A 3 member panel constructed to evaluate the private university proposals: tathya.in

Following is from an article in tathya.in.

The Odisha Government is going ahead to clear all the pending proposals to set up private universities very soon.

And to scrutinize all the cases, the State Government has appointed a three member expert committee headed by Professor Damodar Achrya, Director IIT Kharagpur.

Other members are IGNOU Director Professor Gopinath Pradhan and eminent educationist and economist, Professor Sudhakar Panda, who was heading Third State Finance Commission.

The three member expert committee will scrutinize 28 proposals pending with State Government for setting up private universities in the state.

Once the expert committee clears the proposal a Committee headed by the Chief Secretary, where Secretary Higher Education is Member Convener, will favor it to Government for preparing the bill and clearance of the State Cabinet to be taken.

Odisha government makes guidelines for new private universities; impact on the various applications

The following bullet points about the guidelines are from this article in tathya.in.

  • The committee that will examine the proposals based on the guidelines will be headed by the Chief Secretary and Secretary of the Higher Education will be the Member Convener.
  • Each private university shall be established by a separate Act, which will be passed by Odisha Legislative Assembly.
  • Private university shall fulfill the minimum criteria in terms of programs, faculty, infrastructural facilities and financial viability.
  • Any college opting to establish a private university should have been in existence for at least 15 years in the state, however in deserving cases the State Government may relax the condition of 15 years for
    institutes of national and international repute.
  • In ‘De Novo’ university category, where no such institution belonging to the promoter exists within Odisha as on date of commencement of the university will be devoted to unique and emerging areas of knowledge. These institutions should be promoted by persons/institutions of proven merit and reputation. Selection of universities in this category will be made by a committee of experts comprising eminent academicians and the Secretary of the department concerned dealing with the subject.
  • Infrastructure requirement: At least 15 acres of land in urban area and 30 acres of land in non-urban area will be needed. For administrative building 1000 square meter and academic building 10,000 square meter will be required for a private university. Residential accommodation for teachers and hostel accommodation for students will be required.
  • Corpus Fund: For institutions conducting professional program such as Engineering & Technology and Medicine it will be Rs.8 crore, where as for Management and Law it will be Rs.5 crore and for other programs Rs.4 crore kitty will be needed. For institutions conducting both professional and other programs will have Rs.10 as Corpus Fund, while for the ‘De Novo’ category of university; the Corpus Fund will be Rs.25 crore.
  • Financial viability of the institution will be verified by the audited statements of accounts of the institutions for the previous 5 years.
  • The Chancellor of the university will be an eminent educationist or a distinguished public figure and there will be no Pro-Chancellor.
  • The Board of Management will be headed by the Vice Chancellor with the body consisting a minimum of 10 and maximum of 12 Members.

(In that we will use the link https://www.orissalinks.com/archives/6243 which includes the dates when various professional colleges were started.)

  • Centurion: Established on 12/23/2010. Its main constituent JITM started in 1997.
  • Sri Sri: Act passed by GOO on 12/26/09. Classes to start in Fall 2012. Would have been considered in the de-novo category.
  • ICFAI: Act passed by GOO on 3/9/10. No progress since then. Would have been considered in the de-novo category.
  • Vedanta University: Bill passed by OLA in December 2009. Awaiting governor’s assent. Also awaiting supreme court verdict on land acquisition.
  • Jagadguru Kripalu University: Would be considered in de-novo category.
  • Xavier University: XIMB was started in 1987.
  • Techno Global University: Techno started in 2005. It will have 15 years experience in 2020.
  • Amrita Viswa Vidyapeetham University: Would be considered in de-novo category.
  • Synergy University: Synergy started in 1999. It will have 15 years experience in 2014.
  • Women’s university of Technology: Not sure about the foundation that is behind this. Could be KISD. KISD was started in 2001.
  • Private University by Rai foundation: Would be considered in de-novo category.
  • Amity University: Would be considered in de-novo category.
  • University of Corporate Excellence: Would be considered in de-novo category.
  • Silicon University: Silicon was started in 2001.
  • ASBM University: Not sure when ASBM was started.
  • Divine Global University by Divine Education Trust, Delhi: No idea about the trust behind it.
  • GIET University, Gunupur: GIET was started in 1997.
  • C. V. Raman International University Bhubaneswar: C. V. Raman was started in 1997.
  • JPM University by Shree Chandulal Minda Memorial Trust: Do not know about this trust.
  • Krupajal National University: Krupajal was started in 1999.

