Odisha initiates plans for a Capital Area Development Region

The above is a good idea.

 

  • A plan over a larger area will avoid congestion and slums that are typical of densly packed areas.
  • Another big benefit will be that the term "Capital Area" will make it easier for institutions, companies and other entities to come to the gretaer area rather than coming to "Bhubaneswar". For example, many institutions that are looking for land in Bhubaneswar are hesitant to locate in Kendrapada or Jagatsinghpur; even though the political leadership is very welcoming.  But once the term "Capital Area" encompasses Kendrapada and Jagatsinghpur, these institutions will be less hesitant to come there.

So while the current Bhubaneswar and Cuttack planned areas will sever as the core urban area, the larger Capital Area development region will morph to a sub-urban area which down the road will touch the metropolitan areas around Angul in the west and Berhampur in the south.

The various news reports that initially came after Mr. Jindal met the CM, such as the above, did not mention anything regarding Mr. Jindal wanting iron ore linkage for his steel plants. But reports on the next day mentioned that. Following is an excerpt from a report in Financial Express.

The Jindal Steel & Power Ltd (JSPL), which is all set to commission its 2 million tonne steel plant next month, is desperately looking for iron ore linkage.

JSPL vice-president and managing director Naveen Jindal urged Orissa chief minister Naveen Patnaik for allotment of a captive iron ore mine for the plant.

Jindal met the Orissa CM on Tuesday and discussed the steel project and the captive power plant.

Sources in the government told FE that the JSPL managing director has requested the chief minister Naveen Patnaik to ensure raw material security for the plant through suitable iron ore concession.

Tata Steel is optimistic about operating its proposed industrial park project at Gopalpur in Orissa’s Ganjam district and commissioning the steel plant at Kalinga Nagar in Jajpur district by 2014.

The company gave this assurance to the state government today when Tata Steel’s Managing Director H M Nerurkar met Chief Minister Naveen Patnaik at a review meeting on the proposed industrial park at Gopalpur.

"We will be able to operate the industrial park at Gopalpur by March 2013 and commission first phase (3 mtpa) of the steel plant at Kalinga Nagar by March 2014," Nerurkar told reporters after meeting the chief minister.

Stating that work on both the projects is going on smoothly, the Tata Steel MD said that a peaceful industrial environment was gradually being established at Kalinga Nagar where the company’s proposed 6mtpa steel plant was being set up.

Though the company had signed MoU to set up a 6mtpa greenfield steel factory at an investment of Rs 15,600 crore in 2004, the project could not meet the deadline of 2010 due to opposition from the local people.

However, now the new commissioning target was March 2014, Nerurkar said, adding that the company had so far invested Rs 1,500 crore in the steel plant project. Tata Steel has also placed equipment orders worth Rs 6,300 crore and some machinery had reached the project site.

About 60 per cent of the land at Kalinga Nagar industrial complex had been acquired so far, Nerurkar said.

Referring to the Industrial Park, the foundation stone of which was laid by the Chief Minister on August 20 earlier, Nerurkar said that construction of the boundary wall work was going on smoothly.

The industrial park is expected to attract investment of Rs 10,000 crore to Rs 15,000 crore and generate employment for about 10,000 people, company sources said, adding Tata Steel would invest Rs 1,000 crore in the project.

The proposed Industrial Park includes a 50,000-TPA ferro chrome plant and 400,000-TPA rebar steel mill. Both the units were expected to generate employment opportunities for more than 1,000 people.

The park will primarily attract investments in steel and allied downstream industries, engineering, chemicals and other emerging sectors.

The company which had initially acquired land for setting up a steel plant in mid 90s, however, scrapped the project due to non-availability of water for the purpose.

Tata Steel would use techniques to use sea water by desaliation besides designing rainwater harvesting and 100 per cent recycling.

Tata Steel group is investing Rs 35,000 crore in the steel, ferro alloys, port, power and other sectors in Orissa.

Kalinganagar Industrial Area is projected to be developed for a population of over 10 lakh by 2025 and it will be extended to 177 square kilometers as envisaged by the State Government. In this connection, Lea Associates of South Asia in association with the School of Planning and Architect, New Delhi and the Centre for Environment and Planning (CEPT) presented a vision document to the Chief Minister for the development of Kalinganagar Industrial Area.

The Kalinganagar Industrial complex in Odisha has been a true realisation of the socio-economic dream that would lead the State into a new era of prosperity. Made possible through dedicated efforts of the State Government over several years, the complex is slated to contribute to the net GDP of Odisha and provide its people with sustained employment and other forms of gainful engagement in the upcoming projects and their ancillaries.



