Status of AIIMS-like institutions

The Government approved the proposal in 2006 for setting up of six AIIMS-like institutions in the first phase of Pradhan Mantri Swasthya Suraksha Yojana (PMSSY). 

The Design-DPR Consultants selected for preparation of designs and the Detailed Project Reports (DPRs) have submitted the DPRs for medical college and hospital complex. Project Consultants have also been appointed at all sites and work is expected to start in September, 2009 and get completed by the end of 2011. 

The availability of faculty/medical staff is key to efficient running of these institutions. The work of construction of residential complexes has, therefore, been taken up on priority work has started at all 6 Sites and will be completed at all sites by the end of 2010. 

In addition, it has also been decided to set up two more new AIIMS-like institutions, one each in West Bengal and Uttar Pradesh in the second phase of PMSSY. 

This information was given by Shri Ghulam Nabi Azad, Union Minister for Health & Family Welfare in a written reply to a question in the Rajya Sabha today.

No politics on AIIMS (like institute) Bhubaneswar please!

Update2: Pioneer reports the Orissa health minister saying that the state has been extremely co-operative on AIIMS and the allegations of Mr. Azad is baseless. The good news is that there has been some progress in the ground and

  • Out of the 14 blocks of the AIIMS, the roof works of eight blocks have already been completed.
  • An alternative road has already been constructed for the Sijua village and 90 per cent work has already been completed.
  • Steps have been taken to remove the high-voltage transmission line.

Update: TOI reports that Mr. Azad went to the AIIMS site and asked the project manager to  work in three shifts and said that he will be monitoring the project every month. The first good news is that there is a project manager and some work is actually going on.


The Central Cabinet minister of Health Mr. Ghulam Nabi Azad is visiting Orissa. His answers on the lack of progress with respect to  AIIMS-like institute in Bhubaneswar is shocking. This institute foundation stone was laid by then PM Vajapayee prior to 2004 during the NDA government. Since then many reports have been made and tenders have been floated which we have been tracking here. And now Mr. Azad comes and blames the state government to hide the incompetency of the central Minitry of Health in making any progress. Note that the issue of tardy or zero progress on the AIIMS has been raised multiple times earlier, including many times in the parliament and someone even made a high court case in Bihar and this is the first time the state government is being partially blamed.

This is terrible. Mr. Azad should not play politics on such an importance issue and make sure tha the AIIMS-like institute is constructed as soon as posisble. Following are excerpts from a report in Business Standard which gives indication regarding the politics being played by Mr. Azad.

 

”I will review the progress in all the new AIIMS projects, including the one proposed to be constructed in Bhubanewar, to ensure these are ready in about three years. I will also speak to the construction agency,” Azad said.     

Claiming that the steps taken by the state government for the ambitious Rs 820 crore project were slow and sluggish, Azad added that though the detailed project report for the Orissa AIIMS was ready proper land demarcation was yet to be completed.     

The state should take quick steps to remove the high power transmission line at the site along with unauthorised structures and a small village relocated, the minister said.     

On its part, the Centre was taking steps to bring momentum to the project, Azad informed adding he had spoken to Environment and Forests Minister Jairam Ramesh about the need for clearance to about 90 acres of the proposed AIIMS site here.     

”Since Orissa badly needs an AIIMS, we are taking all steps to ensure that the project becomes operational at the earliest,” he said.To improve the health care facilities in Orissa, both the Centre and the state government must initiate steps for early completion of AIIMS here, Azad said.    


 

Following is my email to the PMO and Mr. Azad on this topic.

Dear Esteemed Prime Minister and Health Minister:

Please do not play politics on the AIIMS-like institute in Bhubaneswar.

The foundation stone of this institute in Bhubaneswar was laid in 2003. In between 5 years of UPA government rule has passed in Delhi and nothing visible (beyond a boundary wall) has happened.

For the last 5 years, people of Orissa, representatives of Orissa (both MLAs, MPs), and Orissa CM have raised this issue and of no avail. In response to various parliament questions your ministers have always given one excuse or other for the delay.

And now for the first time Mr. Azad comes to Bhubaneswar and lays blame on the state government. (http://www.business-standard.com/india/news/centre-to-setnew-aiims-branches-in-three-years/64962/on ). This is playing politics on peoples lives and their health.

