SOA University Bhubaneswar to start 5 year integrated Law program

The Siksha ‘O’ Anusandhan University (SOAU) in Bhubaneswar has set up a new Law Institute from the 2010-11 academic year following permission given by the Bar Council of India. …

The new institute will be known as SOA National Institute of Law (SNIL) which will have thrust on quality education in law keeping in view the contemporary society with semantic human resources, curriculum and co-curriculum aspects and will offer Five-Year Integrated Law studies in three different streams such as BA LLB, BBA LLB and B.Sc LLB besides Post-Graduation in Law and Ph.D. in Law.

The SNIL proposes to introduce several career oriented course in Intellectual Property Rights, Information and Technology, Labour-Man Power related Industrial Law, Human Rights, International Humanitarian Law, International Trade Laws, Competition Laws, Space Law, Biomedical Law, Bio-ethics and Law, International Advocacy, Arbitration as a mode of Alternate Dispute Redressal Mechanism, e-Governance, e-Commerce and Corporate Law.

With this program Odisha will have three places with 5 yr programs that will take students nationally. They are: 

I was told by reader Debi Sarangi (Thanks!) that Madhusudan Law College in Cuttack and University Law College Bhubaneswar also have 5 yr law programs. I am not sure if the other universities, especially Sambalpur and Berhampur, have such programs. If not they should. In addition I hope VSSUT starts a graduate program in Intellectual Property Law (similar to the one in IIT Kharagpur) and all the  universities in the state have 5-yr integrated courses in law as well as sciences.

Progress on upgrading FCI Balangir to a hotel managment institute

Following is an excerpt from a report in Telegraph.

Principal of Food Craft Institute (FCI) Chandrakant Mahapatra said: “If things work out as planned, Balangir will soon have the second government-funded institute of hotel management in the state after Bhubaneswar. The union government is keen to upgrade the Food Craft Institute in Balangir into an institute of hotel management.”

Mahapatra said to facilitate the process, the Centre had demanded transfer of FCI land to the tourism department. It also demanded that FCI be re-registered as an hotel management institute under the Society Registration Act. “We are working on the two criteria. The land transfer process has been expedited. I am going to Cuttack today for registration related work,” he told The Telegraph.

He further said that the institute would be known as State Institute of Hotel Management (SIHM) and the Centre has assured to spend Rs 12 crore on infrastructure.

“The Centre will provide the infrastructure and the state government will have expenses for running the institute. The institute will offer BSc degree course in hospitality and hotel administration (HHA) and students will have to take an all-India entrance test to get admission,” Mahapatra said.

Indian Institute of Mass Communication (IIMC) Dhenkanal to be upgraded

Union Minister for Information & Broadcasting Smt. Ambika Soni has said that under the new initiatives taken to position IIMC as an apex institution for providing quality education in the field on Media and entertainment, the endeavour was to establish facilities, curriculum and courses at par with Global Standards. A roadmap to initiate the process had already begun wherein classes at the four Regional Centres at J&K, Kerala, Maharashtra and Mizoram would commence from the next academic session at the facilities being provided by the State Governments. For this purpose, under the 12th Plan, funds would be provided to establish the full fledged facilities at the four Regional Centres. The Minister stated this while delivering her address at the 43rd Convocation of the Indian Institute of Mass Communication here today.

Elaborating on the details of the up-gradation being undertaken at Delhi and Dhenkenal, the Minister said that an up-gradation of the One-Year PG Diploma Course to Two-Year Advanced PG Diploma Course would be undertaken along-with seeking equivalence to Masters Degree for the Two-Year PG Diploma Courses from Ministry of Human Resources Development. As a new initiative, introduction of at least two new Two-Year PG Diploma Courses (one each in Development Journalism and Corporate Communication & Media Management) would be undertaken. For the infrastructural development, expansion of the existing buildings at Delhi and Dhenkanal and construction of new buildings for accommodating two batches of students at a time would be undertaken along-with procurement of latest technical equipment and filling up all vacancies in the teaching as well as non-teaching category. The Minister added that these initiatives would not only provide quality manpower to the industry, the training imparted would also ensure availability of skills, talent and professionalism with proper grooming at the inception level.

