The left four columns(*) in the following list is based on the lists at http://orissagov.nic.in/highereducation/DistBlockWise_College_list.htm and http://orissagov.nic.in/highereducation/actsrules.htm. It seems both these lists are not up-to-date. For example, neither list has any colleges in the Boudha district. However, the Boudha district web pages mention it having 9 colleges. Using Google some of the colleges one can find in Boudha are Boudh Panchayat College and Gandharadi College. The rightmost column (**) is based on going to the district web pages and getting information there. That is also not up-to-date as in recent years numerous junior (+2) colleges have opened.

A brand new Indian Institute of Technology (IIT) is currently being established in Bhubaneswar, the vibrant, modern, capital city of Orissa. It is among the six new IITs that are scheduled to start classes this year. (The others are: IIT Hyderabad, IIT Patna, IIT Rajasthan, IIT Punjab and IIT Gandhinagar.) Bhubaneswar IIT is uniquely placed to become one of India’s top IITs within a decade.
This fledging institution will be the heart of Bhubaneswar, a burgeoning, modern city in eastern India with a population of 16.36 lakhs. It has all the amenities of a world-class metropolis: wide roads, luxury hotels, malls, restaurants, clubs, bookshops, museums, gardens, water parks and fountains. A picturesque city with boulevards, gardens and fountains, Bhubaneswar seems to have it all, minus the traffic, water problems, power cuts and the mega slums that dot most cities of India. It is well connected to the rest of the country by air, rail, and road.
Orissa’s famed temples dot the landscape, and world famous attractions such as UNESCO world heritage site Konark, Puri beach, and Chilika lake and bird sanctuary are only an hour away. Bhubaneswar is one of India’s major tourist hubs with history and geography right by its side. The Rock edicts of Ashoka are at one end of the city in Dhauli, right by the Daya river, while the picturesque Chandaka-Dampara sanctuary, as big as Bhubaneswar itself, lies adjacent on the west bordering the mighty Mahanadi. To the north is the garden of the Gods, Nandankanan, and the Kathjodi river, separating Bhubaneswar from its twin, the millennium city of Cuttack.
With all major Indian software firms such as Infosys, Satyam, TCS, Wipro, Mindtree and Hexaware setting shop here, Bhubaneswar is also the eastern India’s IT hub. It is the East Coast Railway (ECOR) HQ and has headquarters of various private and public sector companies such as Navaratna NALCO, POSCO-India and Dhamara Port Company Ltd. Four major industrial clusters are about 100 kms from Bhubaneswar in each of the four directions: Kalinganagar to the North, Paradeep to the east, Chhatrapur to the South and Angul-Talcher to the west. With Orissa leading the country in investment, bagging 30 percent of the total investment in India in the last quarter (fourth quarter of 2007-08), mainly in the industrial and infrastructure sector, Bhubaneswar is abuzz with optimism.
Yet what sets Bhubaneswar apart is its rise to prominence as India’s foremost knowledge hub. The metropolitan area is already home to Utkal University, Orissa University of Agriculture and Technology, Ravenshaw University, Utkal University of Culture, KIIT Deemed University, Siksha `O’ Anusandhan deemed University, Xavier Institute of Management (XIMB), and an International Institute of Information Technology (IIIT). Existing research institutions in the Bhubaneswar metropolitan area include the Institute of Physics, the Institute of Life Sciences, the Institute of Mathematics and Applications, the Institute of Minerals and Materials Technology, the Central Rice Research Institute, the Central Institute of Fresh Water Aquaculture, and the Regional Medical Research Center.
Several national level institutes have recently been established or are being established in Bhubaneswar. Besides IIT Bhubaneswar, they include the National Institute of Science, Education and Research (NISER), which is equivalent to the IISERs but funded by the DAE, and which is currently admitting its second batch of students, an AIIMS-like institute, and a centrally funded World Class Central University (WCCU). At present Bhubaneswar is the only city in India that is scheduled to have an IIT, a science institute (NISER) and a WCCU; a IIIT and an AIIMS-like institute are additional pluses. In addition, the Anil Agarwal foundation is establishing Vedanta University in Puri, which is about 40 kms from the outer edges of Bhubaneswar. It has a budget of $3 Billion (Rs. 12,000 crores) and includes a personal pledged donation of $1 Billion (Rs 4,000 crores) by Mr. Anil Agarwal. Vedanta University is envisioned to be India’s answer to Stanford and Harvard. Other universities that are coming up in the Bhubaneswar area include ICFAI University, Sri Sri University, National Law University and Orissa Open University. At the college level, the Bhubaneswar area has 30+ engineering colleges with another 20+ in the pipeline and four existing medical colleges (SCB, KIIT, SUM, Hi-Tech) with several more in the pipeline.
IIT Bhubaneswar will admit students in three disciplines in 2008: civil engineering, electrical engineering, and mechanical engineering. In case one may wonder, why civil engineering, instead of computer science that four of the other new IITs are having, one just needs to think of China and Beijing and imagine how far India has to go in terms of infrastructure development and the role of civil engineers in that development. This interview with Anil Agarwal is illuminating in that respect. (He also talks about his vision of Vedanta University.)
IIT Bhubaneswar students will be housed in IIT Kharagpur for the first year, which will act as the mentoring institution of IIT Bhubaneswar for a period of three years. During their stay these students will gain exposure to the established academic and cultural environment of the largest and oldest IIT, which they will carry home to IIT Bhubaneswar.
The Orissa government is extremely supportive of IIT Bhubaneswar and has committed to provide 1000 acres of land so as to accommodate future growth of this IIT. The 1000 acres is double the 500 acres required by the central government, and double the size of the other new IITs. Thus IIT Bhubaneswar will be the second largest IIT, after IIT Kharagpur. With the inherent advantages in terms of its location in the midst of rivers, forests and sanctuaries; as the heart of a rapidly growing and industrializing city and state; surrounded and to be driven to excellence by the competition from NISER, WCCU and Vedanta University; and a supportive state government that has put Bhubaneswar in the path of making it the knowledge-hub of the country; IIT Bhubaneswar holds the promise of being the best among the new IITs and becoming one of India’s top five IITs within a few years!

