Recruitment of faculty and administrators of the new AIIMS like institutes is in full swing; The ones at Bhopal and Patna have their websites up and running.

Earlier in https://www.orissalinks.com/archives/7218 we wrote about the advertisement on admission to the new AIIMS like institutes in Bhubaneswar, Bhopal, Jodhpur, Patna, Raipur, and Rishikesh. The ad mentions that  the first batch of class in these institutes is tentatively supposed to start in Fall 2012. For the classes to start in Fall 2012 faculty and administrators need to be hired. There is indication that such hiring is in full swing. Following are some of those indicators.

2. The faculty job ad and links to the application form and FAQ is at http://aiimspatna.nic.in/. Note that faculty job ad lists 91 positions for each of the six AIIMS like institutions.
3. The initial deadline for the faculty job application is past. This economic times article mentions that 40 faculty have been hired for the AIIMS like institution in Bhopal. It is expected that similar number of faculty may have been hired for the other AIIMS like institutions.
4. AIIMS Bhopal and AIIMS Patna have their websites up and running. As of now, the AIIMS Patna website has very little information; but the AIIMS Bhopal website has a lot of information. Note that of the initial six directors that were selected only the ones for Bhopal and Patna accepted the job. (The other four did not and those positions had to be readvertised. Hopefully the directors of the other 4 institutions will be appointed soon.) Hence, they both have web pages.

Finally the CM asks for upgrading the 3 state medical colleges to AIIMS level under PMSSY; He should ask the Agriculture ministry for a Central Agricultural University

Following is an excerpt from  a report in Orissadiary.

Odisha Chief Minister, Naveen Patnaik today met the Union Minister for Health & Family Welfare, Ghulam Nabi Azad in New Delhi. Chief Minister informed the  Union Minister for Health & Family Welfare that the proposal to raise the number of seats for admission to MBBS Course from 150 to 250, would necessitate significant increase in the infrastructure of the Medical Colleges in the State.

He requested that the three Medical Colleges of the State may be approved for upgradation to AIIMS like Institutions under the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) along with sanction of Rs.432 crore for the purpose. He added that the State has identified an alternative site for establishment of a Regional Institute of Paramedical Sciences at Bhubaneswar for which Government of India may sanction the funds forming part of Central Share component.  

… Chief Minister urged upon the Union Minister to appreciate the just needs of the State for augmenting medical infrastructure and creating new specialized medical institutions. He requested the Union Minister to establish a National Cancer Institute at Bhubaneswar and a Regional Geriatric Centre at SCB Medical College, Cuttack. He further informed that State has already identified 20 acres of land for setting up of the Central Research Institute of Yoga and Naturopathy. Accordingly, Government of India may sanction the required funds to enable early establishment of the Institute along with 100 bedded Hospital, at the earliest.

… The Union Minister assured the Chief Minister that the issues raised by him will receive priority attention of the Ministry. He agreed to provide necessary funds for upgrading the infrastructure of the three Medical Colleges in the State.

… Union Minister promised to take urgent steps for establishing the Regional Institute of Para Medical Sciences at Bhubaneswar.

He assured that the Central Share for the Odisha State Treatment Fund shall be released very shortly and that additional funds will be provided for strengthening the Regional Cancer Centre at Cuttack. Further, the request of Odisha for a stand-alone Cancer Institute will be considered as and when adequate funds are available for the purpose in the Central Budget.
Union Minister agreed to establish a Regional Geriatric Centre at SCB Medical College, Cuttack and requested that Government of Odisha may handover the identified 20 acres of land for setting up of Central Research Institute of Yoga and Naturopathy.

6 New All India Institutes of Medical Sciences are being established similar to AIIMS, New Delhi. Government of India has decided that the Academic Session in six New AIIMS at Bhopal, Patna, Jodhpur, Rishikesh, Raipur and Bhubaneswar starts in August 2012. The proposal is for an intake of 50 students for each of the institutions. The Ministry after deliberation took the view that for the first academic session (2012-2013), selection for admission should be done through the same entrance examination through which candidates are selected for AIIMS New Delhi. The counselling and admission in Six New AIIMS will be done by the Ministry of Health & Family Welfare, Government of India. Any dispute in regard to counseling and admission to six new AIIMS will be dealt with by Ministry of Health and Family Welfare, Nirman Bhavan, New Delhi.

