The newly constituted government authority Bhubaneswar-Puri Transport Services Limited (BPTSL) today signed an agreement with local transport agency Dream Team Shahara Services to run the services in the two cities.

The Bhubaneswar Municipal Corporation (BMC), the Bhubaneswar Development Authority (BDA), the Orissa State Road Transport Corporation, the Puri-Konark Development Authority and the Puri Municipality are the stakeholders in BPTSL.

While 100 buses are scheduled to ply on six different routes in Bhubaneswar, 25 buses will travel on three routes in Puri.

Of the 100 buses, 50 standard buses with 38 seats each and 50 mini-buses with a seating capacity of 30 passengers will ply between Khurda-Master Canteen; Nandan Kanan-Airport, KIIT-Uttara Chhaka, Dumduma–VSS Nagar, Nuagaon-Phulnakahara and Khandagiri-Sai Temple in Bhubaneswar.

Five standard buses and 20 mini-buses will ply between Beach Road-Konark, Jagannath Temple-Master Canteen, and Jagannath Temple to Konark. The frequency of the buses will vary from 7 to 15 minutes during peak hours and 15 to 30 minutes during non-peak hours. The bus services will be available from 6am to 6pm.

“As per the memorandum of understanding, the state government will provide the BPTSL with infrastructure such as bus terminals at the origin and destination of every route. Planning of bus stops will also be done in a phased manner. Autorickshaw services in Bhubaneswar will not be affected. We have already consulted with the autorickshaw unions of the city in this regard,” housing and urban development secretary Arun Panda said.

Panda said: “The fare slab proposed is on the higher side. The actual fare cannot be more than the slab. We will revise the fare based on the automatic fare revision formula, which is linked to the hike in fuel prices.”

… “Today, we have given BPTSL a cheque for Rs 85 lakh. Another, Rs 2.55 crore will be paid this year. We will also pay BPTSL Rs 2.5 lakh every month towards route charges,” said Nishikanta Mishra, chairman of Dream Team Shahara Services.

Panda said that the buses had been purchased for Rs 17.5 crore. “The state government engaged the Urban Mass Transit Company, which is a government of India undertaking, as the transaction advisor. The Urban Mass Transit Company has prepared the route plan and stoppages after making a comprehensive study on the road network,” he added.

The state’s special secretary, commerce and transport department, has been designated as the chief executive officer of the BPTSL, BMC mayor is the chairman and the chairperson of the Puri Municipality has been made the vice-chairperson.

Cuttack people are unhappy that there are no connections to Cuttack. I think the state has not been able to convince the appropriate authorities in Delhi that Bhubaneswar-Cuttack is a single metropolitan area. In any case this is a start and hopefully soon there will be additional routes, especially connecting to Cuttack. Two routes that need to be added as soon as possible are:

  • Nandankanan to Vidyadharpur via Bidanasi, Barabati, Buxi Bazar, Mangalabag, Ravenshaw
  • Phulnakhara to Bidanasi via Badambadi and Alisha Bazar

Five new flyovers will allow people to zip past the busy parts of Bhubaneswar

Five upcoming flyovers between Baramunda and Palasuni on National Highway 16 will reduce the commuting time of the city’s passengers in the future.

The National Highways Authority of India (NHAI) has planned to construct flyovers at important junctions like Fire station, CRP Square, Acharya Vihar, Vani Vihar and Rasulgarh.

These four-lane flyovers are expected to ease traffic problems along the Kolkata-Chennai highway (NH 16).

NHAI project director Aditya Kumar Ray said here today that an agreement was signed between Sri Jagannath Expressway Pvt. Ltd and the NHAI on August 6 for redevelopment project of the 67-kilometre stretch between Bhubaneswar-Cuttack-Chandikhol. The five fly-overs are part of the project.

“The total cost of the project would be around Rs 1,250 crore and the construction period will be two and half years. Sri Jagannath Expressway Pvt. Ltd will also take care of the maintenance of the road for 26 years (including the project execution period) as per the agreement,’’ Ray said.

“While the preliminary work will begin from October, the final work will start from December. We will try to make it a point that construction work along the entire stretch finishes on time,” he said.

… “These upcoming flyovers will have controlled access to the highway. Commuters will have to take turns at the respecting connecting roads to reach their destinations. There is also a plan to include construction of new flyovers at Phulnakhara, and Link Road-Khapuria starting from Kathjodi bridge and Manguli,’’ he added.