While the UPA government made a lot of progress on many fields (such as starting of classes on the new IITs, RTI, NREGS etc.) it has been grossly incompetent on the AIIMS issue.

To solve a problem, one must first admit that there is a problem. Please admit that your health ministry has been grossly incompetent and start over from there.

Please don’t play politics with people’s lives and their health. Please start the AIIMS-like institute in Bhubaneswar as soon as possible and to compensate for the delay as well as to take care of the backward areas of Orissa please immediately upgrade one of the exisiting medical college in the backward Western or Southern Orissa (one in Behampur or Burla) to the AIIMS level.

In West Bengal your are making a new AIIMS as well as upgrading Calcutta Medical College. In UP you will have a new AIIMS and are upgrading 3 medical colleges to AIIMS level.

In Mahasrashtra, Tamil Nadu, J&K and Andhra Pradesh you are upgrading two medical colleges to the AIIMS level. All these has been compiled from your web sites and PIBs and put together at https://www.orissalinks.com/archives/2111 .

Why not in Orissa? I sincerely hope that it is not because you had or have friendly governments in West Bengal, Mahasrashtra, Tamil Nadu, J&K and Andhra Pradesh and are eyeing UP and don’t really care about Orissa and its people?

Why do some other states get a new AIIMS as well as upgradation of multiple medical colleges to AIIMS level, and some get multiple upgradations to AIIMS level, while in Orissa no progress has happened for 5 years with respect to an announced AIIMS?

Sirs: Please pray tell us if this is not neglecting Orissa, what is?

Sirs: I again beg; Please do not play politics with people’s lives and health. Please expedite the establishment of AIIMS in Bhubaneswar and upgrade an exisiting medical college in the backward region of Orissa to the AIIMS level.

Dharitri says that the Abhinna Chandra Homeopathy medical college in Bhubaneswar is to have AIIMS like facilities

With setting up of an All India Institute of Homeopathic Science(AIIHS) in Orissa, Minister Health & Family Welfare is hoping to make this system of medicine will be more popular among the people. Mr.Achrya revealed here on 26 June that the State Government has posed for this institution to the Centre. Recently we have sent a proposal to the Department of Ayurveda, Yoga and Naturopathy, Unani, Siddha and Homeopathy (AYUSH), revealed Mr.Achrya. AYUSH is setting up All India institutions of Ayurveda and Homeopathy in various parts of the country. Keeping this in view, Orissa has sent the proposal entailing an investment of Rs.60-70 crores for the institution, said the Minister.

New Health Minister Ghulam Nabi Azad will try to speed up the setting up of AIIMS like institutes

Following is an excerpt from a report in thaiindian.com.

Azad said the ministry would also try to speed up the setting up of six institutes on the lines of the All India Institute of Medical Sciences (AIIMS). The government had announced the plan in 2003, but it was given a final go ahead in 2005.

Under the scheme, such institutes would be set up in Patna, Bhopal, Bhubaneswar, Jodhpur, Raipur and Rishikesh. Azad also said the ministry would upgrade 13 other medical institutes in the country.

He said after the six AIIMS like institutes come up, the government plans to start two more such institutes and also upgrade six medical institutes.

Update on the proposed AIIMS like institutions

Following is an excerpt from a recent (March 22, 2009) report from Economic Times.

… The proposal for setting up AIIMS-like institutions was first made in 2003 by the then BJP-led NDA government. It was, however, cleared by the CCEA on March 16, 2006, 10 months after the UPA government came to power.

It was decided that each site would be taken as a separate and independent project instead of clubbing all six together. The construction of housing and the hospital complex was also separated from that of hospital and medical college.

Speaking to TOI , Joint Secretary in the Health Ministry B K Prasad said the layout and master plans of the hospital sites at Bhopal, Bhubaneswar, Jodhpur and Rishikesh had already been approved. The approval of the master plans for Patna and Raipur is expected on March 25. Meanwhile, the Rajasthan State Road Development Corporation construction has started construction work on the residential complex (housing and hostel) in Jodhpur. The work relating to construction of the residential complex at Rishikesh, Patna, Bhubaneswar and Raipur has been entrusted to two different agencies.

Prasad said, "Hostel construction in the other sites will start latest by June and should be completed by December 2009. Hospital construction should start by October and will take 24 months to complete. Each hospital will have 960 beds with 29 super-speciality departments."

