In regards to the centrally funded institutions Odisha should pursue the following (please suggest more):

• An Institute of Apparel Management similar to the one in Haryana.
• Upgradation of the Bhubaneswar Center of IITTM to the level of the Gwalior center
• Upgradation of FCI Balangir to an Institute of Hotel Management
• A campus of National School of Drama

In addition the Odisha government needs to:

• Establish some (at least one) government college(s) affiliated to Utkal University of Culture in Western Odisha. Branches of Utkal University of Culture would be even better.
• Establish some research centers in culture and dances of Western Odisha and Tribal Odisha. This includes centers on Sambalpuri dance and music and Mayurbhanj chhau and other tribal  dances and music.

In the culture front, as we mentioned in https://www.orissalinks.com/orissagrowth/archives/3624: "By looking at the web page of the Eastern Zonal Cultural Center in Kolkata, it seems like all of the infrastructure of this center is in West Bengal. … the system of zonal cultural center is not working. The GOI must expand it to all major states and establish a similar center in Odisha. Odisha CM must lobby for it and make sure it is included in the next five year plan starting from 2012."

Also the national convention of SPICMACAY will be in Ravenshaw College in 2011. The Odisha government should take advantage of that and establish a permanent center (or perhaps something bigger) of SPICMACAY in Odisha.

13 more industries sign MOU with Odisha government for establishing ITCs

Earlier in https://www.orissalinks.com/archives/4700 we reported about 8 companies signing MOU with Odisha government to establish ITCs. Those companies were: Orissa Power Generation Corporation (Hemagiri), Tata Power Ltd (Banki), Emami Paper Mills (Balgopalpur), RSB Metaltech (P) Ltd (Kalyansinghpur), Surrendra Mining Industries Ltd (Bonei), Monnet Ispat and Energy Ltd (Teleibani), Uttam Utkal Steels (Jhumpura), Ind-Barath Energy (Utkal) Ltd (Lakhanpur).

New reports mention 13 additional companies signing similar MOUs. Following is an excerpt from a report in Economic Times.

The companies which signed MoUs on Friday include Action Ispat and Power Private Limited, Adhunik Metaliks Limited, Crackers India (Alloys) Limited, MGM Steels Limited, Posco India Limited, Rungta Mines Limited, SSL Energy Limited, CESC Limited, KVK Nilachal Power Limited, GMR Kamalanga Energy Limited, VISA Power Limited, Essar Steel Orissa Limited and Mahanadi Aban Power Co Limited.

Action Ispat will set up an ITC at Kirimira block of Jharsuguda district while Adhunik Metaliks will have its centre at Koida in Sundergarh district.

Similarly, Crackers India will establish its two ITCs at Kalampur in Kalahandi districts and Champua block in Keonjhar district.

MGM Steels has proposed to set up its ITC at Odapada in Dhenkanal district while Posco’s centre will come up at Erasama block of Jagatsinghpur district.

The Rungta Mines ITC will be set up at Dhenkanala, SSL ITC at Kholikote in Ganjam district, CESC ITC at Dampara in Cuttack district, KVK Nilachal ITC at Krushnaprasad in Puri district, GMR Kamalanga ITC at Bheden in Bargarh district, VISA Power ITC at Bhapur in Nayagarh district and ESSAR Steel at Telkoi in Keonjhar district.

Mahanadi Aban Power Co Limited would set up two ITCs at Binika in Sonepur district and Banarpal in Angul district.

New Kendriya Vidyalayas (Central Schools) to come up in Aska, Bhanjanagar and Digapahandi: Samaja

Update 2 on July 12 2010: Orissadiary gives the locations of 11 of the schools.They are:

… one school each in Kutra in Sundargarh district, in Cuttack city, in Bhanjanagar in Ganjam district, in Mayurbhanj town, in Sonepur, in Deogarh, in Jajpur, in Digapahandi of Ganjam District, in Aska of Ganjam district, in Nuapada, in CISF in Cuttack district. Besides, … Prabhakar said.

