BIT offers attractive scholarships to attract top ranked students

(Disclaimer: I am listed as a "Friend of BIT" and as an adjunct and visiting faculty. So this is a biased posting. Nevertheless, I know many of its founders and am convinced of their sincerity to establish a top notch college in Odisha. Its Chairman, Prof. Rabi Mahapatra, was my professor at IIT Kharagpur. He is currently a full professor at Texas A & M University, a top university, especially in Engineering, in the USA. Even though BIT is new and its first batch has not graduated, I hope more top students will consider going to BIT. Besides the scholarship offer and other things mentioned in this ad, BIT has sent 1-2 of its top students to Texas A & M this summer.)

Which branch to take for Engineering Diploma in Odisha?

These days many students after their Class X exam instead of joining a +2Sc/Arts/Commerce program enroll in an engineering diploma program. The reason being:

(a) They can avail of lateral entry to the 2nd year of B.E program if they have "Pass in 3 years diploma course in Engineering with at least 50% ( 45% in case of candidate belong to SC / ST category) marks in aggregate from State Council of Technical Education and Training (SCTE&VT)". For them there is a reservation of "Upto a maximum of twenty percent of sanctioned intake capacity of 2010-20 11 in appropriate discipline of engineering (these seats will be over and above the intake capacity) and carry forward vacant seats of first year of engineering (as per list submitted by JEE-2010) will be available for lateral entry at third semester level."

(b) They can also join the first year of B.E program if they wish to do that.

Now when choosing what branch in Diploma they should pursue they should look at the following table from the JEE prospectus. It will tell them from which diploma branch they can join "laterally" (i.e, to the second year) to which B.E. branch .

As per the JEE 2011 stipulations, the most flexible branch seems to be "Mechatronics" as it allows them to pursue Mechanical Engineering as well as several Electronics related branches.  (This may change in the future. So students need to check the latest JEE prospectus.)

Seat availability in Engineering Colleges in Odisha via JEE 2011

Note that in addition to the above colleges (8 govt + 94 private), students can study engineering at the following other institutions in Odisha; but one needs to use different channels to get admitted there.

IGIT, CET, VSSUT, NIT RKL selected to proceed further on the TEQIP-II program

(Thanks to Biswa for the pointer.)

Update: It looks like IGIT Sarang was the only one in the 25 government colleges that are eligible (under sub component 1.1) to submit an Institutional Developmental Proposal (IDP). VSSUT and CET are in the list of Ineligible (under sub componnet 1.1) Govt. funded/aided institutions (for which the state is ready to co-sponsor) that can submit again for compliance of eligibility conditions & then submit IDPs. There are no private institutions from Odisha under sub component 1.1.

There are no eleigible institutions from Odisha under sub-component 1.2. NIT Rourkela is in the list of Non-Eligible Institutions (for which State is ready to co-sponsor) shortlisted for compliance of eligibility conditions for participation in the Project under Sub-Component 1.2.

One  of the requirement for the BOG is that it be headed by an eminent industrialist/engineering academician with adequate representation from other stakeholders.


So it is not clear what the Telegraph article below is talking about.

A Silicon Valley group to fund Silicon Institute to make it a university

The Silicon Institute of Technology in Bhubaneswar is one of the best private engineering college in Odisha. In Orissa JEE, after the government institutions in Burla and Bhubaneswar the next preferred college in recent years has been Silicon Institute (NIST Berhampur is a close second). A Silicon Valley group is planning to put Rs 150-300 crores on Silicon Institute of Technology in Bhubaneswar to upgrade it to a University. The group has already invested in SIlicon Institute resulting in the establishment of a branch in Sambalpur.

The new investment plan was announced in the Invest Bhubaneswar Symposium in Palo Alto on July 1st 2010. I was present during the announcement.

What really happened at Silicon Institute of Technology in Bhubaneswar on Thursday night?

Update: Apparently a student’s version is at http://whackedoutbrain.blogspot.com/2010/04/neglected-by-college-raped-by-media.html.

We have no way of verifying if the poster is a Silicon student or not. His account seems believable and the comments there suggests that other students agree with the poster.