Sri Sri Ravishankar laid foundation stone at Dharmagarh (Kalahandi) for an agriculture university

Spiritualism pervaded the air here with Art of Living Guru Sri Sri Ravishankar’s visit and didactic discourse on Wednesday evening at the college field here thronged by the people of both Kalahandi and adjacent districts.

The backdrop of the dais was catchy with the images of Maa Manikeswari Temple, Chhatar Yatra and the primitive tribal groups depicting the true aura of this tribal district.

In the morning hour, Ravishankar laid a foundation stone at nearby Dharmagarh for an agriculture university and air-dashed here by chopper at around 2.30 pm.

The founder of Art of Living , Spiritual Guru HH Sri Sri Ravishankarji  meets Chief Minister Naveen Patnaik in the Orissa Secretariat on Thursday and discussed with the Chief Minister regarding progress of proposed Sri Sri University at Narah Bidyadharpur.

In course of Discussion, Ravisankarji has proposed to set up an  Agriculture University at Kalahandi. Ravisankarji also expressed that besides Agriculture, training will be imparted on Medicinal Plants.

This is wonderful news. Earlier it was reported in kalahandia that about 100 acres has been identified for the above mentioned university.

AKC group, the holding company of Amity Group of Educational institutions, is looking for 25-50 acres in Bhubaneswar

The following research was done by our regular commentator Stingidea.


Amity University, one of India’s largest private university seems to be looking at setting up a campus in Bhubaneswar. While it is has not officially announced any such plans it appears to be scouting around for land in the capital city as evidenced from this advertisement that one of it’s holding companies – AKC Group of Companies through its affiliate company  Tegro India Private Limited (advertisement attached) – has put in the Oriya vernacular daily Dharitri.
 

A domain name search for the owner of tegroindia.com reveals that it is registered by AKC Group of Companies (http://whois.domaintools.com/tegroindia.com). Further research on the web reveals that AKC Group of Companies is the holding company for the Amity Group of Educational institutions.

Prof. Bala Balachandran, emeritus professor of Kellogg School plans University of Corporate Excellence in Bhubaneswar

Following is an excerpt from a report in pagalguy.com.

Great Lakes business School, Chennai is all set to open a university in Orissa, besides another b-school in Delhi. This is after taking Mumbai Business School, Mumbai under its wings a few months ago. Disclosing this, Founder and Dean of Great Lakes, Dr Bala V. Balachandran told Pagalguy that the university in Bhubhaneshwar, Orissa will be modelled differnetly and not like the usual universities.

“This university will cater to different subjects like engineering, law,  schools of art, science, economics, math,” said Dr Balachandran. This university may not be called Great Lakes but could be called the University of Corporate Excellence. When asked why, Dr Balachandran replied that Great Lakes already has an identity of a b-school. “Would be confusing to name the university with the same name.”

With regards to the b-school in Delhi, it would be called Great Lakes, like the one in Chennai. While the Great Lakes in Delhi is expected to come up in the next six months, the university is Bhubhaneshwar will come up in a year’s time.

Various private universities in the pipeline in Odisha

Following is an excerpt from a report in Telegraph.

The proposed institutions are: Vedanta University at Puri-Konark marine drive, Sri Sri Ravi Shankar University at Naraj in Cuttack, Institute of Charted Financial Analysts of India (Icfai) University in Bhubaneswar and Centurion University of Technology and Management at Parlakhemundi in Gajapati district.

According to agreement, the Vedanta University was to be given 6,000 acres and Sri Sri Ravi Shankar University 185 acres.

The Vedanta group has already been given 3,500 acres. The quantum of land for the other two universities is yet to be decided.

The proposed Sri Sri University will cater to the needs of 15,000 students with 1,500 faculty members.

While the Centurion University will concentrate, among other things, on distance education, the Icfai University will “provide instruction, teaching, training and research in specialised areas”.

According to sources, apart from the four varsities, the government has received 11 more proposals from the private sector.

