I do not see any reason why this university to be opened in Bhubaneswar. 18 of the districts have a lower GER than than national average. The rest of the 12 districts must have a substantial higher GER so that the GER of Odisha is higher than the GER of India. I am 100% sure these 18 districts are in South, West, and North.
If the state really want to approach the goal of 30 for the GER, the state should open this Open University in Sambalpur which would be closer to these 18 districts than Bhubaneswar being closer to these 18 districts.
I can’t believe the admin lacks vision to establish this university.
