<p>Japanese auto major Toyota Motor Corporation has evinced interest in setting up a processing plant for rare earth chloride, one of the intermediate products of monazite.</p>
<p>The auto major is in advanced stage of negotiations with Orissa Sands Complex (OSCOM), a unit of Indian Rare Earths Ltd, for setting up the plant near OSCOM&#8217;s site at Matikahal, near Chhatrapur, about 30 km from here. &#8230;</p>
<p>The rare earth metals used in manufacturing several electronics items, magnet and automobile tools are in high demand in the international markets.The officials of IREL have anticipated several other companies to come forward to set up their plants to process the individual rare earths in the area.</p>
<p>It may be noted that OSCOM is setting up a 10 million tonne per annum monazite processing plant within its existing unit in Orissa.</p>
<p>&#8230;&nbsp; The monazite processing plant is expected to start production from next year. Presently the Mining and Mineral Separation (MMS) plant of OSCOM is producing ilmenite and associated minerals by processing the rare earth minerals which are abundant in the Ganjam coast. The present capacity of the MMS plant of OSCOM is 2,20,000 tonnes per annum and the capacity utilization of the plant is almost 100 per cent.</p>

<p>The Centre has approved the development of four different sectors in Orissa including granite through the cluster approach under the Lean Manufacturing Competitiveness Scheme (LMCS).</p>
<p>These clusters include the Ganjam Granite cluster at Berhampur, the handicrafts cluster of the Khurda-based Trishakti Self Help Group (SHG), Sponge Iron cluster at Bonai near Rourkela and plastic cluster at Balasore.</p>
<p>New Delhi-based National Productivity Council (NPC) has been chosen as the nodal agency for the implementation of these cluster units. The formation of special purpose vehicles (SPVs) is necessary for the formal declaration of these cluster units.</p>
<p>&ldquo;We have already taken steps to form the SPV for the granite cluster at Berhampur&rdquo;, said Santosh Kumar Bebarta, secretary, Ganjam Granite Cluster. Once all the formalities are completed, the granite cluster will be launched, said B B Dhal, general manager, District Industry Centre (DIC), Ganjam. The deadline for the functioning of the proposed granite cluster is December 31 this year. The SPV of the particular cluster could get a funding up to Rs 10 crore from the Centre for setting up of the Common Service Centre (CSC).</p>

<p>A Comprehensive Development Plan (CDP) for greater Berhampur is expected to be ready in next six months.</p>
<p>It was declared by Berhampur Development Authority Chairperson Sarat Ranjan Patnaik at a workshop organised in the city on Saturday to elicit views from corporators and councillors of the local urban bodies under the BDA.</p>
<p>&nbsp;The technical team that attended the workshop was led by chief planner of the Town and Country Planning Organisation (TCPO), J.B. Khirsagar. The TCPO, which happens to be the technical advisory body of Central Ministry of Urban Development, is preparing the CDP for greater Berhampur.</p>
<p>Mr. Patnaik said earlier the TCPO decided to prepare the master plan in 18 months. But due to requests of the BDA, the TCPO authorities have agreed to expedite the process and complete the process in one year.</p>
<p>He expected the master plan to be ready in another six months.</p>
<p><font size="3" color="red" class="subsectionhead">                 </font></p>
<p>&#8230; The Orissa government is bearing the cost of the CDP preparation, which would cost around Rs. 1.08 crores. Mr. Khirsagar said the TCPO was providing the technical collaboration without taking any consultancy fee.</p>
<p>&#8230; The present CDP is being prepared keeping in view the development of greater Berhampur till the year <strike>1931</strike> 2031.</p>
<p>The area under greater Berhampur will include the urban centres of Berhampur, Gopalpur and Chatrapur and 139 villages between them.</p>
<p>The CDP will comprise a total area of 317 sq. km. having a population of around 12 lakhs.</p>
</blockquote>
<p>Similar CDPs for other areas need to be prepared at the earliest.</p>

<p>Ganjam is the only district in Orissa to have two Lok Sabha constituencies named after its towns/cities: Berhampur and Aska.</p>
<p>Based on the above the state, district and city planners should plan on creating larger urban agglomerations so that they can get more funding and infrastructure. In particular, the larger the urban area, the more is the funding from the urban development ministry.</p>
<p>In particular, the Berhampur area should be planned to grow radially:</p>
<ul>
<li>To the North east on NH-5 towards Chhatrapur, Rushikulya river and Chilika lake</li>
<li>To the east to Gopalpur</li>
<li>To the North on NH-217 towards Hinjilicut (the second largest urban area of Ganjam and the CM Naveen babu&#8217;s constituency)</li>
<li>To the west towards Digapahandi</li>
<li>To the southwest towards Chikiti</li>
<li>To the south towards Andhra border</li>
</ul>
<p>An <a target="_self" href="http://www.orissalinks.com/orissagrowth/archives/2565">initial start in this direction has been made</a>. But the area needs to be made bigger. See below.</p>