After the success of Asia’s first integrated steel plant set up by Tata Steel in the undivided Orissa-Bihar-Bengal in 1907, or the employment potential revealed by the Rourkela Steel Plant (operated by the state-owned Steel Authority of India), the demand for another mega steel plant in Odisha was strongly felt. This led Biju Patnaik, the then Chief Minister of Odisha to plan the Kalinganagar industrial complex, once 13000 acres of land was acquired in the Sukinda constituency of Jajpur district in 1992.



Today, the Government is stepping up the presence of industry as co-incidentally, the infrastructural boom in the global markets has generated high demands for steel. To strengthen the century old relationship between Odisha and Tata Steel, the Company signed the MoU for its most ambitious steel project in Odisha on November 17, 2004. As per this MoU, the Company will set up a six million ton green-field integrated Steel Plant at Kalinganagar in Jajpur District of Odisha.

Apeejay Infralogistics Private Limited (AILPL), a 50:50 JV of Apeejay Surrendra Group, and UK based Eredene Capital PLC, on Thursday announced the opening of two new integrated Logistics Parks in West Bengal’s Haldia and Kalinganagar in Orissa’s Jajpur.

The strategically located facilities providing around 1.0 million sq ft of warehousing space represent combined investments of over Rs. 250 crores.

… Karan Paul, Chairman of Apeejay Surrendra Group, said , “West Bengal and Orissa – both states are attractive investment destinations with forward looking government policies that favour setting up infrastructure projects such as Logistics Parks. Located in the commercial hubs, I am confident that these two integrated facilities will boost trade not only in the two states but the region as a whole. ”

The facilities at Kalinganagar under phase-1 will include 120,000 sq ft for domestic and contract warehousing and 175,000 sq ft for open storage and project cargo. On completion the Kalinganagar complex will have capacity to handle over 2500 containers for EXIM and have covered warehouse of over 250,000 sq ft in addition to hospitality, commercial and retail space.

The 30 acre Kalinganagar Logistics Park is being set up with an initial operational area of 16 acres covering 10 acres for Inland Container Depot to handle 1500 EXIM containers and 22,600 sq ft of Bonded ware house.

The facility is equipped with the state’s first fully purpose-built Container Freight Station cum transport hub and warehouse facility specifically targeting the in-bound and out-bound cargo of the steel & mineral industry to provide a truly multi modal solution.

… Nikhil Naik, Director Eredene Capital PLC, said: “We are confident that both these Logistics Parks will play a key role in the development of the Eastern Region by adopting high standards in the supply chain network and by providing real value additions to customers.”

Vedanta Aluminium company would enhance its production capacity Langigarh unit to six million tonne from existing one million tonne. The company would also enhance its production capacity of Jharsuguda aluminium unit to 1.6 million tonne from existing 0.25 million tonne per annum. Similarly, the company would also increase power generation capacity of its CPP (captive power project) to 1,350 mega watt from existing 675 MW at Jharsuguda.
  • NSL Nagapatnam’s `8,900 crore investment plans in the State. While the equipments like Blast Furnace and Sinter Plant for the steel plant have already been received and stored in the Tata Growth Shop and Agrico at Jamshedpur and Bamnipal, the orders for Steel Melting Shop and Coke Oven have been placed.

  • 12:59 AM: Intake Well – The intake well is located at Marthapur on the bank of river Brahmani, situated about 18 kms from the main plant site. This intake well will supply water to the plant.
  • 1:00 AM: Fabrication Yard – The steel structures required for construction of different shops like steel melting shop, blast furnace etc are being fabricated at the Fabrication Yad at Jodabar. About 2200 MT of steel have already been fabricated at this unit. The members of Tata Steel Paribar after being trained are also working here.
  • 11:42 PM: I M Section – The Company is constructing two covered sheds near Duburi to store the plant and machineries required for the construction of steel plant.
  • 11:44 PM: Hospital – To extend better healthcare facilities to the people in and around Kalinga Nagar, Tata Steel is setting-up a hospital in Gobarghati rehabilitation colony. The hospital building is under construction on a land of 4 acres. When completed this hospital would serve 10,000 families with round-the-clock service, pathology lab and outdoor complex.
  • 11:44 PM: Construction at the rehabilitation and resettlement Colonies – Tata Steel has developed three rehabilitation and resettlement colonies as well as five transit camps at Kalinga Nagar to ensure smooth living of the relocated families.

