resident and migratory and aquatic birds, most notably flamingoes.
The lake was formed due to the silting action of the Mantei River
which drains into the northern end of the lake, and the northerly
currents in the Bay of Bengal, which have formed a sandbar along the eastern shore leading to the formation of a shallow lagoon.
The main attractions inside the lake are Kalijai Island, Honeymoon Island, Breakfast Island, Birds Island, Nalabana (Island of Reeds) and Parikud Island.

The Other Five sites in Orissa:

Olive Ridley Sea Turtles

Found in the Indian Ocean along the Bay of Bengal is Orissa. Average weight of the turtles is just over 100 lb (up to 50 kgs). They have a high-domed shell, with a carapace length of only 30 inches (70 cms). Olive Ridleys are omnivorous, feeding on crabs, shrimp, rock lobsters, sea grasses, snails, fish, sessile, pelagic tunocates and small invertebrates. The Orissa coast is one of the three sites worldwide where mass nesting of the olive ridley turtle occurs. This sea turtle is especially known for its mass nesting when several thousand turtles migrate to the breeding ground to mate and nest simultaneously. Hindu mythology worships sea turtles as an incarnation of one their gods. Over the past five years, sea turtles have suffered mass mortality along the Orissa coast due to death by drowning as incidental catch in trawl- fishing nets. About 5000 to 10,000 dead turtles have been washed ashore each year, a total of over 100,000 in the last ten years.

Several four laning projects approved and their impact

Angul, Anugul- Talcher - Saranga- Nalconagar, Jajpur, Jajpur Rd- Vyasanagar- Duburi- Kalinganagar, Kalinganagar - Kamkhya Nagar - Talcher, Kalinganagar - Tarini - Keonjhar, Kalinganagar- Chandikhol- Paradip, Kalinganagar-Bhadrakh, Kendrapada, Keonjhar, NH 200 (440 Kms: Chhattisgarh - Jharsuguda - Deogarh - Talcher - Kamakhyanagar - Duburi - Chandhikhol), NH 215 (348 Kms: NH-5@Panikoli - Anandapur - Kendujhargarh -Rajamundra @NH-23), NH 23 (209 Kms: Jharkhand Border - Rourkela - Rajamundra - Pala Laharha - Talcher - NH-42), NH 42 (261 Kms: NH-6@Sambalpur - Redhakhol - Anugul - Dhenkanal - NH-5@Nergundi), Paradip - Jatadhari - Kujanga, Sambaplur- Burla- Bargarh- Chipilima, Sundergarh 1 Comment »

Note, that Jajpur-Rd Duburi is also being 4-laned. With all these 4-laning, Kalinganagar area will be surrounded by four 4-lane segment: NH-5, NH-200, NH-215 and Jajpur Rd-Duburi.

(The above map fragment is from an wikipedia map.)

There will also be two four lane paths from Kalinganagar area to Rourkela.

With approved plans to four-lane NH 42 between Angul and Sambalpur, the state govt. needs to four lane the segment between Angul and Talcher to have a seamless 4-lane transition between NH-42 and NH-200 at Angul-Talcher.

There is plan to four-lane Bhubaneswar-Puri. The Orissa government should pursue the four-laning of the following:

  • NH-42 from Cuttack to Angul
  • NH-23 from Talcher to NH-6

The Orissa government should team up with Jharkhand to 4-lane

  • NH-23 from Rourkela to Ranchi
  • NH-83 from Jamshedpur to NH-6
  • NH-5 between NH-6 and Balasore (the last two need for port access in the upcoming ports in the Balasore district)

The Orissa government should team up with West Bengal, Jharkhand, Chhatisgarh and Maharashtra for four-laning NH-6 completely.

These actions will 4-lane the upper part of Orissa with fairly direct 4-lane paths from many areas of Orissa to Delhi and Mumbai. (Fairly direct 4-lane connections exist between Orissa to the south and Kolkata.)

Following is from http://pib.nic.in/release/release.asp?relid=46329.

The Cabinet Committee on Economic Affairs today gave its approval for the development of 4 laning of (i) Panikoili-Keonjhar-Rimouli, (ii) Rimouli-Roxy-Rajmundra sections of NH-215 and (iii) Chandikhole-Duburi-Talcher Section of NH-200 in the State of Orissa under NHDP Phase III A on BOT Basis.

