… Since both large and medium scale industries are coming in good numbers all over the State and particularly surrounding this technical university, more job-oriented courses will be opened soon to create employment avenues for the students. The new courses will be water resources management, industrial power control and electric drives, material technology, manufacturing system engineering etc, informed Tripathy.
He also informed that all the vacancies in teaching and non-teaching posts would be filled up soon to convert this age-old institution to a full-fledged university.
… Tripathy informed that efforts are being made to give the entire campus a total new look by naming the campus as ‘Siddhi Vihar’ and the hostels after the Saptarshi Mandal.

The State Government has decided to set up a technical university in Sambalpur. This university would be christened as Sambalpur University Institute of Information Technology. The State Government has provided Rs 10 crore for this institute.
The Pioneer news above is a bit inaccurate. As far as I know it will be a part of Sambalpur University. The idea was mooted by Sambalpur University VC (who was earlier a Computer Science professor at University of Hyderabad) Prof. Arun Pujari. I have seen part of the proposal. Prof. Pujari had a very good proposal. His proposal and persistent efforts to get it approved finally got enthusiastic support from the IT Secretary Mr. Pradipta Mahaptra, the RDC and the Additional Chief Secretary Mr. S. P. Nanda and higher education officials (HE Secretary Mr. M. Padhi and others) and ministry. Kudos to all of them.
With the establishment of this Odisha will soon have three IIIT type institutes in Bhubaneswar, Berhampur and Sambalpur.
Special thanks to Prof. Arun Pujari. He has several other innovative plans for Sambalpur University. He has also made some very good hires in the Science disciplines at Sambalpur University. Sambalpur University of Orissa has signed an MOU with Aarhus University of Denmark to foster higher education and research in different fields.
“It will help us in enhancing our knowledge base. We will certainly benefit from the exchange programmes. We will particularly be interested in sharing the knowledge where-in other universities are strong and we would also like to share the knowledge where we are strong,” said Vice Chancellor of Sambalpur University, Prof Arun K. Pujari, after the MoU was signed Saturday.
The university would get to choose a semester course from Denmark University and students from Aarhus University would also get to choose an elective course from the university.
The MoU would also facilitate faculty and student exchange programmes, restructuring educational programmes, improving language teaching through study tours.
Although news about MOU between an Orissa University and foreign universities are frequent, this one is special because Aarhaus University is the number 2 univ in Denmark and is ranked in the top 100 in both the Times ranking and the Shanghai Jiao Tong ranking. (Most other MOUs involve 3rd rate foreign universities.) This MOU is one among many new things happening at Sambalpur University since the dynamic Prof. Arun Pujari joined as its VC. I am told that it now has the best tandem of Science faculty (in terms of top notch publications) among all the Orissa universities. It has plans to set up a IIIT in its campus and I would recommend the Orissa government to strongly support it.
I was going through NIT Rourkela’s website. Although it has been always ranked pretty high (good research ranking, high ranking by India Today) among engineering colleges in India, over the last few years it is turning into a comprehensive university with new departments and programs. Prof. Sunil Sarangi has done wonders since he has arrived as the director of NIT Rourkela. Following are some of the highlights of the unique programs, new programs and new departments.
Ceramic Engineering Department: B.Tech and M.Tech programs in Ceramic Engineering. This is a unique department and program not available in many places.
Note: Among the above departments, the Applied Mathematics, Chemistry and Physics departments are not new but I think the M.Sc programs are new; I could not find when exactly they were started.
As one can notice from the above, one can do degrees in Molecular Biology or Humanities at NIT Rourkela. Soon one can pursue an MBA. This is really wonderful and kudos to Prof. Sarangi for making this happen.
In August this year when I met Prof. Sarangi in Orissa I broached the topic of having a medical college at NIT Rourkela. He was not opposed to the idea, but was worried that with only 1-2 years left in his tenure at NIT Rourkela, he would not be able to make it happen in that short time. I hope a way is found so that Prof. Sarangi stays for another 5 year term at NIT Rourkela. I am told every one likes him and respects him at NIT Rourkela. We should write him and thank him for all that he has done for NIT Rourkela, request him to stay longer in Rourkela and we should do something (perhaps write to CMO and MHRD) to give him another 5 year term. We should request Prof. Sarangi to start a medical college at NIT Rourkela. His parent institution, IIT Khragpur is starting one in Kharagpur, so if he is given time, he will be able to do it. Another program that NIT Rourkela should be encouraged to establish is "Architecture and Town Planning". (In this regard, NIT Warangal leads the pack of NITs in planning for a medical school and a law school.)
