Mahanadi Institute of Medical Science and Research, MCL, Talcher, Odisha: Some details from tathya.in

Following are excerpts from a report in http://www.tathya.in/news/story.asp?sno=4070.

… The institution has been named as “Mahanadi Institute of Medical Science and Research, MCL”. 

This will be a 500-bed Medical College and Hospital at Talcher in Angul district. 

Earlier the Board of Directors of MCL has already approved for setting up of a Medical College at Talcher by the coal company.

The institution will be managed by a trust.

Accordingly a trust has been formed and registered in the name of “Mahanadi Medical Education Trust” under Registration of Society Act-1860.

The CMD,MCL will be the Chairman of the Trust. 

… The Odisha Government recently gave its no-objection certificate (NOC), said a senior official in the Department of Health & Family Welfare. 

The Medical College would be set up on a 60 acre patch of land along the same lines as Sanjay Gandhi Postgraduate Institute of Medical Sciences (SGPGIMS), Lucknow. 

… Pending laying of Foundation Stone, all other activities required for the opening of the Medical College at Talcher are being taken.

In this regard a meeting of the Trust will be held very shortly to discuss the further course of action to be taken, said the release.

MCL will also upgrade its Nehru Shatabdi hospital to a super specialty hospital, said sources.

DAV Colleges in Odisha

India has several DAV Colleges and Schools. A listing of them can be obtained from http://www.davcmcdircol.org/index2.aspx. Some of their top colleges in India are DAV  College Chandigarh and Hansraj College Delhi. They currently have 4 colleges in Odisha.

Based on the claims in their web page, the DAV School of Business Management seems to be doing very well.

Comparing Maharashtra and Odisha in terms of engineering seats

The Maharashtra numbers are from http://www.dte.org.in/degree/statistics/regionwisetotal.asp?inst_type=ENGINEERING. For Odisha I calculated the numbers using 2009 AICTE data. (Thanks to Bagdu for inspiring us to make this comparison.)

Couple of points to note from the above:

• The number of B.Engg seats in Bhubaneswar is not bad in comparison with the much larger cities of Mumbai and Pune.
• The other three metropolitan areas of Odisha mentioned above need to get to the level of at least 5000 seats (if not 10,000 seats) to make them attractive to IT companies.
• The increasing M.Tech seats will help improve the quality of faculty in the engineering colleges.

Odisha proposes upgradation of Institute of Entrepreneurship Development (IED) to a national level institute of MSME

Following is an excerpt from a report in Business Standard by Bishnu Das.

The state government, in its proposal, has proposed to convert the existing Institute of Entrepreneurship Development (IED) at Bhubaneswar, a nodal agency of the Orissa government, to a national level institute for MSMEs. The proposed national institute for MSME would be in line with National Institute of Enterprise and Business Development, Noida, National Institute of MSME, at Hyderabad and Indian Institute of Entrepreneurship located at Guwahati. Since the Union government plans to set up three such new centres in the country, the state government intends to cash in on the opportunity. The state government has offered to provide the infrastructure including land belonging to IED for setting up this institute.

News compilations: Sericulture R & D institute to come up in Odisha; Pan-IIT plans for faculty mentorship; Mumbai, Pune & Nagpur Univ to be split

1. From a Times of India Report.

Targeting a production of about 500 tons of silk by 2020, Orissa government decided to set up a State Sericulture Research and Development Institute (SSRDI) for speedy growth of the sector.

2. From a Business Standard report:

Indo-US Collaboration for Engineering Education (IUCEE) — an initiative by the Pan IIT Alumni Association — has taken up a US co-guide PhD initiative wherein faculty members of Indian engineering institutes would be able to obtain PhDs in a four-year period, with the mentoring of distinguished US faculty.

… Under the arrangement, interested PhD candidates in India, who are currently teaching in engineering colleges, will identify and register with a PhD guide at an Indian PhD granting institution. The PhD candidate will identify his area of research interest.

If there appears to be matching of interests between an Indian PhD candidate and a US faculty, IUCEE will facilitate the process forward.

Also, the PhD candidate will make a trip to the US institution of the co-guide to ensure exposure to high quality research culture. The co-guide will also visit the Indian institution, to ensure adequate mentoring of the candidate.

… IUCEE is also exploring various avenues for requesting government of India to provide schemes for this purpose.

3. From a Times of India report:

Three of Maharashtra’s premier universities—Mumbai, Pune and Nagpur—will be split to create new universities.

…Spelling out some details, Tope said the University of Mumbai would be split into two campuses, with a pro vice-chancellor becoming the head of the new campus. The name, though, would not be altered, given Mumbai university’s iconic status, he added. He was replying to a discussion on the supplementary demands of his department.