  • July 13, 5:00 AM: Tata Steel Rural Development Society (TSRDS)a non-profit organisation has been trying to bring the displaced tribal communities of Jajpur District in Orissa to the mainstream through their socio-economic development. TSRDS has helped the tribal men and women from the displaced families in health care, safe drinking water, sanitation, women empowerment, livelihood etc.
  • July 14, 2:04 AM: Logistics – The life line of a steel plant is its logistics. It is a well known fact that every single ton of steel production needs transportation of minimum 4 ton of raw material and finished goods. So right from location selection to layout design, logistics plays a vital role in planning a new mega steel plant like the Kalinganagar Steel plant in Jajpur’ Orissa.
  • 2:05 AM: Iron ore, coal (Domestic as well as imported) and imported limestone are the prime inputs for the steel plant. The Iron ore mines and main port of relevance i.e. Dhamra Port, is barely 100 KM from the plant site. For Orissa Steel Project all these sources are connected via rail linkages. Some through existing Indian Rail network and some portion is planned under captive Logistic projects.

  • Although the bulk of the Material movement for an operating steel plant is done via rail transport for all the external movement and through conveyor system for in-plant movements.
  • But road transport also plays a vital role in the operating logistics of a steel plant, due to the fact that, there is no economical means of transporting a wide variety of materials required for or generated from the operation of process plants, which needs transportation in small quantity for a short distance.
  • In addition, a significant portion of the finished goods movement is required to be transported by road vehicles only.
  • But Unlike Jamshedpur, fortunately Kalinganagar industrial area is well-connected by road. Our Plant site is flanked by Daitari- Paradip express way which got converted to NH-200 recently and on the eastern side, the state highway connects the Sukinda Mines, to our plant site.
  • A road transport planning for a steel plant includes building roadways and plant roads , parking stations, maintenance facilities, service roads, a transport circulation plan and a scientific traffic projection. All these have been done with the help of a professional organization.

Balancing industrialization related land acquisition with people’s livelihood and their rights

Following is an excerpt from a report in LA Times about the Nano plant in Gujarat and how some of the landlosers have managed their finances.

But Pathan, and scores like him who live in the shadow of a new factory built by Tata Motors to make its ultra-cheap Nano car, are the beneficiaries of the race to transform India from a nation of small farmers to an industrialized power.

… Against this backdrop of strife, Pathan’s story is the ideal of what could be achieved if the more than 50 percent of Indians who live off the land get a real stake in the new economy. It’s a principle that advocates of market capitalism and human rights activists can agree on, but that often fails to materialize across rural India, where stories of powerful business interests and corrupt officials conspiring to throw poor farmers off their land are all too common.

Around the Tata plant in Sanand, in the western state of Gujarat, people have begun to talk of the "Nano effect."

Go down a narrow lane that runs to dirt not 15 minutes from the factory and amid the gamboling goats of Chharodi village, you will find 25 new homes.

Property prices have risen sharply — from 50 to 400 percent — and men are making fortunes brokering land deals.

The village head says three dozen of the 3,000 people in Chharodi have gotten work from contractors. The Nano factory hasn’t given them jobs directly, but it has offered a toehold in the industrial economy. They remain farmers, but a growing part of their income comes from informal business ventures or work for contractors.

Pathan and his three brothers sold the government one-third of their family farm to make way for the Nano plant. They were paid 20 million rupees ($432,900) — a fortune even in Gujarat, one of India’s richest states.

Ask the Pathan brothers what they did with this money, and they grin like schoolboys.

They bought 2.7 hectares (6.6 acres) of land — more than doubling their initial landholding — three kilometers (two miles) away, where they are preparing to plant their first crop.

They bought seven tractors and three Bolero jeeps, which they use for contracting work at the Nano site, raking in 455,000 rupees ($9,848) a month.

They are rebuilding their family home. Gone is the mud and thatch. Today their angular concrete two-story is the biggest on the block.

"You’ve done a damn good job out here," Pathan says of Ratan Tata, who heads the Tata group’s sprawling industrial empire.

The underlined part above is an important part. If the land losers are paid multiple times the "current" value of their land, in most places they can easily buy more than that amount of land within a few kms.

Following is an excerpt from a Nageswar Patnaik article in Economic Times

There is something to cheer about for the families displaced by the Tata Steel Project at Kalinganagar. These families have achieved zero dropout rate at elementary school level, sustainable environment, poverty eradication, increase in literacy rate, gender equality, empowerment of women.