Smt. Soni further said that the growth of the media and entertainment industry had been one of the success stories of the Indian Economy.  The growth of the media and entertainment industry was expected to grow provisionally at Rs.652billion in 2010, culminating to Rs.1091 billion in 2014.  The CAGR was for the period was expected to be around 13%.  This growth rate was due to the development in regional markets as well as different media formats.    This growth, the Minister added  could be sustained only if talented and skilled persons added value to the sector through their professional inputs. Hence ,capacity building was a major challenge for any Government. As a consequence,  the Ministry of Information & Broadcasting had also  undertaken specific measures to look into the needs of the Human Resources and skill upgradation in the film and animation sector.

            The Minister further added that apart from IIMC, efforts were being made to reposition the Film and Television Institute of India at Pune as a world class Institute by upgrading and modernising its infrastructure and facilities. A Detailed Project Report was being finalised. An outlay of Rs.52 crore has been proposed for this scheme during the 11th Five Year Plan. Similarly, in order to look into the growing demand of trained professionals in the sphere of Animation, Gaming and Visual Effects, it has been decided that a specialized National Centre for Animation, Gaming and Visual effects will be set up to provide training and upgrading skills. For this scheme also, a DPR is under preparation.  For the animation sector,Smt.Soni said, the ministry was open to the idea  of  developing a Public Private Partnership model with interested stakeholders.

            A total number of 259 students were awarded diploma for courses in Hindi & English Journalism, Advertising & PR, Radio & Television and Oriya Journalism. 44 students of IIMC, Dhenkanal were given diplomas in English Journalism.

Vedanta Science College to come up in Lanjigarh Kalahandi; DAV society to manage it: tathya.in

Vedanta Aluminium will set up first ever science college at Lanjigarh of Kalahandi District in Orissa. 

The full session will begin from the academic year 2011-12. 

The college will impart graduate level studies in Physics, Chemistry, Mathematics, Zoology, Botany and Environment Science. 

This will be funded by the Lanjigarh Project Area Development Foundation (LPADF) – the special purpose vehicle formed for as per the advice of the Supreme Court. 

In the last Lanjigarh Project Area Development Foundation (LPADF) meeting, it has been decided to open a graduate science college at Lanjigarh to provide opportunities to large no of students of the block as well as nearby area like Muniguda, Ambodola and Biswanathpur area; as no such college is available within 50 KM radius of Lanjigarh. 

The opening of the science college will fulfill the demand of local residents, who are demanding the science college for a long time.

Dr. Mukesh Kumar, Chief Operating Officer, Vedanta Aluminium Limited, Lanjigarh and Director of LPADF said, “It is the long due for the people of Lanjigarh. 

… Vedanta Aluminium Limited has proactively agreed to provide land for the college. 

DAV College Trust and Management society has also agreed to be the partner of the project by providing best education practice for the pupils of Kalahandi. 

A letter of confirmation to the effect has already been submitted to Collector of Kalahandi. 

DAV College Trust and Management is a premier education society in the country and has already set up more than hundred colleges across India. 

In Lanjigarh, DAV College Trust and Management society has jointly set up an international school, which has been operating for the last four years and is one of the most modern schools within Kalahandi and Rayagada district .

Odisha’s second flying training institute being explored in Rangeilunda near Berhampur

The ministry of Civil Aviation wants to use Rangeilunda airstrip as a flying training institute. Binodini Devi, a senior captain from the ministry, visited the airstrip recently and discussed the project with engineers of the works department here, Ganjam district collector V K Pandian said.

… A senior pilot of the ministry also visited the site last week and asked the works engineer to develop it as a Visual Flight Rule (VFR) airstrip and to provide at least two rooms to conduct the pilot training institute.

"We have agreed to provide all necessary infrastructure facilities to the ministry to use Rangeilunda airstrip as a flying training institute," K Pandian said.