Update: As per http://www.c2clive.com/latestnewsdetail.php?id=1354 in total Odisha will have 12 new Central Schools. They will be in the districts of Mayurbhanj, Cuttack, Ganjam, Subarnapur, Deogarh, Jajpur, Nuapara and Sundargarh. Earlier in https://www.orissalinks.com/archives/4222 we listed the districts in Odisha that did not have Central Schools. These new schools will cover that list except the district of Kendrapada.

Odisha Chief Secretary proposes government medical colleges at Balasore and Bolangir

Following is an excerpt from a report in tathya.in.

Chief Secretary Mr.Mishra along with Balangir has also suggested setting up another Government Medical College at Balasore.

He said at present there are 3 Government Medical Colleges at Cuttack, Berhampur and Burla in Sambalpur.

There are 3 private Medical Colleges at Bhubaneswar and Hi-Tech Medical College has been allowed to set up a Medical College at Rourkela.

Central University of Odisha has been requested to set up a Medical College at Koraput.

Sahayog Foundation has shown keen interest to set up a Medical College at Keonjhar.

Ministry of Steel has been approached for a Medical College funded by SAIL at Rourkela by upgrading Ispat General Hospital (IGH).

Mahanadi Coalfield Limited (MCL) is setting up a Medical College at Talcher.

So a Government Medical College at Balangir seems the only option available.

With another Medical College at Balasore, there will be harmonious spread of Medical Colleges all over Odisha, felt the top most administrator of the state.

The proposal is pending with the Chief Minister and he will take the final call on the issue, said sources.

What about Kalahandi? The WODC medical college there is stuck for some time. The Odisha government should consider taking over what has already been constructed and make it a government medical college too.

If a medical college in Kalahandi is also made and all the above mentioned medical colleges come through then the following 11 undivided districts (out of 13) will have at least one medical college: Cuttack, Ganjam, Sambalpur, Puri, Dhenkanal, Keonjhar, Koraput, Balangir, Kalahandi, Sundergarh and Balasore. The only two that will be left out are: Baudha-Kandhamal and Mayurbhanj. They can be addressed in the next round.

IIIT Bhubaneswar to become a state university; Centurion University of Technology and Management (a private state university) in Parlakhemundi in the offing

Following are excerpts from a report in tathya.in. (The website of the Centurion group is http://www.cgi.ac.in/.)

… Proposal to establish the Centurion University of Technology and Management (CUTM) by the Department of Higher Education (DHE) has received green signal of the Chief Minister Naveen Patnaik.

… And latest is Centurion University of Technology and Management (CUTM) in Gajapati will go a long way in serving the state in general and KBK in particular, said a senior official.

Once the proposal receives clearance of the State Cabinet, a bill will be presented in the Odisha House to enact a law to establish the university by JITM Trust.

This is a great move by the Odisha government. In recent years JITM of Parlakhemundi has had many innovative programs. Making it a university is a just reward and a big boon to the backward Gajapati area.

I hope other areas of Odisha take note of this and try to learn from this. It is easier for a government to help, if people take their own initiatives.

Another institution that deserves similar reward is the Gandhi group of institutions, with its initial (and the best) college GIET in Gunupur, also in a backward district (Rayagada). I hope the Odisha government also upgrades the GIET in Gunupur, the largest engineering college in Odisha, to a university. 

NIST Berhampur also deserves similar reward as it is located in Ganjam (also considered a backward district and part of the backward South Odisha) and is among the top engineering colleges in Odisha.

Based on quality, Silicon Bhubaneswar also deserves to become a university. Similarly, Hi-tech because of its medical college also deserves to become a university. (Note: The two other private medical coleges of Odisha are part of deemed universities.)

In general, the government should make universities out of any engineering college that is in a backward district but yet is among the top 20 (with respect to student preferences), groups with private medical and engineering colleges in any location, and top 5  private engineering colleges in any location. This should be done every 4-5 years so that every college does not become a university.

