OUAT plans a College of Veterinary Science in Chipilima, Sambalpur: Dharitri; Update: A new College of Horticulture in Khurda is also planned

Currently there is a College of Agriculture and a College of Horticulture in Chipilima.This will be the third OUAT College in Chipilima.

The State Government has decided to open another College of Horticulture at Khurda on OUAT’s existing School of Horticulture premises for development of manpower in the sector.

Agriculture Minister Pradeep Maharathy announced this while speaking at the 50th foundation day of the Orissa University of Agriculture and Technology here on Wednesday.

Hi-Tech group’s plan for Khurda, Jatni and Rourkela

Following is an excerpt from a report in Business Standard by Jayjit Dash.

Hi-Tech Group of Institutions has planned to set up two management institutes, one at Khurda and the other at Jatni, both located within 25 km radius of the city, at a combined investment of about Rs 12 crore.

These management institutes are set to be built on surplus land available at the two technological institutes run by the organisation – Konark Institute of Science and Technology (KIST) located at Jatni and the Hi-Tech Institute of Technology (HIT) in Khurda.

While the B-school in Khurda will come up on 15 acres of surplus land on HIT campus, the other B-school will be developed on 10 acres of surplus land within the KIST campus at Jatni.

“Construction work for our two proposed management institutes has already begun and we expect these two institutes to be functional next year. …

Each of these management institutes will have an intake of 60 seats and will offer two-year, full-time MBA programmes from the 2009-10 academic session.

The Hi-Tech Group will also invest Rs 30 crore for introducing new super-specialities, namely, cardiology, cardio-thoracic surgery, neurology, nephrology and trauma care in the Hi-Tech hospital. Hi-Tech Group of Institutions has also got the approval of AICTE to introduce post-graduate courses in engineering at the KIST campus.

The KIST campus will offer MTech in computer science and engineering as well as electronics and telecommunications engineering from the next academic session.

At present, KIST is offering BTech in five streams of engineering with the institute’s total intake being 420 seats. Meanwhile, the group expects to take possession of land for its proposed medical college and hospital in Rourkela within a month.

“We expect to get 25 acres of land for our proposed medical college cum hospital in Rourkela within a month and then inaugurate the hospital six months after acquiring land. Our medical college in Rourkela is expected to be operational a year after the inauguration of the hospital”, Panigrahi claimed.

Khurda Rd – Khurda area is set to become a major knowledge hub

Recent news in Tathya and earlier news in Samaja mention that the IIT in Bhubaneswar may be located in Argul near (3kms away)  Khurda Rd/Jatni station. If that happens with NISER also 2 km away (in a different direction) from Khurda Rd, the Knowledge SEZ near Khurda, multiple private engineering colleges in the vicinity, and with the possibility of a campus of the highly rated management institute IMI near the IIT, this area will become a major knowledge hub. The govt. of Orissa plans to join all these together as an ITIR. The proposed Vedanta University will only be 40kms or only 30minutes from this area.

Odisha CM clears the University of Corporate Excellence proposal; one of its promoter is Prof. Bala Balachandran

Chief Minister Naveen Patnaik taking interest in the proposal of Bala V Balachandran for setting up the University of Corporate Excellence (UoCE) in Odisha, has cleared the same.

… Padmashree Prof. Balachandran, Professor at the Kellogg Institute of Management (KIM), USA is one of the major promoters of UoCE, which will come up with a cost of Rs.500-600 crore.

After setting up the Indian School of Business, Hyderabad, along with some like-minded people, he started his Great Lakes Institute of Management, Chennai. 

And now Prof. Balachandran has joined hands with top experts in the field of education and management to set up UoCE near the Capital City, which will enrol 5060 students in 9 years. 

Accordingly the Chief Minister has cleared the proposal of Infinity Education Foundation (IEF), which will set up UoCE near Khurda.

