Odisha plans a power management institute along the lines of NPTI and PMI

National Power Training Institute (NPTI) has been set up by the Government of India under the Ministry of Power, to function as the National Apex Body for Human Resources Development of Indian Power Sector. The Corporate Office of NPTI is located at NPTI Complex, Sector-33, Faridabad -121 003 (Haryana). It operates on an all India basis through its Institutes in the different regions/power zones of the country viz.. Neyveli. Durgapur, New Delhi, Nagpur, Guwahati, Faridabad and Bangalore.

The Power Management Institute (PMI) was set up by NTPC in recognition of the vital role that management development has to play, in the context of the challenges associated with the growth of the Indian Power Sector. The Institute is involved in the training and development of middle and senior level personnel not only from the power sector but from organizations outside the sector also.

Following is an excerpt from a Business Standard report in sify.com.

Keeping in view the huge manpower requirement for the upcoming power plants of the independent power producers (IPPs) in Orissa, the state government is mulling to set up a Power Management Institute on the lines of the National Power Training Institute (NPTI).

All the IPPs have assured their support to the state government for this institute. To implement the project, the state government would form a special purpose vehicle (SPV) with IPPs as stake holders.

The location, investment, intake capacity and other relevant details are yet to be worked out as things are at a preliminary stage.P K Jena, the state energy secretary, said, "The state government is planning to set up a power management institute on the lines of NPTI. The proposed institute is still at a conceptual stage and a concept note is being prepared by the state government in this connection."

"The power management institute will offer diploma as well as degree courses in engineering. The institute will primarily focus on various areas pertaining to the power sector", he added.

The objective behind setting up this institute is to prepare skilled and semi-skilled manpower for the upcoming power projects.It may be noted that as many as 27 IPPs have inked MoUs (Memorandum of Understanding) with the state government. All these 27 IPPs have a cumulative generation capacity of 32,420 MW.These power projects are set to generate around 50,000 direct jobs besides creating indirect employment for 150,000 people.

Some engineering colleges that are in the pipeline

Although last year several engineering colleges in Odisha could not fill their seats, there seems to be several new engineering colleges in the pipeline for this year. The list for the eastern region is here and here. From those lists my guess is that the following are engineering colleges that are being made in Odisha.

• Bhadrak Academy of Technology, Kantabada, Bhubaneswar (by the same people as Bhadrak Institute of Engineering and Technology)
• Bhubaneswar Institute of Industrial Technology
• Capital Engineering College
• Dadhichi College of Engineering
• Hirakud Institute of Engineering & Technology
• Ideal Institute of Engineering (?)
• International Institute of Engineering Technology, Bhubaneswar
• Radhakrishna Institute of Engineering and Technology, Bhubaneswar
• Rayagada Institute of Technology & Management
• Satyananda Institute of Engineering & Technology

There are many other names in the list; but I am not sure if they are in Odisha, West Bengal or Assam. I am pretty sure that the above (except the one marked with a ?) are in Odisha.

Eleven new Central Schools to come up in Odisha

Following is an excerpt from a report in Telegraph: 

The association’s board of governors has recommended the feasibility of 78 more Kendriya Vidyalayas (KV) as part of the process initiated by the HRD ministry for expanding the network of such central schools during the 11th plan period. The feasibility report included two KVs in Cuttack along with nine others across Orissa to address the educational needs of children of central government employees who are frequently transferred.

At present, there are 36 KVs in Orissa. While nine schools are in the project and defence sectors, the rest are in the civil sector.

The existing 36 Kendriya Vidyalayas are listed in http://kvsrobbs.org/DirectorKVs.html. As per that list the latest ones established in 2007 are in Rayagada, Parlakhemundi, Boudh, Malkangiri, Nawrangpur, Kandhamal, and Bhadrak. So the districts in Odisha that do not yet have Central Schools are: 

• Deogarh
• Jajpur
• Kendrapada
• Nayagarh
• Nuapada
• Sonepur

I hope the new ones will cover these districts.

From Mineral Resources to Human Resources in Orissa – Part 2 (Work in progress)

Continuing on our previous article at https://www.orissalinks.com/archives/3103 following is a table of the mega projects that are stuck. The delay costs the companies 100s of crores per year. If the various companies sincerely contribute to the human resource development of the state something similar to what is suggested by Kalahandi MP Bhakta Das (Expressbuzz Oct 17) in the context of Vedanta and the activists/opposers in the various places take a sensible approach then  that will be a win-win situation for every body.

(However, one has to be careful in what they demand and how they demand. For example, laws should not be broken when demanding. Also, what is demanded should pass the common-sense test as making outrageous demands does not help. Nor does it help when it is not clear who the company is dealing with. The demands should be in tune with the size of the mineral resources to be used by the company and the environmental impact of the company.)

From mineral resources to human resources: Constructive solutions to speed up mega projects in Orissa by taking care of the people

Today Pioneer reports on MP Bhakta Das’s demand to Vedanta with respect to Lanjigarh. Following is an excerpt from that report.

Das said the package should include direct employment of 5,000 locals in technical fields and indirect employment of 10,000 locals in non-technical fields, establishment of five technical colleges like medical, engineering, polytechnic and ITI and five central schools in the district.

Asked whether he would consider supporting extraction of bauxite in the Niyamgiri hill if VAL declares such a package, Das replied that a decision in this regard would be taken with consent of all citizens at a meeting where the industry would sign an agreement before the public.

Development of healthcare, roads, education and irrigation, connection of electricity to all villages, social activities, plantation, peripheral development and permanent income source for displaced people and tribals with lifetime free education to their children are also part of the package, he said. The industry would ensure that the flow of waters of rivers and streams in the Niyamgiri hill would not be affected. Consent of the tribals would have to be taken before handing over the hill, he said.

This is a constructive approach. I hope Vedanta agrees to it. (Although Vedanta’s Chairman is establishing a Rs 15,000 crore Vedanta University near Puri, with Rs 5000 crore of his own money, Vedanta should also pay attention to the localities where its industries are coming up and where its mining operations are located; in particular Lanjigarh and Jharsuguda; as those areas will bear the burnt of the pollution and environmental side effects and also many people there will be losing their lands.)