… Maharashtra has also revived the plan to bring private universities into the state. Tope said that plans were afoot to help the corporate sector play a key role in the field of education. The Private University Act is being finalised in this connection, he pointed out.

Criteria for selecting organizations that can set up private universities in Odisha

As evident from https://www.orissalinks.com/archives/4229 Odisha needs to have more private universities, some of them in backward areas and with medical colleges, some with unique foci, and at the same time it needs to avoid having 3rd rate money spinning universities. Based on these constraints following is a first take on a guideline on how Odisha should go about allowing foundations and organizations to set up private universities in Odisha. These are preliminary thoughts, so your feedback is most welcome.

0. A  foreign university that is a research 1 university in the US, or has a similar standing in the other foreign countries. (For example, they must appear in the top 300 in the Times UK ranking or the Sanghai Jiao Tong ranking.)

1. Foundations headed by people with multi-billion dollar assets and with interest in building a world-class university e.g. Anil Agarwal foundation, Azim Premji foundation, Dhirubhai Ambani Foundation, etc.

2. Foundations associated with organizations that have world-wide presence and demonstrated ability to raise sufficient money (say $100 million = 400-500 crores) to establish a top-notch university. e.g. Art of Living Foundation.

3. Foundations that have built top notch educational institutes in India (in some field). I.e., their institutes or colleges in their universities are ranked in top 20 in India in various rankings. e.g. Xaviers, Amrita University, BITS Pilani, etc.

4. A foundation that has at least one well regarded university in another state and that guarantees investment of 200 crores. e.g. ICFAI may satisfy this.

5. Existing private deemed universities in Odisha. e.g. KIIT, SOA.

6. Existing colleges or college-clusters in Odisha that have been in existence for 10+ years and are among the top 3 in Odisha in terms of student preferences that can be evaluated using the common counseling data. e.g., Silicon, NIST. [Initially 2-3 universities may be made based on this criteria and there after at most 1 university every three years can be created based solely on this criteria.]

7. Existing colleges or college-clusters in Odisha that have been existence for 10+ years, are in the top 40% in terms of student preferences that can be evaluated using the common counseling data and serve a tribal district (40% or more tribal population) without a university. E.g. Gandhi Institute in Gunupur; JITM Parlakhemundi. The head quarter of a university created this way must be in the backward district and more than 50% of its students must be enrolled in that campus. [Initially 2-3 universities may be made based on this criteria and there after at most 1 university every three years may be created based on this criteria.] (The goal here is to encourage establishment of universities in tribal districts.)

8. Existing colleges or college-clusters in Odisha that have been in existence for 5+ years, are in the top 50% in terms of student preferences that can be evaluated using the common counseling data and that have a medical college, preferably in a district without a pre-existing medical college. e.g., Hi-Tech group may satisfy this, and would be a preferable candidate when its medical college in Rourkela is up and running. [Initially 1-2 universities may be made based on this criteria and there after at most 1 university every two years may be created based on this criteria.] (The rules are relaxed here to encourage establishment of more medical colleges in districts that don’t have any.)

9. A institute that has a strong partnership with a Research 1 university in the United States or similarly recognized university in other foreign countries. By strong partnership we mean that the foreign university is willing to list this location as one of its branch campus and gives degrees that have the emblem of the foreign university. (This is to encourage collaboration with top foreign universities.)

10. A unique institute, in existence for more than 5 years, preferably promoted by a foundation with past experience in building a university, or by an internationally reputed academic. By unique, we mean something whose equivalent does not exist in the country. e.g., KISS

Eleven new Central Schools to come up in Odisha

Following is an excerpt from a report in Telegraph: 

The association’s board of governors has recommended the feasibility of 78 more Kendriya Vidyalayas (KV) as part of the process initiated by the HRD ministry for expanding the network of such central schools during the 11th plan period. The feasibility report included two KVs in Cuttack along with nine others across Orissa to address the educational needs of children of central government employees who are frequently transferred.

At present, there are 36 KVs in Orissa. While nine schools are in the project and defence sectors, the rest are in the civil sector.

The existing 36 Kendriya Vidyalayas are listed in http://kvsrobbs.org/DirectorKVs.html. As per that list the latest ones established in 2007 are in Rayagada, Parlakhemundi, Boudh, Malkangiri, Nawrangpur, Kandhamal, and Bhadrak. So the districts in Odisha that do not yet have Central Schools are: 

• Deogarh
• Jajpur
• Kendrapada
• Nayagarh
• Nuapada
• Sonepur

What are the exact districtwise IP numbers in Odisha? MP Pyari Mohapatra asks question on ESIC medical college in the Rajya Sabha.

