Update: SAIL RSP has now agreed to consider upgrading IGH (Ispat general Hospital) to a medical college. All that was needed was the CM asking for it. The Odia papers suggest that he already agreed. If this works out then the 4 public sectors MCL, NTPC, NALCO and SAIL will each be making medical colleges at Talcher, Sundergarh, Koraput and Rourkela respectively.

If the IGH upgradation happens it will be the second medical college in Rourkela. (Note that HiTech medical college is now operational in Rourkela and has taken the first batch of MBBS students.) When the NTPC medical college is made in Sundergarh, the medical college count in that district will then go to 3.

Next Odisha government must push the other companies that heavily use Odisha minerals to contribute at the similar level. The TATAs who have mining in Odisha for more than 100 years should be told to establish medical colleges in Joda-Barbil and Sukinda-Kalinganagar and do much more.


Following are some of the projects that are in progress as collected from various media reports.

  • NALCO has agreed to build a medical college at Koraput. A few days back (I think sometime in June 2012) the state government decided to ask NALCO for this and this was in the media around July 3rd. The NALCO officials met the concerned government officials on July 5th and NALCO immediately agreed to this proposal. In the past the public sectors MCL and NTPC had agreed to establish medical colleges in Talcher and Sundergarh respectively. Odisha now must push SAIL for a medical college in Rourkela.
  • As per this Times of India report: "New Delhi-based OSL Group’s Centre for Joint Disorders will established a 150-seat medical college, 750-bed super-speciality hospital, a dental college and a nursing college in Bhubaneswar. The group has promised to start work within two months…"
  • As per this Times of India report: "The upcoming Sardar Rajas medical college and hospital at Jaring in Kalahandi district, being established by Selvam Education and Charitable Trust of Tamil Nadu, will start admitting students from the next academic year …"
  • As per this Times of India report: "The sDFID of UK has been preparing a report to facilitate a medical college in Balangir. "
  • As per this Times of India report: "land transfer work for the proposed medical college by Sahyog Foundation in Keonjhar will be fast-tracked"

  • As per this Times of India report: "The government on Tuesday asked Bangalore-based Narayana Hrudayalaya, which has taken land from the state government to establish a super-speciality hospital in Bhubaneswar, or start work or return the land. The group assured to start work by September.
  • As per this article in Business Standard: " Odisha government today asked the Centre to set up a National Institute of Mental Health and Neuro-Science (NIMHANS) besides expediting establishment of a para-medical training institute in the state."
  • As per this article in Telegraph: "The Acharya Harihar Cancer Institute at Cuttack will be upgraded and seats along with number of employees will be enhanced, said Union Health Secretary Prasanna Kumar Pradhan while attending a review meeting here on Sunday. It will be an apex institute in the country, Pradhan added. In the review meeting, Pradhan said Rs 200 crore would be sanctioned during the 12th Five-Year Plan to upgrade this premier cancer treatment institute of the State. Now the institute has 320 beds which will be increased to 600, he added."
  • As per this article in Times of India: "the minister also asked the Union health secretary to expedite process for establishment of the proposed Regional Institute of Paramedical Sciences (RIPS). The state government has already given around 25 acre land for the paramedical institute near the AIIMS."
  • As per this article in Times of India: "The state government sought financial assistance for infrastructure development of the three medical colleges to increase the MBBS seat strength from the current 150 to 250 each."
  • As per this article in Times of India: "The government also submitted a proposal to create super-speciality disciplines in VSS Medical College and Hospital, Burla and MKCG Medical College and Hospital, Berhampur. The government has sought central assistance of Rs 150 crore each for superspeciality faculty in the two hospitals."
  • As per this article in Times of India: "Acharya requested the Union health secretary to upgrade the geriatric ward of SCB Medical College and Hospital into a Regional Geriatric centre. Designating a regional centre will attract better central funding, Acharya said. "

A good news and a bad news:

  • Good News: Hi-Tech medical college in Rourkela has got approval to admit 100 students fro this academic year. This will be the 4th private medical college (and the first outside of Bhubaneswar) in operation in Odisha.
  • Bad News: KIMS Bhubaneswar has been debarred to admit students for two year.

