Following is from a report in Pioneer.
The State Government has decided to set up a technical university in Sambalpur. This university would be christened as Sambalpur University Institute of Information Technology. The State Government has provided Rs 10 crore for this institute.
The Pioneer news above is a bit inaccurate. As far as I know it will be a part of Sambalpur University. The idea was mooted by Sambalpur University VC (who was earlier a Computer Science professor at University of Hyderabad) Prof. Arun Pujari. I have seen part of the proposal. Prof. Pujari had a very good proposal. His proposal and persistent efforts to get it approved finally got enthusiastic support from the IT Secretary Mr. Pradipta Mahaptra, the RDC and the Additional Chief Secretary Mr. S. P. Nanda and higher education officials (HE Secretary Mr. M. Padhi and others) and ministry. Kudos to all of them.
With the establishment of this Odisha will soon have three IIIT type institutes in Bhubaneswar, Berhampur and Sambalpur.
Special thanks to Prof. Arun Pujari. He has several other innovative plans for Sambalpur University. He has also made some very good hires in the Science disciplines at Sambalpur University. If he continues at the current rate he will be remembered as one of the best VCs of Sambalpur University. Lets support his innovative initiatives with all our heart.

The Technology Information, Forecasting and Assessment Council (TIFAC) of the Department of Science and Technology (DST) has announced establishment of a new TIFAC- CORE in National Institute of Science and Technology here.The TIFAC CORE is exclusively devoted to research, consultancy and industrial collaboration in the area of 3G and 4G communications technologies.This is the first such facility in Orissa and the only one dedicated to 3G/4G communications technologies in the country.This CORE, located at NIST, will be hosting the state-of-the-art world class equipment and manpower to propel Indian companies in innovating new products and services in communication technologies.The total funding of Rs 9.15 crore will be met in equal proportion by TIFAC (DST) and the participating industries.The most notable participating industries are National Instruments, ARM, free-scale semiconductors, Atera (all Bangalore based).