In recent years, especially after KIIT and ITER became deemed universities, Silicon Institute of Technology in Bhubaneswar has been the top choice of students among the private engineering colleges of Odisha. 

On Thursday night 22nd of April a student of Silicon died. This incident resulted in a conflict between Silicon authorities and the media and there are multiple versions of the story.

On the other hand the Orissa Private Engineering College Association has put the advertisement given below in various newspapers. I do not know who to believe. I hope some of the students who were present during the event can shed light on what really happened.

Some engineering colleges that are in the pipeline

Although last year several engineering colleges in Odisha could not fill their seats, there seems to be several new engineering colleges in the pipeline for this year. The list for the eastern region is here and here. From those lists my guess is that the following are engineering colleges that are being made in Odisha.

NIST Berhampur to have a Technology Information, Forecasting and Assessment Council (TIFAC) Centre for Relevance and Excellence (CORE) in 3G and 4G Communication Technologies

The Technology Information, Forecasting and Assessment Council (TIFAC) of the Department of Science and Technology (DST) has announced establishment of a new TIFAC- CORE in National Institute of Science and Technology here.The TIFAC CORE is exclusively devoted to research, consultancy and industrial collaboration in the area of 3G and 4G communications technologies.This is the first such facility in Orissa and the only one dedicated to 3G/4G communications technologies in the country.This CORE, located at NIST, will be hosting the state-of-the-art world class equipment and manpower to propel Indian companies in innovating new products and services in communication technologies.The total funding of Rs 9.15 crore will be met in equal proportion by TIFAC (DST) and the participating industries.The most notable participating industries are National Instruments, ARM, free-scale semiconductors, Atera (all Bangalore based).

Making Rourkela a Tier II city of India – HRD and other development of Rourkela (work in progress)

Rourkela is the second largest metropolitan area of Orissa with an official metropolitan population of 550,668 but perhaps much more (at least 700 K) if one takes into account nearby places like Biramitrapur and Rajgangpur. It is probably the most cosmopolitan area of Orissa. Because of its steel plant it has world-wide name recognition. It has a lot of young talents; I am told that Rourkela youngsters have done much better in entrance exams like IIT JEE than from other parts of Orissa. Rourkela and the Sundergarh district have produced many national hockey players (both male and female), some of whom have gone on to captain the Indian national side.

Being an important station in the Mumbai-Howrah line, Rourkela is very well connected to both. The National Institute of Technology at Rourkela is often ranked among the top 5 NITs of the country; in recent years it has done much better and is in the process of starting a business program. Rourkela also has two private engineering colleges and at least one more is in the works. Rourkela has at least two good magament schools: Rourkela Institute of Management Studies (sometimes ranked nationally) and Indian Institute of Production Management, Kansbahal.  

Overall, Rourkela has the potential to be a Tier II city of India at the level of Vizag, Chandigarh, etc. But unfortunately, that has not happened so far and active organized efforts need to  be made to achieve that.

So here I will list some of the things that should be pursued so that Rourkela becomes a Tier II city of India.

Knowledge and HRD aspects:

  • Metropolitan University: Rourkela is perhaps the largest metropolitan area of the country, or may be the whole world which does not have a general university. This needs to be rectified at the earliest. IMHO, the best model to follow would be of Delhi University. So a Rourkela Metropolitan University should be established  with graduate programs as well as with a few constituent colleges spread (offering Bachelors as well as Masters degrees) across the metropolitan area, but with no affiliated colleges. The exisiting government colleges in Rourkela (Govt. College, Rourkela; SG Women’s, Rourkela and Rourkela College) would be made constituents of this university.
  • Medical College: Although a WODC sponsored PPP-based medical college is in the works, we must continue pursuing an ESIC medical college here. SAIL, which is making a medical college in Bokaro, should also be pushed to establish a medical college here.
  • BPUT: BPUT must become fully operational from Rourkela.It  needs to have real departments and centers and offer its own courses. It should be expanded to have programs in Science and Humanities.
  • Research Centers: The state should pursue one of the central government departments such as CSIR, DAE, Sc & Tech, etc. to open a research center in Rourkela.
  • Centrally funded University: At some point a centrally funded university should be pursued for Rourkela.
  • More private institutions: Rourkela has the population base and the amenities that metropolitan areas offer to have more private institutions such as engineering colleges, management institutions etc. A multi-pronged apporoach should be taken.
    • Local big industries should be cajoled to participate in this. For example, SAIL is also planning an engineering college in Bokaro. They should be pushed to have one in Rourkela.
    • Local people should also open private institutions on their own.
    • Educational foundations inside and outside state that have developed good private institutions should be approached and invited to open institutions in Rourkela. Inside Orissa, institutions like Silicon and NIST should be approached. 
  • STP: The STP at Rourkela should be expanded.
  • IT/BPO: Because of the cosmopolitan nature of Rourkela, it would be a good place for BPO and call center operations. This should be pursued.
  • Sports Institute/University: Sundergrah district is considered by many to be the Hockey cradle of India, both in men’s and women’s hockey. It has produced both Men’s and Women’s hockey team captains in Dilip Tirkey and Jyoti Sunita Kullu. Orissa government should pursue to establish a National Sports Institute (of the kind in Patiala) in Rourkela. It should include programs in physical training, coach training, official training etc. This would specially contribute  in the enhancing the employment opportunities for Adivasis who constitute 50.74% of Sundergarh’s population.