Work starts on Paradeep-Choudwar-Rourkela Industrial Corridor

The state government has started work on development of a railway corridor through Choudwar to Rourkela to allow ease of inward and outward transportation of goods from the industrial hubs and mining belts along the region.

Land acquisition for the project, the first of its kind initiative by a state government, has already been initiated by the Industrial Infrastructure Development Corporation (Idco). The project would go on ground after the land acquisition and is targeted to be completed by 2015, said Idco CMD Priyabrata Patnaik on Friday.

The corridor involves development of extensive rail and road connectivity, along with provisioning of water supply and other infrastructural facilities. The corridor would encompass two track railway lines and six-lane road passing through the industrial hubs and the coal mining belts. New industrial areas and downstream units would be developed along the corridor.

Common infrastructure facilities under the corridor would solve the problems of inward and outward transportation of goods and minerals. The stretch would pass through the heart of coal mining operations in the state, which harbours about 65 billion tonne of reserves. The coal reserves in the Talcher belt only is around 43 billion tonne.

The corridor would cover 17 large and mega-industries, along with 57 other units, through the stretch from Choudwar to Rourkela. Traffic projection on the route is given out as 8.7 million tonne.

The route would have 163 km of railway track length and 465 km on road. As many as 308 minor bridges and 77 major bridges would have to be constructed on it, said Patnaik.

Note 1: The 163 km of railway track probably refers to the Talcher-Bimlagarh segment.

Note 2: Although the above report only mentions the Choudwar-Rourkela part, in earlier documents there is mention of Paradeep-Choudwar-Rourkela industrial corridor. See for example this 2009 Business Standard report. Following are some excerpts from that.

The Orissa government plans to develop an industrial corridor running from Paradeep to Rourkela through industrial hubs like Choudwar, Talcher and Sambalpur.

Though the initial proposal was to have an industrial corridor originating from Choudwar to Rourkela, the proposal was modified to extend the corridor till Paradeep to allow inward and outward transport of goods through the Paradeep port, sources said.

… The proposed industrial corridor will be in line with the Delhi-Mumbai Industrial Corridor and is designed to pass through national highway no.42 and national highway no 5 (A).

Under the project, both road and rail corridor will be developed, which will be the backbone of the proposed project. The industrial estates and down stream units would be developed over 25 km area on both sides of the corridor.

IL&FS has been appointed as the consultant for the project and it has already submitted the pre-feasibility study report to the industry department on the project. However, the detail cost of the project is yet to be worked out yet, sources added.

The latest initiative of the state government follows a similar initiative to develop a common ‘rail-road-water pipeline and infrastructure corridor’ in Meramundali-Angul-Talcher-Chhendipada belt, to facilitate movement of coal in the Talcher coalfield area.

The project is estimated to cost about Rs 5000 crore including Rs 2000 crore for 2-line rail corridor and Rs 1100 crore for 4 lane road alongside it. The land width of the proposed corridor will be 300 metre which includes 60 metre for road and 20 metre for water pipeline.

The total length of the corridor is 137 kilometre which includes length of 43 number of major bridges to be constructed on this stretch. RITES Ltd has already submitted a pre-feasibility report to the state owned Industrial Infrastructure Development Corporation of Orissa Ltd. (Idco) on the project.

The project is designed to have multi-point centralised loading stations conceived along the corridor rather than individual bulb connections with a view to avoid interference or wastage of coal bearing areas. Road and water pipe alignment will run parallel to rail alignment, sources said.

It will be connected to rail line at three locations- Jharpada, Angul and Budhapanka. The common corridor will have multiple entry and exit points and no surface crossing. Besides, flyovers are proposed to avoid cross movements at junction stations.