Update: The following was written before I saw this article in Pioneer.
Tathya.in has a report on Dr. Digamabara Patra’s request for a national or central university in Bhawanipatna, Kalahandi. A lot of the arguments made there make sense. Many of the recent central universities have been established in rural and semi-urban areas and indeed there is no reason why one should not be established in Bhawanipatna; especially since its citizens have been asking for one for more than 2 decades.
However, as mentioned in the article http://www.orissalinks.com/archives/3229 adequate infrastructure seems to have been an important factor in determining the locations of the new IITs, IIMs and National universities.
For Orissa to have them in locations ouside of Bhubaneswar, there are two ways to go about it.
- Argue that adequate infrastructure should not be a requirement or they will automatically come once the institutions are established.
- Develop areas outside Bhubaneswar to have adequate infrastructure.
To me pursuing (2) has a higher chance of success than pursuing (1) and even if (1) is successful the institutes/universities in locations without appropriate infrastructure will struggle until the infrastructure eventually catches up which may take a long time if just left to fate. (Such a struggle may result in Orissa not being given in appropriate numbers additional central/national institutes.)
[In India people sometime point out that IIT Kharagpur was established in a rural location. First, Kharagpur is only 116 kms from Howrah. Second it has been a major railway junction for a long time. Third it was the first IIT and for a long time only one of 5 IITs. Similarly Roorkee was the oldest engineering college and is close to Haridwar and Dehradun. There are a few top universities and institutions in the US that are in rural areas, but these are exceptions, and the infrastructure in rural areas of US are quite good compared to rural areas of India. For example, Univ of Illinois at Urbana Champaign and Penn State University in State College, PA are often mentioned in that context. But both do have small airports with commercial flights.]
Before we suggest what needs to be done regarding developing areas outside Bhubaneswar to have adequate infrastructure, let us address what may be coming in the future and why Orissa needs to do this urgently so as to not risk missing future allocations of national institutions.
The National Knowledge Commission (NKC) in its December 2006 note on higher education has explicitly suggested 50 national universities in India. It says:
We recommend the creation of up to 50 National Universities that can provide education of the highest standard. As exemplars for the rest of the nation, these universities shall train students in a variety of disciplines, including humanities, social sciences, basic sciences, commerce and professional subjects, at both the undergraduate and post-graduate levels. The number 50 is a long term objective. In the short run, it is important to begin with at least 10 such universities in the next 3 years. It is worth noting that the National Universities need not all be new universities. Some of the existing universities could also be converted into National Universities, on the basis of rigorous selection criteria, to act as exemplars. We recognise that there could be a human resource constraint if faculty members are not available in adequate numbers to establish these universities.
The current government has implemented most of the recommendations of the NKC and exceeded some of them. For example, instead of the recommendation of 10 national universities in the three years following the report (2007-2010), establishment of 14 have been announced. Moreover, the higher education budget has been increasing drastically from one five year plan to the next. The 12th five year plan starts in 2012 and it is expected that it will take up on the long range objectives of the knowledge commission. In other words there could and should be more central and national universities in the 12th plan.
[My impression is that how soon additional national universities are established will depend on the success of the first 14. It seems to me that the locations of the first 14 have been greatly influenced by the consideration of, where in each of the states selecetd, does it have the best chance to succeed.]
Unless Orissa is prepared for it, Orissa may lose out pieces of those plans on lack of infrastructure grounds. Other states with multiple locations with adequate infrastructure will get preference and Orissa may lose out.
However, 2012 is still 3 years away and if adequate steps are taken very soon, Orissa should be able to get its fair share.
The pity is there are areas in Orissa which are on the verge of having the necessary infrastructure, mostly through private investment, but because of non-constructive opposition, blind suspicion towards industrialization and the relcucatnce of many to speak out in favour of development and industrialization, the development and associated infrastructure building has been greatly hampered. The governments (state and center) are also at fault for their sluggishness on some aspects.
Following are some suggestions:
- The state government should push for the completion of the airport in Jharsuguda within a year.
- It should make an all-out effort to have commercial flights operating out of the existing airport in Rourkela. In general, the people of the area need to recognize the existing infrastructure and potential of Rourkela and take advantage of it. Currently, as a friend of mine would say, Rourkela is an orphan. This is a pity. It is a big asset to Orissa, especially to the western parts of Orissa; but is severely underutilized and undermined.
- Coming back to Jharsuguda, the people there should follow a smarter approach in not opposing and rather facilitating industries coming up there, and at the same time being vigilant about environmental and land acquisition related R & R issues. If these industries and investment are allowed to materialize there soon, then Sambalpur-Jharsuguda area would become a large metro with adequate infrastructure to have and support any and all kinds of institutes and universities. But will the people do that? Or will they continue to be controlled by or scared of the anti-industry activists.
- Similarly, both Bhawanipatna (Lanjigarh to be precise) and Rayagada areas have industrial investors who have been senselessly opposed. If the people would take a smarter approach that mixes development with being vigilant about environmental and land acquisition related R & R then both these areas would be able to get infrastructure where a central university (and possibly more) would flourish. But will the people do that? Or will they continue to be controlled by or scared of anti-industry activists. In Lanjigarh, Kalahandi, the local MP has recently taken a more sensible approach. I hope there is a quick resolution as this area desperately needs development and the resulting infrastructure.
- The state government should push for the rail infrastructure, particularly, the Khurda-Balangir line, the Talcher-Bimlagarh line and connectivity to Kalahandi, to be completed at the earliest.
The above is extremely important for the development of the western parts of Orissa where there is often a feeling of neglect. If the people there do not follow a smarter approach and only follow the strange approach that many (not all) seem to be following (such as opposing industrialization and thus infrastructure building but wanting things that need infrastructure) the places that follow a smarter approach (inside and outside Orissa) would be gainers. The same is happening in some other places in Orissa too – Paradeep and Kalinganagar come to mind, but these places are in closer proximity to Bhubaneswar and because of that they may be less harmed.

