The state government, which acquired around 970 acres of land in the first phase for the Rs 3500-crore project, has now set in motion the process to acquire 626 acres of land for the project in the second phase.

The second phase land acquisition is expected to be completed by the end of 2010. The Shamuka tourism project needs 2500-3000 acres of land in all.

The project is being developed near Sipasarubali, about 10 km south of Puri on the public-private partnership (PPP) mode.

…  After the second phase land acquisition, the Orissa Tourism Development Corporation (OTDC) will invite fresh bids for the project. This has been necessitated as the initial attempt to invite bids for the project received lukewarm response last year.

It may be noted that only three hotel chains had participated in the earlier bidding process for developing the four five star hotels on 100 acres of land. …

The state government had engaged global consultancy firm PricewaterhouseCoopers (PwC) to incorporate some new provisions in the bid document for the Shamuka tourism project so as to make it investor friendly.

… The state government is investing Rs 50-70 crore on providing external infrastructure like electricity and water supply for the five-star hotel properties. Apart from the four five star hotels, the Shmauka tourism project would have facilities like a convention centre of international standards with a seating capacity of nearly 1,500, an 18-hole golf course, boutique hotels, international spa and wellness centres, an entertainment zone and sports facilities.

Kamat Hotels India Ltd (KHIL) which owns and operates hotels brands like The Orchid, VITS, Lotus Resorts and Gadh Hotels … has acquired the heritage palace ‘Mahodadhi Niwas’ in Puri and also the Eco Resort at Ramchandi, near the Sun Temple in Konark, in addition to the Parikud Palace and Rambha Palace, which are located near the Chilka Lake.

Of the three heritage properties acquired by KHIL, Mahodadhi Niwas opened for business on November 28, 2009. In the first phase, Mahodadhi offers 12 rooms and an additional 60 are expected to be developed over the next phase. KHIL is presently involved in restoring Parikud and Rambha Palaces, which will be commissioned in a phased manner in 2010.

… KHIL intends to strengthen the portfolio of its heritage brand – ‘Gadh Hotels’ in the state. We have already acquired three palaces from OTDC on a long-term lease and their restoration work is currently in progress.” As a part of its Corporate Social Responsibility (CSR) activity, KHIL has also undertaken cleaning and conservation task of Chilka Lake.

KHIL’s F&B arm Kamat Restaurants Pvt Ltd (KRPL), which operates the ‘Vithal Kamat’ chain of vegetarian quick-service restaurants is also making inroads in to Orissa. KRPL has recently commissioned four company-owned outlets in Orissa, on the Bhubaneswar-Puri highway.

… the Orissa government has approved two more bio-mass based power projects with a combined generating capacity of 39 Mw of power.

With this the total envisaged generating capacity in the bio-mass sector will increase to 129 Mw. Earlier, the government had approved 8 bio-mass based power projects with a combined generation capacity of 90 Mw.

… to promote bio-mass based power plants through the use of the wastes like rice husk, groundnut cover, coconut cover and other agricultural waste, the state government has started some initiative and approved the setting up of ten bio-mass based projects so far.

The State Level Technical Committee (STC) chaired by the secretary, science and technology, in its meeting held recently cleared two proposals- one by Starlight Energy’s proposal to set up a 15 Mw bio-mass power plant at Nuapada and the other by Mahavir Hitech Chemicals (P) Ltd to set up a 5 Mw power plant in Ratanpur village of Sundargarh district.

STC has also approved setting up of five more solar power projects aggregating 25 Mw in the state. The proposals include 5 Mw power plant proposed by RSB Energy Pvt. Ltd in Sundergarh dicstrict and Enzen Global Solutions’s plan to set up a 5 Mw solar power plant in Khurda district.

Similarly, Lanco Solar’s 5 Mw solar plant to be set up in Cuttack district, Sunark Solar’s 5 Mw power plant in Puri district and Kolkata based SREI Infrastructure’s proposal to set up a 5 Mw solar power plant in Bolangir district have been given the green signal.

Earlier the state government had approved Moserbaer Pvt Ltd’s 5 Mw grid interactive solar photo voltaic project and Sahara India’s proposal to set up a 5 Mw solar power plant in the state.

