Regular JEE counseling starts with Womens categories; IIIT, Silicon West, Parala Maharaj and Govt. Engineering College Bhawanipatna are in

Regular JEE counseling started yesterday with Women’s categories. In addition to the colleges that were listed for the AIEEE round of  Orissa JEE counseling,  the list of colleges also includes IIIT, Silicon Sambalpur, Parala Maharaj and Govt. College Bhawanipatna. This does not yet appear in the Orissa JEE web site, but I was told by a friend that this is the case. So the complete list of new colleges is:

Among the above Silicon Sambalpur, IIIT, and Bhubaneswar Institute of Technology (BIT) are colleges which I would recommend the most. As I wrote earlier, I would even say that students with good enough ranks to get CET or UCE may also consider BIT and IIIT seriously. (Disclaimer: As far as I can recall, I am in the advisory board of BIT, Centurion, JITM and was in the advisory board of Silicon some years back.)

A partial list of engineering colleges that are newly authorized by AICTE to admit undergraduate students

Update2: The possible reason that IIIT, Silicon etc. are not in the BPUT published list despite having received AICTE approval is that BPUT has not completed their inspection of these institutions. It is expected that the inspection will be completed in the next couple of days in time for regular JEE counseling.


Update: The list in BPUT’s web site http://www.jeeorissa.com/newsfiles/news_16.htm is slightly different. The main differences are that it does not have IIIT, Silicon and Xavier and has the following college.

Faculty Positions at NISER

Invitation to be part of a new initiative in science education

The National Institute of Science Education and Research (NISER) has been setup at Bhubaneswar by the Department of Atomic Energy of the Government of India to be a unique institution of its kind pursuing undergraduate and post-graduate education in science combined with frontline research. The Government of India has made a very generous financial outlay to NISER for the purpose of setting up state-of-the-art research facilities in all branches of basic science and to promote interdisciplinary areas of research.

NISER is being setup in a sprawling 300 acre campus about 3 km from Khurda Road Railway Station on the outskirts of Bhubaneswar overlooking Barunei Hills. It will be a fully residential campus with modern living amenities including children’s school and health centre.

NISER invites applications in the disciplines of Biology, Chemistry, Mathematics and Physics from extremely motivated Indian scientists with a high-profile research agenda and a flair for teaching (especially at the undergraduate level) for the following faculty positions bearing scale of pay given against each:

Assistant Professor 15,600 – 39,100
Reader (F) 37,400 – Rs 67,000

ASST. PROFESSOR : Pay Band Rs 15,600 – 39,100 + Grade Pay 7,600
Basic pay on initial appointment will be Rs 29,920 + 22% D.A at current rates + 20% HRA on basic pay. Total emoluments will be approximately Rs 44,438/- per month.

Minimum Qualification
A Ph.D degree in the relevant discipline from a reputed university or institute. Two years of postdoctoral experience preferably abroad with high quality publication in high impact journals.

Age – Preferably 30-37 years

READER (F) – Pay Band Rs 37,400 – 67,000 + Grade Pay 8,700
Basic pay on initial appointment will be Rs 46,100 + 22% DA at current rates + 20% HRA on basic pay. Total emoluments will be approximately Rs 67,414/- per month.

Minimum Qualification
A Ph.D degree in the relevant discipline from a reputed University or Institute. At least 4-5 years of postdoctoral experience preferably abroad with high quality publication in high impact journals.

Age Limit – Between 37-42 years

The age of superannuation is 65 years. In addition to the basic salary, NISER faculty is entitled to allowances as admissible to Central Government Employees stationed at Bhubaneswar and to the DAE’s update allowance, which is currently Rs. 10,000 to Rs. 30,000 per year depending on the scale of pay. They will also receive other fringe benefits (like Relocation Grant, Reimbursement of telephone charges, financial support to attend national/international Conferences/Seminars/Workshops, etc.) which will be comparable to the best in the country.