State Government has decided to accord the Unitary University status to IIIT-Bh so that it will enjoy academic, administrative and financial autonomy.

Chief Minister Naveen Patnaik has given consent to the proposal of Ramesh Chandra Majhi, Minister IT in this regard.

… State Cabinet will take a call on the issue on 9 June, said sources.

Odisha’s second flying training institute being explored in Rangeilunda near Berhampur

Following is an excerpt from a PTI report.

Plans are afoot to develop Orissa’s second flying training institute at Rangeilunda airstrip near here.

The ministry of Civil Aviation wants to use Rangeilunda airstrip as a flying training institute. Binodini Devi, a senior captain from the ministry, visited the airstrip recently and discussed the project with engineers of the works department here, Ganjam district collector V K Pandian said.

… A senior pilot of the ministry also visited the site last week and asked the works engineer to develop it as a Visual Flight Rule (VFR) airstrip and to provide at least two rooms to conduct the pilot training institute.

"We have agreed to provide all necessary infrastructure facilities to the ministry to use Rangeilunda airstrip as a flying training institute," K Pandian said.

Regular JEE counseling started yesterday with Women’s categories. In addition to the colleges that were listed for the AIEEE round of  Orissa JEE counseling,  the list of colleges also includes IIIT, Silicon Sambalpur, Parala Maharaj and Govt. College Bhawanipatna. This does not yet appear in the Orissa JEE web site, but I was told by a friend that this is the case. So the complete list of new colleges is:

Among the above Silicon Sambalpur, IIIT, and Bhubaneswar Institute of Technology (BIT) are colleges which I would recommend the most. As I wrote earlier, I would even say that students with good enough ranks to get CET or UCE may also consider BIT and IIIT seriously. (Disclaimer: As far as I can recall, I am in the advisory board of BIT, Centurion, JITM and was in the advisory board of Silicon some years back.)

A partial list of engineering colleges that are newly authorized by AICTE to admit undergraduate students

Update2: The possible reason that IIIT, Silicon etc. are not in the BPUT published list despite having received AICTE approval is that BPUT has not completed their inspection of these institutions. It is expected that the inspection will be completed in the next couple of days in time for regular JEE counseling.

Update: The list in BPUT’s web site http://www.jeeorissa.com/newsfiles/news_16.htm is slightly different. The main differences are that it does not have IIIT, Silicon and Xavier and has the following college.

Note that last year there were 18 new colleges; 12 in the Bhubaneswar area, 3 in the berhampur area, 1 in Jharsuguda, 1 in Balasore and 1 in Rayagada. Taking into account the count of engineering colleges in various areas from last year and this year, the lower bound is:

• Bhubaneswar area: Last year 43 (including IIT, KIIT, ITER, NIT and IIIT) + 16 (not counting IIIT which is already accounted for) = 59
• Berhampur area: 6 (excluding IIIT Berhampur and Parla Maharaj, which are in the pipeline) +2 = 8+2 in pipeline
• Rourkela-Sundergarh area: 4
• Balasore-Bhadrakh area: 4 + 1 = 5
• Sambalpur-Burla-Jharsuguda-Bargarh: 3 + 2 = 5
• Angul-Talcher: 2
• Koraput-Jeypore: 2
• Others: 3 (Keonjhar, Parlakhemundi, Mayurbhanj) + 1 in pipeline (Govt. announced engineering college in Bhawanipatna)

General Colleges count in various Orissa districts – work in progress

The left four columns(*) in the following list is based on the lists at http://orissagov.nic.in/highereducation/DistBlockWise_College_list.htm and http://orissagov.nic.in/highereducation/actsrules.htm. It seems both these lists are not up-to-date. For example, neither list has any colleges in the Boudha district. However, the Boudha district web pages mention it having 9 colleges. Using Google some of the colleges one can find in Boudha are Boudh Panchayat College and Gandharadi College. The rightmost column (**) is based on going to the district web pages and getting information there. That is also not up-to-date as in recent years numerous junior (+2) colleges have opened.