… Earlier considering the student strength, Chief Secretary headed committee has decided to provide 20 acres of Government land at the premium of market rate in Daspur of Khurda district.

After assessing the progress in future, additional land can be considered for allotment, said an official.

… The University will have School of Technology, School of Management, School of Law, School of Humanities and School of Advanced Studies.

School of Technology will include courses on Civil, Electrical, Mechanical, Electronics & Computer Engineering and Bio-Technology.

School of Humanities at foundational level will be preparing the students for corporate disciplines.

School of Advanced Studies will be providing courses for top-end corporate role.

UoCE will have top collaborative universities including Carnegie Mellon University, MIT, IIT, Harvard Business School, Kellogg School of Management, Harvard Law School, Yale Law School and several others, said sources.

Ground Breaking Ceremony

The foundation stone of the permanent campus of the Institute was laid on 12th February, 2009. On the eve of the 65th Independence Day, on 14th August 2011, Sri Naveen Patnaik, Hon’ble Chief Minister, Odisha formally launched the construction of the Phase-1 of the permanent campus of the Institute near Aragul (Jatni) in the presence of Director Professor M. Chakraborty, Deputy Director, Deans, Registrar, Faculty Members, Officers, members of the Staff and students of the Institute and other dignitaries including Hon’ble Member of Parliament Dr P. K. Patsani, and Hon’ble MLAs of Jatni and Khurda. This was preceded by a Bhumi Pujan Ceremony at the site by the Registrar. The Government of Odisha has allotted 936 acres of land for the purpose and 16 acres of private land is being acquired by the Government for making the land contiguous. The Master Plan of the Campus has been designed for 10,000 students, 1000 teachers, and 1100 non-teaching employees besides 1000 plus outsourced support staff including security personnel. The Institute has also a plan for a Research Park. However, the initial construction in the first phase (Phase-1) would cater to 2500 students, 250 faculty members and about 300 other employees. The total investment for the phase-1 has been estimated to be about 800 crores. The construction would cover 2, 21,000 m2 (63000 m2 for academic complex and 1, 58,000 m2 for residential complex) which would include Main Administrative Building, Lecture Hall and Class Room Complexes, Laboratory Complex, Four Academic Schools, Central Workshop and Students’ Activity Centre in the Academic Complex whereas the Residential Complex shall consist of 800 capacity single seater boys’ hostel, 200 capacity girls’ hostel, 80 numbers of Grade A quarters for faculty members and officers and 40 numbers of Grade C quarters for supporting staff, Shopping and Community Centre, Guest House, service centre etc. The Main Building shall be a structure of 6 storeys and that of the other Academic Schools shall be of 4-storey construction. The hostels as well as the residential quarters shall be of G + 7 storey constructions. The Institute plans to start operating from its permanent campus by 2013-14.

Prof. P C Pandey Joins IITBBS

A doctorate in Physics (Microwaves) from Allahabad University, he is credited with the initiation of the satellite borne microwave remote sensing of Ocean Atmosphere and Cryosphere research in India. Professor Pandey was the Founder Director of National Centre for Antarctic and Ocean Research, Goa from 1997 to 2005. He has spent a major part of his career at Space Application Centre (ISRO), Ahmedabad, and has worked for about five years at the NASA’s world famous Jet Propulsion Laboratory, USA. Professor Pandey has carried out extensive research in the areas of satellite oceanography, atmospheric science, climate change and polar science. He has published more than 100 papers in reputed national and international peer reviewed journals and also written and edited many books. He has guided eleven Ph.D. students. Professor Pandey is a Fellow of the Indian Academy of Sciences (Bangalore) The National Academy of Sciences (Allahabad), Indian Society of Remote Sensing, Indian Geophysical Union, Geological Society of India and a host other societies. Besides, Professor Pandey has been Member/Chairman of various Committees of Govt. of India from ISRO, DSTM CSIR and has led or participated as member of delegation to various international Forums, notably the International Polar Year (2007- 09). He was also a member of the delegation led by Hon’ble Kapil Sibal to Antarctic, the first ever ministerial delegation to visit Antarctica. Professor Pandey has represented India in various International symposia related to Polar Science and Logistics such as Scientific Committee on Antarctic Research (SCAR), Antarctic Treaty Consultative Meeting (ATCM) etc. Professor Pandey is the recipient of the prestigious Shanti Swarup Bhatnagar Award (1989), Professor Vikram Sarabhai Award and Gold Medal, Om Prakash Bhasin Award and Vigyan Ratna Samman Award of U.P. Council of Science and Technology as well as the NASA award.