Infrastructure Development

The Ministry of Tourism has sanctioned Rs. 610.51 crore for Infrastructure development in the year 2007-08 and Rs.482.07 crore in the year 2008-09.(Upto Oct.2008)

The Ministry has launched a scheme for development of nationally and internationally important destinations and circuits through Mega Projects. To date 22 mega projects have already been identified and of these 15 projects have been sanctioned for an amount of Rs.320.15 Crore . Of these, Amritsar, Agra, Varanasi, Gangtok, Bhubaneswar, Aurangabad and Hyderabad are also being developed as mega destinations through the joint plans of all the key Ministries of Government of India, which includes connectivity through road, rail and air and upgradation of civic infrastructure.

Following is from the year end review of the Tourism ministry as given in the PIB release dated Dec 30, 2008.

2. Infrastructure Development:

Infrastructure Development holds the key to India’s sustained growth in the tourism sector. Therefore, the Ministry of Tourism has been making efforts to develop quality tourism infrastructure at tourist destinations and circuits. The Ministry of Tourism has sanctioned 91 projects for an amount of Rs.503.56 crore for infrastructure augmentation including rural tourism projects in the year 2008-09 (up to November 08).

The Ministry has launched a scheme for development of nationally and internationally important destinations and circuits through Mega Projects. To date 22 mega projects have already been identified and of these 17 projects have been sanctioned. In the year alone the Ministry has sanctioned 11 mega projects at Amritsar, Bhubaneshwar-Puri-Chilka, Tirupati (Nellore-Chittor), Dwarka, Haridwar-Rishikesh, Vidarbha Heritage Circuit, Hampi, Gangtok, Kadapa, Mahabalipuram and Ganga Heritage Cruise Circuit. The mega projects are a judicious mix of culture, heritage, spiritual and ecotourism in order to give tourists a holistic perspective.

Ministry of Tourism is also taking initiatives with other Central Govt. Ministries, such as Railways, Civil Aviation, Road Transport & Highways, Food Processing and Urban Development and also the concerned State Governments to achieve convergence and synergy with their programmes so that the impact of investment on these destinations is maximized. Based on continuous coordination and interaction, 6 tourism sites – Agra, Varanasi, Gangtok, Bhubaneswar, Aurangabad and Hyderabad are being developed as mega destinations through the joint plans of all the key Ministries of Government of India. With the loan assistance of JBIC, the Ajanta Ellora Conservation and Tourism Development Project (Phase-II) is under implementation.

In addition, Mega shopping festivals are also being organized in cities of different regions of the country such as Bhubaneswar, Hyderabad, Aurangabad and Noida where artisans and artists from rural tourism sites would be given a platform for exhibition and sale of their handicraft products and for cultural performances.  This kind of exposure to the domestic and international tourists would have far reaching benefits for the socio-economic development of the rural artisans.

The proposed port town of Dhamra in Bhadrak district and the coastal village of Astaranga in Orissa are going to get two ultra mega power projects (UMPPs). The Centre, which has awarded two more UMPPs to the state besides the one at Sundergarh, is zeroing in on these two sites for the proposed projects.

A high-level team of experts and officials from the Central Electricity Authority (CEA) and Power Finance Corporation (PFC) identified the two sites after examining five possible sites located near the coast in the state. The five sites are Kirtaniya (on the mouth of the Subernarekha river) in Balasore district, Dhamra in Bhadrak, Paradip in Jagatsinghpur, Astaranga in Puri and Ganja in Ganjam district.

…  The CVR Navayuga Group has signed an MoU with the Orissa government to set up a 60 million tonne cargo handling capacity port at Astaranga with an investment of Rs 6,000 crore in three phases. The Hyderabad based company is also proposing to set up a 2×660 mw coal-fired thermal power plant and a 12 million tonne steel plant near the port.  

A state government official said DPCL and the Navayuga Group has no objection to the UMPPs coming up near their ports. The two UMPPs with 4000 mw capacity each will be developed through special purpose vehicles promoted by the Power Finance Corporation (PFC) with a proposed investment of Rs 32,000 crore.

Following is an excerpt from a report in Steelguru.

… Orissa Government, in its bid to encourage power generation from waste has given its accord to 8 bio mass based power projects with a combined generation capacity of 90 MW by private developers.

The proposed projects are likely to be set up in Raygada, Nawarangpur, Ganjam, Nayagarh, Khurda, Dhenkanal and Puri districts. The cost per MW of power is expected to be between INR 4.5 crore to INR 5 crore depending on the location and evacuation facilities.