This ‘rail-road-water pipeline and infrastructure corridor’ in Meramundali-Angul-Talcher-Chhendipada belt is projected to handle 113 million tonne coal by 2014-15. It includes 55 million tonne coal movement required by the power companies, 40.76 million tonne by steel companies and 17.22 million tonne by other industries.

The above is a good idea.

 

  • A plan over a larger area will avoid congestion and slums that are typical of densly packed areas.
  • Another big benefit will be that the term "Capital Area" will make it easier for institutions, companies and other entities to come to the gretaer area rather than coming to "Bhubaneswar". For example, many institutions that are looking for land in Bhubaneswar are hesitant to locate in Kendrapada or Jagatsinghpur; even though the political leadership is very welcoming.  But once the term "Capital Area" encompasses Kendrapada and Jagatsinghpur, these institutions will be less hesitant to come there.

So while the current Bhubaneswar and Cuttack planned areas will sever as the core urban area, the larger Capital Area development region will morph to a sub-urban area which down the road will touch the metropolitan areas around Angul in the west and Berhampur in the south.

The State Government on Tuesday announced creation of 669 new doctor and para-medical staff posts along with an addition of 869 beds in its three medical college and hospitals.

Four new departments have been notified for the SCB Medical, Cuttack, and two each for MKCG, Berhampur, and VSS, Burla.

The move marks the beginning of efforts by the Government to increase the MBBS seat strength in the three medical colleges from the present 150 to 250.

The process of assessing infrastructure, faculty and other capacities along with identifying the areas that need attention in the medicals so as to get the approval of the Medical Council of India (MCI) has started. A detailed proposal would be sent to the MCI soon, sources said.

Health Minister Prasanna Acharya on Tuesday said 478 beds would be added to 1,200-bed SCB along with 40 doctors and 126 para-medics, including nurses.

Four new departments in Transfusion Medicine, Emergency Medicine, Rheumatology and Hepatology have been announced.

Three professor, 11 associate professor and 34 senior resident posts have been created.

The MKCG would have 181 more beds with two new departments in Transfusion Medicine and Emergency Medicine.

The new posts include two professors, four associate professors, 12 assistant professors, 39 senior residents, 105 staff nurses, 10 nursing sisters, one assistant matron and 15 attendants.

The VSS has been infused with 210 new beds and two departments on Transfusion Medicine and Emergency Medicine. New posts include two professors, five associate professors, 22 assistant professors and 37 senior residents.

… NHAI state project director Aditya Kumar Ray said work has started on the flyovers at Rasulgarh and Fire Station and the construction similar projects at CRPF Square, Acharya Vihar and Vani Vihar will commence soon.

Except for the Rasulgarh project, the other flyovers will be similar to the one at Jaydev Vihar. The Rasulgarh flyover will have extra slopes to facilitate seamless traffic flow from Cuttack to Puri as well as on NH-5. It will be aesthetically designed as an entrance point to Bhubaneswar, he said.

… Sources said NHAI needed to acquire more land at Rasulgarh to execute the project. "We are in the process of acquiring some more land at Rasulgarh. Everywhere else in Bhubaneswar, the expansion will happen with the land already acquired," Ray said.

NHAI plans to construct vehicular underpasses at VSS Nagar, Vani Vihar railway overbridge (ROB), Pahal, Press Chowk. The pedestrian underpasses will be built at Kali temple, CRPF Chowk, Iskon temple, OCAC building, RTO office, University Law College and Rasulgarh.

Just outside Bhubaneswar, NHAI will construct flyovers at Phulnakhara, Khapuria, Jagatpur and Manguli in Cuttack. Work for three-lane bridges over the rivers Hansapal, Kathajodi, Mahanadi and Birupa has already started. "The bridges will be hopefully ready by 2014," Ray said.