For our readers with Rourkela connection please spread the word about the availability of science, business and humanities programs at NIT Rourkela so that good students and faculty join these programs. Also, some of you students, go and pursue higher degrees (PhD) and come back and join NIT Rourkela and to the others become an entrepreneur and open companies in Rourkela.
Another good thing about all of these is that with the new VC at VSSUT Burla, who is also from IIT Khragapur and a good friend of Prof. Sarangi , a similar transformation can be expected at VSSUT Burla. Already, a new department of Humanities is being made at VSSUT Burla. VSSUT Burla has advertised for new faculty positions and its VC has mentioned some of his new plans. In an interview to TOI he is reported to have said:

Textile engineering is one among them which will help to strengthen the development of the Sambalpuri fabric. We also plan to introduce Nano-science technology, Bio-medical engineering and surgical engineering soon”, the vice chancellor Dr Tripathy told.
Earlier this year Delhi College of Engineering became a state university and changed its name to Delhi Tech University. On November 10th, after 100 days of its completion as a university its VC had the following to report.
The Vice Chancellor informed the gathering that four new undergraduate courses and six new postgraduate courses have been added from 2009-10 in areas of high relevance to the country. "Nano-Science and Technology, VLSI Design, Microwave and Optical Communication, Software Engineering, Information Systems, Power Systems are the areas in which DTU has made a modest yet committed beginning," he said. The University has also forayed into management education this year by establishing ‘Delhi School of Management’ to offer MBA program in innovative areas like knowledge and technology management.
With a view to encourage excellence in education and research, DTU has established an ‘Innovation Fund’ with a seed money of Rs. 10 lakh and has introduced cash awards of Rs. 10,000 for the toppers of each semester, in each discipline and Reward of Rs 10,000 for faculty members who publish research papers in International Journals of High Impact Factor. The University has also recruited about 22 new faculty members at various levels recently.

The VC also announced the beginning of new programs including dual degree programs and integrated Master’s programs in areas of relevance to our country in Medical Engineering, Aerospace Engineering, Bio-informatics, Clean Energy and Environment Technology, New and Smart Materials and Nano-Technology.
Speaking to an NNE correspondent, the VC said that DTU’s board of management has already given its nod to construct a multi-storey academic block; a teaching block housing ICT enabled lecture theatres and additional hostel facilities for both boys and girls.
"As a part of our academic and research plan we shall set up transform selected research laboratories as world class test houses cum research centres, establish a knowledge park cum Technology Incubator in DTU campus to foster i2IP, student and faculty led techno-enterprises and facilitate effective industry institution interaction," Prof. Sharma added.
A finishing school in partnership with the industry and alumni to further boost employability of their graduates is also in the wish list of the VC.
A Staff College for Tech faculty development will also be set up in DTU to support the Faculty Development mission.
In an endeavour to attract the best talent to teaching and research, a leading technology university here has initiated 25 teaching-cum-research fellowships (TRFs), including 20 at the doctoral level and five at the post-doctoral level. …
Each teaching-cum-research fellow will be enrolled for a full-time Ph D. programme and will take 10 hours per week of teaching work at the B.Tech or M.Tech levels, a DTU statement said.
The incumbents will be initially appointed for two years, which will be further extended depending on academic and research performance.
The expenditure involved in the grant of TRFs has been estimated around Rs.60 lakh per annum, the statement said.
The first ordinance of the university relating to B.Tech. courses has already been approved by the government. The ordinance for M.Tech and MBA programmes was approved by the DTU board Saturday.
Highlighting the achievements of the institution during the last three months, DTU Vice Chancellor P.B. Sharma told the board: "Apart from a major R&D tie-up with US aerospace major Lockheed Martin for developing a next-generation unmanned aerial vehicle,the university has entered into a collaboration with the Groupe Des Ecoles Des Mines of France to foster collaboration, provide opportunities for global experience and facilitate advancement of knowledge in the field of engineering."