Taking a serious note of the inordinate delay in completion of Jai Prakash Narayan All India Institute of Medical Science (JPNAIIMS) here, the Patna High Court on Tuesday asked the union government to float fresh tender on the revised estimate and commence the  actual construction  of the proposed medical college and hospital complex in 90 days.

 

While hearing a PIL urging the court’s intervention for completion of JPNAIIMS project within a time frame, a division bench, comprising Justice Shiva Kirti Singh and Justice Sheem Ali Khan, directed the Union Government to file an action taken report (ATR) on the next date of hearing.

Complaining about the dilly-dallying attitude of the centre, M P Gupta, counsel for the petitioner, Council for Protection of Public Rights and Welfare, referred to earlier records which revealed that on May 15, 2006  the estimated expenditure was Rs 332 crore, which was  hiked to Rs 533.15 crore on February 25, 2009, but till date the actual construction work had not commenced.

Two more AIIMS like institutes and 5 more upgradations proposed

The Union Cabinet on Thursday approved two more AIIMS-like medical institutions, one in West Bengal and the other in Uttar Pradesh, at a cost of Rs.823 crore each. The Cabinet also decided to upgrade five government medical colleges in five States to the level of the All-India Institute of Medical Sciences in New Delhi.

Announcing this, Union Home Minister P. Chidambaram said: “The proposed institution in West Bengal will come up at Raiganj in North Dinajpur district. The site for the AIIMS-like college and hospital in UP has not yet been identified.

Raiganj is represented in the Lok Sabha by the ailing Union Minister Priyaranjan Dasmunsi.

Each institution, to be set up under the second phase of the Pradhan Mantri Swasthya Suraksha Yojna (PMSSY), will have a 960-bed hospital and will provide health care facilities in 39 speciality or super-speciality disciplines.

There will be 500 beds for the medical college hospital, 300 for speciality or super-speciality, 100 for ICU or accident trauma, 30 for physical medicine and rehabilitation and 30 beds dedicated to Ayush (Ayurvedic, Unani, Siddha, Homoeopathy).

The medical college will have a hundred under-graduate intake, besides facilities for imparting post-graduate or doctoral courses and a nursing college.

The Cabinet also approved upgrading of the government medical colleges in Amritsar (Punjab), Tanda (Himachal Pradesh), Madurai (Tamil Nadu), Nagpur (Maharashtra) and Jawaharlal Nehru Medical College of Aligarh Muslim University.

The upgrading of each of these medical colleges will be done at an estimated cost of Rs.150 crore. Of this, the Centre will contribute Rs.125 crore and a minimum of Rs.25 crore will be borne by the respective State governments.

In respect of Aligarh Muslim University, Rs.25 crore will be provided by the Union Ministry of Human Resource Development.

Health Minister’s status report in the Lok Sabha on the AIIMS-like institutes

श्री राम कृपाल यादव (पटना)  :  उपाध्यक्ष महोदय, मैं आपके माध्यम से माननीय स्वास्थ्य मंत्री जी का ध्यान आकर्षित करना चाहता हूं। पूरे देश में छह अखिल भारतीय अनुसंधान संस्थान (एम्स) खोलने की बात हुई थी। मेरे संसदीय क्षेत्र पटना में भी एम्स खोलने की बात कही गई थी। दुर्भाग्यपूर्ण स्थिति है कि लगभग पांच साल पहले इसका काम शुरू हुआ था, लेकिन आज तक केवल चाहरदीवारी का ही निर्माण हुआ है। शिलान्यास के समय एम्स को कार्यरूप में शुरू करने के लिए वर्ष 2009 तक का समय रखा गया था। बिहार में कोई भी उत्कृष्ठ अस्पताल नहीं है। इस कारण दिल्ली के एम्स अस्पताल में 60 परसेंट बिहार के लोग अपना इलाज करवाने आते हैं। बिहार में गरीबी है, फटेहाली है इस कारण कई लोग इलाज कराने के लिए दिल्ली आ भी नहीं पाते हैं। बिहार के लोगों को स्वास्थ्य लाभ लेने के लिए बहुत दिक्कतों का सामना करना पड़ता है। अगर बिहार में एम्स अस्पताल खुल जाएगा, तो न सिर्फ बिहार के लोगों को, बल्कि बिहार से सटे नेपाल, असम तथा आसपास के इलाकों के लोग भी लाभांवित हो सकेंगे। कई बार हमने सदन के माध्यम से माननीय मंत्री जी का ध्यान आकर्षित कराया है। आश्वासन मिलने के बावजूद भी आज तक इस बारे में तेज रफ्तार से काम नहीं हो रहा है। पता नहीं यह काम कितने वर्षों में पूरा होगा।

उपाध्यक्ष महोदय : आपने अपनी बात कह दी है। अब आप समाप्त कीजिए।  You are now repeating the same thing.