1:0 NUMBER OF SEATS & RESERVATION

AIIMS NEW DELHI

A. Each year 77 (seventy seven) seats are available for admission to the graduate medical course, leading to the award of the degree of M.B.B.S. by the All India Institute of Medical Sciences,Delhi. Out of these, 11 (eleven) seats are reserved for the Scheduled Castes, 5 (five) seats are reserved for the Scheduled Tribes, 19 (nineteen) seats are reserved for Other Backward Classes and 5 (five) seats are reserved for the Foreign Nationals nominated by the Government of India and 37 (thirty seven) seats for General Category. For Indian Nationals, 3% reservation for orthopaedic physically handicapped shall be provided on horizontal basis, in the seats available. If requisite number of suitable candidates are not available to fill the seats reserved for the Scheduled Castes, the same are filled out of the candidates belonging to the Scheduled Tribes and vice versa. In case suitable candidates are not available from the above two reserved categories, Orthopaedically handicapped and OBCs, the vacant seats will be filled by the candidates from the general category.

SIX AIIMS LIKE INSTITUTIONS

B. From August 2012, Six New AIIMS like Institutions (viz: Bhopal, Patna, Jodhpur, Rishikesh, Raipur and Bhubaneswar) will start with an intake of 50 students each. The reservation policy followed will be 7.5% ST, 15% SC and 27% OBC. For Indian Nationals, 3% reservation for Orthopaedic physically handicapped shall be provided on horizontal basis, in the seats available.

Four more new AIIMS-like institutes and 30 more upgrades proposed as part of the 12th plan; this will take the total number of AIIMS-like institutes to 12 and the total number of upgrades to 56

Following is from a report in Times of India.

The report of the steering committee on health for the 12th five year plan (incorporating reports of all working groups and deliberations in Committee meetings) has suggested opening of four new prototypes of premiere All India Institute of Medical Sciences ( AIIMS) in addition to the eight already approved.

… Union health ministry is in the process of constructing six AIIMS-like institutes in Patna, Raipur, Bhopal, Bhubaneswar, Jodhpur and Rishikesh at a cost of Rs 847 crore each, up from Rs 332 crore that was originally estimated. There are expected to be ready by July, 2012.

The Planning Commission has given approval to two more AIIMS-like institutes in Uttar Pradesh and West Bengal. …

With 26 medical institutions have been approved for upgrade, the panel has said an additional 30 medical colleges established at least 20 years ago be identified for support through Pradhan Mantri Swasthya Suraksha Yojna.

“Other medical colleges, in private or voluntary sector may also be considered for upgrade and strengthening for starting new postgraduate disciplines and increasing post-graduate seats,” the report says.

In Odisha, as per the timeline, SCB medical college in Cuttack was established in 1944, VSS in Burla was established in 1959 and MKCG in Berhampur was established in 1962. All three of them satisfy the above mentioned criteria of being established 20 years ago. Considering that none of the 26 approved upgrades are from Odisha, and 4 states currently are approved for both new AIIMS-like institutes as well as upgrades (WB,Bihar, MP, UP) the Odisha government should push for all three of its existing government medical colleges to be upgraded during the 12th plan.

Construction time-table for the NISER, IIT and AIIMS-like institutes in Bhubaneswar

Update: As per this news report the 6 new AIIMS-like institutes are scheduled to start the medical colleges  from academic year 2012-13 and hospitals in the year 2013-14.

Following is from a report in Times of India.

With the beginning of construction work of IIT Bhubaneswar (IITBBS) campus on Sunday, work for permanent infrastructure of all three premier central institutes in city fell on track. While work for the campus of National Institute of Science Education and Research (NISER) here started on July 21, infrastructure for AIIMS is at an advanced stage of completion. All three institutes hope their permanent campuses to be functional by 2013.