NH 16, which was earlier NH 5, has been clubbed with NH 60 (the Lakshman Nath-Balasore highway). Gazette notification has already been made on this highway as it falls under the Golden Quadrilateral project.

According to sources, in the past there was a plan by the NHAI to construct three flyovers at Khurda, Khandagiri and Baramunda. However, only the flyover project at Baramunda was realised, while the Khandagiri flyover plan was shifted to Jayadev Vihar to meet public demand.

As mentioned in the last paragraph, currently that stretch of NH-5 (to be called NH 16) has a flyover at Jayadev Vihar and at Baramunda. With the proposed flyovers at Fire station, CRP Square, Acharya Vihar, Vani Vihar and Rasulgarh the stretch from Rasulgarh to Baramunda would be smooth sailing without any traffic stops. But other construction work to support the main plant like Intake Well, IM Section, Fabrication Yard, Hospital and most importantly the rehabilitation colonies and camps have already started.

  • July 12, 12:55 AM: Plant Equipments – Orders worth Rs 6,373 crore for the equipment and civil structures have already been placed. While the equipments like Blast Furnace and Sinter Plant for the steel plant have already been received and stored in the Tata Growth Shop and Agrico at Jamshedpur and Bamnipal, the orders for Steel Melting Shop and Coke Oven have been placed.
  • July 12, 12:58 AM: Civil Structural Work – Orders of more than 1,000 crore for civil structural work has been placed.
  • 12:59 AM: Intake Well – The intake well is located at Marthapur on the bank of river Brahmani, situated about 18 kms from the main plant site. This intake well will supply water to the plant.
  • 1:00 AM: Fabrication Yard – The steel structures required for construction of different shops like steel melting shop, blast furnace etc are being fabricated at the Fabrication Yad at Jodabar. About 2200 MT of steel have already been fabricated at this unit. The members of Tata Steel Paribar after being trained are also working here.
  • 11:42 PM: I M Section – The Company is constructing two covered sheds near Duburi to store the plant and machineries required for the construction of steel plant.
  • 11:44 PM: Hospital – To extend better healthcare facilities to the people in and around Kalinga Nagar, Tata Steel is setting-up a hospital in Gobarghati rehabilitation colony. The hospital building is under construction on a land of 4 acres. When completed this hospital would serve 10,000 families with round-the-clock service, pathology lab and outdoor complex.
  • 11:44 PM: Construction at the rehabilitation and resettlement Colonies – Tata Steel has developed three rehabilitation and resettlement colonies as well as five transit camps at Kalinga Nagar to ensure smooth living of the relocated families.
  • 11:45 PM: Power to the Main Plant Site:- The Steel Plant at Orissa is a complex combination of Steel Processing technologies designed at much larger scale to improve efficiency and therefore have large demand on stability & control on operating areas including the Power generation & Distribution system.
  • 11:45 PM: The plant has been designed with three separate sources to pull in Power and increase the tolerance of the system to handle large Power requirement of Steel Plant and with only GRID source during Construction

  • July 13, 5:00 AM: Tata Steel Rural Development Society (TSRDS)a non-profit organisation has been trying to bring the displaced tribal communities of Jajpur District in Orissa to the mainstream through their socio-economic development. TSRDS has helped the tribal men and women from the displaced families in health care, safe drinking water, sanitation, women empowerment, livelihood etc.
  • July 14, 2:04 AM: Logistics – The life line of a steel plant is its logistics. It is a well known fact that every single ton of steel production needs transportation of minimum 4 ton of raw material and finished goods. So right from location selection to layout design, logistics plays a vital role in planning a new mega steel plant like the Kalinganagar Steel plant in Jajpur’ Orissa.
  • 2:05 AM: Iron ore, coal (Domestic as well as imported) and imported limestone are the prime inputs for the steel plant. The Iron ore mines and main port of relevance i.e. Dhamra Port, is barely 100 KM from the plant site. For Orissa Steel Project all these sources are connected via rail linkages. Some through existing Indian Rail network and some portion is planned under captive Logistic projects.
  • 2:05 AM:  RITES had been appointed as the consultant to prepare the detail rail plan which consists of (a) The Traffic projection & Capacity calculation for the existing IR network (b) Rail alignment and Take off plan for Tata Steel’s Sidings. (c) Cost estimate of the total Project.
  • 2:06 AM:  Apart from the plant internal rail yards Orissa Project, will require a 25 KM (Route Length) captive rail connection in Mines and a 20 KM (Route length) rail connection for plant connectivity to the nearest serving rail stations (Baghuapal & Jakhapura).

  • 2:57 AM: At Integrated Industrial Complex, Kalinga Nagar, Duburi, in the district of Jajpur, in Odisha, a 6 million tonnes integrated steel plant of Tata Steel is proposed to be setup. Setting up the steel plant will necessitate displacement of about 679 families of three villages, namely, Gobaraghati, Chandia and Gadapur. Tata Steel has already started providing state of the art training for the members of the displaced families and would provide employment to one member of each extended family.Tata Steel is building model rehabilitation colonies for the resettlement of the displaced population so as to provide modern basic amenities and improved living conditions.Tata Steel believes that the primary purpose of the business is to improve the quality of life of people. Each of the displaced families will be a part of the ‘Tata Steel Parivar’ which is a committed and structured approach to ensure a better quality of life for the displaced families through focused interventions.
  • July 15:  Apart from the plant internal rail yards Orissa Project, will require a 25 KM (Route Length) captive rail connection in Mines and a 20 KM (Route length) rail connection for plant connectivity to the nearest serving rail stations (Baghuapal & Jakhapura).
  • These have been designed considering the highest operating efficiency level and zero process interruption probability. Railway Board and Zonal railway have finally accepted our comprehensive rail logistic proposal.
  • Although the bulk of the Material movement for an operating steel plant is done via rail transport for all the external movement and through conveyor system for in-plant movements.
  • But road transport also plays a vital role in the operating logistics of a steel plant, due to the fact that, there is no economical means of transporting a wide variety of materials required for or generated from the operation of process plants, which needs transportation in small quantity for a short distance.
  • In addition, a significant portion of the finished goods movement is required to be transported by road vehicles only.
  • But Unlike Jamshedpur, fortunately Kalinganagar industrial area is well-connected by road. Our Plant site is flanked by Daitari- Paradip express way which got converted to NH-200 recently and on the eastern side, the state highway connects the Sukinda Mines, to our plant site.
  • A road transport planning for a steel plant includes building roadways and plant roads , parking stations, maintenance facilities, service roads, a transport circulation plan and a scientific traffic projection. All these have been done with the help of a professional organization.

Envisioning the 150 km radius around Bhubaneswar in 20 years

In 20 years (i.e., in 2030) the Bhubaneswar-Cuttack-Khurda population would be around 4 million plus. In addition the area would be surrounded by the following cities/towns within 150 kms radius (i.e., about a hour and half away).

  • Berhampur-Gopalpur to the south (with a then population of 1.5 million; about 145 kms away)
  • Puri to the south (with a then population of 700K; only 30kms away)
  • Kalinganagar to the North (with a then population of 500K; only 50 kms away)
  • Talcher-Angul to the West (with a then population of 500K; only 110 kms away)
  • Dhenkanal to the west (with a then population of 200K and almost in the periphery)
  • Paradip to the east (with a then population of 400K and 90 kms away)
  • Dhamara-Chandbali to the Northeast (with a then population of 200K and 140 kms away)
  • Bhadrak to the North (with a then population of 200K and 140 kms away)

A little farther is

  • Balasore-Chandipur to the North (with a then population of 300K and 162 kms away from the Northern end of Bhubaneswar-Cuttack-Khurda area)

In addition there will be several port towns other than the ones mentioned above and a few smaller towns (For example, Nayagarh)  within 200km radius of greater Bhubaneswar.

Besides individual CDPs for these areas the Odisha governement should start making plans for this larger overall area. It would form a different kind of megalopolis than New Delhi, Mumbai or Kolkata with a well planned hub (Bhubaneswar) surrounded by mini-hubs and with rural areas in between. I can not off-hand think of another such area in the world; may be the readers can point me to some. Please suggest what kind of plans need to be made. (Please note that for something to be up and running in 20 years, plans need to be made now.) For example:

  • Commuter trains at frequent intervals and the necessary infrastructure for that. Following are some of the segments
    • Bhubaneswar-Puri-Konark-Astaranga (Puri-Konark-Astaranga needs to be built; alternatively if Astaranga port comes up, then there may be a new line from Barang to Astaranga)
    • Bhubaneswar-Berhampur-Gopalpur (Berhampur-Gopalpur needs to be built)
    • Bhubaneswar-Jajpur Rd(Kalinganagar)-Bhadrak-Dhamara (Bhadrak-Dhamara is ready but no trains yet)
    • Bhubaneswar-Jajpur Rd(Kalinganagar)-Bhadrak-Balasore-Baripada
    • Bhubaneswar-Jakhapura(Kalinganagar)-Tomka (on the line to Kendujhargarh)
    • Bhubaneswar-Cuttack-Paradeep (ready)
    • Bhubaneswar-Dhenkanal-Talcher-Angul (ready)
    • Bhubaneswar-Khurda-Nayagarh and beyond (being constructed; part of Khurda-Balangir)
    • Angul-Talcher-Sukinda-Kalinganagar (being constructed)
  • Expressways linking these places
  • Fast buses linking these places
  • Fast airport shuttle
  • Some of these places would be connected by waterways including National Waterway 5
  • Express ring road around each of these places
  • Co-ordinated public transport in each of these places
  • ??

Barrages
To maintain LAD of 2 m in the Brahmani river all through the year, 5 barrages with height equal to the highest flood level are proposed to be constructed at every 26 km between Talcher and Jokadia. Each barrage will have a navigational lock to allow passage of two 500 tonne vessels at a time.

Cargo potential
Coal from Talcher to Dhamra and Paradip ports is the most important potential cargo for this waterway. Immediately after the development of the waterway, it is estimated in the DPR that about 11 million tonne of cargo can be transported per year which can go up to 23 million tonne in next 15 years or so.

The six-laning work of the Bhubaneswar–Chandikhol portion of the National Highway-5 will begin from September, after this rainy season. A sum of Rs 1,047 crore will be invested for the project under the NHDP Phase-5. A consortium has been formed with three private companies, and the contract awarded, an official of NHAI said.

The consortium of Srei, Gulfar and Simplex Infrastructure would undertake the project, which is scheduled to be completed in two and a half years’ period. This would be done on the BOT basis. After completion of the work, the consortium would maintain the road and collect toll for a period of 26 years.

After the four-laning work of the NH-5, this is the first stretch within Odisha to have six lanes. The distance from Bhubaneswar to Chandikhol is 67 km, which would have seven flyovers and four major bridges over the river Kathjodi, Kuakhai, Mahanadi and Birupa. Out of the seven flyovers, four would be built over the CRP, Acharya Vihar, Vani Vihar and Rasulgarh squares along the highway in Bhubaneswar.

More solar power projects coming up in Odisha

The Orissa government has approved nine more solar power projects with an aggregate generation capacity of 57 Mw.

The State Technical Committee (STC), headed by the secretary in the science and technology department, cleared these projects recently.

With this, the total envisaged solar power capacity in the state has gone up to 351 Mw from 294 Mw earlier.

Projects with an aggregate generation capacity of 45 Mw were approved under the Bundling Scheme for Solar Power Plants of the Union ministry of New and Renewable Energy Sources (MNRE). Similarly projects of 12 Mws were approved under the Generation Based Incentive Scheme for Roof Top and Small Solar Generation of the Central sector utility major, National Thermal Power Corporation (NTPC).

The projects approved under the Bundling scheme included Skygen Infrabuild (P) Ltd (5 Mw), Rajratna Energy Holdings (10 Mw), MGM Minerals (5 Mw), Konark Kranti Energy (P) Ltd (5 Mw) and Sunark Solar (P) Ltd (20 Mw).

Skygen Infrabuild plans to set up a 5 Mw solar power project in Khurda district. Similarly, Rajratna Energy Holdings is interested to set up 10 Mw solar power plant in Dhenkanal district.

While the solar plants of MGM Minerals and Sunark Solar would come up in Khurda district, Konark Kranti Energy proposes to locate its unit Dhenkanal district.

On the other hand, four projects cleared under the Roof Top and Small Solar Generation scheme of NTPC included 3 Mw plant of Sunark Solar (Khurda district), 3 Mw project of Abacus Holdings (Ganjam district), 3 Mw project of Orion Solar Projects (Cuttack district) and 3 Mw plant of Skygen Infrabuild (Khurda district).

To meet the infrastructure needs of micro, small and medium enterprises (MSMEs) on a priority basis, the Orissa government has reserved 20 per cent of the area in all industrial estates, industrial parks, industrial corridors and land banks for such units.

Further, the state-owned Industrial Infrastructure Development Corporation (Idco) will promote new exclusive zones for MSMEs in all major industrial hubs of the state.

The locations where exclusive industrial parks will be promoted include Kalinganagar, Barbil, Jharsuguda, Sambalpur, Dhenkanal, Rourkela, Baragarh, Balasore, Dhamara, Gopalpur, Chhatrapur, Raygada, Kalahandi and Choudwar.

Such exclusive zones will also come up near the Special Economic Zones (SEZs) in the state.

… The government has also decided that wherever land is provided to large and medium industries, 10 per cent of the land, subject to a maximum limit of 200 acres, will be earmarked for setting up MSMEs. This will facilitate the setting up of ancillary and downstream units, preferably in cluster mode, a source added.

… Sources said that Common Facility Centres (CFCs), to be set up by the Special Purpose Vehicle (SPV) constituted for the MSME clusters, would be entitled for allotment of land free of cost at various locations in the state.

… To provide assured sources of raw material for such units, the Orissa Small Industries Corporation (OSIC) and the National Small Industries Corporation (NSIC) will set up raw material banks.

The two organisations will act as nodal agencies for MSMEs and public sector resource companies will accord priority to OSIC and NSIC in supply of raw materials, which will be made available to MSMEs at the lowest possible rate.

2. Business Standrad on MOU with five IPPs for 4800 MW power:

The cumulative capacity of these projects would be 4800 Mw and the total investment is envisaged to be Rs 23203.52 crore.

With this, the total power generation projected in the state would increase to 31100 Mw from 26300 Mw earlier.The Orissa government has already inked MoUs with 21 IPPs with an aggregate generation capacity of 26,300 Mw earlier.

… Five companies who signed the MoU included BGR Energy System, JR Powergen Private Ltd, Adhunik Power and Natural Resources Ltd, Maa Durga Thermal Power Company Ltd and Vijaya Ferro and Power Private Ltd.

JR Powergen Private Ltd would set up a 1980 Mw thermal power plant at Kishorenagar near Angul at an investment of Rs 7988 crore. BGR Energy Systems Ltd also plans to set up a 1320 Mw power plant at Bhapur in Nayagarh district at an investment of Rs 6287 crore.

Similarly, Adhunik Power and Natural Resources Ltd would set up a 1320 Mw power plant at Birmaharajpur in Sonepur district entailing an investment of Rs 8079.74 crore. All these proposals were cleared by the High Level Clearance Authority (HLCA) chaired by the chief minister Naveen Patnaik.

On the other hand, Maa Durga Thermal Power would set up a 60 Mw ((2x30Mw) power plant at Tangi in Cuttack district, involving an investment of Rs 296.95 crore. Besides, Vijaya Ferro and Power Private Ltd, planning to set up a 120 Mw power plant (IPP) at an investment of Rs 550 crore at Kesinga (Turla Khamar) in Kalahandi district.

The total land requirement for these projects have been assessed at 4360 acres and about 22,325 direct and indirect employment opportunities are expected to be created when these projects would be fully commissioned. Three projects namely BGR Energy System, JR Powergen Private Ltd, Adhunik Power and Natural Resources Ltd would source water from the Mahanadi river system, Maa Durga Thermal Power would draw water from Birupa river.Vijaya Ferro and Power plans to source water from Tel river.

3. Hindu on preliminary bids for UMPP at Bedabahal:

the government was likely to invite preliminary bids for the 4,000-MW Ultra Mega Power Project (UMPP) at Bedabahal in Orissa by April 30.

The request for qualification (RSQ) for the project may be issued by April 30.

This Bedabahal project would be the sixth UMPP project. The government has already awarded four UMPPs, of which three — Sasan in Madhya Pradesh, Krishnapatnam in Andhra Pradesh and Tilaiya in Jharkhand — have been bagged by Reliance Power.

4. Sify on 595 crores for waterbody upgrade:

As many as 1817 water bodies, mostly the minor irrigation projects (MIPs) in 20 districts of Orissa, would be revitalized under the Centrally sponsored scheme of Repair, Renovation and Restoration (RRR) of Water Bodies.

These water bodies would be revitalized within a period of three years at an estimated cost of Rs 595.14 crore.

The funding for these projects would be shared between the Government of India and the Orissa government in the ratio of 90:10 for the Maoist infested, drought prone and backward districts of Kalahandi, Bolangir and Koraput (KBK).