The achievers of these challenging Millennium Development Goals (MDGs) are not highly educated and extraordinary urbanite people, but ordinary members of self-help groups residing in rehabilitation colonies at Kalinga Nagar in Orissa’s Jajpur district.

Helped by country’s major steel producer, Tata Steel, the self-help groups called Tata Steel Parivars (TSPs) have successfully ensured that all children living in the colony went to the school and got education. Tata Steel is setting up of a 6-million ton per annum integrated steel plant at Kalinganagar Industrial Complex at Kalinga Nagar in Jajpur district.

“The noteworthy achievement of Tata Steel Parivars [TSP] at Kalinganagar is that those families have achieved the target of 100% elementary education with zero school drop out rate,” says Sukanta Rout, an educationist who played a crucial role in motivating the children, mostly tribals, to go to the school.

As many as 159 tribal children have been enrolled in the residential schools in Jajpur district. Similarly, 50 children have got the opportunity of studying in one of the premier schools of the state – Kalinga Institute of Social Science (KISS), here. As many as 213 children are studying in schools as day scholars.

Simultaneously, there is significant jump in the literacy levels of the TSPs from 45% in 2005 to 65% in 2010.

Most significantly, there has been an incredible and drastic change in the will power of women of these relocated families. The empowered women community are now self-employed and going overboard for what they are doing. They have engaged themselves in poultry farming, gardening, stone carving, saura painting and in setting up of small industries like phenyl and pickles.

“A few years before, we were quite poor, – we did not have money to even buy food, let alone send our children to school. Now with own our income, we are not only meeting our day-today expenses but also support our school and college-going children,” says Jamiti Mahanta, head of an SHG group.

If the industries that are coming up in Odisha, such as POSCO and Vedanta, can be made to do the above and perhaps more then it will be a win-win situation for all. POSCO’s current package seems to be a step in the right direction. Following is an excerpt from a Business Standard article on that.

Posco, the biggest foreign direct investment (FDI) in India at $12 billion (Rs 54,000 crore), has offered the largest ever compensation package in the country for the displaced and landless farmers.

The Rs 400 crore compensation — part of its estimated project cost — announced by Posco India for Orissa, is expected to benchmark industry relief in the country. The package will benefit over 2000 encroachers and landless labourers at the Posco site.

While Rs 100 crore will be provided for the acquisition of government and private land, Rs 100 crore will be given towards building a rehabilitation colony and Rs 200 crore as compensation to encroachers of government land.

The move – including encroachers of government land and landless labourers earning their livelihood from the area – was beyond the prescription of the state or national rehabilitation and resettlement (R&R) policies.

While fixing the price of private land at Rs 17 lakh per acre, the Rehabilitation and Periphery Development Advisory Committee (RPDAC) for the Posco project announced a compensation of Rs 11.5 lakh an acre for the loss of betel vines, most of which are on government land. There are about 1,877 betel vines in the site covering 300 acres.

Landless labourers working in the betel vines will get 20 per cent of the total compensation for the loss, which is over and above the amount paid to the owners of the areas where betel is grown.

Similarly, RPDAC has prescribed assistance of Rs 2 lakh per acre for owners of the prawn gheris — most of which are operating on government land — and Rs 1 lakh an acre for farmers using government land for agriculture.

In a never-before step, the South Korean steel giant’s package will pay an unemployment allowance of Rs 2,250 a month to the landless labourers, who will lose their livelihood following the acquisition, till they are provided job by the company. Capping it all, RPDAC has decided to provide alternative housing to families who had encroached and built their houses on government land.

In comparison, the compensation package for sharecroppers or landless labourers in Bengal’s Singur was 25 per cent of what the land owner received — for a single-crop Rs 2 lakh and Rs 3 lakh for double-crop farmland. In Nayachar, the West Bengal government had promised to rehabilitate 100-150 fishermen families who had encroached upon government land — the site for a chemical hub.

The rate is also more than what neighbouring Chhattisgarh is offering. The government there recently hiked the compensation to Rs 10 lakh for an acre for two-crop farmland, Rs 8 lakh an acre for single-crop un-irrigated land and Rs 6 lakh for barren land.

The captive mines given to these companies and the royalty rate is a different issue. I believe that currently the royalty given to the state is too little.

In 20 years (i.e., in 2030) the Bhubaneswar-Cuttack-Khurda population would be around 4 million plus. In addition the area would be surrounded by the following cities/towns within 150 kms radius (i.e., about a hour and half away).