The Planning Commission approved "in principle" plans of the Union ministry of human resources development to establish 20 new Indian Institutes of Information Technology (IIITs) under the 11th Five Year Plan across various locations in India.
The National Association of Software and Services Companies (NASSCOM), the trade body of the IT and BPO sector, was entrusted with the task of preparing a detailed project report (DPR) which would incorporate a model of private-public partnership in the setting up of these new institutes.
This plan, prepared by NASSCOM, was submitted in May 2008, and has now been granted the Planning Commission’s go-ahead.
However, it is still awaiting the green signal from the finance committee of the Union government and the central cabinet.

If and when IIT Bhubaneswar wants, it can have its own programs in Design. One of the best design programs in India is at the IIT Bombay Industrial Design Center. IIT Guwahati’s Department of Design also has a good program in design. So there is no need for Bhubaneswar to have an NID.
However, my guess is that there is a tough debate going on in the central government about the NID location in the east. So far among the new 4 NIDs only one location is announced. That is Bhopal. My guess is that among the other three, one will be in the southern states, one in the northern states and one in the eastern states.
I think for Orissa to get an NID it will help if a proper plan in terms of what the focus of this NID will be and why it is appropriate to be in Orissa is presented. People campaigning for an NID in their area of Orissa should prepare a document to that effect. Such a document will help the Orissa CM to make the case better.
Mostly I have seen campaigns for the NID to be in Berhampur. Some people have quipped, why not Sambalpur. I think both groups should focus on making the case in terms of what the focus of an NID in that area should be and tie it in to some special attributes of that area.
Note that a big part of the history behind getting NID to Orissa can be found through this site. The earliest articles that I could locate were about June 25, 2007. There were two conflicting reports on that day.
So in my opinion, the proper argument for having NID at some place other than Bhubaneswar is to focus on why that place is appropriate for an NID and then point out that good design programs can be at IIT Bhubaneswar and thus NID need not be at Bhubaneswar.

Regular JEE counseling started yesterday with Women’s categories. In addition to the colleges that were listed for the AIEEE round of Orissa JEE counseling, the list of colleges also includes IIIT, Silicon Sambalpur, Parala Maharaj and Govt. College Bhawanipatna. This does not yet appear in the Orissa JEE web site, but I was told by a friend that this is the case. So the complete list of new colleges is:

Among the above Silicon Sambalpur, IIIT, and Bhubaneswar Institute of Technology (BIT) are colleges which I would recommend the most. As I wrote earlier, I would even say that students with good enough ranks to get CET or UCE may also consider BIT and IIIT seriously. (Disclaimer: As far as I can recall, I am in the advisory board of BIT, Centurion, JITM and was in the advisory board of Silicon some years back.)

Update2: The possible reason that IIIT, Silicon etc. are not in the BPUT published list despite having received AICTE approval is that BPUT has not completed their inspection of these institutions. It is expected that the inspection will be completed in the next couple of days in time for regular JEE counseling.
Update: The list in BPUT’s web site http://www.jeeorissa.com/newsfiles/news_16.htm is slightly different. The main differences are that it does not have IIIT, Silicon and Xavier and has the following college.

It is not clear how many of the above have received AICTE approval so far.
In addition the Orissa government had announced two new government engineering colleges in Berhampur and Bhawanipatna. It is not known if they will be starting this year and take students this year. My guess is probably not. But I could be wrong.