New Faculty Members joined

Dr. Arun Ghosh joined the School of Electrical Sciences in the month of April 2011. His research areas include Robust Control, Periodic feedback Control.

Dr. Subhransu Ranjan Samantaray joined the School of Electrical Sciences in the month of April, 2011. His research areas include Intelligent protection to transmission systems including FACTs, Microgrids with Distributed Generation and Dynamic security assessment in large power network.

Dr. Neti V. L. N. Murty joined the School of Electrical Sciences in the month of May 2011. His research areas include Semiconductor material & Device characterization, Wide Bandgap Semiconductor Devices, MMICs.

IIT Bhubanesar main campus construction: status update

Following is an excerpt from a report in Times of India.

… Bottlenecks continue to hamper the progress of the prestigious Indian Institute of Technology, Bhubaneswar (IITBBS).

The IIT authorities in a meeting with Khurda collector Roopa Mishra earlier this week (on November 8 ) raised concern over several issues stalling the work. Mishra, when contacted, said "There are certain issues, which the government has been resolving. It is a continuous process. All matters are being addressed. We hope all problems will be solved."

… the institute is far from its December 2013 deadline to complete first phase work to create facility for 2,500 students, 250 faculty members and 275 support staff.

The institute is yet to get approval from Bhubaneswar Development Authority (BDA) for its building. Sources said the IIT had applied for the approval over one month ago. The Central Public Works Department (CPWD) is in the process of floating tenders for construction of hostels. "The tender would be advertised by this month- end," said a CPWD official.

The master plan of the campus has been designed to accommodate 10,000 students, 1,000 faculty, 1,100 non-teaching employees besides 1,000 out sourced support staff. Odisha had allotted 936 acres of land for IIT for the purpose. The Union government has approved construction of 221,000 sq m of covered area (63,000 sq m for academic complex and 158,000 sq m for residential complex) in the first phase for which an outlay of Rs 388 crores has already been provided.

Hope the Xavier University bill is finally tabled and passed in the Odisha assembly

Following is an excerpt from a report in Business Standard.

After giving its nod to four privately promoted universities in the state, the Orissa government is set to table the Xavier University Bill in the ensuing monsoon session of the assembly.

Earlier, the state assembly had passed bills for setting up of Sri Sri Ravi Shankar University, Vedanta University, Icfai University and Centurion University of Technology & Management.

"We are making efforts to introduce the Xavier University Bill in the monsoon session of the assembly. All problems relating to the establishment of the university will be sorted out,” said state Chief Secretary B K Patnaik.

P T Joseph, director, Xavier Institute of Management-Bhubaneswar (XIMB) said, “We want the status of a unitary university. Our proposed second university is coming up on 35 acres of land at Jatani in Khurda district. Industrial Infrastructure Development Corporation of Orissa (Idco) is in the process of building a compound wall which will be completed soon. Then, we will start construction work on this campus in August.”

Joseph said, initially, XIMB will invest Rs 10-12 crore in the current financial year on the second campus.

While the university will function from XIMB’s existing campus in the city, the rural management course will be shifted to the new campus. Besides the flagship Post Graduate Diploma in Management (PGDM), the new campus will offer courses like healthcare management, education management, human resource management and a doctoral programme in management for working executives.