NISER has sufficient funds to provide seed money to the new faculty to start their research programme. In addition the Department of Atomic Energy provides generous grants from its Prospective Research Fund to bright young scientists.

Dr. Abhaya K. Nayak joins as NISER Registrar

Following is from a report in Pioneer.

Dr Abhaya Kumar Nayak, the former Registrar of the IIT Kanpur, joined as the Registrar of the National Institute of Science Education and Research (NISER), Bhubaneswar. He is the second permanent staff of the institute after the join of the director. The students, faculty members and staff of the institute are very happy with the new administrative head.

The first institution of its kind in the country set up by the Department of Atomic Energy, NISER, is striving to be recognised as a centre of excellence in science education and research in basic sciences.

Dr Nayak was the District Employment Officer at Rourkela, Jharsuguda and Sambalpur from 1991 to 2000. He also worked as a lecturer in economics at the Sudarsan Mahavidyalaya in Cuttack and in the Accounts Department of the Khurda Division of the SE Railway.

Reviewing the visible progress of the six new IITs

The six new IITs that started classes last year are:

Here are some observations regarding visible progress with respect to these IITs.

  • The first three in the above list (Bhubaneswar, Hyderabad and Patna) have their web pages under their own domain names. The other three use their mentor’s domain names.
  • Among the web pages, IIT Hyderabad and IIT Patna have the most information; IIT Bhubaneswar has the least.
  • IIT Patna is the only one that has already hired permanent faculty.
  • IIT Hyderabad is the only one to admit Ph.D students. Since they do not have permanent faculty, it is a bit strange that they have Ph.D students. I guess either the Ph.D students will pursue their thesis with advisor from IIT Madras or they will be doing course work now and pick their advisors after permanent faculty is hired.
  • IIT Hyderabad seems to be the most ready to start building their campus. IIT Bhubaneswar seems to be the next in line.
  • IIT Bhubaneswar has managed the promise of most amount of land (mentioned as 891 acres in some reports; but mentioned as 935 acres in the important reports) from the state government. The other new IITs are getting the bare minimum (about 500 acres) that the central government prescribed.
  • IIT Rajasthan is the only one for which even the city where it will be located is not decided.
  • Among the new IITs, IIT Bhubaneswar seems to be best located in terms of the local neighborhood. It is 4 kms from the Khurda Rd station (which is 19 kms south of Bhubaneswar station), a major Railway junction, 25 kms from the existing Bhubaneswar airport and even closer (12 kms) to the location of the future Bhubaneswar airport, and is 2-3 kms from NISER (National Institute of Science Education and Research). MHRD approves the Argul site for IIT Bhubaneswar: PTI

Following is from the PTI report on this.

The government today approved an area of 935 acres near Jatni in Khurda district of Orissa as the site for the proposed IIT in the state.

"There were four possible sites for the top institute. But the government approved the location near Jatni as it has vast land area and is near to airport. The rail and road connectivity is very good to this place," a top HRD Ministry official told PTI here.

HRD Minister Arjun Singh will visit the state soon to lay the foundation stone for the elite technical institute, the official said.

He said the ministry had sent its site identification committee to the state on December 24 and 25 last year. The committee visited the sites near Jatni, Banki, Ramdaspur and Gayabandha.

"Among all the places, the committee found location near Jatni was the best from the point of view of future and growth prospects of the institute," he said.

… "The Centre also asked the state government to transfer the land to the IIT Society of IIT Bhubaneswar immediately so that the construction of the building and other facilities can be started," he said.

Agriculture College to come up in Bhawanipatna

Following is an excerpt from a report in tathya.in.

… The Chief Minister decided to assuage the hurt feelings of the people of Kalahandi by announcing two professional colleges in the district.

Mr.Patnaik chairing the high level meeting here on 27 December announced to set up an engineering and a new agriculture college at Bhawanipatna.

…Sensing the popular demand for more educational facilities in the district, Mr.Patnaik declared that “there will be an agriculture and engineering college at Bhawanipatna”.