These are Jagatguru Krupalu University (Jagatguru Krupalu Trust), Xavier University, Techno Global University (Calcutta-based Techno Indo group), Maa Anandamayai Viswavidyalaya (Maa Anandamayi Trust), Synergy University (Shivani Educational Charitable Trust from Orissa), Women’s University Technology (Sarala Foundation, Orissa), Private University of Rai Foundation (Rai Foundation), University of Corporate Excellence (Infotech Park Limited), Amity University, Silicon University (Silicon Valley investment, Orissa) and ASBM University (HRD group, Bhubaneswar).

State higher education secretary Madhu Sudan Padhi said the government had agreed “in principle” to the proposals of Xavier University and Maa Anandamayai University.

Padhi said that the NRIs were in touch with the state government to invest in the field of education.

“NRI Groups from San Francisco are interested in investing Rs 150 crore in higher education. Preliminary discussions have already been held and another round of talks will be held in December,” he said.

Subarnarekha Port Private Limited (SPPL) proposes a medical college and a maritime university

Following is an excerpt from a report in Orissadiary.

As a part of corporate social responsibility (CSR) activities the Subarnarekha Port Private Limited (SPPL), which has undertaken the project for establishment of a port at Chaumukh, Balaiapal in the district besides renovating the Coast canal is mooting for establishment of a hi-tech 300-bed hospital initially and further a medical college within 30 km of port perimeter and a maritime university to meet the growing activities in the field in the state.

Among others, General Manager Mohan Chandra Mishra, advisor Pramod Kumar Singh, and SC Das and others company officials were present.

Centurion University of Technology & Management Bill 2010 passed on 5th August: A big boost to the extremely backward and tribal Gajapati district

… the Odisha Legislative Assembly (OLA) passed the Centurion University of Technology & Management Bill 2010 on 5 August. 

The new University, which will be a self financed private university, will come up at Parlakhemandi in tribal zone of the state, Gajapati district. 

The Centurion University, which is being promoted by the Jagannath Institute of Technology & Management Trust (JITM Trust) which runs Jagannath Institute of Technology and Management will run the new University. 

… Minister said the new University aims to provide high quality education and will open the School of Engineering & Technology, School of Natural Science, School of Humanities & Social Science, School of Management & Law, School of Vocational Education & Training and School of Tribal & Development Studies. 

The University will have an endowment fund of Rs.3 crore, revealed the Minister Higher Education, shall be invested and kept invested until the dissolution of the University in long term securities issued or guaranteed by the State Government.

Centurion University of Technology and Management Orissa Bill-2010 tabled in the Odisha Assembly

Following is an excerpt from a report in tathya.in.

Debi Prasad Mishra, Minister Higher Education introduced the Centurion University of Technology and Management Orissa Bill-2010 here on 31 July in the Assembly. 

According to the Bill, the university will have its campus at Paralakhemundi, which has sixty acres of land and at least 10,000 square meters will be available in the form of buildings and ancillary infrastructure. 

The university shall be unitary, self-financed and it is established to provide advanced knowledge in branches of Engineering & Technology, Medical Science & Genetics, Humanities & Social Science, Management, Law, Vocational Education & Training, Tribal and Development Studies. 

… The Governor of Odisha will be the Visitor of the university and will preside over the convocation of the varsity. 

The Visitor will have sweeping powers and can call for any papers or information relating to the affairs of the university. 

The Chairman of the Trust will be the President of the varsity, where as the university will have Vice Chancellor, Pro-Vice Chancellor and other regular functionaries.
 
The Bill will be taken up for discussion in the House next week, said sources.

A Silicon Valley group to fund Silicon Institute to make it a university

The Silicon Institute of Technology in Bhubaneswar is one of the best private engineering college in Odisha. In Orissa JEE, after the government institutions in Burla and Bhubaneswar the next preferred college in recent years has been Silicon Institute (NIST Berhampur is a close second). A Silicon Valley group is planning to put Rs 150-300 crores on Silicon Institute of Technology in Bhubaneswar to upgrade it to a University. The group has already invested in SIlicon Institute resulting in the establishment of a branch in Sambalpur.

The new investment plan was announced in the Invest Bhubaneswar Symposium in Palo Alto on July 1st 2010. I was present during the announcement.

IIIT Bhubaneswar to become a state university; Centurion University of Technology and Management (a private state university) in Parlakhemundi in the offing

Following are excerpts from a report in tathya.in. (The website of the Centurion group is http://www.cgi.ac.in/.)