NISWASS Bhubaneswar gets 20 crores from UGC for infrastructure development

The Commission considered and approved the recommendations of the Expert Committee to the proposal of National Institute of Social Work and Social Sciences (NISWASS), Bhubaneswar (Orissa) for financial assistance for Infrastructural Development and approved one time financial grant of Rs.20.00 crores to the Institute.

  • MA in Social Communication
  • MA in Rural Management
  • Master in Women Studies
  • Master in Buddhist Studies

Admission forms are available every year around 15th May.

Some of the features and achievements of NISWASS are:

  • It is affiliated to the University of Utkal, Sambalpur and Berhampur in the State of Odisha. The Vice Chancellors of all these Universities happen to be in the Board of Governors of NISWASS.
  • It has also been recognized by each of them as an Advanced Research Centre.
    The Institute has already been recognized by the University Grants Commission under Sections 2 (f) and 12 (B) of the UGC Act, 1956. Utkal University and the Government of Odisha separately have recommended the application of NISWASS filed with the University Grants Commission for conferring on NISWASS of a Deemed University.
  • As an Institution catering to teaching and training in professional social work courses, NISWASS has been recognized and taken as a member of the Association of Schools of Social Work in India (ASSWI), New Delhi.
  • NISWASS has been recognized as a Nodal Centre for the purpose of evaluation and inspections, Family Counseling Centres, etc. by the Central Social Welfare Advisory Board, Govt. of India, New Delhi.
  • NISWASS publishes its research reports in the form of books, monographs and handbooks. It also publishes a journal, The Fourth World (bi-annually in English). Its Journal has been registered under the Press and Registration Act and has also obtained the ISSN number.
  • Also, its development workers are active in more that ten thousand villages in Orissa and are engaged in carrying out various development works in addition to implementing education, health, skill improvement training, etc. focusing on women, children, disabled and other rural people and urban slums.
  • NISWASS has been accepted by CAPART for training of trainers from various NGOs to conduct training of the Social Animators.
  • NISWASS has been able to establish two prestigious Chairs for advanced research and training viz. 
    Dr. Ambedkar Chair on Social Work and
    Shri K.R. Narayanan (Late President of Indian) Chair on Social Communication.
  • NISWASS had entered into international collaboration arrangements with the University of Missouri, Columbia (USA), the South Asian Institute (SAI, University of Heidleberg (Germany) and the Free University of Berlin (Germany) in matters of research, publications, faculty visits, and students’ exchange programmes. “Memoranda of Understanding (MOU)” have already been signed with the concerned University authorities. But relationship is active in the case of the Free University of Berlin.

The only things that I could not find in their web pages are the names of the faculty and researchers working there. The only name I could find was the name of Dr. R. K. Nayak, mentioned as the Founder of NISWASS.

Balangir on the move: expanding its knowledge infrastructure

The recent news of an XIMB campus in Balangir adds a new dimension to Balangir’s knowledge infrastructure. As per the recent Business Standard report:

The XIMB campus at Bolangir will exclusively focus on the Rural Management Programme and will have an intake of 120 students.

“Our campus at Bolangir will be a fully residential facility with a built-up area of 1.55 lakh sq ft and it will only offer the Post Graduate Diploma course in Rural Management. We will phase out the Rural Management programme at our existing campus in Bhubaneswar after the establishment of the Bolangir campus”, Joseph added.

XIMB’s campus will come up about seven km from Bolangir town and the institute wants to offer a rural ambience to the students pursuing the Post Graduate Diploma in Rural Management.

XIM should aim to have this institute at the level of IRMA, Anand and put Balangir in the map with respect to rural management institutes. It should rank among the top 3-5 in the country.


Several other knowledge initiatives with respect to Balangir are also in the pipeline. This includes:

  • A university and
  • a WODC sponsored medical college.

There is also possibility that the state government may make some more state engineering colleges and Balangir should and would be a prime candidate for that.

