The Union Ministry of Health and Family Welfare has recently decided to amend the Medical Council of India (MCI) Act for giving relaxation in opening more medical colleges in the country.
In this context, the Union Health and Family Welfare Minister Dr. Anbumani Ramadoss said in Srinagar that the Ministry proposed to amend the Medical Council of India (MCI) Act that would help in categorising the States into three types: North East, NRHM and general category. Dr. Ramadoss said this in a review meeting for the implementation of National Rural Health Mission (NRHM) in Jammu & Kashmir.
As per the amendment the District Hospitals in the NRHM States with more than 250 beds would be allowed to be upgraded to the status of medical colleges. Nursing colleges and training institutions for paramedical staff could also be attached to the district hospitals.
As per the document from the NRHM site Orissa is among the 18 NRHM states. (The others are Arunachal Pradesh, Assam, Bihar, Chhatisgarh, Himachal Pradesh, Jharkhand, J & K, Manipur, Mizoram, Meghalaya, MP, Nagaland, Rajasthan, Sikkim, Tripura, UP, and Uttaranchal.)
In this regard one must note that the current requirement for a medical college with 50 seats is 400 beds (see page 13), 100 seats is 500 beds, and 150 seats is 750 ; although one can apply when one has 300 beds and one makes a deposit for the remaining number of beds.

Various news reports initially reported that the MCI (Medical Council of India) has reduced the number of MBBS seats in the SCB Medical College from 150 to 103. (Last year it had increased it from 103 to 150 after it had told Orissa what improvements need to be made and Orissa had agreed to that.) Recent reports mention that the CM of Orissa has written to the health minister in Delhi requesting him to change the MCI’s decision and have 150 seats.
At least the CM/Orissa govt. should come out and say what they were asked to do by MCI (or they had promised to MCI to do) and what they have done since the MCI had initially increased the seats from 103 to 150. This should have been mentioned in the press release related to the CM’s letter.
If Orissa indeed did what it promised to MCI (or what was asked by MCI) then they have a valid reason to complain and there is a point to the CM’s letter. If Orissa did not do what it promised to MCI (or what was asked by MCI) Orissa should first on an emergency basis fulfill those conditions and only then Orissa should request/beg the MCI to allow the extra seats.

Odisha.com reports that Sai International plans to establish a K-12 school in a 5.5 acres land near Infocity in Bhubaneswar. The school will be built at an expense of 25 crores and will aim to cater the children of IT employees working in the Infocity.

Orissa JEE counseling brochure is now available in the web. Unfortunately it does not give any historical data regarding which ranks were able to get which branch and which college in the previous years. In comparison with the 2006 counselling brochure, the 2007 counseling brochure lists four new engineering colleges:
- Gandhi Institute of Technology, Bhubaneswar [GIF] (this is besides the preexisting Gandhi Engineering College, Bhubaneswar [GEC]; GIET Gunupur [GIT]; and GITA Bhubaneswar [GIB])
- Nalanda institute of Technology, Bhubaneswar [NIT]
- Rajdhani Engineering College, Bhubaneswar [REC]
- Sundergarh Engineering College, Sundergarh [SUN]
and does not include
- Institute of Textile Technology, Choudwar [ITT]

Pragativadi reports that Prof. Gopal Nayak has been recommended for the IIIT Bhubaneswar director position by the selection committee established by the chief secretary. He will be formally appointed after the chief minister’s approval.

Ravenshaw University vice chancellor Mr. Devdas Chhotray gave a presentation on Ravenshaw University at Detroit, MI, USA on July 1 2007. Based on the discussion there a yahoo group has been formed for Ravenshaw alumni, friends and well-wishers. The goal of this group is to discuss, make action items, and act towards making Ravenshaw a premier university in the world.

News Indian Express reports on some recent developments in regards to the AIIMS branch in Bhubaneswar. Following are some excerpts.
Construction work of All India Institute Medical Sciences (AIIMS) branch proposed to be set up at Sijua near here would start by the year-end, seven years after its foundation stone was laid by the then Prime Minister AB Vajpayee.
The Centre has informed the State that construction of housing and hostel blocks and medical college complex would be started by the year-end. The process of shortlisting the developers and consultants for the designdetailed project report (DPR) is at a final stage.
In a letter to the Secretary in the Health Department Chinmoy Basu, Additional Secretary in the Ministry of Health and Family Welfare Deepak Gupta has requested the State Government to initiate immediate action for transfer of title deed of the land in favour of Ministry of Health and Family Welfare.

Dataquest magazine has published its 2007 ranking. The Orissa Colleges in their ranking are:
- (16) NIT Rourkela : 24 in 2006, 17 in 2005
- (90) UCE Burla: 55 in 2006
- (108) CET Bhubaneswar: 47 in 2006
- (110) Orissa Engineering college, Bhubaneswar: 82 in 2006, 61 in 2005
Only NIT Rourkela improved its ranking from 2006; ranking of others have dropped.
NIT Rourkela also features in the top five engineering colleges in the eastern region. They are:
- (1) IIT Kharagpur
- (6) IIT Guwahati
- (14) Jadavpur University Engineering College
- (16) NIT Rourkela
- (19) BIT Ranchi
As always, these are just one ranking.

The Prime Minister Man Mohan Singh has once again came to support Orissa with an Indian Institute of Technology (IIT). Dr.Singh said that “there will be an IIT in Orissa”. The Prime Minister’s commitment came during a meeting with J B Patnaik, the Leader of Opposition (LOP) of Orissa. JB met Dr.Singh on June 23 at New Delhi. Speaking to tathya.in JB disclosed the information. According to Mr.Patnaik , the PM was categorical about Orissa and said “I am aware of the demands for an IIT in the state and it will be set there”. PM’s assurance came in the face of the resistance of Arjun Singh, the Minister Human Resources Development (HRD) to support Orissa with institutions of higher learning. Dr.Singh said as per his promise, funding for National Institute Science Education and Research (NISER) is finalized. He said that Rs.800 crore is being funded to NISER, which is being approved by the Union Cabinet. The PM said that Orissa is included in all the Flag Ship Programs of the UPA Government at the Centre. On the demand to include Cuttack in the Jawaharlal Nehru National Urban Renewal Mission (JNNURM), Dr.Singh not only assured but has asked the Ministry of Urban Development (MUD) to prepare plan accordingly. Connecting the broad gauge railway line from Gunupur to Theruvali, Dr.Singh asked the railway authorities to include it in the expansion plan of the Ministry of Railways (MoR). The Naupada-Gunupur railline is being converted to broad gauge but the MoR dubbling Gunupur-Theruvali, a poor economic returns line has shelved the expansion project. Mr.Patnaik said that Dr.Singh has given assurance in this regard to take up the expansion work up to Theruvali.