The existing two-way bridges on these rivers will be made one way and the new bridges will be used for traffic going the other way. The NHAI had signed an agreement with Sri Jagannath Expressway Pvt Ltd, a concessionaire of three private firms (SREI, Simplex and GALFAR), on August 6, 2010, for widening and redevelopment of the 67-km-long Bhubaneswar-Chandikhol section of the Kolkata-Chennai highway. The road will be constructed to sustain vehicular traffic at a speed of 100 km per hour. However, the actual speed limit will be decided by the civic administration, the NHAI official said.

The project will cost Rs 1,047 crore and NHAI will provide Rs 205 crore. The developer will generate the rest of the funds through design, build, finance, operate and transfer (DBFOT) basis. "The developer will maintain the road for 26 years,” Ray said.

Once the construction is over, the developer will collect toll from the road users. According to initial estimates, heavy vehicles will have to pay something over Rs 100 and light vehicles would be charged an amount between Rs 80 to Rs 100.

… At present, over 5,000 heavy vehicles pass through the national highway in the city every day. To reduce the traffic load within Bhubaneswar, police divert the vehicles towards Cuttack from Pitapalli via Chandaka. Sources said NHAI has plans to make a bypass road from Khurda to Tangi bypassing Cuttack and Bhubaneswar.

Tata’s power plant plan in Naraj-Marthapur marches ahead

Although I personally would prefer that the location is used for an IT or Knowledge park, it seems  the power-plant project is making stead progress. Following is from the page http://www.tatapower.com/services/power-projects.aspx#naraj.

All major clearances for the 660 MW Naraj Marthapur project have been obtained. The environmental clearance from the Ministry of Environment and Forests is obtained. The plant is expected to be commissioned within three years of the completion of the land acquisition, which is expected to be completed during the year. Tata Power has been allotted the Mandakini coal block located in the Angul district of Orissa, along with Monnet Ispat and Energy Limited, and Jindal Photo Limited.

The committee headed by chief secretary B K Patnaik cleared two cement projects, an iron ore pelletisation unit and a high tension cable manufacturing unit, official sources said here. The pelletisation project, with 6 mtpa capacity, is proposed to be set up by Chadalavada Pvt Ltd at a cost of Rs 680 crore near Kalinganagar in Jajpur district, they said. The project, proposed to come up in 250 acre, is expected to generate 500 jobs, they said, adding that in the first phase its capacity would be 2.5 mtpa. The cable manufacturing unit is to be set up in 40 acre near Khurda by Gupta Power Infrastructure Pvt Ltd at an investment of Rs 192 crore. It has the potential to hire about 400 people. One of the cement units is proposed to be established in 25 acre, by Jajpur Cement Ltd near Kalignanagar, at a cost of Rs 63 crore. Its capacity would be 0.5 mtpa. Similarly, Nabadurga Industries Ltd seeks to set up two units at a cost of Rs 280 crore. It would have a clinker unit at Kantabanjhi in Balangir district and a crushing project at bainchhua in Cuttack district, sources said adding the entire project would have the potential to provide employment to 400 people.

The proposed bridge from CDA Square up to Trisulia and Baranga, which is said to be longest and first of its kind three-lane bridge in the state, would act as ‘direct-link’ between Cuttack and Bhubaneswar.

… “The distance between Cuttack and Bhubaneswar would be reduced by 10km after the completion of the project. Efforts are on by the government for the all-round development of Cuttack and I hope the new project would be completed on time,” Naveen said.

… With the construction of the second bridge, one would have to cover a distance of only 20km from CDA square to Jaydev Vihar via Nandankanan and Trisulia. The length of the bridge would be 2.8km and it would also have footpaths for pedestrians and cycles on both sides and dividers and railing. The cost of the total project was estimated to be around Rs 122crore.

… The project, to be built in assistance of National Bank of Agriculture and Rural Development (NABARD), is expected to be completed within three years.

The three-lane bridge would not only solve precious time of the people, it will also create new vistas for development in Barang and nearby areas which are also in an expansion mode. The project has been targeted to be completed within three years from the date of agreement with the company, Pradhan said.

