Utkal University and CIPET to start a collaborative 5 yr Material science program

Following is an excerpt from a report in Telegraph.

Utkal University and the Central Institute of Plastic Engineering and Technology (Cipet) are all set to launch a collaborative course in material science engineering.

Billed as the only one of its kind in the country, the five-year integrated MSc technology course in material science engineering will be open for plus II science students.

“An all-India entrance test will be conducted by the Cipet corporate at Chennai. Twenty-five selected candidates will be taught by faculty members from the department of chemistry of Utkal University and Cipet, Bhubaneswar,” said S. Jena, the in-charge of research and development department of Utkal University.

… The new course will have everything, from faculty exchanges, joint tie-ups in inter-research programmes and collaborative funding to development of high-performance polymer blends and alloys in the future.

“Most importantly, the station will also help other science students of the university to explore various courses. The involvement of Cipet with the state’s oldest university will also help its students inculcate various entrepreneurship skills so that they can also start their own units if they want to,” he said.

I wonder if this is the first 5 yr intergated program in a science subject under Utkal university.

CIPET adds two exclusive R & D hubs: One of them, Laboratory for Advance Research in Polymeric Materials (LARPM), established in Bhubaneswar

The advertisement http://www.cipet.gov.in/pdfs/advt.2010.pdf mentions that CIPET is upgrading its centers to High Learning Centers to impart B.Tech, M.Tech and Ph.D programs with exclusive R & D hubs ARSTPS & LARPM. (Note: I think LARPM was the first R & D hub to be created by CIPET and was mentioned in a Jan 2009 PIB report. But both were also mentioned in a May 2008 Economic Times article.)

Technology innovation through dedicated research work by a Core team has been the philosophy of CIPET, which led to the establishment of 02 R&D centres – Laboratory for Advance Research in polymeric Materials (LARPM) & Advance Research School for Technology & Product simulation (ARSTPS) at CIPET Bhubaneswar & Chennai respectively. …

The vision for these R&D Centres have been conceived with objectives of transforming CIPET as a Global research Centre on Polymeric Materials as well as a Resource centre for newer concept development & conversion of concept into reality by Product development on commercial scales. Technology transfer, creation of Intellectual Property (IP), knowledge base with validated documentation would be the key aspects of functioning of R&D entities.

The significance of LARPM & ARSTPS is evident from the fact that they will be chaired by Director General and functioning independently under the Technology & Business development department of Corporate Office. The targets for both R&D centres have been set to pursue the objectives in mission mode. The experienced & competent faculties have been drawn from the existing pool of CIPET along with newly inducted researchers.

Operating model of LARPM & ARSTPS would be influenced with 03 “Rs”- Relevance to industry needs, Result-oriented output, Resourceful base to operate as ‘Centre of excellence”. It is worth mentioning that LARPM has already been sanctioned 03 sponsored projects from Funding agencies of Govt. of India. Similarly, ARSTPS has already initiated industry sponsored projects for Automotive, Medical & Aerospace Industries.

The 2010-2011 admission ad shows the B.tech and M.tech programs that will be offered in 2010-2011. The program that will be offered at CIPET Bhubaneswar are:

  • B.Tech in Plastics Engineering/Technology (Bhubaneswar, Ahmedabad, Chennai , Lucknow, Haldia – proposed)
  • B.Tech in Manufacturing Engineering & Technology – proposed (Bhubaneswar, Ahmedabad, Chennai, Lucknow)
  • M.Tech in Plastics Engineering/Technology (Bhubaneswar, Chennai , Lucknow, Hajipur)
  • M.Tech in Polymer Nano Technology (LARPM – Bhubaneswar)
  • M.Sc M.Tech in Material Science &  Engineering (Bhubaneswar, Chennai, Lucknow).

The only program not listed to be offered at Bhubaneswar, but offered elsewhere, is

  • M.Engg in CAD CAM (ARSTPS – Chennai)

Besides the above; all the 15 CIPET centers offer the following diplomas and PG Diplomas:

  • Diploma in Plastic mould technology (3 yrs)
  • Diploma in Plastics technology (3 yrs)
  • PG Diploma in plastic mould design (1 yrs)
  • PG Diploma in plastic processing & testing (1.5 yrs)

Finally, the Mancheswar branch of CIPET offers the following programs:

  • ITI-Fitter, ITI-Electrician, ITI-IT&ESM and ITI-Welder
  • and various short term courses and CAD/CAM courses.

From the above it looks like CIPET Chennai and Bhubaneswar are among the leaders.  However neither Odisha nor Tamil Nadu have a NIPER. (The original NIPER is near Mohali and Chandigarh.  As part of the 11th plan, new NIPERs were made in Hyderabad, Kolkata, Hajipur, Ahmedabad, Guwahati and Rae Bareli.) I hope Odisha pursues and gets one during the next five year plan.

