comments will be deleted as the purpose of this post is to get a clear picture of what is happenning and not happening in the higher education side outside of the capital districts of Khurda, Cuttack and Puri.

Again, this list is to get a clear picture of what has happened in the non-capital area districts so that one can make an informed decision if the government is biased towards some non-capital districts over other non-capital districts. (There is no argument that the bulk of the moves have been made favoring the capital area. So no discussion on that.)

The above list should not be interpreted in isolation. For example, one should not conclude that Kalahandi got too much. It got several institutions because it started from very little and the education conscious people of Kalahandi have been rightly demanding for higher education institutions for a long time. But at the same token, arguing that Kalahandi has been neglected by this government with respect to higher education just goes against the facts above and I worry that the well-meaning people who are making such arguments may be harming their cause. I guess the argument comes from losing the central university to Koraput. But then every district other than Koraput (and the capital districts) can use that argument. [If there is interest I will explain more on my take on this in the comments section.]

As an analogy, in 2005 we could rightly argue that the central government neglected Odisha with respect to centrally funded higher education institutions. But if we now say that the UPA government  neglected Odisha with respect to centrally funded higher education institutions, we will be laughed at, and our efforts will have negative impact. So we plan to use finer arguments and location specific arguments to push for central institutions in Odisha for the 12th plan.

Kalahandi people wanting more institutions in Kalahandi should think of other ways to make their case and irritating the state government and its bureaucrats with arguments that go against the facts (see list above) may help some politicians but has a higher potential to harm Kalahandi’s case than help its case.

PIB: ESI Hospitals and medical colleges that have been sanctioned

The ESI Corporation has laid down norms for setting up of ESI hospitals. The ESI hospitals are sanctioned based on the request of the State Government and taking into consideration the requirement and norms laid down by the ESI Corporation. The ESI Corporation does not receive any budgetary support and, therefore, does not follow the Five Year Plan targets. It sets its own targets. The details of the ESI hospitals, as approved by the ESI Corporation, under construction are as under:

Junior College preferences to study Plus 2 Science among students of Odisha

This is based on the cut-off data in https://www.orissalinks.com/archives/5020 and is only about the 169 junior colleges for which there is e-counseling. Note that there are now more than 100 private plus 2 science colleges across Odisha (with more than 50 in Bhubaneswar-Cuttack area alone) and they are not part of this list. An example is the Kalinga Bharati College that did very well in Plus 2 exams this year. Kalinganagar citizens ask for central school, engineering college & medical college

Following is from a report in Pioneer.

The Vyasa Nagar Nagarik Committee has demanded a Central School, an engineering college and a medical college at Vyasa Nagar and Kalinga Nagar. It placed its demand to the Jajpur Collector on Sunday. The 12-point charter of demands was also sent to the Chief Minister, Finance Minister and local Korai MLA Preeti Ranjan Ghadai.

In a unanimous resolution passed at a meeting of the committee, it was alleged that in the name of development of a steel city in the Kalinga Nagar-Vyasa Nagar area the local people are exploited by industrialists. Industrial units like Jindal, NINL and VISA have come up in the area and very soon Tata Steel is likely to start its plant in the locality.

The committee noted that so far no industrial house has done any social service in the area though many of them established their industries about four years ago. They are only polluting the entire area with dust and smoke. So far, they have not extended any help to set up any school, college, hospital, market complex or even staff quarters in the area. This is despite the fact that the industries are depending on Vyasa Nagar as the gateway to the industrial hub of Kalinga Nagar.

Now, the population of the Vyasa Nagar Municipality has crossed the mark of one lakh, that too only for the steel industries. The road conditions of the Vyasa Nagar and Kalinga Nagar areas are pathetic. The educated youth of the locality are not getting jobs in the plants. Even diploma and ITI certificate holders are posted as labourers, the committee pointed out.

… The committee, headed by its president Dr HK Sahu, and secretary Duryodhan Rout, met the Collector at Jajpur Town and placed the demands before him. The others associated in the committee are senior journalist Krishna Chandra Samal, Rishi Agrawal and Alekh Mallick. They warned the Government that the committee would resort to agitation if the demands are not met by July 30.

Although I am originally from that area, I have not yet taken special interest towards it. It is good to see that a local citizen committee has finally started making the demands.

I believe that industrial and mining places should be provided with appropriate HRD facilities so that the bad apsects of industries and mining are balanced with the good aspects. The places of this category with a lot of operating industries, mines or both that the Odisha government has some what neglected so far and needs to pay immediate attention are: Paradeep, Kalinganagar, Jharsuguda-Ib valley (encompasses part of Sundergarh district), Joda-Barbil, Keonjhar, Rayagada and Angul-Talcher. Among these places, Keonjhar and Talcher have an engineering college and MCL is making a medical college in the Talcher area.

Several of the new Kendriya Vidyalayas start class immediately

Following three ads are from Samaja.

Following is an excerpt from a report in Telegraph.

… two have already started functioning from the Millennium City in Cuttack.

The admission process in the two schools will commence from the current academic session, the notification for which has already been published by the Kendriya Vidyalaya Sangathan (KVS).

The two schools will be operating from Munduli and Nuapatana.

The state government has allotted land for the construction of the two campuses, the work for which has already started.

Before the construction work is completed, the two schools will be operating from the CRPF campus, and from the Government Press.

“Students starting from standard I to V will be admitted now and soon the schools will be upgraded to standard X. Currently, both the schools will have 45 students each,”…

… the remaining nine schools at Kutra in Sundargarh, Bhanjanagar, Digapahandi and Aska in Ganjam, Murgabadi in Mayurbhanj, and one each at Sonepur, Deogarh, Jajpur and Nuapada will be set up soon.

Based on our bookkeeping in https://www.orissalinks.com/archives/4222 after the above schools are established the only two districts in Odisha that will lack a Central School will be: Kendrapada and Nayagarh.

Seven (+ 11?) more central schools are in the offing

Update: One day after the news below Samaja also has the following news on 11 new schools.


While some newsreports have been reporting 11 more central schools are coming up (see https://www.orissalinks.com/archives/4818) the following report in Samaja mentions 7 more and the two lists vary. The locations mentioned in Samaja are: Bhubaneswar (2), Cuttack, Nayagarh and Rairangpur. The locations mentioned in Orissadiary are Kutra in Sundargarh district, in Cuttack city, in Bhanjanagar in Ganjam district, in Mayurbhanj town, in Sonepur, in Deogarh, in Jajpur, in Digapahandi of Ganjam District, in Aska of Ganjam district, in Nuapada, in CISF in Cuttack district.