… XIMB also has plans to set up a campus at Bolangir for the rural management course and a B-school at Sambalpur but details are yet to be finalized.

If this happens this will be the first Xavier University in India.

Higher education moves by the Odisha state government outside of the Capital area during the last 5 years [work in progress]

To get a clear picture on higher education moves by the state government (during the last 5 years) outside of the capital area (Khurda, Cuttack and Puri districts) we try to list the moves. Many fully centrally funded institutes are mentioned as the state contributes by free land and in making the location decision. (Note that Odisha has 30 districts.)

What has been done so far (including under construction):

  1. Central University of Orissa, Dist – Koraput
  2. Upgradation of UCE Burla to VSSUT, Dist – Sambalpur
  3. Private University status to Centurion, Dist – Gajapati
  4. Government Engieering College, Bhawanipatna, Dist – Kalahandi
  5. College of Agriculture, Bhawanipatna, Dist – Kalahandi
  6. WODC funds and free land for Private Medical College, Jaring, near Bhawanipatna, Dist – Kalahandi  (significant part of the construction is complete)
  7. Pushed Vedanta to establish Vedanta Science College in Lanjigarh, Dist – Kalahandi
  8. Parla Maharaj Engineering College, Berhampur, Dist-Ganjam
  9. Special SUIIT institute as part of Sambalpur University, Dist – Sambalpur
  10. WODC funds for Hi-Tech Medical College, Rourkela, Dist – Sundergarh (under construction) 
  11. Indian Institute of Handloom Technology, Baragarh
  12. College of Horticulture, Chipilima, Dist – Sambalpur

The districts involved above and the number of items for them are: Baragarh (1), Gajapati (1), Ganjam (1), Kalahandi (4), Koraput (1), Sambalpur (3), Sundergarh (1). If one takes the funding amount as the criteria then Koraput comes at the top.

Some of the announcements that are most likely to happen in 1-3 years as reported in the news:

  1. Pushed MCL to agree to make a medical college in Talcher
  2. Pushed NTPC to agree to make a medical college (location not announced)
  3. Pushed NTPC to agree to make a Power Institute (location not announced)
  4. Announced that all three medical colleges (includes Berhampur, Sambalpur) will be autonomous starting with the one in Sambalpur.
  5. Announced that Khallikote College Berhampur will be made to a university
  6. Proposed that one of the 20 IIIT should be in Berhampur.
  7. Pushing to upgrade FCI Balangir to an Institute of Hotel Management
  8. Grants to XIMB to open a campus in Balangir
  9. Grants to XIMB to open a campus in Sambalpur
  10. Support for a CIPET campus in Balasore
  11. Upgradation of GM College, Sambalpur to a university (announed by Higher Education Minister)

The districts involved in the above two lists and their number of items are: Angul (1), Balasore (1), Balangir (2), Baragarh (1), Gajapati (1), Ganjam (4), Kalahandi (4), Koraput (1), Sambalpur (6), Sundergarh (1).

The districts that are left out are: Bhadrak, Bouda, Deogarh, Dhenkanal, Jagatsinghpur, Jajpur, Jharsuguda, Kandhamala, Kendrapada, Keonjhar, Malkangiri, Mayurbhanj, Nabarangpur, Nayagarh, Nuapada, Rayagada and Sonepur.

Besides the above there have been reports about government willing to give grants to several private medical colleges in various places and the WODC has tried (but failed) to entice (through grants and free land) a private party to establish a medical college in Balangir.

Also, I think the government will implement some of the recommendations made by the higher education task force.


Please suggest missing items in the comments section. Any capital-bashing comments will be deleted as the purpose of this post is to get a clear picture of what is happenning and not happening in the higher education side outside of the capital districts of Khurda, Cuttack and Puri.

Again, this list is to get a clear picture of what has happened in the non-capital area districts so that one can make an informed decision if the government is biased towards some non-capital districts over other non-capital districts. (There is no argument that the bulk of the moves have been made favoring the capital area. So no discussion on that.)