… Apart from this, there is also a proposal to construct another bridge over Mahanadi river. The bridge would connect Pitapali area near Khurda with Dhenkanal on NH-5 via Manguli square. The existing route distance would be reduced to 71.5 km from 93km. The project is also likely to take off soon.

The last paragraph is confusing. Pitapali, Dhenkanal and Manguli Square form a triangle. It could mean the proposed bridge near Jatamundia in the following map.

Or, as suggested by reader Debi Prasanna Sarangi, it could mean the bridge over Mahanadi in the following map. (Note: The point where NH-5 meets NH-42 is called Manguli Square.)

Following is an excerpt from a report in Business Standard.

The work on five major National Highway (NH) projects in the state- Bhubaneswar-Puri, Bhubaneswar-Sambalpur, Bhubaneswar-Chandikhole, Sambalpur-Bargarh and Remudi-Rajamunda (NH-215) will begin in February 2011. While work on four-laning of the Bhubaneswar-Puri NH is expected to be completed soon, the remaining projects will be commissioned within three years."The work on these NH projects will commence in February 2011 and the projects are expected to be commissioned within three years. The work is being taken up on the Public Private Partnership (PPP) mode and the cost assessment will be made by NHAI. …

While work will be taken up for four-laning of Bhubaneswar-Puri (60 km) and Sambalpur-Bargarh (88-km) NHs, the Bhubaneswar-Sambalpur and Bhubaneswar-Chandikhole (62 km) highways will be six laned. As per the thumb rule Rs 4 crore will be spent per km on building these highways.

Bhubaneswar development plan area expands to 1000 sq km.

Following is an excerpt from a report in Telegraph.

…, the state government has decided to expand the development area of the capital from 419sqkm to over 1,000sqkm.

According to a notification issued by the housing and urban development department, the expanded area would include 367 revenue villages.

With the two-fold increase in its development zone, the capital’s area will now come to be known as the Bhubaneswar Development Plan Area (BDPA), comprising the districts of Cuttack, Khurda and Puri. The new expansion plan would perhaps be the biggest in the history of the city.

The expanded area will have 263 villages from the district of Khurda, 88 from Puri and 16 from Cuttack. With this new proposal, there will be 572 revenue villages under the development zone.

When the capital city area was planned under BDA in 1983, it had only 93 villages from the undivided Puri district. After two decades, the number of revenue villages went up to 205, and now, with the latest move, it would finally be touching a figure of 572.

Sources in the Bhubaneswar Development Authority (BDA) said the development of the capital, instead of remaining restricted along the Phulanakhara-Khurda line, would now be spread in all directions stretching from villages in Cuttack district to Delang in Puri.

…“Earlier, the urban expansion focus was restricted. But now with state secretariat as the central point, the entire region will be developed under the BDPA within a 20 to 25km radius so that there is enough scope for land development, effective road connectivity and special housing zones,” said a senior BDA official.

Just to get an idea of how big 1000 sq km is, the area of the NCT (National Capital Territory) of Delhi is 1483 sq km. The National Capital Region is much larger at 33,578 sq km.

The implementation of the proposed Information Technology (IT) investment region in Orissa will involve a cost of Rs 17,883 crore.

"The IT investment region would generate jobs for 0.23 million people and accommodate a population of around 0.54 million. More than 75 per cent of the investment will be made on the Public Private Partnership (PPP) mode”, an official source told Business Standard.

The state government has already submitted the final report on the proposed IT investment region prepared by IL&FS-Infrastructure Development Corporation (IL&FS-IDC) to the Government of India …

The IT investment region (ITIR) in Orissa is to be developed on an area of 40 sq km (around 10,000 acres) between Bhubaneswar and Khurda. The ITIR project is expected to be fully operational by 2020.

