The NIT (National Institutes of Technology) act becomes effective Aug 15 2007. There is a similar act for the IITs; but the NITs did not have one earlier. By virtue of this act NITs now become "Institutes of National Importance (INI)." Thus the proposed IIESTs, which will also be accorded INI status will not necessarily have a higher status than NITs.

    Sir,
    In the NIT Act 2007 i read it, but there is no ray of the hope for regularization those who are working in NITS since a long period on contract basis. The employees who are working on contract basis against the sanctioned vacant post having all necessary qualification and experience. These persons are also hoping for regularization from government of india by this act. What will be happened if they will not regularized. Authorities will remove there service which will be creat high problems to eating food not only for themselves but also for their families. They having families, where they will go,. One side government has started “Rojgar Guarantee Yojana’ and another side governmdent is not giving security to these employees’s employment. I hope you will understand my feelings. If possible pl. amend or order to authorities to confirm such employees who are working since last 5 years or more than 5

    In NIT act 2007 there is no provision of pension in NIT Kurukshetra, Silchar and Jalandhar. So is not for equity. there is totaly loss of these NIT’s Employees. If we can not make equility ?then what for ACT. So we can say that it not justify for these three NITs.

    Sir,
    It is a new milestone laid in the field of technical education in our country. I congratulate all the students studying in NITs. Now It should be the top priority of NIT Raipur to soon develope a system of conductiong own examinations from this semester so that all students coming from different parts of India could follow their Annual calender instead of CSVTU. A lot has to be done in this regard. So far No permanent Director of NIT Raipur is appointed in last one year. It is requested to appoint a visionary and experienced Director for taking NIT Raipur to a new hight in the area of technical education. The College has rich historical background but I was not a REC before converting to NIT unlike other NITs. So everyone concern is having an eye to NIT Raiput for a quick and fast transformation under the NIT act-2007. The second batch of students based on AIEEE merit has already joined the NIT Raipur. These new generation talented students with infinite potential need a direction to go forward in making India a technological super power.

    Congratulation for implementation of NIT act in which most of us were waiting for. In my opinion, there should be uniformity in norms, regulations regarding examination system, promotion policies, payscales and facilities etc. There should be a coomon plateform for interactions between various NIT’s with regard to acedemic and infrastuctural developments.
    There is also an immense need to promote good quality research and collobration with forgien universities for academic excellence.

    Sir,

    NIT act effective on 15/8/2007. But the statutes are not framed. The first statutes are framed by Govt. of India and issued all NITs. When? The Sarangi report was kick offby the Govt, with the help of All India federation of NIT Employees.

    It is good thing by putting NIT act. By reading throughly I did not find the statue and details when it is going to impliment and it will be benificial to all the employees who were working uned this belt. Can I get the details is there any promotional avenues for qualified employees. By implimenting NIT act we find something to happen as early as possible. Also make a regular appointment from all the temporary staff.

    Dear Sir,

    NIT act passed on 15/8/2008. But NIT Statutes are not effective, in the light of such situations, many NIT Administrative hands are given promotions, higher scales are allowing their favourites only, many illegal promotions are allowed REC to NIT transformation period, many NIT Directors are in that time incharge persons, so it was very good time for somebody. Many qualified employees are think that they were get central scales, for considering there Educational qualifications and the seniority of the present posts. But nothing is done in the Pay Raionalization process.
    Many employees are reach the Honourable court.

    Sir,

    RECs are upgraded into NITs and they are fully funded central Institutes. Different RECs are follow in different rules and regulations. In the transformation period many irregularities are done in promotion and Grade promotions, and scale of pay. Many NITs are follow central rules and state rules for non teaching staffs,in paralell. The Sarangi Commission report was good forn all NIT employees, but unfortunately All India Nit Employees federation submit Memmorandums to the authorities, and the report is now in cold storage of MHRD.

    6th Central pay commission report submitted to the central goverrnment on 24 th March 2008, and it may be implemented recently. We the NIT employees are welome for a pay structure for all NITs in different parts of our country. Our respected Director of NIT Rourkela Dr. Sunilkumar Sarangi and Others are formulated a pay structure for all NITs. We are Welcome “SARANGI COMMISSION REPORT’.

It is a false statement Sir, Now In NIT Kurushetra Silchar and Jalandhar not provide Pension scheme and other benefits, We the NIT peoples from different parts of the country provide equal status for all categories in NIT act and not more.