The above list should not be interpreted in isolation. For example, one should not conclude that Kalahandi got too much. It got several institutions because it started from very little and the education conscious people of Kalahandi have been rightly demanding for higher education institutions for a long time. But at the same token, arguing that Kalahandi has been neglected by this government with respect to higher education just goes against the facts above and I worry that the well-meaning people who are making such arguments may be harming their cause. I guess the argument comes from losing the central university to Koraput. But then every district other than Koraput (and the capital districts) can use that argument. [If there is interest I will explain more on my take on this in the comments section.]

As an analogy, in 2005 we could rightly argue that the central government neglected Odisha with respect to centrally funded higher education institutions. But if we now say that the UPA government  neglected Odisha with respect to centrally funded higher education institutions, we will be laughed at, and our efforts will have negative impact. So we plan to use finer arguments and location specific arguments to push for central institutions in Odisha for the 12th plan.

Kalahandi people wanting more institutions in Kalahandi should think of other ways to make their case and irritating the state government and its bureaucrats with arguments that go against the facts (see list above) may help some politicians but has a higher potential to harm Kalahandi’s case than help its case.

Prof. Bala Balachandran meets the Odisha CM regarding the proposed University of Corporate Excellence

Update: Following is an excerpt from a Business Standard article dated Dec 13 2010.

Bala V Balachandran, founder & dean of Great Lakes Institute of Management in Chennai, is in talks with Tata Foundation and Pirojsha Godrej Foundation to sell nearly 51 per cent stake in his institute.

“I have 90 per cent stake in my institute. I have decided to give the ownership to somebody who can give me some money to expand. I may offload as much as 51 per cent. The valuation of the institute would be around Rs 220 crore,” Balachandran told Business Standard on the sidelines of an event in Mumbai.

… Great Lakes also plans to open campuses in Gurgaon and Bhubaneswar. While it has bought some land in Gurgaon, the Orissa government has leased it 100 acres of land for 99 years.

The Gurgaon campus will require around 50 crore to set up and the Orissa campus would be set up at a cost of Rs 100 crore.

… Mr.Patnaik met Padmashree Prof. Balachandran , Professor of the Kellogg Institute of Management, USA here on 7 February.

After setting up the Indian School of Business, Hyderabad, along with some like-minded people, he started his Great Lakes Institute of Management, Chennai.

Now Prof. Balachandran has expressed his interest to set up UoCE near the Capital City.

… Hara Prasad Das, State President of the Infinity Education Foundation (IEF), Prasanta Kumar Mishra and Priyadarshi Mishra were present in the meeting.

IEF has given the proposal and has requested the Collector Khurda to provide land measuring an area of 88 acres for the university, which needs at least 100 acres.

Prof. Balachandran said that the UoCE would endeavour to create a well- rounded corporate manager, who will have solid foundation in basic disciplines such as Economics, Mathematics, Social Science and Business Communications.

The University will have School of Technology, School of Business, School of Law and School of Advanced Studies.

Chief Minister asked Mr.Mishra, Minister Higher Education to study the proposal and he promised to extend all out support for the same, said an official.

UoCE will have top collaborative universities including Carnegie Mellon University, MIT, IIT, Harvard Business School, Kellogg School of Management, Harvard Law School, Yale Law School and several others.

IEF has also planned for setting up of a Knowledge City to optimise high quality world class infrastructure and facilities for multiple universities located in a cluster within one campus.

They require 1000 acres of land for the purpose and investment will go up to Rs.10,000 crore, said Mr.Mishra, Minister Higher Education.