For the other districts, the share between the Centre and the state government will be 25 per cent and 75 per cent respectively.

While the design ayacut of all 1817 projects was 2, 48,545.86 hectares, the irrigation potential of an additional 89,110.02 hectares of land would be revived through these projects, sources said.

Most of these projects under the RRR scheme are being taken up in south Orissa’s Ganjam district. About 800 projects under the scheme are to be taken up in the district at a cost of Rs 250.87 crore.

… Apart from Ganjam and KBK, the other districts where the scheme will be implemented are Bargarh, Bolangir, Gajapati, Jajpur, Kalahandi, Kandhamal, Koraput, Mayurbhanaj, Nabarangapur, Nayagarh, Nuapada, Rayagada, Sambalpur, Sundargarh, Balasore, Malkanagiri, Subarnapur, Deogarh and Dhenkanal.

The pilot project for this scheme was implemented for 137 projects in Ganjam and Gajapati districts at a cost of Rs 18.84 crore during 2005-06 to 2008-09.

Government of India is likely to set up a mega food park and a marine food park at Malipara near Khurda in Orissa with an area of 282 acres. This information was given by Subodh Kant Sahai, Union Minister for Food Processing while responding to a demand raised by Naveen Patnaik, Chief Minister, Orissa at the Orissa Investors meet 2010.

The Orissa government today signed a memorandum of understanding (MoU) with Amtek Metal & Mining Ltd (AMML), for setting up a mega auto park with an associated two million tonne per annum (mtpa) integrated steel plant and 500 Mw power plant at Tangi in Cuttack district.

The project envisaging an investment of Rs 15,820 crore, is expected to generate direct and indirect employment for 33,000 persons. Out of the total projected investment, Rs 2050 crore is proposed to be invested for mega auto park in phases.

While the total land requirement for the projects is estimated at 2500 acres, about 550 acres will be required for the mega auto park. … AMML’s project consists of ferrous foundry, steel forging plants, steel fabrication plant, open die forging plant, special fastener, aluminium die casting plant, alloy steel plant and ring gear blank plant among others. It would transfer the hot metal from blast furnace to auto park for production of auto components.

… “With the signing of the MoU, we expect greater interest from the national auto industry which will help create an auto hub in the state”, Patnaik remarked. Taori said, the company would adopt ITIs and the polytechnics in the state to impart skill training to the unemployed youth in Orissa.

Cuttack people unhappy with trains bypassing Cuttack: An easy solution

Recently unhappiness is brewing because of various trains bypassing Cuttack. See the following news item from Samaja.

I believe there is a easy solution to this: Develop the Naraj station to have express train stops and develop the accessibility of the Naraj station from the roads that goes from Naraj to Bidanasi side of Cuttack.

I wrote about it earlier in http://www.orissalinks.com/orissagrowth/archives/1967. Following are some excerpts from that article.

Naraj Station lies across Kathjodi river about 1 km away from the bridge. It is about 2 kms from the proposed 2nd campus of Ravenshaw university, 3-4 km from Bidanasi-CDA and within 1 km from the proposed Sri Sri University. 

Several trains in the BBS (Bhubaneswar)-SBP (Sambalpur) line such as 2893 (BBS-BLGR superfast), 8304 (Puri-SBP Intercity), 8405 (Puri-ADI), 8507 (VSK-ASR) skip Cuttack and go via Naraj without stopping there. By developing the Naraj station a bit more, developing the road between the station and the bridge, and introducing stops at Naraj station people in Cuttack will be able to easily access these trains.

… Naraj is really very close to Cuttack; much close to Cuttack than Barang or the proposed station between Barang and Patia. Also, Naraj station is much closer to the newer parts of Cuttack (such as CDA and Bidanasi) than the Cuttack station. Also, a lot of development is planned near Naraj that includes the Sri Sri University, National Law University and 2nd campus of Ravenshaw University. …

There were some concerns regarding the overlap with the proposed New Barang station between Patia and Bhubaneswar. I think with the rate Cuttack-Bhubaneswar area is growing even if a major station in the form of a New Barang station comes up, it will be still a good idea to have a express stop station in Naraj.

In the not too far future the greater Bhubaneswar area would need five stations: Khurda Rd, Bhubaneswar, New Barang, Cuttack and Naraj. The following map shows the five stations and the distance between them.