Moreover, the Sali Vahana Green Energy is planning to set up a 20 MW bio mass based power plant in Dhenkanal and Satya bio power Industry, a 10 MW plant in Ganjam. Prasad bio energy plans to set up a 10 MW unit in Raygada. While Jaylaxmi bio energy Limited to set up a 10 MW unit in Nayagarh another plant of similar capacity by Andhavarapu bio energy is likely to come up in Nawarangpur. Sampath Power Projects and Falcon Green Energy propose 10 MW capacity units each in Khurda and Puri respectively.

Kamat Hotels India Ltd (KHIL) is in the process of developing 600 additional rooms under ‘The Orchid’ brand across India. Presently, properties are under development in Nagpur, Coimbatore, Raipur and Konark. Upcoming properties will be set up at greenfield locations and will be entirely managed and operated under the KHIL banner.

“The Orchid brand will continue to grow through tier I and II locations across India. For KHIL’s premium brand, we plan to tap emerging markets for potential locations,” says Vishal Kamat, Director, KHIL to Hospitality Biz. KHIL will develop a 30 room all-suite hotel in Konark, Orissa and a 100 room hotel in Nagpur. The Coimbatore and Raipur properties are expected to come up with about 200 and 120 rooms, respectively. “KHIL has always positioned The Orchid as a business hotel and we are keen that we develop and manage hotels under this brand to maintain its exclusivity in the market. Unlike Concept Hospitality Ltd (CHL), which presently manages a few Orchid hotels in New Delhi, Kollam and Jalandhar, KHIL will not operate simply as a hotel management entity in the market,” clarifies Kamat.

Eight power companies today promised to invest Rs 42,000 crore in the state to build plants that will generate over 4,780MW.

…Naveen added that his government’s initiatives during the past four years in encouraging value-added steel, aluminium and cement projects had led to promised investment of around Rs 6 lakh crore out of which Rs 50,848 crore had already been realised.

The companies, which signed MoUs today, were Astaranga Power Company Ltd (2,640MW), Sahara India Power Corporation (1,320MW), Ind-Barat Energy Utkal Limited (700MW), Jindal Steel and Power Ltd (1,320MW), Visaka Thermal Power Pvt Ltd (1,100MW), Kalinga Energy & Power Limited (1,000MW), Arati Steel (500MW) and Chambal Infrastructures and Ventures Ltd (1,200MW).

While Astaranga Power Company intended to establish 2,640MW thermal power plants in two phases at Astaranga in Puri district with an investment of Rs 11,200 crore, Sahara India Power Corporation proposed to set up 1,320MW thermal power plant at Turla village in Bolangir district at an estimated cost of Rs 5,604 crore.

Similarly, Ind-Barat Energy Utkal planned to set up 700MW thermal power plant at Sahajbahal near Banharpali in Jharsuguda district with an investment of Rs 3,150 crore. Visaka Thermal Power will set up a 1,100MW coal-based power plant at Bhandaripokhari or Banto block in Bhadrak district at an investment of Rs 4,800 crore. Jindal Steel and Power proposes to set up a 1,320MW thermal power plant at Athamallik tehsil in Angul district with an investment of Rs 5,940 crore.

Besides, the Kalinga Energy plans to set up a 1,000MW thermal power project at an investment of Rs 4,261 crore at Babuchakuli.

While Arati Steel proposes to set up a 500MW thermal power plant at Ghantikhal in Cuttack district, Chambal Infrastructures and Ventures Ltd plans to set up 1,200MW power plant at Siaria in Dhenkanal district.

According to the MoUs, the state would get the benefits in shape of contribution to the environment management fund, value-added tax, coal royalty and water cess.

Around 1,174 to 1,370MW of power would be available to Orissa at variable cost (less than Rs 1.50 per unit), depending on the coal block availability.

This benefit would be extended to the consumers so that got power at cheaper rate, said energy secretary P.K. Jena, who signed the MoUs on behalf of the government.

Mr.Agarwal updated the Chief Minister about the status of Vedanta’s ongoing projects in the state here on 3 January..

The Alumina Project at Lanjigarh, Smelter and Power Projects at Jharsuguda and the University project at Puri is being implemented by the Vedanta group.