Funds will be located from Special Problem Fund (SPF) for both these institutions.

Both the colleges were provided Rs.5 crore each to take up preliminary works.

The engineering college will have 240 seats, where as the agriculture college will accommodate 48 students, revealed an official.

There are 63 engineering colleges, where as this will be the third agriculture college in the state, said he.

Two agriculture colleges exist at Bhubaneswar in Khurda district and Chiplima in Sambalpur district.

The College of Agriculture, Bhawanipatna will be under the Orissa University of Agriculture Technology (OUAT).

Site visit team for IIT Bhubaneswar concludes their visit; picks Argul

Aragul near Jatni has been finally chosen as the place for setting up of the Indian Institute of Technology, Bhubaneswar.

A four-member Central team sent by the Union Ministry of Human Resource Development selected Aragul after visiting four different places.

The team comprised Ashok Thakur, Additional Secretary in the Union Ministry of Human Resource Development; Damodar Acharya, Director of IIT Kharagpur; A.K. Dey, former Director of IIT Mumbai; and K. Narayan Rao, Secretary of All-India Council for Technical Education (AICTE).

The place selected is 12 km from Bhubaneswar airport by road and four km away from Jatni railway junction.

Following are excerpts from a report in tathya.in.

Ashok Thakur is impressed with Argul.

The Chairman of the Site Selection Committee for the IIT-Bhubaneswar found the site near Jatni a ‘nice’ one.

… The State Government has identified Argul near Jatni and Malipada near Khurda.

Both are in Khurda district.

Secondly Ramdaspur near Naraj and Dampada near Banki in Cuttack district were also identified for the purpose.

Mr.Thakur himself visited Argul on 25 December and expressed satisfaction over the place, said sources.

It is 891 acre of land out of which 500 acres are readily available.

Very near to the Capital city and well connected with rail and road.

Institutions like NISER, various engineering colleges and other institutions are coming up in the near by area.

This place was favored by the State Government for the IIT-Bh as the most suitable one.

It looks very likely that Argul will be chosen for the IIT site. But the others sites would soon come into play; especially for the world class central university (national university).

Orissa government plans a government engineering college in Kalahandi near Bhawanipatna

Following is from tathya.in.

Finally KBK region will have a Government sponsored engineering college.

And this will be established here in the district Headquarters of Kalahandi.

Chief Minister Naveen Patnaik has given green signal to this effect.

The Industries department has moved the files so that the institution receives approval of AICTE.

The authorities are eying to enroll students in 2009-10 in four streams, once the AICTE approval is availed.

The Collector has been asked to locate 30 acres of land near Bhawanipatna.

At least 10 acres of land is required for an engineering college but keeping in future expansion, the State Government has asked the Collector Kalahandi to do the needful.

Chief Minister has asked the Finance department to provide Rs.4 crore from the Orissa Contingency Fund (OCF).

Recently the OCF has been allowed to enlarge its kitty to Rs.400 crore.

There are 63 engineering colleges in the state and 2 in KBK. 

Most of the engineering colleges are in Khurda district, which houses 34.

There are no government engineering colleges in KBK and keeping this in view the Chief Minister has approved the Kalahandi Engineering College in this part of KBK, said an official.

This engineering college will be constituent college of Biju Patnaik University of Technology (BPUT).

Orissa government to pay for infrastructure costs beyond land for IIT Bhubaneswar

Following are excerpts from a report in Business Standard.

The Orissa government has geared up to meet the requirement of external infrastructure facilities for the proposed Indian Institute of Technology (IIT) near Bhubaneswar.

Apart from providing road communication facilities, the government will also supply water and electricity to the site at Arugul mouza in Jatni Tehsil.

The Centre had asked the Orissa government to provide free land and develop external infrastructure for the proposed institute.

The state industry department has drawn a three-year development plan for the IIT. According to preliminary estimates, the investment will be about Rs 50 crore.