Orissa got its first private software technology park Tuesday. Built on the outskirts of state capital Bhubaneswar by city-based JSS Group, the venture was inaugurated by Chief Minister Naveen Patnaik.

The JSS Software Technology Park has a built-up area of about 55,000 square feet and can accommodate about 1,000 IT (Information Technology) professionals, Bijoy K. Sahoo, Chairman of the JSS group told IANS.

The eight-floor building constructed with an investment of Rs.10 crore in the first phase has ready-to-move-in facilities, Sahoo said, adding that two companies have already allotted space and they have begun their operations from today (Tuesday).

JSS has planned to invest Rs.70 crore (Rs.700 million) in the second phase that is scheduled to complete in the next 24 months. The total built up area of the project after second phase expansion would be two lakh square feet, he said.

The Nandankanan Zoological Park here will have the largest Orchid House of Orissa soon.

Spread over 5,000 sq ft, the garden will be home to some exotic species which are found in Orissa as well as outside.

The Nanadankanan Zoo authorities have collected over 156 varieties of orchids belonging to 35 species for the Orchid House which is now awaiting to be thrown open. Altogether, the specially-designed garden will be home to 1,000 plants, Director of Nandankanan Zoological Park Sudarshan Panda said. All the three different types of orchidaceae – epiphytic, subaerial and those growing on the soil are part of the collection.

Update: Following are some additional details from a report in Pioneer.

  • Amtech Auto Engineering would set up the complex at an investment of Rs 15,820 crore near Tangi- Choudwar. It would set up a two million tonne steel plant and 500 MW captive power plant in the complex. With this about 33,000 people will get both direct and indirect employment.

    It may be mentioned here that Jamsedpur-based RSB Trasmissions (I) Ltd, one of India’s leading auto components manufacturers, is coming up with an auto complex at Mania in Cuttack. RSB Transmission will invest Rs 430 crore in the project.

  • The committee also approved JK Cement‘s one million tonne capacity plant on the road between Athagrah and Choudwar.
  • BOC would set up an air separation plant at an investment of Rs 434 crore in Rourkela. It would produce oxygen, nitrogen and argons.
  • Bijaya Ferro Power Private Limited would set up a power plant at Keshinga in Kalahandi with an investment of Rs 550 crore. It would take water from Tel river to produce 120 MW power.
  • Ind-Bharat’s proposal to enhance its power production capacity has also got the nod of the committee. It would set up its plant at Jharsuguda with an investment of Rs 3,300 crore.
  • Facor would set up its captive power plant at Rahandia near Bhadrak.
  • Due to shortage of water, few plants have also changed their sites. Odisha Cement Power Plant (OCL) has shifted its plant site from Mania to Rajgangpur.
  • Jinadal Stainless Steel would set up its plant in Luni instead of Gajatara in Dhenkanal.
  • Kalinga Energy Power Limited would set up its plant at Jharsuguda instead of Sambalpur.
  • Scwal Brewage would set up its plant at Baranga instead of Choudwar at a cost of Rs 193 crore.
  • The Rs 1,320 crore Sahara Power project has shifted its plant to Ghantabahal from Turul.
  • German-based Gaunteman Pipery would set up its plant beneficiation plant and pelatisation plant. The beneficiation plant would come up at Barbil and the pelatisation plant at Dhamra. Around 1,605 crore would be invested in the project.
  • Aditya Alumina’s proposal to enhance its production from one million tonne to 1.5 million tonne. It would also enhance its power plant from 650 MW to 900 MW.

Following is an excerpt from Orissadiary.

The projects of Adhunic Metalics and Jindal Stainless Steel at Sundargarh and Kalinganagar, respectively have been approved. The SWCLC has also given its green signal for an air-separation plant. Projects, involving Vijay Ferrochorme and Power Pvt Ltd and Adhunic Power plant have been cleared.

Amtech Metals would establish the integrated auto-complex, first of its kind in the state. Moreover, an auto-park, steel and power plant would also be established in the complex. The cost of the entire project has been pegged at Rs 15,820 crore. All the projects are expected to provide direct and indirect employment opportunities to nearly 47,000 and 1.5 lakh people, respectively apart from bolstering the socio-economic conditions in those regions where the proposed projects would come up, state Industries Secretary, Sourabh Garg said.

Tathya has some details on the Adhunik group’s project. Following are some excerpts:

Adhunik Power & Natural Resources Limited (APNRL) has proposed to invest Rs.3883.40 crore for the 4×250 MW power plant in Birmaharajpur in Sonepur district.