Overall Delhi plans 6 specialized universities. Following is an excerpt from an article about this.
Titled `Delhi as the knowledge capital’, and jointly organized by the Department of Training and Technical Education, government of NCT of Delhi and Delhi Technological University (DTU), the conference on Wednesday discussed a strategic framework for giving shape to the varsity system. Three out of the six universities are already functional. They include the National Law School University (NLU), IIIT-Delhi and Dr B R Ambedkar University.
"Under the new model of higher education, a number of discipline-focused smaller universities are being set up, which would be managed by a common apex system. The new institutes planned are the University of Science and Technology, University of Pharmaceutical Sciences and Research, and University College of Medical Sciences,” said Delhi chief secretary Rakesh Mehta.
The conference is being seen as a platform for creating a plan of action for the proposed initiatives of the Delhi government. It also discussed the public-private partnership model (PPP) of education where the Guru Gobind Singh Indraprastha University (GGSIPU) was cited as an instance. In this system, a majority of the affiliated colleges are privately run.
The above has some lessons for Orissa, its VCs and its higher education task force. In particular, the VC of VSSUT, Burla must take note of the speed at which Delhi Tech U is moving. The VSSUT VC must take the opportunity provided by the document being drafted by the Orissa higher education task force and put into it a visionary plan for VSSUT. In regards to BPUT it may have a new VC soon. Hopefully the new VC will help BPUT Rourkela transition from an administrative unit operating from Bhubaneswar to a real university operating from Rourkela.
(1) VSSUT is going to organize its First Convocation to award degrees to its 2009 batch graduands in December -2009/January-2010 in the auditorium with an invitation to a reputed personality from the country to deliver the convocation address as Chief Guest.
(2) A Webgroup with teachers and students be formed to develop and maintain our University website to make it one of the best website in the world.
(3)Construction of one 600 seated Boys hostel and 60 seated guest house.
(4) A digital library and 24X7 internet connectivity in the university campus, students hostels and staff quarters.
(5) Appointment of 39 new teaching faculties in next three months time and Phone, PC and Internet facility in individual faculty office rooms.
(7) Revision and Up gradation of Curriculum taking IIT-Kharagpur as a model.

According to him, several modification and changes are to be taken place in the infrastructure of the institution once it becomes university. But since it requires lot of expenditure we want to change it in phase manner. “I am meeting the industry secretary soon to place our immediate requirement. I am hopeful the government would give proper attention to solve the problem of the institution. We have shortage of faculty members. About 44 new faculty members are required immediately. So we advertise this in our website and soon we are able to fill up the posts”, Dr. Tripathy told.
These are good steps. VC Tripathy should take the Delhi Tech Univ plans as well has his own plans to our government and use that to leverage more support from the government.
In this regard I would like readers to comment on some future directions for VSSUT. We will collect those and give it to VSSUT VC as well as to the higher education task force. Thanks in advance.
At least three more Apparel Training and Design Centres (ATDC) will be set up in Orissa. The proposed centers will be set up jointly by the Apparel Export Promotion Council (APEC) under union ministry of textiles and state government at Baripada, Cuttack and Sambalpur very soon.
…according to handlooms and textile secretary, Ms Arati Ahuja.
The APEC is now running three ATDCs at Bhubaneswr, Berhampur and Rourkeal with 100 per cent placement guarantee.
… Almost all the students who passed out from the Bhubaneswar centre have got placement, said Ms Lopamudra Das, head of the Bhubaneswar center.
The placement was made in reputed garment companies, she said.
In a related news in Expressbuzz, the recently established Indian Institute of Handloom Technology at Baragarh seems to be going through teething problems. Following is an excerpt.
… The IIHT was established here after much struggle last year as there was an inordinate delay in identifying and handing over the land for the institute. As work on the required infrastructure is far from over, it is now being mooted to hold the final year classes for the IIHT course at Salem. Ever since its inception, the IIHT has been operating on Panchayat College premises here.
As required by the IIHT officials, the institute was provided with classrooms, hostel for students besides four staff quarters. It was hoped that the infrastructure would be readied soon and the institute would be shifted to its new premises at Bhatli Road. But more than a year has passed and only a boundary wall has come up.