The project cost of (i) Panikoili-Keonjhar-Rimouli section (163 km) is estimated as Rs.1170.59 crore including Rs.84.40 crore towards Land Acquisition (LA), Rehabilitation and Resettlement and preconstruction. Similarly, the estimated cost for Rimouli-Roxy-Rajmundra (106 km) and Chandikhole-Duburi-Talcher Section (133 km) are Rs.849.05 crore and Rs.969.63 crore respectively. The cost towards LA, R&R and preconstruction of other two projects are Rs.195.29 crore and Rs.185.63 crore respectively. The Government would provide the viability gap funding (VGF), which would not exceed 40% of the total project cost excluding the cost of LA, R&R and pre-construction.

The project will be developed by the National Highways Authority of India (NHAI) through the Private Sector Concessionaires who will be selected by NHAI following two stage bidding process. The first stage of the bidding process i.e. pre-qualification of the bidders has already been completed by NHAI. The second stage of bidding process is in progress.

The Concession period for the Panikoili-Keonjhar-Rimouli section will be 20 years. For Chandikhole-Duburi-Talcher Section and Rimouli-Roxy-Rajmundra section the concession period is 18 and 25 years respectively.

Orissa govt. should not violate its own policies in granting mining leases to Arcelor Mittal (or any one for that matter) in advance

Arcelor Mittal, Giving industries a bad name, Keonjhar, Odisha govt. action, State Bureaucrats (IAS, OAS, etc.) 1 Comment »

It is often mentioned that the Orissa government has a policy of not recommending mine prospective licenses to companies until they have invested certain percentage of their whole budget in ground. It seems both POSCO and Arcelor Mittal are pushing the Orissa government to overlook this policy. Orissa government should not do that. In particular, after reading the following, from expressbuzz.com I have a bad feeling towards Arcelor Mittal.

BHUBANESWAR: In a bid to put pressure on the State Government for mines, Arcelor-Mittal, the largest steel maker of the world, Monday said the company will submit a detailed project report (DPR) for 12 million tonnes greenfield steel project in Keonjhar district only after it gets recommendation for prospecting licence.

‘We will submit the DPR if the Government recommends our name for mines,’ chief executive officer of the company’s greenfield projects Sanak Mishra told mediapersons after meeting Chief Minister Naveen Patnaik. Official sources, however, said the company is yet to fulfil the procedural prerequisites for getting mines for the steel project.

A two-member delgation of the company comprising Mishra and Vijay Nagar CEO (India) Vijay Bhatnagar was explained the procedure to be followed before requesting for mines.

… Bhatnagar said raising finance for new projects has become difficult in view of the meltdown. On land acquisition, he said it depends on the cooperation of the people. Gram Sabha (village committee meeting) has been completed in three out of 15 revenue villages. A meeting with the people of the remaining villages will be held soon.

Sources said the company is facing opposition from the villagers who want land price to be decided before convening the gram sabha. The price quoted by the affected villagers is reportedly not acceptable to the company.

As per the MoU, the company requires 7,750 acres of land for the project. About 1,400 acres of the proposed site are forest land which requires conversion. Construction work for the project will start as and when a substantial protion of land is acquired, Bhatnagar said.

Prospecting of new iron ore mines

Iron Ore, Keonjhar, Sundergarh Comments Off on Prospecting of new iron ore mines

Following is from a report in Steelguru.com.

… to augment the availability of iron ore, particularly in the context of number steel plants being proposed to come up in the state, the Orissa government plans to intensify exploration of iron ore at different locations of mineral rich Sundergarh and Keonjhar districts to identify new reserves.

The exploration work be taken up during the current year include the northern part of the Baliapahar iron ore deposits and Mandajorha area in Sundergarh district and outer Malangatoli area of Keonjhar district.

The directorate of geology of the Orissa government has decided to take up assessment of the iron ore lying in the northern part of Baliapahar iron ore deposit in the Sundergarh district. It will delineate the unexplored iron ore bodies in this area through survey and large scale mapping and then take up assessment of reserves through drilling.