  • Berhampur-Gopalpur to the south (with a then population of 1.5 million; about 145 kms away)
  • Puri to the south (with a then population of 700K; only 30kms away)
  • Kalinganagar to the North (with a then population of 500K; only 50 kms away)
  • Talcher-Angul to the West (with a then population of 500K; only 110 kms away)
  • Dhenkanal to the west (with a then population of 200K and almost in the periphery)
  • Paradip to the east (with a then population of 400K and 90 kms away)
  • Dhamara-Chandbali to the Northeast (with a then population of 200K and 140 kms away)
  • Bhadrak to the North (with a then population of 200K and 140 kms away)

A little farther is

  • Balasore-Chandipur to the North (with a then population of 300K and 162 kms away from the Northern end of Bhubaneswar-Cuttack-Khurda area)

In addition there will be several port towns other than the ones mentioned above and a few smaller towns (For example, Nayagarh)  within 200km radius of greater Bhubaneswar.

Besides individual CDPs for these areas the Odisha governement should start making plans for this larger overall area. It would form a different kind of megalopolis than New Delhi, Mumbai or Kolkata with a well planned hub (Bhubaneswar) surrounded by mini-hubs and with rural areas in between. I can not off-hand think of another such area in the world; may be the readers can point me to some. Please suggest what kind of plans need to be made. (Please note that for something to be up and running in 20 years, plans need to be made now.) For example:

  • Commuter trains at frequent intervals and the necessary infrastructure for that. Following are some of the segments
    • Bhubaneswar-Puri-Konark-Astaranga (Puri-Konark-Astaranga needs to be built; alternatively if Astaranga port comes up, then there may be a new line from Barang to Astaranga)
    • Bhubaneswar-Berhampur-Gopalpur (Berhampur-Gopalpur needs to be built)
    • Bhubaneswar-Jajpur Rd(Kalinganagar)-Bhadrak-Dhamara (Bhadrak-Dhamara is ready but no trains yet)
    • Bhubaneswar-Jajpur Rd(Kalinganagar)-Bhadrak-Balasore-Baripada
    • Bhubaneswar-Jakhapura(Kalinganagar)-Tomka (on the line to Kendujhargarh)
    • Bhubaneswar-Cuttack-Paradeep (ready)
    • Bhubaneswar-Dhenkanal-Talcher-Angul (ready)
    • Bhubaneswar-Khurda-Nayagarh and beyond (being constructed; part of Khurda-Balangir)

Buoyed by successful resettlement of displaced persons after five years, Tata Steel, which is setting up a 6-mtpa steel plant at Kalinga Nagar in Orissa’s Jajpur district, has undertaken massive infrastructure development work at the project site to get support of the local people, especially the tribals.

Under its Tata Steel Parivar resettlement and rehabilitation (R&R) programme, the leading steel producer of the country has laid 20 km of quality motorable roads connecting all rehabilitation colonies, besides constructing 32 km of drainage system at adjoining tribal-dominated villages such as Trijanga, Sansailo and Gobarghati.

As many as 300 sodium vapour halogen lamp posts have been installed and pipe water provision made to provide better life to the displaced people living in rehabilitation colonies.

Each colony in the project area has a dispensary, community centre and several education centres offering management and technical courses.

“The Tata Steel Parivar rehabilitation scheme at Kalinga Nagar provides substantially better facilities than the government-framed R&R policy. The government policy provides employment for one member from each core household. On the other hand, Tata Steel Parivar policy provides employment opportunities for each major member of the core house. It also provides training facilities for technical skill upgrade,” a press statement, issued by the company here on Thursday, said.

The release also noted that scholarships were being provided for displaced persons pursuing higher education in professional fields such as medicine, engineering and management.

“An amount of Rs 2.21 lakh is also provided as onetime assistance in lieu of employment. Further, under the Tata Steel Parivar policy, each family is given a monthly maintenance allowance of Rs 2,000-2,300 till they get employment in the plant whereas the policy stipulates payment of maintenance allowance for 12 months only,” it added.

The opposition in Kalinganagar has finally seen light and allowed the Tatas to build the infrastructure of Kalinganagar. Related to this, The Telegraph of UK has apologized to the Tatas for their negative coverage.

Things also seem to be going in the positive direction in the POSCO front and I hope the people there visit Tata’s colonies in Kalinganagar and demand and get similar or better facilities and form a positive partnership with POSCO. In addition the Odisha government should push POSCO in developing a POSTECH like University in Paradeep.