Center willing to have Odisha’s third CIPET campus in Balasore

Following is an excerpt from a report in Financial Express.

Patnaik said that the Union secretary also said the Centre is willing to set up a branch of the CIPET (Cental Institute of Plastic Engineering Tehncology) at Balasore in the state. For the institute, the state government has agreed to provide 15 acres of land, he disclosed.

The proposed 3rd campus in Balasore is mainly due to the efforts of Central Minister and Balasore MP Srikant Jena. The other campuses of CIPET in the rest of India are shown in this map.

Some Budget numbers relevant to Orissa HRD (NISER, AIIMS-like, etc.)

Following is from Volume 2 of the expenditure of Budget 2008-09.

  • NISER/IOP: The IOP+NISER budget (item 9.04 of the DAE budget) is 69 crores in plan + 9 crores in non-plan  = 78 crores. The nornal IOP budget is about 20 crores. Hence, 50-58 crores is the budget for NISER in 2008-09.  (Note that in 2007-08  IOP was allocated 32.75+7 crores and it spent 27.6+8 = 35.6 crores. I..e, Probably 15-18 crores were spent for NISER. )
  • IISER: There is a budget of 150 crores (item 61 of the Higher education budget) for the five IISERs. (The budget for three of  them was 125 crores in 2007-08, out of which only 60 crores was spent.)
  • new IITs: There is a budget of 50 crores (item 60 of the Higher education budget) for the establishment of three new IITs. (The budget for them was 80 crores in 2007-08, out of which only 0.01 crores was spent.)
  • new IIITs: There is a budget of 21.4 crores (item 57 of the Higher education budget) for the establishment of new IIITs.
  • AIIMS-like: There is a total budget of 490 crores (item 26 of the Health ministry budget) for the establishment of 6 new AIIMS-like institutes and upgradation of 10 other institutes. In 2007-08 the budget for this was 150 crores out of which only 90 crores was spent; most of it went to the upgradation part.
  • NITs: The budget for the NITs (item 69 of the Higher education budget) is 808 (plan) + 285 (non-plan) = 1093 crores. Rs 608 crores of that is for enhancing the number of students to account for the OBC quota.
  • IITs: The budget for the IITs (item 38 of the Higher education budget) is 1171 (plan) + 525 (non-plan) = 1696 crores. Rs 771 crores of that is for enhancing the number of students to account for the OBC quota.
  • IISc Bangalore: The budget for the IISc (item 41 of the Higher education budget) is 130 (plan) + 91 (non-plan) = 221 crores. Rs 70 crores of that is for enhancing the number of students to account for the OBC quota.
  • UGC: The budget for UGC (item 3 of the Higher education budget) is 3095.5 (plan) + 2009.4 (non-plan) = 5104.9 crores. Rs 875 crores of that is for enhancing the number of students to account for the OBC quota.
  • NIRTAR and other 6 institutes for blind, deaf, mentally retarded and orthopaedically handicapped: The budget for them (item 21 of Ministry of Social Justice budget) is 47+27.05 crores.
  • IIST (Indian Inst. of Space Sc. & Tech): Its budget (item 12 of ministry of space) is 65.25 crores. 25 crores out of a budgeted 75 crores was spent in 2007-08.
  • ISIs: Its budget (item 4 of ministry of statistics) is 22.5 + 51.96 crores.
  • NIFT: Its budget (item 11.01 of ministry of Textile) is 31.75 + 10 crores.
  • Tourism: Its budget for training (item 5 of Tourism ministry) is 71 + 0.8 crores. It includes 26 Institutes of Hotel management, 7 Foodcraft institutes, IITTM, and NIWS (National Institute of Water Sports).
  • CIPET: Its budget (item 2 of Ministry of Chemicals and Fertilizers) for the 15 centers is 31 crores.
  • NIPER, Mohali: Its budget (item 7 of Ministry of Chemicals and Fertilizers) is 75+15 crores.
  • National Institute of design: Its budget for (item 3 of ministry of commerce) is only 0.25 crores. It was 20.25 crores in 2007-08. It seems the funding pattern has been changed. There is now 50 crores (item 7 of ministry of commerce) for project based support to autonomous institutions which includes NID and several other institutions.

CIPET Bhubaneswar

CIPET (Central Institute of Plastic Engineering and Technology) is an autonomous institute under the ministry of chemical and fertilizers, Govt. of India. It has several locations. Recently it advertised for students (Samaja,webpage) with the list of programs and a prospectus. Digging deep into the locations and what they offer it seems that until now only the Lucknow, Chennai and Bhubaneswar locations offered the M.Tech program in plastic technology and engineering and from this year the Hajipur (Patna) campus will offer that program. They all offer a slew of post graduate diplomas, post diplomas, diplomas and integrated diplomas/post-diplomas.