… Meanwhile, District Collector Suresh Prasad Padhy has apprised the Secretary, Higher Education of the slow pace of work at IIHT which is likely to be completed by 2013. …
… Mr.Patnaik (the CM) has asked Country’s one of the topmost B-School, Xavier Institute of Management Bhubaneswar(XIMB) to open another campus in Sambalpur.
A U Singhdeo, Minister Planning & Coordination and Public Enterprises also urged XIMB authorities to expand their empire.
So with the blessings of the Chief Minister and his government XIMB soon will open another campus in Sambalpur district of Western Orissa.
On being invited by Government of Orissa, XIMB opened its first Institute here in 1987.
That time 20 acres of land and Rs.5 crores were given to the institution to open a campus in Orissa.
During these 22 years, XIMB brought Bhubaneswar on the national B-School map and earned a good name for being in list of top ten Management Institute of the country.
It is run by Jesuit Society on no profit, no loss basis.
In fact XIMB has the most reasonable fee structure among the top institutes.
It has also produced about 1500 students in the last 20 years who have reached to the top post of private sector in the various parts of the country.
Many of them have returned back to the state and started their own enterprise.
Many successful entrepreneurs of the state can trace back their relation with XIM one way or other.
Vijay Arora, Secretary PPP, known for his dynamism and original thinking knowing the strength of the XIMB, conceived the idea of opening another campus in the state preferably in Samblapur.
He discussed the concept with P T Joseph SJ, Director XIMB who agreed to the idea in case the Government provides the necessary support.
This was to allow the Western Orissa benefit of quality educational Institution.
Matter was discussed with the Government in the Department of Planning & Coordination.
Satya Prakash Nanda, Development Commissioner is favorably disposed off towards a new campus of XIMB in Sambalpur, said sources.
After arriving at a mutual understanding, a report was submitted by the Director XIM Professor Joseph to the Government outlining the project and the support required.
Along with Management XIMB proposes to run courses in Agri-Business Management and Rural Management etc.
However, as mentioned in the article http://www.orissalinks.com/archives/3229 adequate infrastructure seems to have been an important factor in determining the locations of the new IITs, IIMs and National universities.
For Orissa to have them in locations ouside of Bhubaneswar, there are two ways to go about it.
Argue that adequate infrastructure should not be a requirement or they will automatically come once the institutions are established.
Develop areas outside Bhubaneswar to have adequate infrastructure.
To me pursuing (2) has a higher chance of success than pursuing (1) and even if (1) is successful the institutes/universities in locations without appropriate infrastructure will struggle until the infrastructure eventually catches up which may take a long time if just left to fate. (Such a struggle may result in Orissa not being given in appropriate numbers additional central/national institutes.)
[In India people sometime point out that IIT Kharagpur was established in a rural location. First, Kharagpur is only 116 kms from Howrah. Second it has been a major railway junction for a long time. Third it was the first IIT and for a long time only one of 5 IITs. Similarly Roorkee was the oldest engineering college and is close to Haridwar and Dehradun. There are a few top universities and institutions in the US that are in rural areas, but these are exceptions, and the infrastructure in rural areas of US are quite good compared to rural areas of India. For example, Univ of Illinois at Urbana Champaign and Penn State University in State College, PA are often mentioned in that context. But both do have small airports with commercial flights.]
Before we suggest what needs to be done regarding developing areas outside Bhubaneswar to have adequate infrastructure, let us address what may be coming in the future and why Orissa needs to do this urgently so as to not risk missing future allocations of national institutions.
We recommend the creation of up to 50 National Universities that can provide education of the highest standard. As exemplars for the rest of the nation, these universities shall train students in a variety of disciplines, including humanities, social sciences, basic sciences, commerce and professional subjects, at both the undergraduate and post-graduate levels. The number 50 is a long term objective. In the short run, it is important to begin with at least 10 such universities in the next 3 years. It is worth noting that the National Universities need not all be new universities. Some of the existing universities could also be converted into National Universities, on the basis of rigorous selection criteria, to act as exemplars. We recognise that there could be a human resource constraint if faculty members are not available in adequate numbers to establish these universities.