(A) For admission to First Year Bachelor programme in |

(i) |
Engineering/Technology : Pass or appearing in 10+2 examination of CHSE, Orissa or equivalent with Physics, Mathematics, and one from Chemistry/ Computer Science/Biology/Biotechnology or pass in 10+3 diploma course in engineering including those having less than 60% marks in aggregate from SCTE&T, Orissa or equivalent.

Architecture: For admission to Architecture candidates are to secure minimum 50% marks in aggregate in 10+2 Examination of CHSE, Orissa or equivalent, with Mathematics as one of the subject OR 10+3 years diploma with 50 % marks in aggregate OR International baccalaureate Diploma, after 10 years of schooling with not less than 50% marks in aggregate and with mathematics as compulsory subject of examination. All the candidates seeking admission to B.Arch course shall have valid NATA score prescribed by Council of Architecture(minimum 80 out of 200)

As per http://www.stxavierschools.org/aboutgroup.htm they have schools in Berhampur, Bhanjanagar, Cuttack, Balangir, Jagatsinghpur, Puri, Balasore, Rayagada, Jajpur Rd and Keonjhar. They are establishing schools in Cuttack-Bhubaneswar and Sunabeda. The Cuttack school is affiliated to CBSE board. The affiliation of the other schools is not clear.

Following is an excerpt from a report in Pragativadi on this.
Tata Steel, in collaboration with Pathani Samanta Planetarium, will organise a Young Astronomer Talent Search (YATS). According to a Tata Steel release, all students from Class 8 to 10 from any school in Orissa are eligible to participate in the programme.
The YATS will be conducted in three stages. In the first phase, the students have to prepare an abstract within 500 words on any subject related to astronomy and space science and submit it with the concurrence of the heads of their respective institutions, either to Tata Steel or the Pathani Samanta Planetarium before October 15. In the second stage, the short-listed students will be called for the zonal camps and those selected in these camps will be invited to participate in the state-level camp.
The zonal camps will be held at Keonjhar, Jharsuguda, Jajpur, Bhubaneswar , Koraput and Berhampur and the State-level camp in Bhuibaneswar. The students participating in the zonal and state-level camps will be reimbursed for their actual expenses. About 100 students will be invited to each zonal camp.
Out of the 600 students participating in the six zonal camps, 150 will be invited to State-level camp. The best 10 models of the state-level camp will be awarded on the occasion of the 173rd birth anniversary of Mahamahopadhyay Chandrasekhar Singhsamant Harichandan Mahapatra, popularly known as Pathani Samanta, on December 13.