While providing water supply from Naraj to the IIT site is estimated to cost Rs 24 crore, another Rs 20 crore will be spent on supplying electricity at the project location. Besides, a flyover will have to be constructed and roads inside the campus need to be redesigned to bypass the railway line running through the site.

The state government has selected 891 acres in Arugul mouza for setting up the IIT. There is a patch of 20 acres of private land in the identified 891 acres and the state government will acquire it.

… The industry department is in talks with other departments like IT, urban development and science and technology for integrating the water supply system of the IIT with that of Infocity-II, Khurda-Jatni townships and National Institute of Science Education and Research (NISER), coming up in the same area.

If this comes through, the cost of supplying water to the IIT campus will be relatively low, sources added.

Similarly, the electricity requirement of the IIT campus is estimated at 20 Mw. While the cost of 132 KV transmission line will be constructed by OPTCL, the required 33 KV/11KV line will be laid by power utility Central Electricity Supply Utility (CESU).

Meanwhile, the visit of the Site Selection Committee (SSC) for the IIT in Orissa has been delayed. …

The left four columns(*) in the following list is based on the lists at http://orissagov.nic.in/highereducation/DistBlockWise_College_list.htm and http://orissagov.nic.in/highereducation/actsrules.htm. It seems both these lists are not up-to-date. For example, neither list has any colleges in the Boudha district. However, the Boudha district web pages mention it having 9 colleges. Using Google some of the colleges one can find in Boudha are Boudh Panchayat College and Gandharadi College. The rightmost column (**) is based on going to the district web pages and getting information there. That is also not up-to-date as in recent years numerous junior (+2) colleges have opened.

XIM Bhubaneswar’s plans and status report

Following is an excerpt from a report in Business Standard.

…XIMB had sought 60 acres of land from the Orissa government in Bhubaneswar for developing its second campus but the B-school’s plans was marred by inordinate delay on the part of the state government in allotment of land.

“We have already taken up the issue of allotment of land with the state chief minister, industries secretary and other relevant officials. However, we are yet to receive any communication from the state government on allotment of land”, Joseph clarified.

The institute was open to set up its second campus in alternative locations of the state like Cuttack and Khurda if land was unavailable in the city.

Meanwhile, it had also started scouting for private land in Cuttack and Khurda apart from within the city owing to delay in allotment of land by the state government and the B-school was aiming to take possession of the land by the end of this year.

The institute aimed to make its second campus operational by 2012 to mark the 25th year of formation of XIMB.

In another development, XIMB is set to roll out the part-time doctoral programme in management in its existing campus from the next academic session.

This programme is being designed for those work executives who cannot pursue full-time doctoral course in management.

…  At present, XIMB offers Fellow Programme in Management (FPM) with an intake of 15 participants every year.

…  XIMB had recently entered into a MoU (memorandum of understanding) with the US-based Eastern Michigan University for offering dual degree programmes to its students.

According to the MoU, the students of XIMB will spend two semesters at the Eastern Michigan University and they will be awarded certificates in post graduate programmes like MS degree in Information Systems and MS in Organisational Behaviour apart from the conventional MBA course.

XIMB is awaiting the approval of the All India Council for Technical Education (AICTE) for offering the dual degree programmes to its students.

With an annual intake of over 1,000 students, XIMB currently has tie-ups with ten overseas B-schools in Germany, France and Spain.

Talking to some people who are in the know, the govt. is trying to give 60 acres of land to XIMB for its second campus. The delay is due to several reasons, but the govt. is definitely trying. The possible location of this is near Naraj Mundali in the area called Ramdaspur. This is within a km or two of the Sri Sri University location. That area is slowly becoming a knowledge hub with the following proposed institutions:

  • Sri Sri University, Govindpur (near Arilo), Naraj side
  • National law school, Brajabiharipur, Cuttack side
  • XIM Second campus, Ramdaspur, Naraj side
  • Ravenshaw University second campus, Bidanasi, Cuttack side