The current government has implemented most of the recommendations of the NKC and exceeded some of them. For example, instead of the recommendation of 10 national universities in the three years following the report (2007-2010), establishment of 14 have been announced. Moreover, the higher education budget has been increasing drastically from one five year plan to the next. The 12th five year plan starts in 2012 and it is expected that it will take up on the long range objectives of the knowledge commission. In other words there could and should be more central and national universities in the 12th plan.
[My impression is that how soon additional national universities are established will depend on the success of the first 14. It seems to me that the locations of the first 14 have been greatly influenced by the consideration of, where in each of the states selecetd, does it have the best chance to succeed.]
However, 2012 is still 3 years away and if adequate steps are taken very soon, Orissa should be able to get its fair share.
The pity is there are areas in Orissa which are on the verge of having the necessary infrastructure, mostly through private investment, but because of non-constructive opposition, blind suspicion towards industrialization and the relcucatnce of many to speak out in favour of development and industrialization, the development and associated infrastructure building has been greatly hampered. The governments (state and center) are also at fault for their sluggishness on some aspects.
Following are some suggestions:
The state government should push for the completion of the airport in Jharsuguda within a year.
It should make an all-out effort to have commercial flights operating out of the existing airport in Rourkela. In general, the people of the area need to recognize the existing infrastructure and potential of Rourkela and take advantage of it. Currently, as a friend of mine would say, Rourkela is an orphan. This is a pity. It is a big asset to Orissa, especially to the western parts of Orissa; but is severely underutilized and undermined.
Coming back to Jharsuguda, the people there should follow a smarter approach in not opposing and rather facilitating industries coming up there, and at the same time being vigilant about environmental and land acquisition related R & R issues. If these industries and investment are allowed to materialize there soon, then Sambalpur-Jharsuguda area would become a large metro with adequate infrastructure to have and support any and all kinds of institutes and universities. But will the people do that? Or will they continue to be controlled by or scared of the anti-industry activists.
Similarly, both Bhawanipatna (Lanjigarh to be precise) and Rayagada areas have industrial investors who have been senselessly opposed. If the people would take a smarter approach that mixes development with being vigilant about environmental and land acquisition related R & R then both these areas would be able to get infrastructure where a central university (and possibly more) would flourish. But will the people do that? Or will they continue to be controlled by or scared of anti-industry activists. In Lanjigarh, Kalahandi, the local MP has recently taken a more sensible approach. I hope there is a quick resolution as this area desperately needs development and the resulting infrastructure.
The state government should push for the rail infrastructure, particularly, the Khurda-Balangir line, the Talcher-Bimlagarh line and connectivity to Kalahandi, to be completed at the earliest.
The above is extremely important for the development of the western parts of Orissa where there is often a feeling of neglect. If the people there do not follow a smarter approach and only follow the strange approach that many (not all) seem to be following (such as opposing industrialization and thus infrastructure building but wanting things that need infrastructure) the places that follow a smarter approach (inside and outside Orissa) would be gainers. The same is happening in some other places in Orissa too – Paradeep and Kalinganagar come to mind, but these places are in closer proximity to Bhubaneswar and because of that they may be less harmed.
This means KIIT, SOA and other institutions deemed to be universities should no longer be using the word ‘University’ in their name. Also, it validates our earlier effort to convince the people pushing to make UCE Burla a deemed university to go for a state university status instead. Not only it was easier to get the state university status (the new deemed to be universities applications are frozen for now), but now VSSUT is a university and unlike KIIT and SOA, VSSUT can use the word ‘university’.
.. One such letter written to the Prime Minister, President and other top political leaders of the country including one to the Chief Minister of Orissa and members of Parliament, by Dr Sanjib Kumar Karmee of Bio-catalysis and Organic Chemistry group of the Delft University of Technology, The Netherlands, has made a fervent appeal to the powers that be to open a Central University in the Koshal region.
He has appreciated the efforts of Ministry of Human Resources and other Central Government ministries in the establishment of many centrally funded institutions in Orissa keeping the backwardness of the State in mind.
He has cited that the current Government of the State is adopting a capital centric approach, clustering Bhubaneswar with National Institute of Science Education and Research (NISER), Indian Institutes of Technology (IIT), All India Institute of Medical Sciences (AIIMS), and Railway Medical College.