In the final project report on the ITIR, IL&FS-IDC had included among other things an airport, a global IT training centre, a bio-tech park and a science city spread over 350 acres. …

According to the project plan of IL&FS-IDC, 40 per cent of the area of the ITIR would be earmarked for the processing units of information technology (IT) and ITes sectors (IT enabled services) as well as electronics and hardware manufacturing units.

The traffic woes of the people commuting between Rasulgarh and Samantarapur are likely to come to an end with the construction of the proposed 11km bypass road from Bhuasuni temple to Daya bridge.

Part of the 67.25km NH-203 project, the bypass road will not only provide better and faster communication facilities to the people of 11 villages from Pandra to the Daya bridge near Lingipur, but also help commuters between Cuttack and Puri avoid the congested capital. The project will be undertaken by the Bhubaneswar Expressway Pvt. Ltd, for which tenders have been finalised.

Project director of the National Highways Authority of India (NHAI), Aditya Kumar Ray said the bypass road has been proposed specifically to address the traffic problem on the stretch from Rasulgarh and Samntarapur. …

… Ray said though the work is supposed to start from January 30, land acquisition problems were likely to cause some delay and ultimately the project may kick off in the first week of February.

… The project is likely to be over in two and a half years. To be executed in the design, build, finance, operate and transfer (DBFOT) mode, the road would be handed over to the NHAI by the operators after 29 years.

The state has attracted investments worth Rs51963.54 crore in the July-September quarter of 2010-11, reinforcing its image as an investor friendly destination.

… Of the 22 proposals that the state has received in the July-September period of this fiscal, seven have been in the energy sector followed by six in the steel and mines sector and three in the cement sector.

Investment proposals in the energy sector have been to the tune of Rs32024.76 crore with a cumulative capacity of 5175 Mw. Hecate Power Company Ltd has proposed to set up a 1080 Mw (4×270) thermal power plant in Bolangir district at a cost of Rs5350 crore.

Samvijaya Power and Allied Industries Ltd has proposed to set up a 1320 Mw (2×660) thermal power plant at Rampela in Jharsuguda district at an investment of Rs6828.38 crore.

Another power firm- Arissan Energy Ltd has also proposed to set up 1320 Mw (2×660) thermal power plant at the same location, entailing an investment of Rs6828.38 crore.

Similarly, Action Ispat and Power Ltd has evinced interest in setting up a 1320 Mw (2×660) thermal power plant at Puruna Pani in Boudh district at a cost of Rs8079.74 crore.

Embassy Nirman Pvt Ltd has proposed to set up a 135 Mw coal based power plant at Ghantikhal in Cuttack district at an investment of Rs618 crore.

Moser Baer Power and Infrastructures Ltd has proposed to put up a 1320 Mw (2×660) power plant in Bolangir district at a cost of Rs7400 crore.

Sonepur Energy and Oil City Pvt Ltd has lined up an investment of Rs5000 crore in setting up a gas processing plant and petrochemical complex at Sonepur in Ganjam district.

In the steel sector, ARSS Steel & Power Ltd has proposed to set up a three million tonne per annum (mtpa) steel plant at Boinda in Angul district, involving an investment of Rs10900 crore.

Similarly, Neepaz B C Dagara Steels Pvt Ltd, has planned to set up a 0.4 mtpa integrated steel plant and a 45 Mw captive power plant (CPP) at Rairangpur in Mayurbhanj district at a cost of Rs1152 crore.

International Minerals Trading Company Pvt Ltd has proposed to set up an iron ore fines beneficiation plant at Barbil in Keonjhar district at a cost of Rs150 crore.

In the cement sector, Visa Cement Ltd intends to set up a portland cement plant at Bargarh at a cost of Rs1840 crore. Jaipur Cements Pvt Ltd has proposed to set u a 0.5 mtpa cement grinding plant at Kalinganagar in Jajpur district at a cost of Rs63.50 crore.