Balangir has good connectivity to Bhubaneswar (two daily trains: an intercity day train and Raipur-Puri Express), Sambalpur (daily trains: Koraput-Rourkela, Ispat, Balangir-BBS, Koraput-HWH, Rayagada-SBP, Raipur-Puri, Dhanbad-Allepey), Titlagarh, Jharsuguda and Rourkela in Odisha, and has two daily trains to Howrah, one daily train to Chennai and Kerala, tri-weekly trains to Bangalore, bi-weekly train to Hyderabad, a weekly train to Mumbai, and tri-weekly (to become 5 times a week) trains to Delhi from Titlagarh which is 63 kms away.

The under construction Khurda-Balangir line receiveed 120 crores in this year’s budget and hopefully it will progress at good speed and get similar and larger budgets in the coming years. If that happens then this line could get completed in another 5 years. Once this line is completed the rail connectivity of Balangir will further improve.

Politically, it has an active MP in Kalikesh Singh Deo and MLA in A. U. SinghDeo who is an important minister in Odisha. Also, its interests are being watched over by Balangir natives abroad such as Dr. Sanjiv Karmee.

So things look positive for Balangir.

The most important things to watch for and/or pursue are: Making sure that the proposed university and the medical college that are in the pipeline are indeed established; Making sure that if there are new state engineering colleges then Balangir gets one; Encouraging and enticing other private entities to establish institutes and colleges in Balangir; and Making sure the Khurda-Balangir line gets completed in 5 years.

National Center for Animation, Gaming and Visual effects to come up in Pune

Following is an excerpt from a report in mydigitalfc.

Government is planning to set up a national centre for animation, gaming  and visual effects to meet shortage of skilled professionals in the field.

A sum of Rs 52 crore has been set aside by the Planning Commission for the purpose.

Sources in the Ministry of Information and Broadcasting said the proposed centre would promote technical talent in the entertainment sector through specific courses such as animation, digitisation and visual effects.

Tourism and Higher Education minister Shri Debi Mishra proposes establishment of hotel management schools in Balangir and Rourkela

The Food Craft Institute, Balangir, has been awarded as the best food craft institute all over India for its excellent all-round performance. Established jointly by the Union Ministry of Tourism and State Department of Tourism, this institute offers diploma courses in Food Production, Food and Beverages Service, Front Office Operation and House Keeping Operation. … The institute is going to be upgraded as a State Institute of Hotel Management. Recently, a Central inspection team visited the campus.


Following is an excerpt from a report in Business Standard.

… the state government has sought the conversion of the status of Food Craft Institute at Bolangir into an Indian Institute of Health Hotel Management (IIHM). The state government would provide additional land for it. Besides, the government has also urged the Centre to set up a IIHM at Rourkela, Mishra added.

Note that the Institute of Hotel Management in Bhubaneswar started as a Food Craft Institute in 1973. It became a centrally funded Institute of Hotel Management in 1984.

Pandit Hariprasad Chaurasia’s Vrindaban Gurukul (second after the one in Mumbai) to come up in Ghatikia area of Bhubaneswar

Renowned flute player, Hariprasad Chaurasia has decided to set up a training institute in Bhubaneswar to train students having penchant for classical music.

The flute maestro’s proposed institute has been christened as ‘Vrindaban Gurukul’ that would spread on two acre land at Ghatikia in the outskirts of the capital city. Nearly Rs 5 crore would be invested in the project.

His initial Vrindaban Gurukul in Mumbai came up in 1996. In this article in Hindu the reason behind a similar one in Bhubaneswar is explained. Following are some excerpts:

So the jet-setting flautist, who spends almost half-a-year in Holland as part of the Rotterdam Conservatory, realised the need to set up a gurukul. Situated in Versova (Mumbai), Chaurasia’s Vrindavan (the name of the gurukul) is where students with a passion for music live and learn sangeet free of cost. The students won’t come out of this gurukul armed with degrees and certificates. They will just have their talent to flaunt. Despite his hectic concert schedule, he takes time out to be with his students, guide and interact with them. “Though I stress on discipline; we laugh, crack jokes…there’s enough fun at Vrindavan. I share a good rapport with these youngsters.”

