Agriculture College to come up in Bhawanipatna

… The Chief Minister decided to assuage the hurt feelings of the people of Kalahandi by announcing two professional colleges in the district.

Mr.Patnaik chairing the high level meeting here on 27 December announced to set up an engineering and a new agriculture college at Bhawanipatna.

…Sensing the popular demand for more educational facilities in the district, Mr.Patnaik declared that “there will be an agriculture and engineering college at Bhawanipatna”.

Funds will be located from Special Problem Fund (SPF) for both these institutions.

Both the colleges were provided Rs.5 crore each to take up preliminary works.

The engineering college will have 240 seats, where as the agriculture college will accommodate 48 students, revealed an official.

There are 63 engineering colleges, where as this will be the third agriculture college in the state, said he.

Two agriculture colleges exist at Bhubaneswar in Khurda district and Chiplima in Sambalpur district.

The College of Agriculture, Bhawanipatna will be under the Orissa University of Agriculture Technology (OUAT).

… Mr.Patnaik also asked Dr.Arabinda Padhee, Director Agriculture to take up the matter with VC OUAT for facilitating the students to enroll them in 2009-10.

Dr.Padhee gave out details on the planning process on establishing the new institution.

Tarun Kanti Mishra, Development Commissioner who attended the meeting will co-ordinate the land alienation and construction work in a faster manner.

    This is good news for Kalahandi district and it has to welcomed and the chief minister deserves to be praised for he has taken the feelings of the people from different regions seriously.

    People of Orissa are yet to see their Dream Orissa as the largest industrial hub of the country.Can’t we think of something more realistic in terms of action as on date?
    It’s more practical to materialise an action plan of introducing more academic institutions either self financing or corporate financed from the forthcoming academic session.Corporate bodies like Nalco,NTPC,MCL etc; may be encouraged to open Engg./Medical/Research institutions in the state from the next academic session.
    Potential Engg. Schools / Universities with adequate infrastructure may open Engg. degrees from the next academic session on self financing basis.Degree courses can well be opened in the Engg. School at Cuttack.
    OUAT-Bhubaneswar can have a self financing Engg. college like BPUT with available infrastructure previously used by CET.
    CET-Bhubaneswar can be a Unitary University with max. PG courses.The Veterinary college under OUAT can be converted to a full fledged University of Fishery and Animal Husbandry with more no. of Fishery and Veterinary colleges in the state.Special Institutional Zone having 5000 acres within 50 kms. from the International Airport may be identified for accomodating all Educational/Research institutions completely funded by Govt. of India.
    The following are the possibilities-
    IIT,IIM,World class University,National School of Drama,Indian Institute of Fashion Technology,National Museum of man,National Institute of Fundamental Research,SAARC institute,School of Planning and Architecture,National Defence Academy,Indian School of Economics,Indian School of Mines,ISRO,Institute of Marine Science,Institute of Remote sensing etc.

    Orissa can be numero uno in Human Resource Development in India.Instead of MOUs people of Orissa are more interested in the deadline of real output.

    While opening an agriculture college a laudable first step, much of the training provided in these colleges are textbook stuff.

    Agriculture produce forms close to 20% of Orissa’s state gross domestic product. (Source: Orissa dept. of Agriculture).

    Punjab has a GDP per capita figure that is twice that of orissa at 40,000 per year compared to 20240 for orissa. (Source: Orissa dept of statistics, Reserve Bank OF India).And yet the Agricultural component of Punjab’s state grosss domestic product is 33%.This is possible because of higher yield of agricultural produce.

    As per census 2001 80% of Orissa population live in rural areas.While I don’t have the data, but I would like to guess a large proportion of those 80% depend on agriculture.

    Orissa is one of the fastest growing states with GDP per capita growth of roughly 10% for last 5 years.Rapid industrialization is key for it’s long term development.No country has developed depending on agriculture. An enterpreneur has a GDP per capita of 1 million dollars..An MBA, doctor or professor has a GDP per capita of 60,000 dollar. A farmer will probably rank lower.

    But it’s also equally important to note that when 80% of population still depends on agriculture , the growth of agricuture
    sector becomes important from a short term point of view.In that context it must be noted that the entire agriculture sector itself has grown at less than 3% in contrast to more than 10% for rest of the sector.So we can say that for last 5 years the rural economies in orissa have seen a growth of 3% while Urban areas have grown well over 10%.

    For immediate benefit to the rural population higher growth of agriculture therefore becomes the key.

    What our farmers need is a transfer of technical knowhow that will allow them to get more agricultural produce for each acre of cultivated land.India itself lacks the knowhow that exists in countries such as USA and ISRAEL.

    Orissa govt. should seek out help from farms such as “California Agriculture Consulting Service” headed by Dr LUX LAKSHMANAN , world renowned agriculture scientist who has 28 years of experience in providing consulting service to
    farmers of california.

    In India there are farms such as “Agriculture Consultancy Management Foundation” headed by R.Madhavan who has been working with Dr Lux.Lakshmanan.

    What Orissa must realize is that the technical knowhow for higher agriculture yield simply doesn’t exist within Orissa and India.Hence it becomes paramount for the Orissa Govt to seek out this knowhow where it exists.Few cores spent in this regard will go a long way in bringing about the change that Orissa Govt has been looking for decades.

    Good step…encouraging new.
    But don\’t forget to devlop UCE Burla which is ever neglected- an unpleasant truth for shameless Orissa Govt. Everybody knows about it…lot of promises by CM but false and no action….