General information regarding admission
Admission and registration to NISER is scheduled on 10th Sept. 2007 at 10 a.m. The inauguration of the academic programme of NISER will be held at 5 p.m. on 10Sept. 2007. Students have been allotted the stream of their first choice provisionally. The final allotment of streams will be done at the end of the first year based on their overall academic performance in semester I and semester II. Students will receive scholarship at the rate of Rs. 3,000/-per month.
All the students will have to register for all the courses which are to be credited by all the entrants to NISER’s 5-year integrated M.Sc. programme. The details of course descriptions are being posted in the webpage of NISER.
All the students are required to bring with them at the time of admission the originals of the following documents:
(a) Class X and Class XII Mark Sheets,
(b) Class X certificate,
(c) Caste / Tribe certificate (in case of SC/ST candidates).
In addition they should also bring four passport size photographs and two stamp size photographs and a Demand Draft for Rs. 13,000/= (Rs. 7,000/-for SC/ST students) towards payment of tuition fee, caution money and mess advance. The DD should be drawn in favour of NISER, payable at Bhubaneswar.
The selected students are required to deposit tuition fee and other charges latest by September 14, 2007 failing which they will forfeit their seat in NISER.
Hostel accommodation
All the students will be provided hostel accommodation. They are expected to register for the hostel accommodation at the time of admission. Details about the availability of hostel accommodation for boys and girls will be posted on the web soon.

Following are some excerpts from a Statesman article by Jitu Mishra.
Orissa … has now become the most favoured destination for global investors attracting the likes of POSCO, Arcelor Mittal, Sterlite, Vedanta, Tata’s etc.
Backed by its abundant mineral resources it has already signed over 60 MoUs in steel, aluminum, power and other sectors ensuing an investment to the tune of Rs 4 lakh crores.
As stated recently by Industry secretary Mr. Ashok Dalwai, various project proposals including those of POSCO and Arcelor Mittal are at different stages of implementation and the government is hopeful that within the next 8-10 years, these plants would be commissioned.
The problem, however, is the non-availability of enough manpower with the specific skills which will be heavily required by these industries which are both technology and labour intensive, observe educationists and industrial circles here.
Despite some initiatives the state by and large seems completely un-prepared for meeting the demand for the manpower that will be required as these projects roll out.
The question is, how the state, which ranks 2nd in the country in terms of unemployment growth rate (as per NSSO report ’07) and home to around 10 lakh unemployed people, would cope up with the situation.
A glimpse at the projected employment opportunities to be created by of some of these mega projects reflects the huge gap.
According to a Social Cost Benefit Analysis of the proposed 12 MTPA integrated Greenfield Steel Project of POSCO-India, prepared by the National Council of Applied Economic Research (NCAER), the project would create 18,000 direct employment opportunities in iron & steel production sector while simultaneously generating 15,000 employments in iron ore mining sector over a period of 30 years.
The report also says that if all these direct & indirect employment opportunities of the project including the ones that will be generated as linkage effect in the manufacturing, trade, construction, agro-based businesses such as farming, animal husbandry etc., hospitality & services sectors are taken into account the employment effect of the project will be 8.7 lakh person-years over the period of 30 yrs.
Arcelor Mittal which also proposes to set up a steel plant of similar capacity though has assigned MN Dastur & Co. for preparation of the comprehensive study report, the preliminary estimates say that the project would create 20,000 direct and indirect employment opportunities.
Apart from these two companies, there are several others in the fray and some of them have even started initial or trial production.
If we go by the simple ratio of production output and employment generation put up by NCAER; the crude steel sector would generate 0.692 person-years of employment per Rs 1 lakh of output while iron ore sector would create 0.354 person-years for the same output.
More over, realization of all these projects will stimulate other industries in the state, as a Linkage Effect, which will impact job creation in related sectors.
The ancillary and downstream industries and infrastructure development sector also promise a lot many employment opportunities and scope for entrepreneurship for the unemployed in the state.
Opportunities of such huge number of employment are to benefit both the technical as well as the non-technical workforce, in the state, which is presently characterized by abundant manpower but plagued by the problems of unemployment, underemployment and migration of labour.
Human resource development experts feel that the government should develop an action plan with the help of companies and technical institutions to groom the manpower so that maximum number of talents from Orissa get employment by the time the projects start operating.
As said by Infosys BPO Chairman Mr. Mohandas Pai during his recent visit, Orissa should first put efforts to build a pool of skilled professionals in the state if it wishes to capitalize on the employment opportunities.
The government decision to open a branch of Central Tool Room & Training Centre at Kalinga Nagar Industrial Complex, in Jajpur District, POSCO-India’s Human Resource Development Training Centre on 7 acres of land and the Tata Steel’s Technical Training Center at Gopalpur are some noticeable efforts in enhancing the employability of the local people.
But, more & more companies need to be encouraged to set up technical institutes such as ITIs & ITCs to prepare manpower as the annual turn out out of such skilled workforce in the state is 21,912 from out of 24 Govt. & 152 private ITIs & ITCs in the state (As per Govt. of Orissa data for the year 2004-05).
But the fact is that many of them, around two-third pass outs even lack of technical skills, practical exposure as well as domain knowledge and fail to meet the industry standards, as pointed out by a leading automobile manufacturer.
The need of the hour is to improve on the standard of the present technical education in the state and strengthening the industry-institution linkage. Maximum advantage needs to be taken from the Biju Pattnauk National Steel Institute (BPNSI), set up by Ministry of Steel at Puri. Sensing the huge requirement of technical manpower and the urgent need of reviving the technical education, initiatives need to be started immediately to set right the technical education scenario in the state.