His second gurukul is coming up at Bhubaneshwar. “The progress has been really slow. Who wants to fund a gurukul?” But why Bhubaneswar? The maestro spent quite a few years in Cuttack working as a staff artiste for All India Radio. It is also where he met his wife Anuradha, then an established singer on radio.

Orissadiary reports that Amitabh Bachchan and his family will come to Bhubaneswar (first trip to Orissa for Mr. Bachchan) to "attend a program organized by internationally renowned exponent of the bansuri or bamboo flute Pandit Hari Prasad Chaurasia. … They will attend in the inauguration ceremony of Brindavan Gurukul in Bhubaneswar." The older orissatv report also mentioned about the inauguration of the Gurukul in March 2010. The Orissadiary report has a nice description on what the Gurukul’s aims are. Following are some excerpts:

Brindavan Gurukul is dedicated to the teaching and promotion of performing arts of the world (music and dance particularly), yoga, and meditation techniques, in a serene atmosphere, along the ancient Indian "gurukul" principles.

BGI was established in 1996 by Pandit Hari Prasad and Dr. Shyamala Rajender, for promoting, presenting and teaching Indian classical music, Indian-Western integrated music, along with meditation techniques, yoga, and music theory. Focus will be on gifted or talented children and youth, especially underprivileged and needy children. Pandit Chaurasia’s mission is world peace, love and harmony through music, meditation and relaxation.

To create and inculcate in children and youth a love for and appreciation of Indian music, especially bansuri music as well as Indian-Western (jazz) fusion music. To provide for children at an early age, a constructive, disciplined, satisfying and creative alternative to the culture of drugs, gangs, violence and sex to which they are constantly exposed and to prepare them for the unique challenges of the 21st Century.

For the guru to work closely with sishyas (students/disciples) to identify, recognize, encourage and create a desire to learn and excel in the music or musical instrument of their choice.

To expose children at a very early age to different types and kinds of music and musicians and combination of styles; to expand their horizons and acceptability of styles new or foreign to them by encouraging them to attend various concerts and musical performances by great artists from all around the world.

To bring different artisans from India to practice their different art forms within Vrindaban Gurukul and to keep alive some of the great creative arts so unique to India which are being allowed to perish.

To build a library to house a large collection of books, audio and video cassettes, CDs, DVDs of Indian classical and bhajan music, literature, books, other types of recordings etc.

To promote other activities to make Vrindaban Gurukul an economically and emotionally self-supporting institution for the promotion of Indian classical performing arts, heritage and culture.

Following is an excerpt from an interview in Expressbuzz that adds more to the bond between Pandit Chaurasia and Orissa.

… After a sound training in Hindustani music, I learnt Odissi under great masters like Singhari Shyam Sundar Kar and Balakrushna Dash after I came to Cuttack for my college education.

Kabichandra Kali Charan Patnaik – the doyen of Orissa’s theatre, dance and music who was my maternal uncle – guided my music career. As a result I topped the State in the youth festival in 1959 and also became an AGrade singer for All India Radio (AIR) besides performing in many major music conferences in Orissa.

How was the first meeting with Chaurasia?

I was a student at Sailabala Women’s College and as a staff artiste of AIR he came there to play for a cultural programme.

He was only 19 then. I was mesmerised by the tonal quality of his rendition and you may say that it was love at first sight that grew up into courtship later during our association at AIR Cuttack. Finally we got married against the wish of my father and my mentor (Kalicharan Patnaik).

Was it a choice or coincidence that your daughter in law is an Oriya?

A coincidence but we are really fortunate to have a caring, efficient and noble ‘bohu’ like her. She has an excellent academic record and was a gifted Odissi dancer. But she also loved to serve the family. She now takes care of Hariji and the family so nicely that I am able to go back to music. I teach at Hariji’s institution in Mumbai known as Vrindavan.

Do you miss your motherland Orissa at times?

Not only me, our whole family loves Orissa more than any other place on this earth. I am happy that Hariji decided to build his Gurukul here that would link all of us to Orissa for the rest of our life more intimately.