… Adhunik Metaliks Limited (AML), another member of the Group has proposed to set up Down Stream Park for stainless and special products with an investment of Rs.286 crore.  … downstream industries in hot-rolling, cold-rolling utensils, kitchen and hardware.  AML has also proposed for stainless steel pipes and alloys, which received the nod.
The park will be set up at Kumarmunda in a 300 acre area in Sundargarh district.

AML is setting up steel plant at Kumarmunda with a capacity of 0.41 million ton per annum (MTPA).

Tathya has also some details on the JSL project. Following are some excerpts.

JSL Limited posed a proposal to set up a Super Critical Thermal Power Station of 1320 (660X2) megawatt capacity, which has been cleared in the meeting. The Rs.4090 crore Greenfield project will be set up at Luni in Dhenkanal district.

Most importantly JSL, which is setting up a 3.20 million ton per annum (MTPA) capacity stainless steel plant at Kalinga Nagar has proposed to set up Stainless Steel Park (SEZ) with an investment of Rs.740 crore.  … The park will promote auto components, kitchen & life style, light engineering, white goods, cold rolling, pipes and tubes, and service centre. 300 acres of land for the park is needed for the park, which will have man power requirement of more than 2000, said sources. JSL plant is likely to produce stainless steel by end of 2010 and the park is also to be completed by the same time reveal the SLSWCA Report.

The above two downstream park proposals are most likely due to the recent government focus on those aspects, before giving mining leases. The govt. needs to make sure that the down stream parks indeed materialize as proposed.

Orissa considering some Bio-mass and solar power projects

Following is an excerpt from a report in Business Standard.

… the Orissa government has approved two more bio-mass based power projects with a combined generating capacity of 39 Mw of power.

With this the total envisaged generating capacity in the bio-mass sector will increase to 129 Mw. Earlier, the government had approved 8 bio-mass based power projects with a combined generation capacity of 90 Mw.

… to promote bio-mass based power plants through the use of the wastes like rice husk, groundnut cover, coconut cover and other agricultural waste, the state government has started some initiative and approved the setting up of ten bio-mass based projects so far.

The State Level Technical Committee (STC) chaired by the secretary, science and technology, in its meeting held recently cleared two proposals- one by Starlight Energy’s proposal to set up a 15 Mw bio-mass power plant at Nuapada and the other by Mahavir Hitech Chemicals (P) Ltd to set up a 5 Mw power plant in Ratanpur village of Sundargarh district.

STC has also approved setting up of five more solar power projects aggregating 25 Mw in the state. The proposals include 5 Mw power plant proposed by RSB Energy Pvt. Ltd in Sundergarh dicstrict and Enzen Global Solutions’s plan to set up a 5 Mw solar power plant in Khurda district.

Similarly, Lanco Solar’s 5 Mw solar plant to be set up in Cuttack district, Sunark Solar’s 5 Mw power plant in Puri district and Kolkata based SREI Infrastructure’s proposal to set up a 5 Mw solar power plant in Bolangir district have been given the green signal.

Earlier the state government had approved Moserbaer Pvt Ltd’s 5 Mw grid interactive solar photo voltaic project and Sahara India’s proposal to set up a 5 Mw solar power plant in the state.

Update: Biswarup Basu in an IRFCA posting pointed out that based on the current schedule this train is  competitive with the 8005/06 Koraput-Howrah Express; 1 hr 5 minutes faster towards Howrah and 15 minutes slower in the other direction.  So many may not mind traveling end-to-end on this train. He thinks there is enough traffic to introduce a daily train in this route.


East Coast Railway is running eight pairs of a special train between Sambalpur and Howrah via Angul. Following is its schedule.

From end-to-end connectivity point of view the path taken by this train is longer than the regular Sambalpur-Rourkela-HWH path.

  • SBP – Howrah : 563 kms
  • SBP – Kapilas Rd (273-15 = 258) + Kapilas Rd – HWH 396  = 654 kms

However, this train would give a direct connection between Howrah and places like Angul, Talcher and Dhenkanal. A train in this route with different times and more stops could also provide direct and useful connection between Sambalpur/Redhakhol/Angul/Talcher/Dhenkanal and Jajpur Rd/Bhadrakh/Balasore.  Perhaps ECOR is exploring a regular train in this route.