Chief minister Naveen Patnaik inaugurated the IIT campus construction at Aragul village near Jatni on a 950 acre plot of land. IITBBS director, professor M Chakraborty, said the master plan of the campus has been designed to accommodate 10,000 students, 1,000 faculty members and 1,100 non-teaching employees, besides 1,000 out-sourced support staff. The institute also has plans to construct a research park, he said.

The first phase of work, undertaken by CPWD at an estimated Rs 800 crore, would be limited to hosting a capacity of 2,500 students, 250 faculty members and 300 other employees. Chakraborty hopes the institute will shift to its permanent campus by 2013 end or beginning of 2014.

At the already provided budget of Rs 388 crore, IITBBS would construct a main administrative building, lecture hall and classrooms, a laboratory complex, four academic schools (basic science, electrical, infrastructure and mechanical engineering), central workshop and students’ activity centre. The main building is slated to be a six-storey structure and the other schools of four storey each. The hostels as well as the residential quarters are to be seven-storey buildings, Chakraborty said.

Apart from its city campus, the IIT would also set up an innovation centre for climate change on the Puri-Konark coastline, under the School of Earth Ocean and Climate Sciences, the director said.

Construction of the permanent campus of NISER started on a 300-acre site about a month ago, also near Jatni, on July 21. The Rs 457 crore project would include a prayer hall on the hill top, five schools of different specialties, 11 hostels of 200 capacity each, healthcare centre and guest house, said NISER registrar Abhay Naik.

Work for the AIIMS, which started on 100 acres land at Sijua village in May 2010, is at a stage of about 80% completion, sources said. The proposed 978-bed hospital, under the Pradhan Mantri Swasthya Suraksha Yojana, is supposed to have 15 super speciality and 18 speciality wards.

Classes scheduled to start in AIIMS-like institutes from 2012; 250 nursing schools will also be started

Update: As per a report in Business Standard:

"the construction work for the hospital has been awarded to L&T, the medical college construction work is being done by Chennai-based Consolidated Construction Consortium Ltd."

Following is from a report in Times of India.

… In total, each AIIMS-like institution has been built at nearly Rs 847 crore, up from Rs 332 crore that was originally estimated.

… He added: "More than $2.5 billion will be spent in the next 2-3 years to establish six state-of-art tertiary care institutions modelled on the lines of our premier institute All India Institute of Medical Sciences in the under-developed and under-served regions of the country."

Around 94 eminent scientists, doctors and academicians have applied for the posts of directors in these six institutes. A health ministry’s search-and-selection panel is finalizing the names of six directors from these aspirants’ list. The colleges are located at Patna, Raipur, Bhopal, Bhubaneswar, Jodhpur and Rishikesh under the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY).

"Constructing the medical colleges took 15-18 months. Civil work will end by August-September. There will be 600 additional MBBS seats. The hospitals will be ready next year. Each will have 960 beds, including 500 beds for the medical college hospital, 300 beds for speciality/super speciality and 100 beds for ICU/accident trauma,"an official said.

In the second phase of PMSSY, the government has also approved setting up of two more such institutions. Union health secretary K Chandramouli told TOI that "the present schedule is to admit MBBS students from 2012. The hospital will be ready a year later."

The Minister also informed that nearly Rs 10,000 crores will be spent in the next 2-3 years to establish six state-of- art tertiary care institutions modelled on the lines of All India Institute of Medical Sciences in the under-developed and under-served regions of the country. Likewise, over 300 million US dollars are being invested in Government medical colleges for expanding medical seats and 250 million US dollars on establishing 250 nursing schools in the country in the same underserved areas so as to increase the overall availability of health personnel in these states. There is an urgent need for drawing up short term and long term plans to meet unmet requirement of health manpower at the grassroots level, he emphasized. It is for this reason that the Ministry of Health & Family Welfare has taken several path-breaking initiatives not only towards augmenting the requirements of rural health manpower, but also towards ‘capacity building’ for health professionals in the country. As a consequence of these measures, “I expect that within a short span of time an additional 10000 seats in post graduate medical courses will be created in just three years time – something that has not happened since independence”, he said. The challenge however is now to ensure that the desired quality of teaching and training is not compromised with in any manner, he cautioned. …

Construction status of AIIMS-like institute in Bhubaneswar

Following is from a report in TOI.