    In Calicut NIT peoples conducted a march and Dharna against the Sarangi Commission report and they are also fired the report, the same employees are enjoying redesignated post and the benefits( Mechanic, Senior Mechanic and Senior Mechanic (SG)recommended by Dr. Sarangi and others)

    I seen your comment, We have no hope for upgrading our qualification during our service, but in Faculty side they are have benefits for quality improvement. In the present condition RECs are coverted to NITs and upgrading the status, but the authorities are not framed a rule or service conditions to all NITs Non Teacing staff side. Another hope at 6cpc, unfortunately Honourable Sree Krishna Commission not consider our Educational qualification and experience or responsibility of the post, they simply merge the pay scales and give sum of arrears. I am also a Graduate
    and Post Graduate in Professional course, MPhil course completed, Thesis work only. Iam working one of the Premier NIT in South India. What is the meaning of Quality Improvement?

    I had joined REC service with minimum qualification, (S.S.L.C) now I am a Post Graduate, and I am serving the Institute in the entry post without any promotion last 24 years. I had eligible for a time bound grade promotion in 2004, unfortunately REC to covert in to NIT and stopped grade promotions. My very juniors coming from last grade services are getting more pay than me. What is the meaning of service rules? and What is the meaning of Quality Improvement?

    MHRD send OMs to all NIT Directors and Registrars, but many NITs are implementing the same in different ways. For example the 6cpc implementation OM on 3/10/2008 direct that after 1/1/2006 promotions /ACPs are withdrawn, and reverse before 1/1/2006 status. But in Calicut NIT authorities are not withdrawn the promotions given after 1/1/2006, In NIT Trichy authorities are withdrawn the promotions after 1/1/2006 and reverse to 1/1/2006 status.

    REC s are converted to NIT in 2002. NIT Act implemented in August 2007. Many OM s are reveived in NITs and such OMs are implemented and interpretted in different ways. Pay Rationalisation OM received in 2004 June 6 by fax message to all NIT Directors and Registrars. In Calicut NIT this OM implemented 1/4/2004 to some group of employees, and 1/4/2006 to another groups. The same OM implemented in Rourkela,NIT Trichy, and NIT Kurushetra are in 1/4/2004, some NITs are stopped Time Bound Promotions as per state norms, some are implemented ACP schemes in central pattern. What is the original cut of date for pay and service conditions to the NIT NON TEACHING STAFFs in different States of the country?

These persons are also hoping for regularization from government of india. What will be happened if they will not regularized. Authorities will started the break the services and cut the bonus and other benifits in this circumstance it will be create high problems to eating food not only for themselves but also for their families. They having families, where they will go,. One side government has started “Rojgar Guarantee Yojana’ and another side governmdent is not giving security to these employees’s employment. Please look into this issue as a humantarian grounds and take a positive decision for these employees for regularization. Finally, we please requesting to you implement the High court orders.

    Govt. of India have now published the First Statutes for all NITs in the 23rd Apriil 2009 Gazette wherein rules have been specified. Interested person may go through the contents and pass on comments.

    NIT Calicut released 60% arrears last week. The famous word “RESTRUCTURING’ heard last 5 years nothing is done in this time and the Sarangi commission report is very much favourable to the Non teaching employees of all NITs, but the All India federation of NIT employees union against to the said report and the ministry was freez the report, I requested to the Northern friends pls. push up.

    Good news from NIT Calicutt about disbursment of 60% arrears. But in many NIT’s it is not released. Now the statute has come and why every implementations are not becomming uniform. I suppose to say that why one statute and many rules regarding salary, arrears distribution, working condition, promotion rules etc…. Why MHRD is not not making uniform rule to all NIT’s regarding this.

    After a long time, 6 pay has been announced for NIT faculty. In some NITs they have implemented and in others yet to implement. Among those who have implemented, each one has followed the norms based on their interpretation and hence it seems to have lot of differences among pay scales from one NIT to another NIT. Hope MHRD will try to solve these issues soon

    I think there are lot of problems in non-teching staff accross NIT’s. There is lot lot differences in pay scales among all NIT’s. You can pick any one cadre and compare the pay scales in all the NITs you will find minimum 4-5 varieties of scales. So when such issues will be rationalised (made unique post and pay scale) for all NIT.

    Why arrears of 60% is held up. Whether is it due to pending issue like
    (a) Rationalization of Non-teaching staff salary across all NITs. (b) still lot of unsolved anamoly present in pay of non teaching. (c) Whether rationalization work is going on….