Some behind the scenes story and lesson: Dr. Prasanta Mishra mentioned above has played a significant role in partnering with Prof. Balachandran. Dr. Prasanta Mishra himself is one of the cofounders of KIIT and one of the founders of Temple City Institute of Technology and Engineering. The lesson for others, especially from other areas of Odisha who would like similar institutions/universities in their area, is to start with an institute near your preferred area, and use that experience to bring in well reputed and experienced people to your team and then make proposals to the Odisha government for bigger things. Alternatively one may invite reputed trusts with deep pockets to set up institutions/universities in one’s preferred area. If these reputed trusts with deep pockets go to Odisha government and say that they would like to open an institute in XYZ area, then, I am sure, the government would be happy to support them. Moreover, if the XYZ area lacks opportunities then the government may even chip in a few crores as they are doing with the proposed Xavier campus in Balangir and with various private medical college proposals in several backward districts and western Odisha districts.

The National Institute of Science Education and Research (NISER) has been setup at Bhubaneswar by the Department of Atomic Energy of the Government of India as a unique institution of its kind pursuing undergraduate and post-graduate education in science combined with frontline research. NISER is being setup in a sprawling 300 acre campus about 3 km from Khurda Road Railway Station on the outskirts of Bhubaneswar overlook- ing Barunei Hills. It will be a fully residential campus with modern living amenities including children’s school and health centre. Presently NISER is functioning from its own Academic Building of about 5000 m2 area within the Institute of Physics campus. It is expected to move to the main campus by the academic session of 2012-13.

NISER invites applications for the following positions in the School of Mathematical Sciences from extremely motivated Indian scientists with a high-profile research agenda and a flair for teaching especially at the under- graduate level.

POSITIONS 1. Assistant Professor

• Pay Band -3: Rs. 15,600 – 39,100    Grade Pay- Rs. 7,600/-    Initial Basic Pay: 29,500*/-

• NISER has provision for advance increments maximum up to 5 to the selected candidates depending upon their post doctoral experience and quality of publications. Accordingly, the above initial basic pay may increase.

• Educational Qualification & Experience: A Ph.D. degree in the relevant discipline from a reputed and recognized university or institute. Three years of postdoctoral experience or three years teaching/research experience after Ph.D. preferably abroad with high quality publication in high impact journals.

2. Reader F

• Pay Band 4: Rs. 37,400 – 67,000    Grade Pay: 8,700/-
Initial Basic Pay: 46,100

• Educational Qualification & Experience: A Ph.D. degree in the relevant discipline from a reputed University or Institute. At least 5 years of postdoctoral/teaching experience preferably abroad with high quality publication in high impact journals.

• OTHER BENEFITS:

– In addition to the basic salary, NISER faculty member are entitled to the allowances as admissible to Central Government Employees stationed at Bhubaneswar.

– The Performance Related Incentive Scheme (PRIS) of DAE is likely to be implemented in the NISER, under which, there is provision for monthly incentive of 20% of the basic pay.

– NISER Faculties are also be eligible for DAE’s update allowance, which is currently Rs. 10,000 to Rs.30,000 per year depending on the scale of pay.

– Provision of Relocation Grant:

a. The candidates who are in abroad and joining NISER from there only shall be paid relocation grant maximum up to Rs.90000/- subject to submission/ production of original receipts.

b. Candidates who are in Government service and joining NISER shall be paid Joining T. A. as per Government of India rule.

c. Candidates joining NISER neither from abroad nor from Government service shall also be considered for Relocation Grant on case to case basis subject to approval of Board of Governors, NISER.

– Reimbursement of telephone charges on monthly basis as per Institute rule.

– NISER is also providing financial support to the faculty members for attending National, International Conferences, Seminars, Workshops, etc. which is comparable to the best in the country.

– NISER has sufficient funds to provide seed money to the new faculty members to start their research programme. In addition the Department of Atomic Energy provides generous grants from its Prospective Research Fund to bright young scientists.

– The age of superannuation of faculty members of NISER is 65 years.

– NISER Faculty members are covered under New Pension Scheme as notified by the Government of India, Ministry of Finance.