A barren stretch of land interspersed with a few rickety structures, construction equipment and promontories of red earth are all that greets a visitor at the proposed site for AIIMS here. While in Bhopal, Patna, Rishikesh and Jodhpur, the construction work of the hospital is nearing completion, Bhubaneswar is still struggling with bricks and mortar, making its ability to meet the construction deadline of mid-2012 an unattainable target.

At Sijua village on the outskirts of the city, where the speciality health centre is coming up, only foundation work was visible. The residential buildings are only 30 per cent complete. Even engineers felt the deadline for the 978-bed hospital, under the Pradhan Mantri Swasthya Suraksha Yojana, with 15 super speciality and 18 speciality wards, would be difficult to meet.

The civil work for the residential buildings, including type-2, type-3 quarters and bungalows for the AIIMS director, which started in the last week of May 2010, is supposed to be completed by August 2011 (in 15 months).

Similarly, work for the medical college and hospital buildings, which started in the middle of September 2010, is supposed to be completed by September 2012 (24 months from the commencement of work). "The deadline will be hard to meet," said an engineer. …

But deputy secretary, Union ministry of health, Sube Singh, is confident the project will be commissioned in time in the second half of 2012. "The initial hurdles have been removed. The work is going on at a good pace," he said.

A fortnightly progress review of the Rs 820.49-crore project is being done by the health ministry.

The progress in the past two months has been satisfactory, another senior health department official said. Procurement of medical equipment and allied work are being undertaken simultaneously to avoid delay in commissioning of the hospital, he said.

I went to construction site. Indeed there has not been a whole lot of progress. But I could see construction going on in a break-neck speed. The person in charge seemed very hard working and it seemed like things were under control. My impression was that they could do enough construction to start classes in 2012.

Cabinet approves formation of societies for AIIMS-like institutions

The Union Cabinet today approved the proposal for formation of societies for each of the six AIIMS-like institutions being set up under the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY). These societies will be functional till the AIIMS-like institutions are brought under an Act of Parliament.

Creating legal entities in the form of a society for these institutions will facilitate greater autonomy and faster execution of the projects and will expedite release of funds from the Government. Each of these institutions will be registered as a society under the Societies Registration Act, 1860. 

Each society will have a two-tier Organization and Management structure. The Governing Council under the chairmanship of the Union Minister of Health & Family Welfare would have appropriate representation from concerned Ministries/Departments of the Government of India and other related organizations. This will be the apex body deciding all policy matters. 

There will also be a Board of Governors with Secretary (Health & Family Welfare) as chairperson with appropriate representation of State Governments. Persons with special knowledge in the field of science and medicine will be nominated by the Governing Council. 

Background: 

The Union Cabinet approved the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) in March, 2006 with the objective of correcting regional imbalances in the availability of affordable/reliable tertiary healthcare services and also to augment facilities for quality medical education in the country. Under Phase-I of PMSSY, six AIIMS-like institutions are being set up, one each in the States of Bihar (Patna), Chattisgarh (Raipur), Madhya Pradesh (Bhopal), Orissa (Bhubaneshwar), Rajasthan (Jodhpur) and Uttarakhand (Rishikesh) at an estimated cost of Rs. 840 crore per institution including nursing colleges. The formation of societies will give these institutions a governance structure, which is not there at present.

Status of AIIMS-like institutes; likely to be functional by December 2012

The Government is setting up six AIIMS-like institutions in the States of Bihar (Patna), Chhattisgarh (Raipur), Madhya Pradesh (Bhopal), Orissa (Bhubaneswar), Rajasthan (Jodhpur) and Uttarakhand (Rishikesh) under the first phase of Pradhan Mantri Swasthya Suraksha Yojana (PMSSY). Construction of residential complexes for the six AIIMS-like institutions in the first phase of PMSSY has been taken up separately and is at various stages of completion. The work for Package I, i.e. Construction of Medical College/Hostel complex has started in the last week of May, 2010. Letter of Intents for Package-II, i.e. construction of Hospital Complex were issued to the selected contractors. These institutions are likely to become functional by December, 2012.