The State Government has chosen only two such centrally funded institutes outside Bhubaneswar-Cuttack-Puri region of having a Central University at Koraput in south Orissa and a proposal to set-up the Indian Institute of Information Technology in Berhampur which is also in south Orissa.
Koshal region he writes is one of the most backward regions in Orissa, and has demanded the establishment of centrally funded institutes in Koshal region. At the same time he writes about the connectivity and amenities of the region which has infrastructural readiness to have a Central University, besides he says the region has two universities – Sambalpur University and VSS University of Technology – a Government Medical College, and a few private engineering colleges. Rourkela city which is close to Burla-Sambalpur-Jharsuguda area has a National Institute of Technology at Rourkela. On connectivity he writes there is a proposal by the Government of India to have an airport at Jharsuguda and further that Jharsuguda is well connected by rail to the various States in India. Burla-Sambalpur-Jharsuguda area is emerging as a central location for on going industrial activities in the region.
Since MHRD is very serious about increasing the GER, I think the 12th plan would include some more central universities (or at the worst case universities that are funded 50-50 by center and state). Also, as I mentioned earlier, many states have regions which have been left out of the national university (mostly went to the state capital or the 1st or 2nd most populated metro area of the bigger states; but all went to metro areas with a population of greater than 1 million; the obvious reason seems to be the vision behind these universities as stated in the first announcement as well as in the concept papers) and first central university distributions (many went to smaller places of the states), and they would like to have a central university/institution. This includes Nagpur in Maharastra, Kadapa in Andhra Pradesh, Durgapur/Asansol/Siliguri in West Bengal, Bhawanipatna/Jharsuguda/Rourkela in Orissa etc.
In Orissa, after CUO Koraput and national university in Bhubaneswar, the government should strongly consider a location in its Western part (and far from Bhubaneswar) for that. Among the possible locations, a sentimental favorite would be Bhawanipatna, as it has been reported that at one point the CM had assured the representatives from Kalahandi regarding locating the first central university there. Other good locations could be Rourkela (a bit in the corner though; but is a metro and has a sizable population and does not have a regular university; it does have NIT) and Jharsuguda (lots of industrial development happening here, not too far from Rourkela, but close to Sambalpur which has two universities; But Jharsuguda itself has nothing and is going to have an airport soon).

VSSUT Burla finally got a open minded and real visionary dynamic leader to excel in the field of technical education in the country. (2) Develop a new colourful big campus for the University with the support of Govt.
(3) Establish various centres of excellence to promote quality teaching and research in the university.
(4) Strengthen Industry-academia interaction and set up research laboratories at our university in collaboration with industries.
(5) Improve the residential life of students and develop more hostels with modern facilities.
(6) Recruit well qualified and potential talents as faculty of the university.
(7) Bring a dynamic change in the system so that every stackholder contributes and delivers their best for the betterment of the University.

The duration of the 11th plan is from 2007-2012. We are now in 2009 and very soon 2012 will be looming. My guess is that the planning commission may already be in its preparatory stage to start planning for 2012. Considering that one of the big focus of this government is to increase the GER (gross enrollment ratio) in higher education from 12.4% to 30% by 2020, the 12th plan will also pay significant attention to higher education. The national knowlede commission has also recommended that India have up to 50 national universities and 1500 universities. With that in mind, following is part of something that I wrote to Prof. Yash Pal (and copied to to Sam Pitroda) in June as a response to Prof. Yash Pal’s draft. (Prof Yash Pal replied back saying: "I thank you for your excellent and concerned suggestions. I have shared them with some of my colleagues. I am sure they would be taken up by some of them. Our report will be submitted in a week. Then will start another phase. Many of these will keep reverberating. Thank you again.")
ii) Regional Universities with 50-50 split between state and the center:
The Central government now has central universities and is proposing 14 national universities. In these universities the students are and will be from across the country and the universities will be funded 100% by the central government, except land being given by the state.
As you have noted some of the centrally managed universities and institutes (IITs, etc.) have a good structure and are doing the best.