Though this area was investigated earlier in 2 phases in 1971-74 and 1991-95 through mapping and core drilling, the drilling of the northern part was not complete. It has also been decided to go for preliminary appraisal of the iron ore occurrences to the west of Malangtoli and north-eastern part of the Mandajorha area.

As per report, this area was identified as the unexplored block during the last field season through inventory work. It is proposed to take up investigation of the area around Malungi and Mandajoraha during the current field season.

Sources added that there are plans to continue and complete the investigation program in the unexplored blocks in the Koira sector of the Sundergarh district for iron ore reserves. Geological mapping around Lasi, Jilkura, Marchidihi is proposed to be taken up during the current field season. Similarly, the government also plans to start the investigation of the iron ore around Rakma-Marsuan in outer Malangtoli area in Keonjhar district.

Sources further added that geological mapping and sampling will be taken up to locate iron ore bodies in this area which was prospected by the Geological Survey of India in the 1960s. Since the area is located in the vicinity of Bonai shoe iron ore synclinorium and very close to Malangtoli iron ore complex, the government feels that geological investigation will be beneficial from the point of view of exploration.

Progress on Jindal Steel and power projects

Angul, Anugul- Talcher - Saranga- Nalconagar, Coal, Iron Ore, Jindal, Keonjhar, Pragativadi, Steel, Thermal 3 Comments »

Following is an excerpt from a report in Pragativadi.

Jindal Steel and Power Ltd is optimistic about commissioning the first phase of the proposed six MTPA steel mill in Orissa’s Angul district by October 2010.

… Briefing newsmen after the meeting, Jindal said that the work for the first phase of the project was progressing well.

The company had already spent Rs 4,000 crore so far for it and has placed an order for equipment for the purpose.

Of its total project cost of Rs 13,135 crore, JSPL had also spent a lot on land, construction, equipment and other activities, he said.

Jindal said JSPL has a small iron ore mine at Tensa in Keonjhar district and is hopeful of getting raw material linkage to its Angul project.

We have been allotted coal block for the requirement of our captive power plant and the steel plant, he added.

He said that the company apprised the chief minister about the progress and made a presentation before him, while seeking the state government’s help in availing new raw material linkage early.

The JSPL which signed an MoU with the state government for setting up a beneficiation plant at Deojhar in Keonjhar district and the Angul steel plant on November 11, 2005, had progressed well besides tackling local problems, he said.

Indian Railways exploitation of backward and tribal areas of Orissa: confronting Railway Board Chair with the facts in Toronto

Balasore - Niligiri (defunct?), Baripada - Bangiriposi (under constr.), EXPOSING ANTI-ODISHA-GROWTH SCHEMES, FINANCE & BANKING, Gajapati, Ganjam, Interstate disputes on Water and rivers, Jaroli - Deojhar .. Following is the news report on the discussion (almost a confrontation) with the Railway Board Chair, as reported in India Abroad. The basic premise behind our grievances against Indian Railways and our demands is simple.

  • Indian railways is scheduled to make 2500-3000 crores/year from Orissa, but spends only 1000 crores/year on Orissa in terms of new lines, doubling and gauge conversion.
  • Its current plan for major spending includes freight corridors, metro rails, and high speed rails, none of which touch Orissa. It plans to do gauge conversion of 12000 kms, most of which is unprofitable (this proves that Indian Railway lies when it says it only does profitable lines), very little (less than 100 km) of which is in Orissa.
  • Orissa is already behind the national average in terms of rail density and way behind its neighbors such as West Bengal and Bihar. If no changes are made to the 11th plan IR allocations Orissa will further fall behind.
  • Indian Railways must not take money from its profit in Orissa, and spend it else where, until it takes care of proper connectivity to Orissa’s tribal, backward and maoist infested areas. The 2500-3000 times 5 = 12,500 -15,000 crore that Indian Railways will profit from Orissa during the 11th plan must be spend in new lines in Orissa until the (i)-(v) lines below and other port and mine connectivity lines are completed during the 11th plan.
  • To Mr. Jena’s retort that Mumbai earns so much in taxes and not all of it is spent in Mumbai; we reply that it is often acceptable to take from rich and give to poor; But when did it become acceptable to take from poor (Orissa) and give to rich (freight corridors etc. in other states)?

