The project was inaugurated in August 2000 by  \t\t\t\t\t\t\t\t\tthe Hon&#8217;ble Chief Minister, Shri Naveen Pattanaik. Full-scale  \t\t\t\t\t\t\t\t\tfield implementation activities began in October 2001.  \t\t\t\t\t\t\t\t\tThe four project districts;<strong> Bargarh<\/strong>,<strong> <a href=\"http:\/\/www.worlp.com\/Balangir.asp\">Balangir<\/a><\/strong>,  \t\t\t\t\t\t\t\t\t<strong>Kalahandi<\/strong> and <strong><a href=\"http:\/\/www.worlp.com\/Nuapada.asp\">Nuapara<\/a><\/strong> are among the poorest  \t\t\t\t\t\t\t\t\tin India. Health indicators are poor, there is a shortage  \t\t\t\t\t\t\t\t\tof safe drinking water and drought recurs regularly.  \t\t\t\t\t\t\t\t\tInequitable social structures, distorted land distribution,  \t\t\t\t\t\t\t\t\tindebtedness, and gender and other inequities contribute  \t\t\t\t\t\t\t\t\tto the widespread poverty in <strong>western Orissa<\/strong> and  \t\t\t\t\t\t\t\t\timpede access by poor and marginalised people to resources.<\/p>\n<p class=\"content\">Supporting new patterns of rural development, WORLP  \t\t\t\t\t\t\t\t\tcontributes to reducing poverty by promoting livelihoods  \t\t\t\t\t\t\t\t\tinitiatives for the poorest. The <strong><a href=\"http:\/\/www.worlp.com\/Keyword.asp\">livelihoods approach<\/a><\/strong>  \t\t\t\t\t\t\t\t\tadopted by WORLP <strong>focuses<\/strong> on building, and working  \t\t\t\t\t\t\t\t\twith, people&#8217;s existing strengths and resources. The  \t\t\t\t\t\t\t\t\tapproach is about informing, enabling, initiating and  \t\t\t\t\t\t\t\t\tempowering appropriate choices for <strong>long-term well  \t\t\t\t\t\t\t\t\tbeing<\/strong>. It involves all sections of rural society  \t\t\t\t\t\t\t\t\tacross caste, class, gender and other divides.<\/p>\n<p class=\"content\">WORLP, a <strong>Government of Orissa<\/strong> initiative, is  \t\t\t\t\t\t\t\t\tmanaged by the<strong> <a href=\"http:\/\/www.worlp.com\/Partners.asp#owdm\">Orissa Watershed Development Mission<\/a><\/strong>.  \t\t\t\t\t\t\t\t\tIt is a joint venture of the Government of Orissa and  \t\t\t\t\t\t\t\t\t<strong><a href=\"http:\/\/www.worlp.com\/Partners.asp#dfid\">DFID<\/a><\/strong> &#8211; the UK Department for International Development.  \t\t\t\t\t\t\t\t\tTechnical assistance to the project is provided by  \t\t\t\t\t\t\t\t\t<strong><a href=\"http:\/\/www.worlp.com\/Partners.asp#nr\">NR International<\/a><\/strong> of  \t\t\t\t\t\t\t\t\tUK.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Following is some background on the WORLP from their web page.