<p>If one looks at the <a target="_self" href="http://2020.orissalinks.com/maps/nationalhighway-statehighwa.jpg">map of roads in Orissa</a>, Ganjam district seems to be the most dense with roads. Looking at the above map an initial metro area bounded by Berhampur, Hinjilicut, Chhatrapur and Gopalpur would be good. The Rushikulya river frontage and the beach areas could serve as scenic demarcations.</p>
<p>In terms of other developments, the <a target="_self" href="http://futureberhampur.blogspot.com/">Future Berhampur blog</a> lists the various development taking place in Berhampur. Some of the notable ones are:</p>
<ul>
<li>The number of educational institutions in the area, especially through private ventures. (For example, <a target="_self" href="http://www.orissalinks.com/archives/3297">7 diploma granting polytechnics</a>, NTTF center, <a target="_self" href="http://www.orissalinks.com/archives/2961">10 engineering colleges</a>, etc.)</li>
<li>Gopalpur port</li>
<li>Tata SEZ in Gopalpur</li>
<li>Planned atomic power plant</li>
<li>Planned IIIT Berhampur</li>
</ul>
<p>This is a good core to start with. With proper planning and attention the Berhampur area could become a Tier-II metropolitan area of India. Its distance to the Bhubaneswar area is similar to the distance of Pune from Mumbai and Mysore from Bangalore.</p>

<p>In exercise of the powers conferred by clause (2) of article 243 Q of the Constitution of India the Governor of Orissa hereby specifies the local area comprising the whole of the Berhampur Municipal Council in the district of Ganjam with the boundaries described in the Schedule given below as a larger urban area.</p>
<p>SCHEDULE</p>
<p>North : Chandaniapahada, Ambagada, Ratnapur, Jagadalpur, Nimakhandi, Luchapada, Bhavinipur, Bada Gumula, Pali Gumula, Sana Kausasthali and Narendrapur.</p>
<p>South : Aruva pali, Ganja, Brahmapali, Khajuria, Phulata, Haladiapadar.</p>
<p>East : Raghunathpur, Pathura, Dura, Mandiapalli, Aruvapali.</p>

<p>Following are some excerpts from <a href="http://www.hindu.com/2009/06/29/stories/2009062950490200.htm" target="_self">a report in Hindu</a>.</p>

<p>The Berhampur Development Authority (BDA) organised a launching workshop on Saturday on the preparations of Comprehensive Development Plan (CDP) for a greater Berhampur. The CDP is to be prepared by the Town and Country Planning Organisation (TCPO), the technical advisory body of Central Ministry of Urban Development. The new master plan would be Geographical Information System (GIS)-based. It would depend on remote sensing data provided by satellites as well as the ground level data collected through surveys. &#8230;</p>
<p>The preparation of the CDP would cost around Rs. 1,09,75,000. The State Government, which would bear the cost, has provided Rs. 35.50 lakhs for it in the first phase.</p>
<p>It may be noted that Berhampur, a major trading and cultural centre had its last master plan way back in 1969. This master plan envisioned the urban growth and required basic amenities for a population of over two lakh persons by the year 1986. <u>The present CDP however would provide urban development plan for the area now under the BDA which includes areas of urban bodies like Berhampur, Gopalpur and Chatrapur and 139 villages. This would be part of the greater Berhampur with a vision of development for next 30 years. The CDP would comprise a total area of 317 square km having a population of 5,13,760 persons</u>. It is expected that the CDP would be ready in 18 months.</p>

<p>Tata Realty &amp; Infrastr-ucture (TRIL), Tata Group&rsquo;s real estate and infrastructure development arm, has hired Singapore-based Jurong International as the master planner for its special economic zone (SEZ) project in Gopalpur (Orissa).</p>
<p>&ldquo;We have shortlisted Jurong for this important project,&rdquo; said a Tata group official. Jurong offers design and build, consultancy, construction, and facilities management services and its India office is located in Hyderabad.<br />
The multi-product SEZ, with all infrastructure facilities and required amenities, will cost the group nearly $ 1billion.<br />
So far, Jurong has done master plans for 380,000 hectares, 10 million square meters of industrial land and 5.8 million square meters of residential space.</p>
<p>The SEZ in Gopalpur will focus on minerals, mining and associated industries. At present, Tata Steel possesses the land slotted for SEZ. In 1995, Tata Steel acquired the land for Rs 150 crore to set up a 2.5 million tonne per annum port-based steel plant in Orissa and spent. This plan had to be abandoned due to lack of amenities such as adequate water and iron ore linkages at the site. Now, Tata Steel is putting up a multi-million tonnes per annum steel plant at Kalinganagar in Orissa.</p>
<p>We plan to focus on industries that are downstream value-added in the metals and minerals space and allied industries such as gem and jewellery for the SEZ, which is planned to come up in 2,900 acres. The land is already in our possession and the necessary approvals are in place. So we expect that this development will not face any land acquisition related problems,&rdquo; a TRIL official told Financial Chro-nicle.<br />
&ldquo;The positioning of the SEZ has been made keeping in mind the advantages of the local area and infrastructure such as a functioning port that&rsquo;s capable of deep draught, an air strip and railway slidings that could be utilised by the industrial units in the zone,&rdquo; added the official.</p>
</blockquote>
<p>I hope this is for real and not because TATAs are due for some mining lease renewal. They have been accused of using such strategy with Orissa during mining lease renewal times.</p>