THE MINISTER OF HEALTH AND FAMILY WELFARE (DR. ANBUMANI RAMADOSS): Sir, under the Pradhan Mantri Swasthya Suraksha Yojana the Government of India intends to start six new AIIMS like institutions in States like  Bihar, Madhya Pradesh, Orissa, Rajasthan, Uttarakhand and Chhattisgarh.  The CCA had given approval only in 2006.  Since then we have been going through a lot of process.  One tender was un-responsive.  Another tender was a single bidder.  We had to go through the project management consultants.  In all we have to go through a lot of process and there was a delay.  I accept the responsibility for delay on part of my Ministry.  Nevertheless, I had again asked them to quicken the process.  Finally, I could say that the construction work has started in five out of six AIIMS like institutions, including Bihar, Orissa and Rajasthan.  Except Bhopal, work at other five sites has already begun and at Bhopal the work will start in the beginning of November.

          I categorically assure that the work has started and the entire construction work will be over in another two-and-a-half to three years and it will be fully functional.  Not only that, we also want to upgrade some more institutions in Northern part of the country.  We have added some more institutions, which again after getting the approval we will inform the hon. House.

SHRI J.M. AARON RASHID (PERIYAKULAM): Sir, since the hon. Minister belongs to Tamil Nadu, he should see to it that Tamil Nadu also has such an institution.

Brief description of Job Profile:

 

Government of India, MoH&FW proposed to engage a fulltime Medical Education Technology Consultant for finalizing the curriculum including e-lecturers for the six AIIMS-like institutions being set up at Bhopal, Jodhpur, Rishikesh, Raipur, Bhubaneswar and Patna. Each of the institution would train 100 undergraduates and similar number of PG/PhD students every year. The medical Education consultant will help the Ministry in the curriculum design and training that is appropriate in a state –of-the-art Medical Education, using latest tools of technology. The consultant will indicate best practice to ensure adequate resource pooling and networking between the six AIIMS-like institutions and other existing GOI institutions. The consultant will also provide a road map; work plan to operationalize the preparation of e-lectures for the training of medical students/Doctors.

Prime Minister, Manmohan Singh is expected to announce the "much-awaited" scheme to upgrade Amritsar Medical College under the Pradhan Mantri Swastha Suraksha Yojana (PMSSY), Phase II, during his visit to Amritsar starting on September 15.

It is learnt that Punjab Chief Minister Parkash Singh Badal, who has long been pressing this demand, recently met the PM for this. Amritsar is one of the five medical colleges that the Union Health Ministry has listed for upgradation under Phase II, the others being Aligarh, Nagpur, Himachal Pradesh, Tamil Nadu, besides two AIIMS-like institutes in Uttar Pradesh and Bengal. "The proposal has gone to the Expenditure Finance Committee (EFC) and will be soon put before the Cabinet," a senior official told The Indian Express.

… While the cost of upgrading each existing site is Rs 150 crore, the AIIMS-like institutes will require an investment of Rs 750 crore each. For Phase I, meanwhile, one institute each will be set up in the states of Bihar (Patna), Madhya Pradesh (Bhopal), Orissa (Bhubaneswar), Rajasthan (Jodhpur),Chhattisgarh (Raipur) and Uttarakhand (Rishikesh).

Even though the necessary funds were approved for the Phase I sites in 2004-2005, they are yet to be completed despite the 2008 deadline. Although work on each centre has started, the Government has extended the deadline by two years.

The delay has come at a heavy price. Initially, the approximate expenditure was Rs 280 crore for each institute, but "in March 2006, financial projections were made and it was set at Rs 330 crore each. This is expected to go up to at least Rs 450 crore, as the prices of construction material have gone up," said a senior official in the Health Ministry. Officials blame the poor response of developers to their tenders as a major cause of the setback.

Union Health minister’s statement on delay with respect to AIIMS-like institutes

Following is from the Lok Sabha proceedings on 4/29/08.