However, there is not much progress with respect to Vedanta Aluminum in Kalahandi or Vedanta University in Puri. Here again it would be wise for the people there to visit Tata’s colonies Kalinganagar and demand and get similar or better facilities and form a positive partnership with Vedanta. But the time may be running out for Puri as Vedanta University Project has indicated that it may give up and move south where it will be welcomed with open arms. If that happens it would of course be a mistake of a century for Puri and Odisha.

In regards to the Arcelor-Mittal and Keonjhar the company really has not made much visible effort to woo the people.

Apeejay Infralogistics Pvt Ltd, a joint venture between Apeejay Surrendra Group and Eredene Capital Plc, UK, hopes to commission the first phase of its two integrated logistics parks at Haldia (West Bengal) and Kalinganagar (Orissa) towards the end of this year.

… Mr Sourav Daspatnaik, Director, Apeejay Surrendra Group, said, “We have just received the Commerce Ministry’s approval for setting up an inland container depot (ICD) at Kalinganagar …”

The Haldia integrated logistics park, estimated at Rs 200 crore in phases, would come up on over 90 acres while the one at Kalinganagar, costing Rs 60 crore, over 30 acres.

The Kalinganagar logistics park, he said, would be different from the one at Haldia because it would cater to the requirements of the steel units coming up in the area. “The big names in steel such as Jindals, the Tatas, and the Visa Group are present at Kalinganagar,” he said.

… In the first phase, the Haldia outfit would be complete with an ICD, warehousing facilities – both covered and open, truck terminal and trade facilitation centre and other facilities. Similar facilities, though on a smaller scale, too were being created at Kalinganagar, he added.

To meet the infrastructure needs of micro, small and medium enterprises (MSMEs) on a priority basis, the Orissa government has reserved 20 per cent of the area in all industrial estates, industrial parks, industrial corridors and land banks for such units.

Further, the state-owned Industrial Infrastructure Development Corporation (Idco) will promote new exclusive zones for MSMEs in all major industrial hubs of the state.

The locations where exclusive industrial parks will be promoted include Kalinganagar, Barbil, Jharsuguda, Sambalpur, Dhenkanal, Rourkela, Baragarh, Balasore, Dhamara, Gopalpur, Chhatrapur, Raygada, Kalahandi and Choudwar.

Such exclusive zones will also come up near the Special Economic Zones (SEZs) in the state.

… The government has also decided that wherever land is provided to large and medium industries, 10 per cent of the land, subject to a maximum limit of 200 acres, will be earmarked for setting up MSMEs. This will facilitate the setting up of ancillary and downstream units, preferably in cluster mode, a source added.

… Sources said that Common Facility Centres (CFCs), to be set up by the Special Purpose Vehicle (SPV) constituted for the MSME clusters, would be entitled for allotment of land free of cost at various locations in the state.

… To provide assured sources of raw material for such units, the Orissa Small Industries Corporation (OSIC) and the National Small Industries Corporation (NSIC) will set up raw material banks.

The two organisations will act as nodal agencies for MSMEs and public sector resource companies will accord priority to OSIC and NSIC in supply of raw materials, which will be made available to MSMEs at the lowest possible rate.

JSL Ltd, formerly Jindal Stainless Ltd, signed an agreement with the Orissa government Wednesday to set up a stainless steel park in the state on an investment of Rs.704 crore.

The park would be set up adjacent to its 1.6 million tonne per annum integrated steel project coming up at Kalinga Nagar industrial complex in Jajpur district, …

… The project, to be built on 300 acres, will have 71 units, including a service centre.

JSL Vice – Chairman Jindal said the proposed park would generate direct and indirect employment opportunities for about 3800 and1200 persons, respectively. He added that the project would ensure high tax receipts of around Rs 140 crore for the state government in the first five years in terms of excise and income tax value added products. As per the MoU, JSL will develop the park and provide all infrastructures like boundary wall, roads, drains, research and development centre, power and water supply, railway network, township, school and hospital.

Architectural products, surgical and hospital equipment, hardware, stamping and forging, cold rolling, and re-rolling mills, tube and pipes, heat exchangers, heavy machinery capital goods, kitchenware, lifestyle products and stainless steel composite panel manufacturing units will come up in the park. To mark on the occasion, five companies Empowertrans Private Limited, Jagadamba Exports, Jupitor India, Kraftsware Limited and Kitechen Essentials signed MoUs with the JSL Limited government to set up down stream industries.