Bhushan Infrastructure Ltd has planned an integrated township at Mangalpur in Dhenkanal district at an investment of Rs425 crore. J K Paper Ltd plans to set up a paper board plant at Jaykaypur in Rayagada district at a cost of Rs1475 crore.

The Indian Air force wants to develop the Charbatia base in Cuttack district into a full-fledged base station.

“I want to see an air base at Charbatia,” Air Chief Marshal P.V. Naik told reporters after visiting the base. Presently, Charbatia is an aerial reconnaissance post of the Aviation Research Centre.

Charbatia base, spread over 2000 acres, is now with the Union home ministry. The airstrip came up in the area in the 1960s.

Earlier, Air Marshal J.N. Burma had discussed the issue with chief minister Naveen Patnaik in January, 2010. The Air Marshal had also urged Naveen to recommend to the home ministry to hand over the land to air force.

“Unless the state recommends, the Centre cannot transfer land to the air force,” said an IAF official.

Sources in the state government said the IAF had already given a proposal to the Centre to this effect and wants to invest Rs 5,000 crore in the base.

Revenue divisional commissioner Pradipta Mohapatra said he had already directed the Cuttack district collector to arrange the land for the air base. “They require an additional 600 acres of land. Discussion on the matter is going on,” he said.

The Empowered Committee on Infrastructure (ECI), chaired by Chief Secretary has decided to run water sports facilities at Rambha, Barkul and Satapada in Chilka lake and in Ramchandi, Nua Nai, Tampara, Jhumuka, Naraj, Hirakud, Deras, Derjang, Bhanjnagar, Upper Kolab, Upper Jonk and Pitamahal.

… To start cruise, house boat and other water sports facilities in the above locations, it was decided to rope in private players on PPP Mode.

Odisha Tourism Development Corporation (OTDC) will be implementing the project and Department of Tourism will provide onsite infrastructure.

The developer will provide boats and other sporting equipments and operate and manage the facilities.

… The ECI has decided to invite bidders for development of water sports in the above places.

Recently the leading Seashore Group has started water sports facilities in Mahanadi, which has attracted great attention of the tourists.

Tourists are flocking to avail the facilities, said Prashant K Dash, Chairman of Seashore Group.

Experts feel that to start with two main places for the dare-devils of the water are Chilka and Dhabaleswar.

Barkul, Rambha, Balugaon and Satpada are the bases for visiting Chilika, where water sports can be developed in a big way.

Similarly Dhabaleswar in Cuttack also provide an excellent opportunity to enjoy water sports, feel experts.

The meeting decided to hand over 9 properties of the State Tourism for renovation by the private players and it was decided that these properties would be offered to these highest bidding private players on a long-term lease of 30 years.

… These properties at Kapilas, Daringibadi, Dhabaleswar, Patharajpur, Sunabeda, Rameswar, Jaipur, Ramachandi and Aradi are to be handed over to highest bidders, ECI decided.

DOT will go for fresh tender for Ratnagiri, Nrusinghnath, Bangiriposi and Sohela, where offers were found less attractive.

The Government will also go for fresh tenders for 17 properties which failed to attract any bidder in the tendering process held earlier.

Another 10 properties will be included in the new bidding process to attract private players, said sources.

These properties include Panthashala, Panthika and Wayside Amenities Centre (WAC) in various tourist centres of the state.

With the help of these private players the properties will be given a face lift which has been rendered decrepit due to want of maintenance.

While the State Government will continue to hold the ownership of such properties, the onus will be on the private players to refurbish and maintain them.

The renovation of the properties is being done on the public private partnership (PPP) mode.

The private players, who will refurbish and maintain the properties, will give us an upfront payment besides paying the usual annual royalty”, said Mr.Tripathy.

A 3-Star hotel and a Convention Centre will be developed at Puri on PPP mode, where the DOT has 2 acres of land as Puri is the most important destination of the state.

And Puri has the potential to be developed to a Meeting Incentive Convention Exhibition Destination (MICE), said Principal Secretary Mr.Tripathy.