DR. ANBUMANI RAMADOSS: … Coming to the AIIMS-like institutions, my predecessor, Shrimati Sushma Swaraj, when she was the Minister, she had launched a scheme called Pradhan Mantri Swasth Suraksha Yojana, under which they wanted to build six new AIIMS-like institutions and upgrade seven existing institutions to a certain level. Then, after that, our Government took over. At that time, since elections were there, they could not proceed further and the UPA Government took over. It is not like that with the change in Government, the policy would change. Shri Tripathy was mentioning about the political interference and all that, which I would definitely counter that. It is a continuity. Government comes and Government goes but it is a continuity. Definitely, we are following the programme. I would like to commend my predecessor, Shrimati Sushma Swaraj for bringing out that very innovative concept. I have already thanked and commended her for this. Definitely, we are going through this. Again, I would like to say that there has been a delay. I acknowledge the delay; I regret for the same. I could explain the delay, etc. In fact, the Standing Committee on Health has gone in depth into this and they were also upset. I am more upset than the Standing Committee. There has been some delay due to non-response to the tenders, etc. Work has started in Rajasthan; work would be starting in one or two months in Bhubaneswar, in Bhopal, in Patna, etc. This is how the work is distributed and it would take little more time for me.

Even though the previous Government had plans of building six new and improving seven institutions, we are now improving nearly 13 institutions – from seven we are improving 13. Kerala was not in the list of the last Government. After the UPA Government came into power, we included Trivandrum Medical College in Kerala for upgradation and allocated Rs.120 crore. Throughout the country, we have just one slab of Rs.120 crore – Rs.20 crore from the local Government and Rs.100 crore from the Central Government. We try to do that. I would like to assure my friend, Shri Tripathy and others that definitely we are trying to work out the modalities. We had split between the housing and the hospital, etc. to quicken the pace of work. Again, I would like to categorically assure the House that we are definitely into the projects, Sir.

SHRI KHARABELA SWAIN (BALASORE): Mr. Minister, are we to take it as an assurance from you that in Bhubaneswar, the work will start within the next two months?

DR. ANBUMANI RAMADOSS: Within the next three months, it will start in Bhubaneswar.

SHRI KHARABELA SWAIN (BALASORE): Okay, three months’ time is all right.

DR. ANBUMANI RAMADOSS: In three months’ time, the work will start in Bhubaneshwar.

SHRI KHARABELA SWAIN (BALASORE): Thank you.

Viswas and others: Please note that besides the six new AIIMS-like institutes the government is taking up the upgradation of 13 exisiting medical colleges  to AIIMS standard. Note that some states (UP, J & K and Andhra Pradesh) will have two of their institutes upgraded. Orissa should try to have one of its other medical colleges outside the Bhubaneswar area to be upgraded to that level. The medical colleges in Berhampur and Burla could be possible candidates.

Update: Some more ones are also in the planning stage.

Status report of AIIMS like institute

The proposal for setting up of AIIMS-like institutions was approved by CCEA on 16.3.2006.  The initial bid process for selection of Project Consultant proved to be unresponsive.  The offer of short listed Architectural Design Consultant for preparing enlarged concept design was rejected due to the exorbitantly high price quoted by the selected designer.  Therefore, the whole process had to be initiated de novo in December 2006.  Several methodological changes were made to ensure progress keeping in mind the complexity of building 6 such institutions simultaneously and lack of capacity for taking the whole project as one.  Therefore, it was decided that each AIIMS site would be taken as a separate and independent project instead of clubbing all six together.  The construction of housing complex was also separated from that of Hospital and Medical College.

            The Design – DPR consultants have been selected for each site through an open competitive bidding.  The layout / master plans for the AIIMS sites at Bhopal, Bhubaneswar, Jodhpur, Raipur and Rishikesh have been approved.  Approval of layout / master plan for Patna site is expected this month.  The Consultants are in the process of preparing architectural design, which is expected to be finalized by May 2008.  The detailed project report (DPR) would be ready by May-June 2008.  Thereafter, tenders would be invited for selection of contractor for civil construction work. 

            In so far as construction of residential complex (housing & hostel) is concerned, bids were invited for selection of turnkey Developers.  However, bid process was successful only for Jodhpur site and work has been awarded to M/s. Rajasthan State Road Development Corporation, a PSU of Government of Rajasthan.  Work is in progress.  The work relating to construction of residential complex at Rishikesh and Patna has been entrusted to HLL and for Bhubaneswar and Raipur to HSCC.  Tender process has been initiated for selection of contractors for Bhubaneswar and Raipur sites by HSCC.  For Bhopal site, housing complex work is being awarded alongside the hospital-medical college complex.