The Government has also approved setting up of two more AIIMS-like institutions, one each in the State of Uttar Pradesh and West Bengal in the second phase of PMSSY. Location of the institutions will be finalized in consultation with the respective State Governments.

The Government has approved setting up of six AIIMS-like institutions in the States of Bihar (Patna), Chhattisgarh (Raipur), Madhya Pradesh (Bhopal), Orissa (Bhubaneswar), Rajasthan (Jodhpur) and Uttarakhand (Rishikesh) under the first phase of Pradhan Mantri Swasthya Suraksha Yojana (PMSSY). It is also proposed to set up two more institutions, one each in the State of Uttar Pradesh and West Bengal in the second phase of PMSSY.

Each institution will have a 960 bedded hospital (500 beds for the medial college hospital; 300 beds for Specialty/Super Specialty; 100 beds for ICU/Accident trauma; 30 beds for Physical Medicine & Rehabilitation and 30 beds for Ayush ) intended to provide healthcare facilities in 42 specialty/super-specialty disciplines.

Bids for construction of hospital and medical college complex for the six AIIMS-like institutions in the first phase are under process. The timeline for completion of these works is the second half of 2012.

This information was given by Minister for Health & Family Welfare, Shri Ghulam Nabi Azad in written reply to a question raised in Lok Sabha today.

Following are excerpts from a report in Indian Express.

… The AIIMS at Bhopal is likely to cost Rs 849.46 crore, Bhubaneswar Rs 820.49 crore, Jodhpur Rs 777.64 crore, Patna Rs 858.43 crore, Raipur Rs 803.84 crore and Rishikesh Rs 820.15 crore.

… the officials suggested that certain operations of these new institutes should be outsourced through Public Private Partnership (PPP). Such operations include outsourcing routine/housekeeping services, hospital information system to a professionally managed agency and outsourcing of nursing orderlies and ward boys and other staff. “This strategy the health ministry officials argued would ensure minimal Group C & D employees,” a Plan panel source said. Nearly 95 per cent of the construction work for residential complexes for Jodhpur and Raipur Institutes has been completed, 45 per cent work has been completed for Patna and Rishikesh, while the construction for Bhopal and Bhubaneswar is gradually picking up,” he said. So far about 152 bids have been received including 57 for hospitals and 95 for medical colleges and hostels. “The technical and financial evaluation would be completed by March 30 and work is likely to commence by June 10,” the source said, quoting health ministry officials.

Latest status of the AIIMS-like institutions

Government of India has launched the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) with the objective of correcting regional imbalances in the availability of affordable/reliable tertiary healthcare services and also to augment facilities for quality medical education and research in the country. Under the Ist phase of this scheme, six new AIIMS-like institutions are being set up, one each in the States of Bihar (Patna), Chattisgarh (Raipur), Madhya Pradesh (Bhopal), Orissa (Bhubaneshwar), Rajasthan (Jodhpur) and Uttarakhand (Rishikesh) at an estimated cost of approximately Rs 820 Crores per institution. Each of these institution will have a 960 bedded hospital (500 beds for the medical college hospital; 300 beds for Specialty/Super Speciality departments; 100 beds for ICU/Accident and trauma. In addition 30 beds for Physical Medicine & Rehabilitation (PMR) and 30 beds for Ayush have been kept. This would be full fledged multi-disiciplinary healthcare institution offering facilities in 42 speciality/super-speciality disciplines. Medical College will have an annual intake of 100 UG intake besides imparting PG/doctoral courses in various disciplines. Nursing College will also have 100 UG intake and 25 PG intake annually.

The respective State Governments have provided 100 acre land free of cost. The Ministry of Health and Family Welfare, Govt. of India engaged eminent architectural firms to prepare the designs and drawings. The architectural/DPR Consultants were selected on global competitive basis. The Project Consultants have also been selected for each site on the basis of open competitive bids. Project Cell at the sites comprising engineering, finance and administrative set up has been constituted and posts are being filled up on deputation basis from other Central Govt./State Govt. organizations.