As a way to transfer this first-hand to the states I propose the establishment of “Regional Universities” which are funded 50-50 by the state and the center and the students are 50-50 between the state and the rest of the country. This will be similar to the structure of the erstwhile “Regional Engineering Colleges (RECs)”, which have now been transformed to NITs. The original RECs were funded 50-50 by the state and center and had 50-50 students from the state and the rest of the country. The NITs are funded 100% by the center.
Eventually the regional universities may be funded 100% by the center. This idea has many benefits:
(a)The direct collaboration between a state and the center helps in the transfer of know-how of how to develop and manage a good university.
(b)It costs less for the center to create another 30-40 good universities, as the cost is shared 50-50.
(c) It helps develop additional knowledge centers in the states. (Most RECs were established in second rung cities in their respective states. REC/NIT in Orissa is in Rourkela, in Tamil Nadu it is in Trichy, in Maharashtra it is in Nagpur, in Karnataka it is in Surathkal, in West Bengal it is in Durgapur, etc.)
I think this is something feasible and should be pushed with the planning commission. Even with the new central universities and national universities many states have large metropolitan areas that did not get one and are in need of a good (at least partially) centrally funded institution and university. That gap can be filled with the above proposed regional universities. In Orissa possible location of such a regional university could be Rourkela or Jharsuguda.
The proposed national universities also had stringent criteria attached to them, which made it difficult to distribute them. For example, the PIB announcing them said:
As regards 14 Central Universities aiming at world class standards, it has been considered necessary that these are located in or near selected large cities which would automatically have the kind of connectivity and infrastructure which such universities would need.
Like the erstwhile RECs, the proposed regional universities need not have such stringent conditions allowing them to be located in places like Durgapur, Kadapa, Rourkela, Jharsuguda, etc.
Another item that I had in my mail to Prof. Yash Pal, which should be pushed for the 12th plan is as follows:
(vi) University and local communities; National and regional libraries:
I think a good library should be an integral component of each of the universities. Currently the libraries in most universities and colleges in India are pathetic. While the libraries are improved it should also mandate that a big part of the library materials, should be available for browsing for common folks who are not necessarily enrolled in the university. In the US any one can walk into a university library, be it Berkeley (a state university) or Stanford (a private university). I am not sure if that is the case with respect to the universities and colleges in India.
While we are discussing libraries, like central universities and national universities, the Indian government should establish a national library in each state capital (100% funded by the central govt.), and a regional library (funded 50-50 by the state and the central govt.) in another city of a state. In 5-10 years there should be good libraries in each district and in 10-15 years in each block. (When I walk into the local library in the US, I envy not growing up in the US and recall having to beg my local book store in a cabin near my house in Bhubaneswar to lend me translations of the world literature book series. I could not afford to buy them. Nor did my school have them.)
A new item that I have mentioned once in a while and that can be genarlized for the 12th plan is to establish centrally funded rural technological institutes like SLIET (Sant Longowal Institute of Engineering and Technology) in Punjab and the recently proposed ABA Ghani Khan Choudhary Institute of Engineering and Technology in West Bengal, in each of the other major states of the country. In Orissa, Balangir and Kalahandi (Bhawanipatna) are good possible locations for this. (Orissa should aim for having a centrally funded institute in each of the undivided KBK+Kandhamal districts.) Although centrally funded, these institutes are different from the NITs. The PIB release in the context of ABA GKC IET says the following:
The Institution will offer courses in Engineering and Technology to cater to the various manpower requirements of the region, with special emphasis on courses relevant to the local population such as in food technology & sericulture.
Initially, the Institution would start with Certificate level courses leading to Diploma, Degree and Post-graduate levels later.
The total project outlay of the Institute will be around Rs. 97 crores.

Governor and Chancellor of Universities Murlidhar Chandrakant Bhandare today appointed Prof Deba Kumar Tripathy as the new Vice-Chancellor of the Veer Surendra Sai University of Technology (VSSUT), Burla.
Prof Tripathy is currently Professor of Rubber Technology Department in Indian Institute of Technology (IIT), Kharagpur. The post was lying vacant as previously appointed Vice-Chancellor Ganapati Panda did not join.
He is considered an expert in metal and rubber forming, die mould, tool design for metal and elastomer, rubber product manufacturing, rubber processing, rubber blends and composites, vibration isolation, cellular rubber and plastic and environment engineering.