MP Pyari Mohapatra’s question is in page 21 Q 1456 of http://164.100.47.5/EDAILYQUESTIONS/sessionno/219/830RS.pdf. See below for the question and the answer.

The above Q&A is referred to in the Pioneer report http://dailypioneer.com/246034/ESIC-issue-Labour-Minister-fumbles-at-Rourkela-meet.html. From the answer it is not clear what the IP situation really is. While the Bhubaneswar area may have very substantial number of IPs, there could still be more in the Rourkela area and the ESIC medical college should then be established in Rourkela. So saying "very substantial" is not meaningful.  I could not find the annexure mentioned in the Rajya Sabha answer.

If someone has the real data, please publish it so that any manipulation will become clear.

IIT Bhubaneswar pitches a Climate Change research center to the Odisha government

Following is an excerpt from a report in Expressbuzz.com.

The Indian Institute of Technology (IIT)-Bhubaneswar has proposed establishment of Innovative Centre for Climate Change (ICCC) here.

Director of IIT-Bhubaneswar Madhusudan Chakraborty who met Chief Minister Naveen Patnaik here at the Secretariat today along with a team of experts gave this proposal to him.

Chakraborty said school of earth, ocean and environment is being established in Bhubaneswar IIT.

The school will impart teaching on land, water, air and environment and proposed research in the subject.

The IIT is keen on establishment of research institute of this school on climate change, he said.

Prof Abhijit Gangopadhyay of the American University of Massachusetts, said the institute will conduct research on climate change, adding, information on climate will be availed from different sources for research.

Rise in sea level, extreme weather, changing eco-system, air quality and pollution, affect of the changes in the human health, shortage of drinking and energy needs will be dealt with in this advanced research centre, he said.

The institute will also conduct research on the impact of climate change on the ecosystem of Chilika lake. He requested the Chief Minister to provide land with necessary infrastructure for the institute.

A similar center proposed in 2007, called "Center for Climate Change Research" (CCCR), was established at the Institute of Tropical Meteorology in Pune last year. This center has 20 scientists positions.

National Research Institute for Management of Wetlands and Coastal Ecosystems to come up in Odisha in two campuses; Wetland research at Chilika and Coastal Eco-Managment research in Bhubaneswar

Following is an excerpt from a report in tathya.

… The Union Minister for Forest & Environment has approved the first ever National Research Institute for Management of Wetlands and Coastal Ecosystems to be set up in the state. 

Chief Minister Naveen Patnaik last year requested for the same. 

… Minister Mr.Ramesh has favored an investment of Rs.30 crore for the project. 

Upendra Nath Behera, Principal Secretary Forest & Environment was informed by V N Kaul, Director Environment in the Ministry of Forest & Environment (MOEF) about the decision of the Union Government here on 26 March. 

Mr.Kaul said the Union Minister recently has green signaled not only for the project, but also funding for the same. 

Rs.10 crore recurring grant will be available for the institute for research and development of eco-system of coastal zones and wet lands. 

… Located 100 km from state capital Bhubaneswar, Chilika is known to support the largest concentration of migratory waterfowl in India. 

At least a million birds are seen at the lake every winter. 

They belong to 165 species, of which 93 are migratory and 72 are residential.

The Institute will have one campus at Chilika and another at Capital City, said sources. While Chilika Campus will look after wetland research, the Bhubaneswar Campus will be dedicated for Costal Eco-Managment researches, said an official.

Jharkhand proactive with its public sectors for medical colleges; Odisha should learn from it

State Health Minister Baithnath Ram on Monday informed the Assembly that approval letters have been sent to HEC, Ranchi and SAIL, Bokaro to start medical colleges at Ranchi and Bokaro respectively. About 250 students will be admitted in each medical college, Minister said.

Note that HEC Ranchi is a Government of India enterprise. 

We have said this earlier but is worth repeating. Odisha must push the central public sectors that have large operations in Odisha, especially the ones that either use Odisha minerals, pollute Odisha or both to establish medical colleges in Odisha. So far they have pursued this strategy with MCL which has promised a medical college in Talcher. 

Odisha government should immediately pursue with the other such public sectors.

• SAIL Rourkela should be pushed for a medical college in Rourkela.
• NALCO should be pushed for a medical college in one of the places it operates in Odisha.
• NTPC should be pushed for a medical college.

They should also do that with respect to some of the private sectors that have been using Odisha minerals. This includes:

• Tatas in the Kalinganagar area.
• Birlas in the Barbil area.