The lines in Orissa connecting to the tribal and backward areas that we demand to be finished during the 11th plan are:

  • (i) Khurda Rd – Nayagarh – Balangir: Lack of connectivity was one of the reasons a recent Maoist mayhem happened in Nayagarh. It seems after recent events, including the confrontation with the Railway Board Chair and various dharanas in Bhubaneswar, IR has started responding to this demand, but not to the extent to promise its completion during the 11th plan. Note that Balangir is the B in the KBK districts that are the most backward in India.
  • (ii) Lanjigarh Rd – Junagarh – Nabarangpur – Jeypore – Malkangiri – Bhadrachalam Rd in Andhra Pradesh: Only small part of this is approved. Most of it is not even surveyed. In the long run this will really bring those parts of Orissa closer to the rest of Orissa. This is the most important connection and has to be take care of at the earliest. Like the approved Vijaywada-Ranchi highway, this line will create an alternative Hyderabad – Ranchi path passing through backward and tribal areas of Andhra Pradesh, Orissa and Jharkhand. This line will connect the Kalahandi and Koraput districts, the two K’s in KBK. The recent Maoist attack and killing of the Greyhound forces in Malkangiri might have been prevented if this line existed as then the forces would have used the train rather than being seating ducks taking a boat across a lake in Malkangiri.
  • (iii a) Rayagada – Gopalpur: This has been surveyed and but work on it has not started. Note that Rayagada is part of the undivided Koraput district, one of the K’s of KBK. This line could come under port connectivity and will be a viable line connecting the industries near Rayagada with the upcoming port in Gopalpur.
  • (iii b) Gunupur – Theruvali: This will add to the Naupada-Gunupur line and make it an economically viable line. (IR and Mr. Jena agree about its importance.) This line will be completely inside the Raygada district, part of the undivided Koraput district, one of the K’s of KBK.
  • (iv) Talcher – Bimlagarh (connectivity to the tribal district of Sundergarh): This line has been approved but is only being given a few crores each year, which is less than the inflation. This line will reduce the distance between Sundergarh district and teh coastal areas significantly. For example, it will make Rourkela only 4-5 hrs from Bhubaneswar.
  • (v) Baripada/Buramara – Chakulia: This line will connect the tribal district of Mayurbhanj to tribal areas of Jharkhand. It will add to the Rupsa-Baripada-Bangiriposi line and make it an economically viable line. (IR and Mr. Jena agree about its importance.)

All these lines can be completed if Indian railways just suspends its practice of taking from poor (Orissa) and giving to the rich for only a few years (may be just 3-4 years). The following maps show the above mentioned lines.

"We plan to spend about $300 million for the R&R plan over a period of more than five years. The R&R plan has already been submitted to the Orissa government," ArcelorMittal India chief executive officer (CEO) Sanak Misra said.

After meeting Orissa chief minister Naveen Patnaik along with Sudhir Maheshwari and Vijay Bhattanagar, the members of ArcelorMittal’s group management board, in the state secretariat today, Misra told the media that their steel plant will come up in two phases of 6 million tonne each. He said the R&R plan of the company was in conformity with the R&R policy of the Orissa government.

The plan envisages dwelling units for each of the displaced family with common facilities. The rehabilitation colonies will have water supply, educational institutions and primary health centres (PHCs).

As per the R&R plan, the company will set up a state-of-the-art industrial training institute (ITI) beside the steel plant. It is in discussion with three leading institutes of the country having previous experience in handling ITIs.

The model, including student strength and the cost of setting up of the ITI, is being worked out. Misra, however, made it clear that the ITI would come up before the commissioning of the plant. The company was in discussion with the state government for the required land, he said.

Official sources said, the company planned to apply the highest standards of corporate social responsibility (CSR) for the Orissa project and intended to make the R&R policy the backbone of the CSR strategy.

Misra said a detail project report (DPR), prepared by M N Dastur & Company (P) Ltd (Dasturco), was being finalised. It would be submitted in June, 2008, he added.

The DPR includes captive mining facilities, captive power supply, water supply infrastructure and other required facilities. It also includes setting up of townships for the company’s employees.

The ArcelorMittal CEO also expressed his satisfaction over the land acquisition, saying that it was making good progress.

The company had signed an MoU with the Orissa government in December 2006 for setting up a steel plant at an investment of about Rs 40,000 crore.