Following is an excerpt from a report in Expressbuzz.com.
The International Institute of Information Technology (IIIT), Bhubaneswar, is all set to launch B Tech courses in several disciplines from the ensuing academic session.
The All India Council for Technical Education (AICTE) has granted its approval to the premier institute for intake of 240 students in the disciplines of Electronics and Communication Engineering, Electrical and Electronics Engineering, Computer Science Engineering and IT. Each discipline would have a seat strength of 60.
The students for the B Tech programme would be taken from the State JEE this year. Plans are to restrict intake from State JEE to between 50 and 60 percent and the rest from AIEE and IIT JEE in the subsequent years. Along with the B Tech courses, the institute will also include Ph.D programmes in its curriculum from this year.
… A proposal would be put up with the UGC for accordance of University status to it once it gets going in full strength. The institute, which is presently conducting M Tech courses in Computer Science and IT with 25 students each from the OCAC building, is expected to shift to its own campus at Gothapatna on the outskirts of the Capital in August this year. The campus would come up as a state-of-the-art facility to provide top standard atmosphere and education to the students. Spanning over 23 acres, the IIIT would then have around 2000 students, Prof Nayak said.
… work has started on establishing a second IIIT at Berhampur. The Government has allotted 100 acres for the proposed institute at Rangeilunda.

Following is an excerpt from a report in Business Standard.
Last year all the 121 students who passed out from the centre were absorbed in different companies. The students of the centre’s first batch had received offers from various national and international companies such as Siemens, L&T, Robert Bosch, Maruti Suzuki, Punj Lyod, AMW, Soma Enterprise, OCL, JSW, US-based Transocean Infrastructure and the Dubai-based Al-Shirwai Group.
Out of the total strength of 121 students, 66 belonged to the families affected by Tata Steel’s Gopalpur project. Tata Steel is imparting bridge course training to the members of the affected families to enable them to get admission to the JN Tata Technical Education Centre.
J N Tata Technical Education Center, run by the Bangalore-based Nettur Technical Training Foundation (NTTF), provides a three-year diploma course in Electronics, Mechatronics (mechanical and electronics engineering) and Manufacturing Technology.
The centre was set up by Tata Steel at Gopalpur in 2005 to promote quality technical education in Orissa for improving employability of the youth of the state.
Tata Steel has invested more than Rs 28 crore for setting up the infrastructure of the institute.
The institute is spread over an area of 20 acres with a built space of more than 50,000 sq ft. Tata Steel is now building a hostel for the students at an investment of about Rs 7 crore.

There is some progress in the IIIT front. Below is an excerpt from a Business Standard report. (In this regard, Orissa must insist that a new PPP based IIIT be established in Berhampur.)
… Nasscom has proposed that the IIITs be set up with an initial investment of Rs 30 crore, of which the government’s share should not exceed Rs 14.9 crore while the share of partnering companies should not be less than Rs 15.1 crore.
“A series of meetings have been held on the issue of finalising the PPP model for the IIITs. The final decision will be taken within a month’s time after which the institutes will be set up,” a senior HRD ministry official said.
Nasscom has also proposed that salary of faculty be linked to their output and the institutions have provisions of differential salary package.
As per the proposal, the IIITs will be autonomous degree awarding institutions. Each institute will have its own Board of Governors comprising 13 members, including one representative from the government.
The government will give a loan of Rs 100 crore to each institute with five years moratorium period and repayable within ten years time, Nasscom Vice-President Rajdeep Sehrawat said.
… As per the government’s plans, 20 new IIITs will be set up across the country in the Eleventh Plan period. Currently, there are four IIITs in the country. In north-eastern states and Jammu and Kashmir, where there are not enough industries, the government will bear the full establishment cost.
The IIIT, for which land will be provided by the states, will spread over 50 acres of area and have completely integrated campus with science and technology parks, he said.
Each institute will specialise on specific area of Information Technology. Each IIIT will be a centre of excellence in that domain. Nasscom has suggested that the institutes be set up in cities having modern amenities.
The IIITs will offer under-graduate, masters and PhD programmes. Each institute will have an intake capacity of about 1,000 students within a period of six to seven years of their functioning, he said.