The construction work has been split into 7 different packages, depending on the functional /sequential requirement and core specialization needs. Tenders/NITs for the main civil packages viz. (i) Civil works for Medical College, Nursing College, AYUSH and Hostels, (Patna, Raipur, Bhopal); and (ii) Civil works for Hospitals – OPD Complex including all internal services and specialized works are being invited. The total cost of these two packages is between Rs.250 – 300 Crore for each site, totaling Rs. 1908 Cr. for all six sites.

The salient features of the tenders /NITs issued on 2nd Nov. are as follows:-

(i) All detailed engineering drawings have been prepared.

(ii) Environmental clearance has been obtained for 5 out of 6 sites and is being obtained for the remaining site (Bhopal).

(iii) Medical College Complex will be built in 15 months time.

(iv) The Hospital – OPD complex is to be built in 24 months.

(iv) Apart from ensuring timely payment, there are very strong incentive clause for early completion with a bonus of 1% of the tendered value per month computed on per day basis, subject to maximum of 5%.

(v) Like-wise there is a strong disincentive clause/penalty if the project is delayed.

Pre-bid Conference is scheduled for 16th November, 2009. Last date of receipt of bids would be 3 Dec 2009

Status of AIIMS-like institutions

Rajya Sabha 

The Government approved the proposal in 2006 for setting up of six AIIMS-like institutions in the first phase of Pradhan Mantri Swasthya Suraksha Yojana (PMSSY). 

The Design-DPR Consultants selected for preparation of designs and the Detailed Project Reports (DPRs) have submitted the DPRs for medical college and hospital complex. Project Consultants have also been appointed at all sites and work is expected to start in September, 2009 and get completed by the end of 2011. 

The availability of faculty/medical staff is key to efficient running of these institutions. The work of construction of residential complexes has, therefore, been taken up on priority work has started at all 6 Sites and will be completed at all sites by the end of 2010. 

In addition, it has also been decided to set up two more new AIIMS-like institutions, one each in West Bengal and Uttar Pradesh in the second phase of PMSSY. 

This information was given by Shri Ghulam Nabi Azad, Union Minister for Health & Family Welfare in a written reply to a question in the Rajya Sabha today.

Two more AIIMS like institutes and 5 more upgradations proposed

The Union Cabinet on Thursday approved two more AIIMS-like medical institutions, one in West Bengal and the other in Uttar Pradesh, at a cost of Rs.823 crore each. The Cabinet also decided to upgrade five government medical colleges in five States to the level of the All-India Institute of Medical Sciences in New Delhi.

Announcing this, Union Home Minister P. Chidambaram said: “The proposed institution in West Bengal will come up at Raiganj in North Dinajpur district. The site for the AIIMS-like college and hospital in UP has not yet been identified.”

Raiganj is represented in the Lok Sabha by the ailing Union Minister Priyaranjan Dasmunsi.

Each institution, to be set up under the second phase of the Pradhan Mantri Swasthya Suraksha Yojna (PMSSY), will have a 960-bed hospital and will provide health care facilities in 39 speciality or super-speciality disciplines.

There will be 500 beds for the medical college hospital, 300 for speciality or super-speciality, 100 for ICU or accident trauma, 30 for physical medicine and rehabilitation and 30 beds dedicated to Ayush (Ayurvedic, Unani, Siddha, Homoeopathy).

The medical college will have a hundred under-graduate intake, besides facilities for imparting post-graduate or doctoral courses and a nursing college.

The Cabinet also approved upgrading of the government medical colleges in Amritsar (Punjab), Tanda (Himachal Pradesh), Madurai (Tamil Nadu), Nagpur (Maharashtra) and Jawaharlal Nehru Medical College of Aligarh Muslim University.

The upgrading of each of these medical colleges will be done at an estimated cost of Rs.150 crore. Of this, the Centre will contribute Rs.125 crore and a minimum of Rs.25 crore will be borne by the respective State governments.