On Corporate Social Responsibility (CSR) front, adoption of 400 anganwadis, providing education for 14000 children at Kalahandi are being implemented, briefed Mr.Agarwal.

Mr. Agarwal agreed to extend the coverage to 40000 children and agreed to introduce the Mid Day Meal scheme for 30000 primary and the secondary level school student in the state through Nandi and Sterlite Foundation as the Chief Minister requested him.

He also announced a 100 bedded state-of-the-art multi-speciality hospital at Jharsuguda will provide medical facility to the local people.

Chairman Vedanta group reiterated his earlier commitment to build a 1000 bedded super-specialty hospital at Puri.

It was also informed that the design and the engineering has been completed and construction is to begin soon.

In addition Mr Agarwal put forth his plans of setting up of a downstream Aluminium Park in collaboration with the government to promote as many as 600 small and medium scale industries at Jharsuguda. 

The project will generate large scale employment opportunities and additional economic activities in the region.

Currently the Vedanta Group’s investment commitments are in excess of Rs 50,000 crores, half of which has already been invested in various projects of Orissa.

Vedanta is presently generating a huge number of direct and indirect employment for approximately 25000 people, eighty percent of which belong to the state of Orissa.

After the meeting the CM, Mr Agarwal told reporters that all the ongoing projects of Vedanta would continue as per schedule in spite of the recent global recession.

He also assured that in his personal capacity he would make all possible efforts to complete the Vedanta University Project, a world class University at par with the Havard and Stanford University of U,S.A.

He has already committed personal contribution of Rs 5000 crore towards this project.

Following is an excerpt from a report in expressbuzz.

The State Government today decided to develop Puri as a mega tourism circuit with an investment of Rs 50 crore.

An outlay of Rs 30 crore will be made in the next budget for the project that includes improvement of Badadanda (grand road), beautification of Puri town and sea beach, dynamic lighting system of Jagannath temple and Gundicha temple, development of parks and parking lots and construction of a tourist complex.

The high-level meeting chaired by Chief Minister Naveen Patnaik also decided to give a facelift to the peripheral areas of Puri, a major tourist attraction.

At Satapada, a sunset viewpoint and a park will be developed. There will be tourist jetty at Sipaguda and Rajahansa, official sources said. Plans are afoot to paint the buildings lined up on both sides of the Badadanda with a unique colour to give an added attraction to the Puri town. This will be done in consultation with various stakeholders.

While additional parking places for vehicles will be created in various parts of the city, arrangements will be made to ease out traffic during festivals like Rath Yatra. There will be three interchanging nodes within the town to evacuate traffic. It has been proposed to set up a multi-media museum called Srikhetra Sankrutika Sangrahalay. Vending zones will be set up on the sea beach to keep it clean and free from pollution.

Special board and lodging arrangements will be made for tourists. A few tourist complexes will be developed in various locations.

It has been estimated that about 34 lakh out of 52 lakh tourists coming to the State every year visit Puri.

The State-level single window clearance authority (SWCA) today gave approval to nine project proposals worth over Rs 13,000 crore.

The Ashapura Minechem Limited, the largest multi-mineral solution provider in the country and the flagship of Ashapura Group, has evinced interest to set up mineral separation plant in Puri district with an investment of Rs 910 crore. The plant will separate minerals from beach sand and it will produce titanium dioxide, widely used in paints. The project will create employment opportunities for 300 persons, Industries Secretary Ashok Dalwai told mediapersons.

The other new proposal cleared by the SWCA was a 1.2 million tonnes iron ore beneficiation and pelletisation plant by Jaiswal Nicco Industries at Harmote near Barbil in Keonjhar district. The company planned to invest Rs 452 crore and the proposed project would generate employment opportunities to 500 persons.

The proposal of Jindal Steel and Power Limited (JSPL) for capacity addition to its existing steel plant from two million tonnes to six million tonne was also approved. The steel production of the plant will be 3 million tonne through DRI (sponge iron) route and another 3 million tonnes through blast furnace route. The company has also proposed to increase the capacity of its thermal power plant from 900 mega watt to 1080 MW. The total investment of the company will increase from Rs 13,135 crore to Rs 22,440 crore.

The authority also cleared the expansion plan of International Mineral Trading Company having a pelletisation plant at Barbil in Keonjhar district. The company proposed to set up an iron ore beneficiation plant of 1.5 million tonne capacity with an investment of Rs 175 crore.