Update: Following are some additional details from a report in Pioneer.

  • Amtech Auto Engineering would set up the complex at an investment of Rs 15,820 crore near Tangi- Choudwar. It would set up a two million tonne steel plant and 500 MW captive power plant in the complex. With this about 33,000 people will get both direct and indirect employment.

    It may be mentioned here that Jamsedpur-based RSB Trasmissions (I) Ltd, one of India’s leading auto components manufacturers, is coming up with an auto complex at Mania in Cuttack. RSB Transmission will invest Rs 430 crore in the project.

  • The committee also approved JK Cement‘s one million tonne capacity plant on the road between Athagrah and Choudwar.
  • BOC would set up an air separation plant at an investment of Rs 434 crore in Rourkela. It would produce oxygen, nitrogen and argons.
  • Bijaya Ferro Power Private Limited would set up a power plant at Keshinga in Kalahandi with an investment of Rs 550 crore. It would take water from Tel river to produce 120 MW power.
  • Ind-Bharat’s proposal to enhance its power production capacity has also got the nod of the committee. It would set up its plant at Jharsuguda with an investment of Rs 3,300 crore.
  • Facor would set up its captive power plant at Rahandia near Bhadrak.
  • Due to shortage of water, few plants have also changed their sites. Odisha Cement Power Plant (OCL) has shifted its plant site from Mania to Rajgangpur.
  • Jinadal Stainless Steel would set up its plant in Luni instead of Gajatara in Dhenkanal.
  • Kalinga Energy Power Limited would set up its plant at Jharsuguda instead of Sambalpur.
  • Scwal Brewage would set up its plant at Baranga instead of Choudwar at a cost of Rs 193 crore.
  • The Rs 1,320 crore Sahara Power project has shifted its plant to Ghantabahal from Turul.
  • German-based Gaunteman Pipery would set up its plant beneficiation plant and pelatisation plant. The beneficiation plant would come up at Barbil and the pelatisation plant at Dhamra. Around 1,605 crore would be invested in the project.
  • Aditya Alumina’s proposal to enhance its production from one million tonne to 1.5 million tonne. It would also enhance its power plant from 650 MW to 900 MW.

Following is an excerpt from Orissadiary.

The projects of Adhunic Metalics and Jindal Stainless Steel at Sundargarh and Kalinganagar, respectively have been approved. The SWCLC has also given its green signal for an air-separation plant. Projects, involving Vijay Ferrochorme and Power Pvt Ltd and Adhunic Power plant have been cleared.

Amtech Metals would establish the integrated auto-complex, first of its kind in the state. Moreover, an auto-park, steel and power plant would also be established in the complex. The cost of the entire project has been pegged at Rs 15,820 crore. All the projects are expected to provide direct and indirect employment opportunities to nearly 47,000 and 1.5 lakh people, respectively apart from bolstering the socio-economic conditions in those regions where the proposed projects would come up, state Industries Secretary, Sourabh Garg said.

Tathya has some details on the Adhunik group’s project. Following are some excerpts:

Adhunik Power & Natural Resources Limited (APNRL) has proposed to invest Rs.3883.40 crore for the 4×250 MW power plant in Birmaharajpur in Sonepur district.

… Adhunik Metaliks Limited (AML), another member of the Group has proposed to set up Down Stream Park for stainless and special products with an investment of Rs.286 crore.  … downstream industries in hot-rolling, cold-rolling utensils, kitchen and hardware.  AML has also proposed for stainless steel pipes and alloys, which received the nod.
The park will be set up at Kumarmunda in a 300 acre area in Sundargarh district.

AML is setting up steel plant at Kumarmunda with a capacity of 0.41 million ton per annum (MTPA).

Tathya has also some details on the JSL project. Following are some excerpts.

JSL Limited posed a proposal to set up a Super Critical Thermal Power Station of 1320 (660X2) megawatt capacity, which has been cleared in the meeting. The Rs.4090 crore Greenfield project will be set up at Luni in Dhenkanal district.

Most importantly JSL, which is setting up a 3.20 million ton per annum (MTPA) capacity stainless steel plant at Kalinga Nagar has proposed to set up Stainless Steel Park (SEZ) with an investment of Rs.740 crore.  … The park will promote auto components, kitchen & life style, light engineering, white goods, cold rolling, pipes and tubes, and service centre. 300 acres of land for the park is needed for the park, which will have man power requirement of more than 2000, said sources. JSL plant is likely to produce stainless steel by end of 2010 and the park is also to be completed by the same time reveal the SLSWCA Report.

The above two downstream park proposals are most likely due to the recent government focus on those aspects, before giving mining leases. The govt. needs to make sure that the down stream parks indeed materialize as proposed.

Tata Steel is all set to establish a 200-bed hospital at Gobarghati in Kalinganagar industrial complex of Orissa’s Jajpur district.

About 10,000 people in the vicinity will benefit from the hospital as the steel giant has been extending healthcare facilities to people in its project as well as operational areas as part of periphery development and CSR plan, company sources said.

… For families affected in its green field steel project at Kalinganagar area, Tata Steel is setting-up the hospital in Gobarghati rehabilitation colony. The hospital building is under construction on a land of 4 acres and the civil part of the construction is almost over, the sources said.

When completed it would have round-the-clock service, pathology lab and outdoor complex. In a phase wise manner the number of beds in the hospital would increase to 200. Also to begin with, the hospital would have 4 to 5 doctors and required number of para-medical staff.

Update: Biswarup Basu in an IRFCA posting pointed out that based on the current schedule this train is  competitive with the 8005/06 Koraput-Howrah Express; 1 hr 5 minutes faster towards Howrah and 15 minutes slower in the other direction.  So many may not mind traveling end-to-end on this train. He thinks there is enough traffic to introduce a daily train in this route.


East Coast Railway is running eight pairs of a special train between Sambalpur and Howrah via Angul. Following is its schedule.

From end-to-end connectivity point of view the path taken by this train is longer than the regular Sambalpur-Rourkela-HWH path.

  • SBP – Howrah : 563 kms
  • SBP – Kapilas Rd (273-15 = 258) + Kapilas Rd – HWH 396  = 654 kms

However, this train would give a direct connection between Howrah and places like Angul, Talcher and Dhenkanal. A train in this route with different times and more stops could also provide direct and useful connection between Sambalpur/Redhakhol/Angul/Talcher/Dhenkanal and Jajpur Rd/Bhadrakh/Balasore.  Perhaps ECOR is exploring a regular train in this route.

Following is an excerpt from a release by the Resident Commissioner of Orissa:

Shri Naveen Patnaik, Chief Minister, Orissa met Shri Anand Sharma, Union Minister for Commerce and Industry at New Delhi and discussed various issues pertaining to development of Industry Clusters and handicrafts in Orissa.

The Union Minister also agreed to the proposal of the State Government for providing infrastructure support for development of industrial clusters under the Industrial Infrastructure Upgradation Scheme (IIUS) of GoI for the clusters located at Balasore (Plastic Products Cluster) at a project cost of Rs 62.50 crore and another at Mancheswar (Engineering Cluster) at a project cost of Rs 61crore. He complimented the State Government for smooth implementation of the Metallurgical Cluster Project in Jajpur (Kalinganagar) which has already been sanctioned for Orissa under the IIUS.

In the following Business standard reports on progress on the proposed Aluminum park in Angul.

The proposed aluminium park of the public sector National Aluminium Company (Nalco) at Angul in Orissa, which was mired in uncertainty, is finally set to see the light of the day.

The proposed venture will be set up jointly by Nalco and the state owned Industrial Infrastructure Development Corporation of Orissa (Idco). The two partners are expected to sign a memorandum of understanding (MoU) in this regard soon.

Sources said, Nalco and Idco will have equal stake in the project. …

“All the contentious issues have been resolved and the terms and conditions of the draft MoU have been agreed upon by both the partners. The signing of the MoU is a matter of technical formalities”, a senior official of the state industry department told Business Standard.

Sources said, the MoU will be signed by the end of this month and the chief minister Naveen Patnaik will lay the foundation stone for the project in the first week of September. The proposed park will come up adjacent to the existing smelter plant of Nalco at Angul.

The complex will house various downstream and ancillary aluminium industries. Though it was originally planned to develop the project over 200 acres, it has been decided to acquire 50 to 100 acres more to increase the size of the park. This will take care of the future growth requirement and creation of some social infrastructure.

… Sources said, the cost of developing the land in the park will be borne by Nalco and Idco equally and this will be recovered from the units which will come up in the park. An innovative pricing structure is proposed to be put in place for this.

The aluminium park, once fully developed, is expected to attract investment of Rs 300 to 400 crore. It may be noted, the project passed through uncertainty as the state government was earlier reluctant to join the project as a joint venture partner.