… Proposal to establish the Centurion University of Technology and Management (CUTM) by the Department of Higher Education (DHE) has received green signal of the Chief Minister Naveen Patnaik.

… And latest is Centurion University of Technology and Management (CUTM) in Gajapati will go a long way in serving the state in general and KBK in particular, said a senior official.

Once the proposal receives clearance of the State Cabinet, a bill will be presented in the Odisha House to enact a law to establish the university by JITM Trust.

This is a great move by the Odisha government. In recent years JITM of Parlakhemundi has had many innovative programs. Making it a university is a just reward and a big boon to the backward Gajapati area.

I hope other areas of Odisha take note of this and try to learn from this. It is easier for a government to help, if people take their own initiatives.

Another institution that deserves similar reward is the Gandhi group of institutions, with its initial (and the best) college GIET in Gunupur, also in a backward district (Rayagada). I hope the Odisha government also upgrades the GIET in Gunupur, the largest engineering college in Odisha, to a university. 

NIST Berhampur also deserves similar reward as it is located in Ganjam (also considered a backward district and part of the backward South Odisha) and is among the top engineering colleges in Odisha.

Based on quality, Silicon Bhubaneswar also deserves to become a university. Similarly, Hi-tech because of its medical college also deserves to become a university. (Note: The two other private medical coleges of Odisha are part of deemed universities.)

In general, the government should make universities out of any engineering college that is in a backward district but yet is among the top 20 (with respect to student preferences), groups with private medical and engineering colleges in any location, and top 5  private engineering colleges in any location. This should be done every 4-5 years so that every college does not become a university.


Following are excerpts from a report in tathya.in on IIIT Bhubaneswar. 

State Government has decided to accord the Unitary University status to IIIT-Bh so that it will enjoy academic, administrative and financial autonomy.

Chief Minister Naveen Patnaik has given consent to the proposal of Ramesh Chandra Majhi, Minister IT in this regard.

… State Cabinet will take a call on the issue on 9 June, said sources.

Compiling the list of private state universities in India: work in progress

(Request to readers: If you know of private state universities not listed below and not in the UGC list mentioned below, please add a link in the comment. We will update this page.)

In this page we will collect information regarding private state universities in India. By private state universities we mean privately managed universities that are establish by an act in the assembly of various states of India. These are different from the deemed universities.

The list at UGC date June 2009 is at http://www.ugc.ac.in/notices/updatedpriuniver.pdf. We also listed them at https://www.orissalinks.com/archives/2782. My guess is that these private universities which have been created by state acts have UGC approval. We have come across many other private universities which have been created by state acts which are not in this list; some of them were created by state acts after June 2009.

We start with Odisha: Odisha has passed state acts for two private universities:

  • Vedanta University
  • Sri Sri University

Odisha has introduced an act for ICFAI university. It has been discussed and tabled in the assembly. As of writing this, It is yet to be passed by the Odisha assembly.

Chhatisgarh: The UGC list of June 2009 lists two private universities. (i) CV Raman in Bilaspur and (ii) MATS in Raipur

Gujarat: .The UGC list of June 2009 lists five private universities. (i) DAIICT Gandhinagar (ii) Ganpat, Mehsana (iii) Kadi Sarva, Gandhinagar (iv) Nirma, Ahmedabad (v) Pandit Deendayal Petroleum U, Gandhinagar

Himachal Pradesh: It passed an umbrella private university act in 2006. The UGC list of June 2009 lists two private universities. (i) Chitkara University, Solan (ii) Jaypee, Solan. Besides them following are some new ones.

Jharkhand:

  • ICFAI University

Karnataka: The UGC list of June 2009 does not have any university from Karnataka. However, since then the following has been passed.

Madhya Pradesh: It passed an umbrella private university act in 2007.

Maharashtra: From a TOI report.

Maharashtra has also revived the plan to bring private universities into the state. Tope said that plans were afoot to help the corporate sector play a key role in the field of education. The Private University Act is being finalised in this connection, he pointed out.

Meghalaya: The UGC list of June 2009 lists two private universities. (i) Martin Luther Christian (ii) Techno Global.

Mizoram: The UGC list of June 2009 lists one private university. (i) ICFAI

Nagaland: The UGC list of June 2009 lists one private university. (i) Global Open

Punjab: The UGC list of June 2009 lists one private university. (i) Lovely Professional U.