The BRG Iron and Steel Company at Khurunti in Dhenkanal district proposed to increase its steel production capacity from 0.257 MTA to 1.2 MTA with an investment of Rs 960 crore. The project has received environmental clearance.

Shree Metallics also proposed to increase its steel plant capacity from 0.25 MTA to 0.98 MTA with an investment of Rs 709 crore. The other expansion projects include Grewal Associates sponge iron plant at Barbil to 0.25 MTA steel plant and a 15 MW power plant, Dinabandhu Steel and Power for a 0.26 MTA steel plant with 25 MW power plant and Ganesh Metallics for 0.25 MTA steel plant with 16 MW captive power plant.

… the CVR Navayuga Group on Monday inked an MoU sign with the State Government to develop a Greenfield port at Astaranga in Puri at a investment of Rs 6,000 crore. Astaranga is one of the 13 sites identified by the State Government for development of minor ports in the State.

… Chief Minister Naveen Patnaik said Navayuga Engineering had plans to invest Rs 1,500 crore in Phase 1 at Astaranga with a capacity of to move 25 million tones of cargo. "With the completion of the Phase -II and Phase-III, the total investment made at the location will be Rs 6,000 crore with a capacity of 60 million tonne," he said, adding that the project was estimated to yield revenue of Rs 20 crore per annum for Government during Phase-1 and Rs 1,000 crore per annum by the completion of Phase -III.

The project in its entirety shall be implemented over a period of eight years with Phase-1 being completed within 48 months. 10, 000 jobs will be created. The scope of the project also includes construction of a 50-km rail link to connect Astaranga with mainline at Khurda via Sakhigopal.

The Hyderabad-based Navayuga Engineering Company has entered into a memorandum of understanding (MoU) with the Government of Orissa for the development of a modern deep water, all-weather, alongside-berthing, mechanised port at the Astaranga area located in Puri district, according to a company release. 

The MoU was entered on a build, own, operate, share and transfer (BOOST) basis. …

The first phase was planned to be made operational in four years. As per the concession agreement, all investment for the project should be arranged by the developer; the revenue share to the Government was fixed at five per cent for the first five years, eight per cent for sixth to 10th year, 10 per cent for 11th to 15th year and 12 per cent for the remaining period of 15 years.

The MoU had a provision of 30 years concession period and could be extended by an additional 20 years. The detailed concession agreement is to be signed within six months.

The Kolkata-based Shyam Group has joined hands with another local company Century Plyboards India Ltd and floated Puri Ports Ltd to launch a port at Baliharchandi, about 40 km from Puri (Orissa), the Business Line reported.

About 3,500 acres of land has been identified for the proposed port project and a memorandum of understanding with the Orissa Government is to be signed shortly.

The Ministry of Tourism’s clearance would be required because, as it was pointed out, a cruise terminal would be an important component of the proposed port.

The first phase of the proposed port, to be complete with four berths including the cruise terminal and an industrial park.

The Kolkata-based Shyam Group is planning to set up an integrated minor port in Orissa for which IIT Chennai has been engaged to prepare the detailed project report, Deepakk Goyal, Executive Director of Shyam Steel, said.

The diversified Shyam Group which has interests in cement, power and steel is hopeful of signing a memorandum of understanding with the Orissa Government by January 2009, according to company sources. After signing the MoU, the company will approach the Coastal Regulatory Zone for its approval.

In the first phase, the project will entail an investment of between Rs. 1,800 crore and Rs. 2,000 crore and a capacity of 12 million tonnes annually which includes a four-berth port, two dedicated cruise terminals and a wood-based industrial park. The ultimate capacity will be between 30 million tonnes and 40 million tonnes and the implementation may have to be done in three phases.

The site that has been identified for the project is Baliharchandi, which is south of Puri and north of Chilika Lake. Around 3,500 acres has been set apart for the project. The land is proposed to be acquired through the Orissa Industrial Infrastructure Development Company and the project is to be completed within 24 months of land acquisition.

Shyam Steel, which is the third-largest stakeholder in Century Plywood, has already formed an equal joint venture with Century. The company is called Puri Port Ltd. The cargo will be clean cargo like wood and export-cargo of steel and import-cargo of raw materials.

From their descriptions these outlets sound similar to the Home Depot, Lowes kind of stores in the US. Following is an excerpt from a report in Economic Times.

Eyeing the fast growing construction market, leading cement company Ultratech is planning to open 400 new unique retail outlets across the country, including many more in Orissa soon.

…  Ultratech Cement Ltd (UCL), a part of India’s global conglomerate Aditya Birla group, has opened five UBS retail outlets in Orissa’s Bhubaneswar, Puri and Cuttack.

This was the first ever entry of UBS retail outlets in the growing construction markets of Orissa and the company plans to open many more such outlets in the state.

Its 89 existing outlets are currently operational in states like Gujarat, Haryana, Tamil Nadu and Maharashtra and plans are afoot to add six more states due to the success obtained in the existing ones, according to UCL’s chief marketing officer O P Puranmalka.

As many as 400 such outlets are planned to be opened across the country in 2009 offering a wide spectrum of end-to-end home-building solutions, high quality construction materials and allied value-added services, he said.

Describing UBS as a unique concept, he said in a release it was being launched in a big way in Orissa, a fast growing construction market in the eastern region.

Advocating our ‘plan, build and support’ philosophy, it seeks to enhance the shopping experience of the customers as well as to strengthen existing trade partnership by upgrading the service proposition, he said.

At UBS outlets, visitors can get reputed brands of all construction materials including cement, aggregates, bricks, tiles, sanitary fittings, paints, water-proofing compounds and white cement, the release said.

The outlets also provide value added services including mobile concrete testing vans for conducting quality tests as well as architects, contractors, vaastu consultants and other construction personne.

They have technical teams which train masons and contractors besides offering advice on legal formalities and plan approval procedures.

The proposal for developing an integrated residential township at Suanga and Ranasinghapur near Bhubaneswar has been placed before the government for approval.

The Orissa government today cleared projects worth Rs 1,27, 727 crore in steel, aluminium, power, downstream and ore beneficiation sectors.

The list includes 3 projects in the steel sector, 2 projects in the aluminium sector, 6 projects in the power sector, one downstream unit, and two beneficiation and pelletisation units.

… enhancement of the steel capacity of Jindal Stainless Limited (JSL) from 1.6 million tonne per annum (mtpa) to 3.2 mtpa at Kalinganagr Industrial Complex at an investment of Rs 16,266 crore and enhancement of capacity of Visa Steel in the same location from 0.35 mtpa to 1.5 mtpa at an investment of Rs 4995 crore were approved by HLCA.

The public sector aluminum major Nalco’s proposal to set up a 0.5 mtpa alumina smelter and 1260 mw power plant in two phases (840Mw + 420 Mw) at an investment of Rs 16,345.89 crore was also approved. Though the company preferred to set up the project at Brajarajnagar, the location might change. The company is seeking 275.30 hectares of land for the smelter and 575.7 hectares for the power plant.

Similarly, the proposal of the Navayuga Steels for setting up a 12 mtpa port based steel complex at Astaranga in Puri district at an investment of Rs 34,000 crore was cleared by the HLCA. The project will come up in 4 phases and the government will not commit any raw material linkage to it.

Though the company requires 4000 acres of land, the government will assess the land requirement as per the benchmarking report after the company submits the detailed project report (DPR), the minister added.

The public sector National Thermal Power Corporation (NTPC) was given the green signal to set up a 3200 Mw coal based mega power plant at an investment of Rs19,840 crore near the village Gajamara in Dhenkanal district. It requires about 3000 acres of land for the project and will source water from Mahanadi.

However, Jindal Stainless’ proposal to set up 1000 Mw Independent Power Producer (IPP) at an investment of Rs 4090 crore in the same location did not find favour with HLCA with the committee asking the company to change the site of the project.

Other projects which received the nod of HLCA are Rs 6800 crore investment proposal of RSB Metal-tech for setting up 1.4 mtpa alumina refinery, 0.35 mtpa aluminium smelter and 900 Mw CPP at an investment of Rs 6800 crore, Kalinga Energy’s 1000Mw thermal power project at an investment of Rs 4261 crore at Babuchakuli, Arati Steel’s 500Mw thermal power project at Ghantikhal in Cuttack district, Rs 4994 crore investment proposal of Chambal Infrastructures and Ventures Limited for setting up of 1200Mw thermal power plant at Siaria in Dhenkanal district.