Connectivity Aspects:

  • Rail Connectivity -Trains: While the connectivity to Mumbai and Kolkata is marvelous, connectivity to other places needs improvement. Dilip has a good list of new trains needed for Rourkela at http://rourkelarail.wetpaint.com/page/DEMANDS. This list is:
    • Rourkela-Bhubaneswar Intercity Express( Day Time)
    • Rourkela-Berhampur Gajapati Express
    • Rourkela-Secundarabad/Hyderabad Express
    • Trains to New Delhi from Bhubaneswar via Rourkela OR Rourkela-Nizamuddin/New Delhi Express (Any extension of Ranchi-Hatia or Tatanagar trains will also work)
    • Trains to Patna and Eastern U.P.
  • Rail Connectivity-Others: The Talcher-Bimlagarh line must be fast-tracked.
  • Roads: The 4-laning of the state highway 10 connecting Sambalpur and Rourkela must be expedited.
  • Air Connectivity: Rourkela airport must be made functional with commercial flights at the earliest.

Metro area:

  • A larger metropolitan area for Rourkela that includes Kansbahal and Rajgangpur in the west and Biramitrapur in the North must be formally established.
  • The state government should pursue Rourkela to be included in JNNURM.

Three more new engineering colleges in the JEE Counselling list; Purushottam Institute of Technology back in the fray

Update, Aug 28 2009: Reader Sabyasachi Kar notices that two more engineering colleges are in the latest counseling list. They are:

  • Nigam Institute of engineering and Technology, Barang,Cuttack
  • Adarsa College of Engineering, Angul

So now, the total number of engineering colleges goes to 94.


Thanks to keen eye of reader Parashar Das, the latest JEE seat availability list shows three new colleges as well as Purushottam Institute of Technology, Rourkela which was earlier prevented from further counselling.

The three new colleges are:

  • VITS Engineering College, Tangi, Khurda (VTK) Pvt.
  • Vijyanjali Institute of Technology ,Gadavanga, Balasore (VTB) Pvt
  • Oxford College of Engineering and Management ,Ramachandrapur, Bhubaneswar (OCM) Pvt.

That takes the total number of colleges in Orissa JEE counselling to 88+4=92 and total number of new colleges in JEE Counseling to 25+3 = 28. (Other colleges/institutions that do not take students via Orissa JEE are: IIT Bhubaneswar, NIT Rourkela, ITER, KIIT, Department of Agricultural Engineering at OUAT and  ICFAI Tech, Bhubaneswar.)

Politicians are not much involved in private engineering or medical colleges in Orissa

Update: Let me define what I mean precisely. What I have in mind is:

A college/institution has a link with a politician if

(a) The politician is or has been an MLA or MP

(b) The politician himself/herself or his/her wife/husband/son/daughter/brother/sister is the president or secretary of the trust that runs the college/institution.


Unlike the other states where many engineering colleges have family links with politicians and ministers this is not the case in Orissa. I could only identify two colleges which have direct links with seating politicians. They are  both new colleges. They are:
