Earlier reports had indicated that the site will be near Banki. But it seems that it is still not fully decided. I guess until the central government gives its seal of approval it won’t be decided. Most likely the central government will approve the site IIT Kharagpur (mentor institution) approves. But which is that site? The following Sambada and Samaja reports display this confusion.

Faculty Positions at NISER
Invitation to be part of a new initiative in science education
The National Institute of Science Education and Research (NISER) has been setup at Bhubaneswar by the Department of Atomic Energy of the Government of India to be a unique institution of its kind pursuing undergraduate and post-graduate education in science combined with frontline research. The Government of India has made a very generous financial outlay to NISER for the purpose of setting up state-of-the-art research facilities in all branches of basic science and to promote interdisciplinary areas of research.
NISER is being setup in a sprawling 300 acre campus about 3 km from Khurda Road Railway Station on the outskirts of Bhubaneswar overlooking Barunei Hills. It will be a fully residential campus with modern living amenities including children’s school and health centre. Presently NISER operates from the campus of Institute of Physics, a premier research institution funded by the Department of Atomic Energy. The Institute of Physics has vibrant research programmes in theoretical and experimental nuclear physics, condensed matter physics and high energy physics. The infrastructure includes well established library, computer centre, 3MV Pelletron accelerator, a high resolution TEM and several other state-of-the-art instruments for experimental condensed matter research (for details see www.iopb.res.in).
NISER’s own academic block of about 5000 m2 area is under construction in the Institute of Physics campus which will also provide research laboratories for the faculty. Until NISER operates from the Institute of Physics campus, it may provide limited residential accommodation within the town. It is expected to move to the main campus by the academic session of 2011-12.

Experience: One/two years postdoctoral research and/or teaching experience is desirable for Assistant Professor Grade. For higher grades it should be appropriate to the positions applied for.
The age of superannuation is 65 years. The scale of pay is under revision. In addition to the basic salary, NISER faculty is entitled to allowances as admissible to Central Government Employees stationed at Bhubaneswar and to the DAE’s update allowance, which is currently Rs. 10,000 to Rs. 30,000 per year depending on the scale of pay. They will also receive other fringe benefits (like Relocation Grant, Reimbursement of telephone charges, financial support to attend national/international Conferences/Seminars/Workshops, etc.) which will be comparable to the best in the country.
NISER has sufficient funds to provide seed money to the new faculty to start their research programme. In addition the Department of Atomic Energy provides generous grants from its Prospective Research Fund to bright young scientists.

Following is an excerpt from a report in Pioneer.
The State Government has identified five places for setting up the proposed IIT. The places are Banki, Jatni, Khurda, Naraj and Nandankanan. While the Centre has decided to set up the IIT in an area of 500 acre of land, the State Government has decided to give 1,000 acre of land for the purpose.
The work for land identification has begun. However, the Centre has asked the State Government to adhere to some rules and regulations while selecting the sites for the purposed IIT. As per the condition, the site must be close to the railway station and airport. The institution should be well connected so that the students would not face any trouble while commuting to attend classes.
However, for the time being the proposed IIT earmarked for the State will operate under the Kharagpur IIT. 120 seats would be reserved for the students.
The state government is wise to look for 1000 acres instead of the 500 acres that the center stipulates. This will allow IIT Bhubaneswar to have sufficient room for future growth.

Many JEE qualified students may be wondering about the new IITs. In a series of articles we will talk about the IIT in Bhubaneswar and the advantages of the Bhubaneswar area.
Bhubaneswar has excellent connectivity by train, road and air. It has multiple daily direct trains to/from Delhi, Kolkata, Chennai, Bangalore, Hyderabad, a daily train to/from Mumbai, and trains to/from all corners of India (Guwahati, Kerala, Goa, Gujarat, Jaipur, Punjab, Haradwar, Kanpur, Lucknow, Benras, Patna, Raipur, Bhopal, etc.) It has direct train connections to all the old IITs (Bombay, Delhi, Madras, Kanpur, Kharagpur, Roorkee, and Guwahati).

The existing and would be Knowledge Corridors of India are:
(i) Kharagpur-Kolkata(116 kms)-Kalyani (50 kms from Howrah Station): Kharagpur has the IIT, World Class Central University will be near Kolkata, IIM is in Kolkata, ISI is in Kolkata, and IISER will be in Haringhata, Kalyani.
(ii) Mumbai-Pune 150 kms (176 kms by rail): Mumbai has the IIT, Pune has the IISER, the world class central university will be in Pune.
(iii) Bangalore-Mysore 140 kms (138 kms by rail): IISc and IIM are in Bangalore, World Class central University will be in Mysore.
(iv) Indore-Bhopal 186 kms (218 kms by rail): IIM is in Indore, IIT will be in Indore, IISER and World class central university will be in Bhopal.
(v) Amritsar-Ropar-Chandigarh (217 kms): IISER is near Chandigarh, World class central university will be in Amritsar, IIT will be in Ropar 45 kms from Chandigarh.
Thus we propose the following major Knowledge Corridor (rather network) in Orissa:
Cuttack-Bhubaneswar-Berhampur and Bhubaneswar-Puri-Vedanta University
Berhampur to Bhubaneswar is 179 kms by road and 165 kms by rail. The following table shows the distance by rail with respect to the Cuttack-Bhubaneswar-Berhampur corridor.

To develop the Berhampur-Bhubaneswar corridor it is most important that anchor institutions be established in Berhampur. With IIT and IIIT seeming to slip more towards the Bhubaneswar side all out efforts should be made for an NIT (one of the proposed 10 new NITs in the 11th plan) in Berhampur and to upgrade MKCG Medical College to the AIIMS level. For the later one may note that some of the other states will be having multiple institutions either upgraded or newly made to AIIMS level.
Some others are: Raipur-Bilaspur 111 kms (110 kms by rail): Raipur has NIT and will have IIM, Bilaspur will have a central university.
Kozhikode-Kochi 181 kms (190 kms by rail): Kozhikode has the IIM; Kochi will have the world class central university.
Kochi-Trivendrum 220 kms (206 kms by rail): IISER and IIST (Indian Inst. of Space Sc. & Technology) are being made at Trivendrum
A second corridor in Orissa that could be developed is: Raurkela-Jharsuguda-Sambalpur 173 kms (151 kms by rail)

The Sports Hostel Scheme was launched in our State in the year 1985 with the objective to enable the talented young Sports persons to undergo systematic coaching for a prolonged period. As per the scheme, the young talented boys and girls in the age group of 10-14 yrs. are selected from the grass-root level through a rigorous process of tests which include anthropometrics as well as series of battery of tests. After determining their motor capabilities, they are finally selected on the basis of their performance in specific skill tests. The Sports Hostel scheme has paid rich dividends as large number of Sports Hostel products have proved their worth in National and International tournaments. At present there are 14 Sports Hostels and 3 Centers of Excellence functioning in the State.