            The work of residential complexes is likely to be completed by 2009 and the hospital–medical college complexes by 2010.

            Project Management Consultant for each site is also being selected for expeditious execution of the work.  Ministry has initiated steps to set up dedicated project cell at each site comprising medical expert, engineers and administrative support staff.  Each of the projects is being closely monitored by the Ministry to ensure that there is no slippage or delay at any of the sites.

Some Budget numbers relevant to Orissa HRD (NISER, AIIMS-like, etc.)

Following is from Volume 2 of the expenditure of Budget 2008-09.

  • NISER/IOP: The IOP+NISER budget (item 9.04 of the DAE budget) is 69 crores in plan + 9 crores in non-plan  = 78 crores. The nornal IOP budget is about 20 crores. Hence, 50-58 crores is the budget for NISER in 2008-09.  (Note that in 2007-08  IOP was allocated 32.75+7 crores and it spent 27.6+8 = 35.6 crores. I..e, Probably 15-18 crores were spent for NISER. )
  • IISER: There is a budget of 150 crores (item 61 of the Higher education budget) for the five IISERs. (The budget for three of  them was 125 crores in 2007-08, out of which only 60 crores was spent.)
  • new IITs: There is a budget of 50 crores (item 60 of the Higher education budget) for the establishment of three new IITs. (The budget for them was 80 crores in 2007-08, out of which only 0.01 crores was spent.)
  • new IIITs: There is a budget of 21.4 crores (item 57 of the Higher education budget) for the establishment of new IIITs.
  • AIIMS-like: There is a total budget of 490 crores (item 26 of the Health ministry budget) for the establishment of 6 new AIIMS-like institutes and upgradation of 10 other institutes. In 2007-08 the budget for this was 150 crores out of which only 90 crores was spent; most of it went to the upgradation part.
  • NITs: The budget for the NITs (item 69 of the Higher education budget) is 808 (plan) + 285 (non-plan) = 1093 crores. Rs 608 crores of that is for enhancing the number of students to account for the OBC quota.
  • IITs: The budget for the IITs (item 38 of the Higher education budget) is 1171 (plan) + 525 (non-plan) = 1696 crores. Rs 771 crores of that is for enhancing the number of students to account for the OBC quota.
  • IISc Bangalore: The budget for the IISc (item 41 of the Higher education budget) is 130 (plan) + 91 (non-plan) = 221 crores. Rs 70 crores of that is for enhancing the number of students to account for the OBC quota.
  • UGC: The budget for UGC (item 3 of the Higher education budget) is 3095.5 (plan) + 2009.4 (non-plan) = 5104.9 crores. Rs 875 crores of that is for enhancing the number of students to account for the OBC quota.
  • NIRTAR and other 6 institutes for blind, deaf, mentally retarded and orthopaedically handicapped: The budget for them (item 21 of Ministry of Social Justice budget) is 47+27.05 crores.
  • IIST (Indian Inst. of Space Sc. & Tech): Its budget (item 12 of ministry of space) is 65.25 crores. 25 crores out of a budgeted 75 crores was spent in 2007-08.
  • ISIs: Its budget (item 4 of ministry of statistics) is 22.5 + 51.96 crores.
  • NIFT: Its budget (item 11.01 of ministry of Textile) is 31.75 + 10 crores.
  • Tourism: Its budget for training (item 5 of Tourism ministry) is 71 + 0.8 crores. It includes 26 Institutes of Hotel management, 7 Foodcraft institutes, IITTM, and NIWS (National Institute of Water Sports).
  • CIPET: Its budget (item 2 of Ministry of Chemicals and Fertilizers) for the 15 centers is 31 crores.
  • NIPER, Mohali: Its budget (item 7 of Ministry of Chemicals and Fertilizers) is 75+15 crores.
  • National Institute of design: Its budget for (item 3 of ministry of commerce) is only 0.25 crores. It was 20.25 crores in 2007-08. It seems the funding pattern has been changed. There is now 50 crores (item 7 of ministry of commerce) for project based support to autonomous institutions which includes NID and several other institutions.