In respect of Aligarh Muslim University, Rs.25 crore will be provided by the Union Ministry of Human Resource Development.

Health Minister’s status report in the Lok Sabha on the AIIMS-like institutes

श्री राम कृपाल यादव (पटना)  :  उपाध्यक्ष महोदय, मैं आपके माध्यम से माननीय स्वास्थ्य मंत्री जी का ध्यान आकर्षित करना चाहता हूं। पूरे देश में छह अखिल भारतीय अनुसंधान संस्थान (एम्स) खोलने की बात हुई थी। मेरे संसदीय क्षेत्र पटना में भी एम्स खोलने की बात कही गई थी। दुर्भाग्यपूर्ण स्थिति है कि लगभग पांच साल पहले इसका काम शुरू हुआ था, लेकिन आज तक केवल चाहरदीवारी का ही निर्माण हुआ है। शिलान्यास के समय एम्स को कार्यरूप में शुरू करने के लिए वर्ष 2009 तक का समय रखा गया था। बिहार में कोई भी उत्कृष्ठ अस्पताल नहीं है। इस कारण दिल्ली के एम्स अस्पताल में 60 परसेंट बिहार के लोग अपना इलाज करवाने आते हैं। बिहार में गरीबी है, फटेहाली है इस कारण कई लोग इलाज कराने के लिए दिल्ली आ भी नहीं पाते हैं। बिहार के लोगों को स्वास्थ्य लाभ लेने के लिए बहुत दिक्कतों का सामना करना पड़ता है। अगर बिहार में एम्स अस्पताल खुल जाएगा, तो न सिर्फ बिहार के लोगों को, बल्कि बिहार से सटे नेपाल, असम तथा आसपास के इलाकों के लोग भी लाभांवित हो सकेंगे। कई बार हमने सदन के माध्यम से माननीय मंत्री जी का ध्यान आकर्षित कराया है। आश्वासन मिलने के बावजूद भी आज तक इस बारे में तेज रफ्तार से काम नहीं हो रहा है। पता नहीं यह काम कितने वर्षों में पूरा होगा।

उपाध्यक्ष महोदय : आपने अपनी बात कह दी है। अब आप समाप्त कीजिए।  You are now repeating the same thing.

श्री राम कृपाल यादव (पटना)  : कई लोगों के पास दिल्ली इलाज के लिए आने के लिए भाड़े के पैसे नहीं होते हैं। मंत्री जी यहां बैठे हैं, मैं आपके माध्यम से माननीय मंत्री जी से कहना चाहता हूं कि वे इस बारे में उत्तर दें कि कब से काम शुरू होगा और कब काम खत्म होगा। बिहार जैसे गरीब देश में लोगों को इलाज कराने में बहुत परेशानी होती है।

THE MINISTER OF HEALTH AND FAMILY WELFARE (DR. ANBUMANI RAMADOSS): Sir, under the Pradhan Mantri Swasthya Suraksha Yojana the Government of India intends to start six new AIIMS like institutions in States like  Bihar, Madhya Pradesh, Orissa, Rajasthan, Uttarakhand and Chhattisgarh.  The CCA had given approval only in 2006.  Since then we have been going through a lot of process.  One tender was un-responsive.  Another tender was a single bidder.  We had to go through the project management consultants.  In all we have to go through a lot of process and there was a delay.  I accept the responsibility for delay on part of my Ministry.  Nevertheless, I had again asked them to quicken the process.  Finally, I could say that the construction work has started in five out of six AIIMS like institutions, including Bihar, Orissa and Rajasthan.  Except Bhopal, work at other five sites has already begun and at Bhopal the work will start in the beginning of November.

          I categorically assure that the work has started and the entire construction work will be over in another two-and-a-half to three years and it will be fully functional.  Not only that, we also want to upgrade some more institutions in Northern part of the country.  We have added some more institutions, which again after getting the approval we will inform the hon. House.

SHRI J.M. AARON RASHID (PERIYAKULAM): Sir, since the hon. Minister belongs to Tamil Nadu, he should see to it that Tamil Nadu also has such an institution.