Government in Sports & Y.S Department bears the expenditure towards the stipend of the inmates @ Rs. 2250/- per head per month, Sports kits and uniforms, medicine, bedding materials, admission fees of Schools and T.A/D.A etc. for attending different National/International tournaments and coaching camp wherever necessary. Scientific coaching in systematic manner by experienced coaches are provided to these inmates during their stay in the hostels.
CENTRE OF EXCELLENCE
Government in Sports Department have implemented the scheme of Centre of Excellence for providing intensive coaching to Sports persons between the age group of 15-18 years who are proficient in the concerned field. In order to be eligible for admission to the Centre of Excellence a candidate must have secured first to sixth position in any recognized National Championship either in Individual or Team events. During their stay in the Centre the inmates enjoy the same facilities availed by their sports Hostels counterparts. The scheme has proved it’s worth as many of the inmates of Centers of Excellence have laurels for the State. TALENT SCOUTING
Govt. in Sports & Youth Services Department have established 14 Sports Hostels in the State. In order to spot the budding sporting talents from grass root level and to nurture them by admitting in to Sports Hostels the Scheme of Talent Scouting has been formulated in the following manner. The talents must be within the age group of 10 to 14 Years and a student of Class-VIII or below in recognized educational institutions in order to be eligible to appear at the talent scouting selection .
A) Block & Dist. Level Selection
At the advent of each Academic Session, all Collectors of the Districts are requested to circulate the Scheme at Panchayat level & Block level for wide publicity and information of the interested sports talents as well as their parents to appear the selection test. It is the responsibility of the Block Development Officers to instruct the educational institutions for selection of talents at Gram Panchayat & Block level. The District Sports Officer of concerned District co-ordinates with the B. D. Os & educational institutions for selection process. Selection of talents at Block & District level Competition are organized in all Districts in order to select the outstanding talents of the Districts. Adequate publicity in print and electronics media regarding conduct of the lower level scouting as well as district level scouting are made for information of general public.
B) State Level Assessment Camp
After conduct of the Selection trail in all the Districts, the D.S.Os send the list of selected talents along with their detail Bio-Data, motor ability test and Battery test report etc. to the Directorate of Sports & YS., Orissa, Bhubaneswar. A Committee is constituted in the Directorate of Sports & Y.S, Orissa, Bhubaneswar for scrutinization of the lists sent by all the D.S.Os. Keeping in view the vacancies in different disciplines in all the Sports Hostels a select list of talents is prepared in order to call them for the State level scouting. After fixation of the date of State level selection all the D.S.Os are intimated regarding the list of selected talents in the State level scouting of their respective districts with instruction to ensure attendance of the talents. Selection committees are constituted in all eleven disciplines to prepare the merit list of the talents for admission in the Sports Hostels taking in to consideration of their age, educational qualification, motor ability and skill in the particular discipline.
The selected talents are intimated on the spot for taking admission into the Sports Hostels within specific time frame.
NON-RESIDENTIAL SUMMER COACHING CAMP
With a view to provide Coaching to the talents in rural areas as well as urban areas of the State in the popular disciplines of the localities concerned, the scheme of Non-Residential Summer Coaching Camp has been introduced by the Sports & Youth Services Department. Normally these camps are held during Summer vacation during the month of May-June every year. Coaches of the Directorate of Sports & Youth Services, Orissa Council of Sports and Sports Authority of India are deputed for imparting the Coaching in the camps. Concerned D.S.Os in co-ordination with local Sports Clubs, Sports lovers and educational institutions conducts the coaching camps which generally conducted for two weeks. Provision of refreshment and Sports kits are supplied for the purpose.
4. SAI SPORTS HOSTEL, CUTTACK
Sports Authority of India has established a Sports Hostel (Residential) at Cuttack to provide coaching to the students between 16-20 years of age in the disciplines of Athletics, Gymnastics, Football etc. The students residing in SAI sports hostel are getting monthly stipend of Rs. 1500/- towards their fooding charges. The total sanctioned strength of this hostel is 74. Besides this, a Non-residential Training Centre is also functioning at Cuttack in Football and Athletics with a student strength of 20.
5. SPDA SPORTS HOSTEL, DHENKANAL
Sports Authority of India has established a Sports Hostel at Dhenkanal for development of Sports talents in the disciplines of Football & Athletics.

Engineering/Technology : Pass or appearing in 10+2 examination of CHSE, Orissa or equivalent with Physics, Mathematics, and one from Chemistry/ Computer Science/Biology/Biotechnology or pass in 10+3 diploma course in engineering including those having less than 60% marks in aggregate from SCTE&T, Orissa or equivalent.

Architecture: For admission to Architecture candidates are to secure minimum 50% marks in aggregate in 10+2 Examination of CHSE, Orissa or equivalent, with Mathematics as one of the subject OR 10+3 years diploma with 50 % marks in aggregate OR International baccalaureate Diploma, after 10 years of schooling with not less than 50% marks in aggregate and with mathematics as compulsory subject of examination. All the candidates seeking admission to B.Arch course shall have valid NATA score prescribed by Council of Architecture(minimum 80 out of 200)

The Koustuv group which currently has a diploma college (Koustuv School of Engineering) and two operating engineering colleges (CoEB and KISD) has several more engineering colleges in the pipeline. They are Koustuv Institute of Technology (KIT), Khurda in Orissa and KITs in Ranchi and Kolkata. It also operates a plus two science college, Koustuv Institute of Science. It has plans for a medical college to be called Koustuv Research Institute of Medical Science (KRIMS). In regards to the medical college, there is a report in Telegraph regarding Koustuv’s success in its bid for a 400+ acres of land previously occupied by OTM. Following are some excerpts:
Koustuv Group, which recently got clearance from State Level Single Window Clearance Authority for a tin smelting plant at Khurda, has apparently emerged as front-runner in the auction of Orissa Textile Mills (OTM).
The state-owned composite cotton mill winded up in 2002.
Prabhat Ranjan Mallik, the chairman of Bhubaneswar-based Koustuv Group, was the foremost bidder with a fresh offer of Rs 43 crore for the OTM property and assets, including 422 acres of prime industrial land at Choudwar, in the final round of bidding in Orissa High Court yesterday.
The bidding vehicle set up afresh by Koustuv Group before the company affairs bench of Justice I.M. Quddusi plans to use the OTM factory complex for setting up a tin modulation unit.
“Moreover, a medical research centre comprising a state-of-the-art hospital and a medical college have been planned for the future,” said Koustuv Group counsel P. Mukherjee, while making a verbal bidding before the court. Mallik was also present in the company affairs court.