Besides, Hyderabad based Lanco Solar’s 250 Mw fully integrated plant to manufacture crystalline silicon solar cells at an investment of Rs 2800 crore in Dhenkanal district, Bhushan Power and Steel Limited (BPSL)’s downstream and ancillary complex in Sambalpur district at an investment of Rs 1953.87 crore, JSW Steel’s proposal to set up 7 mtpa iron ore beneficiation plant and 5 mtpa pelletisation plant at Kamalang in Sundergarh district at an investment of Rs 1450 crore were through in today’s meeting.

Besides, the proposal of Welspun Orissa Steel to set up a 4.5 mtpa beneficiation plant at Nayagarh in Keonjhar district and 4.4 mtpa pellet plant at Dhamra in Bhadrakh district with an envisaged investment of Rs 1963 crore, the proposal of Astaranga Power Company to set up a 2460 Mw power plant at Astaranga at an estimated cost of Rs 11,200 crore were approved by the HLCA.

However, the decision on the 700 mw (Rs 1007crore) power plant proposal of Ind Bharat Energy, 1320 mw (Rs 5604 crore) power plant proposal of Sahara India Power Corporation and the 1100 Mw (Rs 4810 crore ) power plant proposal of Visaka Thermal were deferred.

BS reported that Orissa will set up a captive port at Chudamani in Bhadrakh district and an all weather multi user port at Ashtaranga in Puri district. It will sign MoUs with Essel Mining and Industries and Navyug Engineering, respectively for them.

Hyderabad based Navyug plans to invest INR 1,900 crore in the first phase for setting up the port at the mouth of the Devi river. While INR 1,500 crore will be invested for the port, INR 400 crore will be spent on railway connectivity. It will have a cargo handling capacity of 20 million tonnes per annum in the first phase.

Essel Mining will invest INR 1,500 crore to develop a port under a consortium of Aditya Birla Group companies for movement of cement, iron ore, thermal coal, limestone, gypsum, clinker, copper.

According to sources, it will have a cargo handling capacity of 2 million tonnes initially, to be enhanced to 10 million tonnes over a period of time.

A senior official of the state commerce & transport department said that "The chief minister has approved the proposal to sign MoUs with these two companies."

Swosti Group is redesigning two of its upcoming resorts according to chartered tourist requirements, since both properties were initially designed for individual and MICE segments. Puri’s Swosti Chandan Spa Resort and the company’s upcoming resort at Chilka, Orissa will undergo a number of redesigning and renovation processes as they target chartered segments (in large numbers), instead of regular tourists.

About this sudden change in plans, S Patnaik, General Manager, Swosti Group, told Hospitalitybiz, “We have experienced a sudden influx of MICE travellers in Bhubaneswar; this has resulted in many hospitality giants commissioning projects in the state capital. Similarly, other places in the state, especially Puri and Chilka, will be ideal to host chartered segments. Moreover, the segment’s favourite Indian destinations like Goa and Kerala are exceeding their carrying capacity; therefore, chartered operators are now looking for other options.”

The number of chartered flights to Puri is increasing from 180 to 250. Hence, Swosti Group is already in talks with leading chartered tour operators in India, who have exhibited an interest in the suggested places and upcoming properties. “Our Puri property was earlier designed with 70 rooms, but the inventory has been hiked to 100 rooms in favour of hosting chartered groups. The Chilka property, which has not been named as yet, will offer 50 cottages to start with, while it will be somewhat experimental with chartered tourists. The Chilka property will upgrade rapidly if it did well with the mentioned segment,” informed Patnaik. Slated to start operations in October 2008, both properties will take another few months to start. “The season for this segment (to visit India) is from October – March 2008,” added Patnaik. He added that even though the company will lose out on most of the season, it wishes to atleast begin catering to some chartered tourists.

On the other changes in terms of architect and design, Patnaik said that both properties will highlight their swimming pool as it is the biggest attraction for the chartered segment. The resorts will be equipped with bigger lawns and additional private areas as the segment does not appreciate external disturbance from other guests. “We are working on the properties’ sloping structures and the proximity of the pools and beaches from the resorts,” informed Patnaik.

…  We are inclining our properties towards chartered tourists as we will be able to provide them with the peace and serenity that they seek.” Swosti Group is also interested in presenting Buddhist tourism to this segment, in a new light.