    I heard that in many NITs lot of anamoly is present in their pay fixation. When that will be resolved. The valuable 5 years have been passed unnecessarily without solving the problems of NIT non teaching staff.

    What could be the problem….. ???????? Any one can be knowing the some clue about it.

    The actual problem created in the pay rationalization process. MHRD send OMs for pay Rationalization to all NITs, but they Interpretted in different ways and many peoples get undue benefits, now they are fighting for protection the undue benefits. Some peoples loss as per state norms benefits and also ccs norms due to the pending Restructuring process from 1/4/2004. What we do? Respected Director Rourkela create a good platform for discussing the various problems in Staff side in variouis NITs, But peoples are sleeping.

    In my personal opinion that the only way to rectify the anomalys of pay fixation that to cancell the pay rationalization process in 2004 and keep up the present status to continue before 1/1/2006, after 1/1/2006 the pay fixation as per cental rules. Waiting for opinions.

    I really t hank you for sharing your known information regarding NIT staff rationalisation.

    Really it is very unpleasent to have such a system. Since last 4-5 years the rationalisation process for 20 NITs is not possible. I really wonder the pay commissions for All India Central govt. employees will complete their work within stipulated time of 1-2 years and submit final report for implementation. Then why MHRD is not doing the same to solve 20 NITs.

    I hope the good days may come and they (MHRD) appoint an committe and which will submit and implement rationalisation report for NIT Non Teaching staff at the earliest.

    Really as you said in above communication some cadres got benefit while taking them from state to central payscales. But at the same time for some of the cadres it has injusticed.
    this is not only in one NIT it is across all the 20 NITs. Why still MHRD is keeping silent on this.

    We all pray god to MHRD will work on this…..

    If every nonteaching staff of NITs demand for uniform staff/pay structure there may be lot of chances that MHRD may do that. As they had only had initiated through Sarangi Committee, again they may setup such committee or they may relook of that committee report itself.

    No.F23-30/2008-TS-III O.M Dt.3rd October 2008 from MHRD directs it Para( iv) Any promotion either by way of ACP/Fitment benefit etc, given after 1/1/2006 which is not in accordance with Government approved policy will be deemed to have been withdrawn and will not be taken into account for fixation of pay or grant of increment subsequently. And para vi also direct that some autonomous bodies are upgraded the scales to some employees with retrospective effect…… Many NITs are ignored this OM and allow undue benefits to some category. Have you got this OM to your Institute?

    In our NIT some of the people from management were talking about it around few days back. Your are asking what is is the source of information, how can I tell you the source, I clearly told that I heard a news in my previous blog info (No.59).

    I think we all discuss here whatever we hear good news about NITs non teaching staff.

    Even if you hear such good news just publish on it.

    Calicut NIT follows Existing REC Rules for some promotions cases only after 1/4/2004, and strictly follows FR SR for other cases like Faimly planning allowance, LTC, Medical claims for somebody etc. It nis not a HOT news, It is the fact.

    Dear all.

    Yesterday I had telephoned to one of the known non-teaching person at NIT Surathkal Karnataka and found that there was roumer of Prof.Sarangi committee report again.

    There one the management person told that the Sarangi committe is under process at MHRD. so at any time it may come.

    Dear Mr. Ragu,

    My request is not an individual one pls. see my blog, the whole NITs. RECs are converted into NITs on 2002, the fully financial control was under MHRD in 1/4/2004. The earstwhile RECs are autonomous power and they are followed different rules and regulations, after 1/4/2004 it was under the fully financial control of MHRD ministry, after 2004and before …… there are many irregularities done by the service matters of Non Teaching staff side and it would occured great financial loss to the Govt. and also affected some seniors. There is no way to rectify these so I humbly requested to the Respected Ministerfor a favourable action.

    I agree your point. I know really there are affected (+vely / -vely) while rationalization of pay scales during the year 2004. But even my openion matches to yours because I also demand to rectify problems of affected staff of NIT’s. So donot mistake my opinion presented to this blog. I have respect for all the non-teaching staff of NITs. I am also one of the senior staff. So every one should be treated on par with.

    One thing is true, MHRD should interfere in this and should make uniform service rules to among all NITs.

    Dear Mr.Ragu,

    I have also respected to everybody including Non Teaching and Faculty, But the problem is that the violation of Rules? I am not respected those who are violated the rules and given undue benefits to there favourites……..Govt. of India formulated Service rules to the Employees those who are working in Govt.Service/Autonomous bodys, not for a particular category/group of peoples.

    I am also given a” BIG SALUTE” TO THE RTI ACT