In 2007-08 fifty one (serial 95-145 in the list 2000-01 to 2007-08) new central schools have been created, out of these five are in Orissa. They are in:
- 100 Bouda
- 108 Gajapati
- 125 Malkangiri
- 127 Nabrangpur
- 132 Rayagada
This takes the total number of central schools in Orissa to 34. In addition there is some news that new central schools are also being made in Jajpur and Bhadrakh. They have not made it to the list yet. Assuming this is true, and looking at the district wise list of central schools, the districts in Orissa that do not yet have central schools are:
- Deogarh
- Kandhamala
- Kendrapada
- Nayagarh
- Nuapada
- Sonepur
Looking at the list of central schools in Orissa, it seems that the schools are more geographically distributed than most other states.

This is the second time in a month the Higher Education Department increased the student intake capacity of junior and degree colleges. Earlier on July 12, 822 seats were added in Plus Two Science and Commerce in six government colleges.
Gangadhar Meher (GM) Autonomous College, Sambalpur, will have 96 more seats in Plus Three Commerce in addition to the existing strength of 288. The students strength in Statistics in GM Junior College has been increased from 48 to 80. However, the Science seats in the Plus Two level has remained unchanged at 256.
In NC Autonomous College, Jajpur, Commerce seats in degree level have been increased to 128 from 96.
The State Government has approved the proposal of Ramadevi Women’s College here to open Biotechnology as a self financing course. The college will have 32 seats in B.Sc Biotechnology from the ensuing academic session. Earlier, permission was granted to Government College, Rourkela, to open 32 seats in B.Sc Computer Science in self-financing mode.
This time the Government approved 176 Science seats in four junior colleges. While SCS College, Puri, will have 48 more seats in addition to 304 now, Vikram Dev College, Jeypore, Government Women’s College, Sambalpur, and Fakir Mohan Junior College, Balsore, will have 32 more seats each.
The present capacity of Vikram Dev College and Government Women’s College, Sambalpur, in Plus Two Science is 128 each while FM Junior College has 256 seats.
Plus Two Commerce seats in SCS College has been increased by 32 seats taking the total strength to 160 while in FM Junior College additional 64 seats has been approved as against 128.
In Humanities, 32 more seats have been approved for Government Women’s College, Sambalpur, as against the existing capacity of 192 seats.

OPEPA, Orissa Primary Education Programme Authority has a very extensive website http://www.opepa.in that has won the National e-governance award for best government website. The website is a treasure trove of information. It lists all the schools in Orissa and for some schools it has pictures. The "Track your Child" link in the right side of the home page allows one to see what blocks are in a districts, what GP/wards are in a block and what villages are in a GP/ward. I was able to figure out that my village school (which my grandmother used to take me when I was 3, before I moved to Bhubaneswar) has the following attributes: District – Jajpur, Block – Korai, GP/Ward – Taharpur and Village – Tentulikhunta. In general, the nomination of OPEPA for the award summarizes why OPEPA deserved this award. I hope the information in this site will enable various NROs to track down schools in their native places and find a way to contribute to the development of those schools. Some of the people who deserve kudos for this initiative are Mr. Madhusudan Padhi, the Director of OPEPA, and the people at OCAC and OPEPA. OCAC is the implementation department of the IT department of Govt. of Orissa and is currently headed by Mr. Vishal Dev. OCAC lists the e-sishu project as one of the already implemented e-governance projects.