Rajasthan: It has an umbrella private university act (enacted in 2005) to facilitate creation of private universities. There are 11 private state universities in Rajasthan in the UGC list of June 2009. (i) Bhagwant University,  Ajmer (ii)  Jagannath University, Jaipur (iii) Jaipur National University, Jaipur. (iv) Jyoti Vidyapeeth Women’s University, Jaipur. (v)  Mewar University, Chittorgarh. (vi)
NIMS University, Jaipur. (vii) Sir Padmapat Singhania University, Jhunjhunu. (viii) Singhania University, Jhunjunu. (ix) Suresh Gyan Vihar University, Jaipur.  (x) Jodhpur National University, Jodhpur  (xi) Amity University, Jaipur

Beyond those 11, some of the new ones not in that list are:

has reiterated (see point 36) UGC rules that say:

3.1 Each private University shall be established by a separate State Act and shall conform to the relevant provisions of the UGC Act, 1956, as amended from time to time.

3.2 A private university shall be a unitary university having adequate facilities for teaching, research, examination and extension services.

Since the HRD minister Mr. Sibal has said that the deemed university system will vanish, most of the private deemed universities will become private state universities.

Some details on the proposed Jagadguru Kripalu University of Spritual Sciences: material provided by the university planners

LOCATION FOR THE PROPOSED UNIVERSITY:

The proposed university will be developed at Banki, near Cuttack, Orissa, in multiple stages. Kripaluji Maharaj has lakhs of followers in Orissa. In the first stage, 110 acres of land has been finalised, and a Memorandum of Understanding (MoU) has been signed by the Trust and the Govt. of Orissa.

MOU signed for a Vedic University in Banki

Update: The university is to be called Jagadguru Kripalu University. The blog http://shree-kripaluji-maharaj.blogspot.com/ gives day to day information on Kripaluji Maharaj’s activities across the globe.

Following is an excerpt from a report in Financial Express.

The Orissa government and the Krupaljimaharaj Trust on Monday signed an MoU to set up a Vedic University in the state. This is the fourth MoU the government has signed in the higher-education sector.

Earlier, the government had signed MoUs for Vedanta University, ICFAI University and Ravisankar University.

The Vedic University will impart education in Vedic science, Ayurveda and Naturopathy, besides the professional courses in MBA and basic degrees in science, commerce and humanities.

The Krupaljimaharaj Trust has applied for 50 acres of land in Banki tehsil area for the university. In the absence of Swami Mukundananda, who is now in the US, his nominee Ajit Kumar Kar signed the MoU on behalf of the Trust. The state higher education secretary, PK Mohapatra, signed the papers for the state government.

Meanwhile, the state government has prepared the draft bills for the other three universities for which it has signed MoUs. …

The state higher education minister, Sameer Dey, said the bills for Vedanta Unviersity, ICFAI University and Ravisankar University will be tabled in the coming session of the Orissa Assembly.

The Jagadguru Kripal Yoga Trust (JKYT), a New Delhi-based organisation, has planned to set up a world class Yog and Spiritual Science University in Orissa.

The proposed University would be set up in Mouza Banara under Banki Tahasil of Cuttack district over 250 acres of land at an estimated cost of Rs 200 crore.

… As per the MoU, the trust would pay for the land and bear all the expenses of the university, while the government would only extend the facilities like power and water supply.

The proposed university, scheduled to be completed in five years from the possession of land, had planned to impart courses in 21 disciplines.

The courses included graduation in Naturopathy, Yogic Sciences, Rural economics, Rural Development on Health, Hygiene, Homes, Human Values and Harmony in Diversity, Rural Management, Social work, Arts, Business Administration, Computer Application,Oriental learning, Science, Engineering and Yoga Therapy.

The proposed university would also impart post graduate courses in Business Administration, Oriental learning,Social work and other courses which would be added from time to time based upon the needs of the students and job opportunity.

The university would have a sports complex, recreational facilities, utility centres, mediation halls and laboratories and would develop related projects like health care system, Yogashram, Hospital, Old Age Home and cultivate medicinal plants in the alloted land.

As per the agreement the government would provide 110 acres of land in the first phase and the rest 140 acres in the second phase.

… The government has a right to cancel the lease if the land was used for the purpose other than that for which it had been sanctioned.
